With stricter border control asylum seekers have dropped to 3500 a day at the US border with Mexico and the new government of Mexico under Caludia Sheinbaum is likely to cooperate with Biden to take back people of other nationalities. President Biden is about to pass an executive order that effectively closes the border with Mexico. Once daily crossings reach 2500 the border will be closed. The legal basis of the action is Immigration and Nationality Act clause 212F which says the president can take this action when he sees that "the entry of aliens or any class of aliens to the United States would be detrimental." This lowers the threshold from 4000 in the Senate bill negotiated by the president with Republican Senator Lankford to 2500 daily crossings. Mr. Trump had the Republican Speaker of the House not bring the Senate bill to a vote in the House. At the time Republicans in Congress said Biden should use his executive authority to do this and lower the threshold. The former president Trump also issued this kind of executive order in 2018 which was blocked in a federal court on grounds of humanitarian protection no matter how immigrants entered the country. This time there is a sense that the Congress, the president and public opinion supports this action and the president's authority. Mexican president Sheinbaum's support will also ease its implementation in 2024 and cut down border crossings from asylum seekers to lows below 2500 till a new Senate bill is taken up and passed with bipartisan support that exists in US Congress. ...

Women voters made up 53% of the voters in the 2012 election. The 2016 U.S. presidential election in unique because of the first women candidate for president with advantage in the women's vote. Also unique is the split between the college educated and the non college educated voter, something that has into happened in an election in this way for a long time. A pro business party such as Republicans finds itself with a significant part of the non college educated vote.  Another difference is the huge turnout of Hispanic voters, and questions raised about how their loyalty may have shifted for decades with Republican positions on immigration and deportation. The demographics have also shifted with college educated voters in suburbs of southern states such as Georgia, Colorado and North Carolina. States that once dominated the national election such as Ohio with a larger number of non college educated voters are now not as significant as in the past. Homeland Security and ICE needs new resources- $175 billion from Congress is part of the plan from Republican Senators to boost support for action in immigration. To deliver on plans to control illegal migration there is a need for funding the agencies involved. Senate Budget Committee Chair Lindsey Graham (R-South Carolina) says in this report that Homan was “begging” for funding from Congress. Much of the migrant action is hard to undertake with current resource levels. Graham’s committee adopted a budget blueprint for legislation to boost border security and immigration enforcement by $175 billion. Republicans say it is intended for three parts in funding: personnel, facilities and infrastructure, support for state and local officials. It was 1 to 1 in 2000 and went up to 1 to 5 by 2016 and accelerated since to 1 to 10. Why is this important? It is important because as is true also for the trillions of dollars of funds allocated in the Biden legislation in the Inflation Reduction Act, for Infrastructure, and for Chips and Science. Much of this funding goes to Republican states and counties. Senate Majority Leader Mitch McConnell says he doesn't yet have the necessary votes to stop Democrats from calling for witnesses. Democrats want former presidential National Security Adviser Mr. Bolton to testify under oath about the president's motivations for freezing aid to Ukraine. During three day of presentations by Mr. Trump's defense legal team the focus of Pat Philbin and Alan Dershowitz was on the actions of the president on Ukraine policy not rising to the level of Abuse of Power and Obstruction of Justice that Democrats in the House have presented as the 2 Articles for impeachment. Earlier the White House legal team put the focus on Mr. Biden, and his son Hunter Biden's role in the Ukrainian company Burisma as a board member. Burisma was being investigated for corruption by Ukrainian prosecutors. Much of the defense presentation recalled the effort during the early days after the Civil War to impeach president Andrew Johnson simply because Republicans in Lincoln's party did not like Mr. Johnson's views on Reconstruction of the South, and his dismissal of Mr. Stanton, the Secretary of War. That effort failed because it lacked one additional vote needed for a two thirds majority in the Senate. Republicans say not only are the president's actions on Ukraine calling for an investigation of the Biden's not an impeachable offense as "a high crime," but also that Democrats dislike of Mr. Trump just as Republican dislike for Mr. Johnson was lowering the bar for impeachment by making malleable charges. They argued that one of the country's founders Mr. Mason even rejected the idea presented to him that "maladministration" as grounds for impeachment should be put in the Constitution for the very same reason, that it was malleable to a preconceived notion of what is wrong. Four Republican senators Gardner of Colorado, McSally of Arizona, Tillis of North Carolina and Collins of Maine face tight races in upcoming elections, and may decide in favor of a compromise for the calling of witnesses. US DJT Tariffs impact 1 year later- global trade has held up well with US unemployment at 4.4% and economic growth at 2.1%. China imports down from 20% in 2016 to 10% ten years later in 2026. For DJT that was a promise kept leading to a sharp decoupling of the US economy from the Chinese economy that was leading to huge trade deficits of 1 trillion dollars. Too much of the world's supply chain was tied up with manufacturing in China. It got so bad under Reagan, the two Bushes, Clinton/Obama that the US and EU were facing deindustrialization with huge risks to the future of the US and Europe as industrial powers. 150 years of industrialization and scientific advancement, the great achievements of Europe and the United States since 1860's was going up in smoke over reckless policies of Republican and Democratic elites who gave little thought and barely understood the long run effects of their policies and textbook theories of the economy. How the Simpson-Bowles Commission recommendations on reducting tax expenditures and the Romney, Feldstein proposals to limit tax deductions and loopholes to make the rich pay more- at the same time as the tax code is simplified with lower rates- offer a basis for moving towards a deficit reduction plan that has support on both sides of the aisle in Congress, of Democrats and Republicans. Jeb Hensarling and Pat Toomey are the Republican members on the Supercommittee to address deficit reduction, who support a balanced approach to raise revenue from taxes and spending. Obama advisor, Chrisitina Romer sees the Simpson-Bowles approach to limting tax deductions as a good starting point for building an agreement. Romer goes so far as to say let the Republicans in Congress decide on infrastructure project selection as there so many worthy infrastructure improvement projects that getting started would be the main objective.

Many of the problems in Minnesota came from the tactics employed by a Border patrol agent Bovino who took over Minnesota immigration enforcement in the state. He was removed by the Border head Tom Homan who said some of the tactics used were not what ICE normally has used in the past. Homan has taken over complete control of the operations for immigration enforcement in Minnesota. Todd Lyons (Immigration and Customs Enforcement) RodneyScott (Border Patrol CBP) Joe Edlow Citizenship and Immigration Services made an appearance in US House of Representatives hearings held by the Homeland Security Committee. The immigration enforcement in California, and other states, and law enforcement in Washington DC and Nashville did not meet any of the confrontations that happened in Minnesota. Democrats and Republicans are negotiating ways to come up with law enforcement that does not disturb entire neighborhoods and can be conducted peacefully.

Kristi Noem's handling of the situation in Venezuela defeated the overall purpose of correcting unlimited migration and open borders with use of aggressive approach in Minnesota that was not consistent with standards set at Homeland Security. It took a great deal of effort from Tom Homan, head of the overall effort on migration control and border security to restore public confidence in immigration approach in Minnesota. The US president was ill served by the use of these aggressive tactics which did not have support even from many Republicans in Congress. The president had showed his dissatisfaction at this and has now moved to correct this by bringing in Markwayne Mullin whom he called "highly respected"  from Oklahoma, who can talk to all sides as the immigration actions take place to get the largest degree of support from the American people along with Tom Homan in many diverse and different states in the Nation.

The Congressional Budget Office analysis of the Republican House health Care bill shows 24 million Americans would lose health insurance over 10 years. In terms of budget savings the bill saves $337 billion over 10 years. The increase in uninsured comes from the roll back of expansion of Medicaid under the House plan, the reduction of tax credits, plus the removing of income based credits replacing it with tax credits based on age. President Trump is promoting the bill saying it will reduce the premiums that have gone up since Affordable Care Act was passed and increase competition. House Speaker Ryan in promoting his plan says he is not in "some coverage beauty contest." The House Plan says Ryan, does not mandate that all be covered, but simply says coverage is in a free market giving people the option to buy insurance that they want, so that the numbers of insured would not be as many as under a mandate.

The Wall Street Journal in this editorial says President Obama is negotiating deficit reductions with Republicans to gain an advantage in the 2012 presidential elections. Its view is that President Obama is offering Republicans a Hobson's choice: if they agree to raise taxes they would be giving up on a campaign pledge, and if the government shuts down and seniors do not get retirement checks in August letting the Republicans take the blame. For this reason it supports Senate Minority leader Mitch McConnell's proposal to give the President the authority to make the debt limit increase, and for Republicans to withdraw from talks on the deficit reductions that involve tax increases.

By pulling back from the kind of erratic immigration enforcement in Minneapolis DJT as shown by the WSJ, the administration is closer to getting a deal on the government's budget for passage in Congress. It averts a shutdown. The DHS part is being discussed and voted separately in that deal. In Congress there is more openness to talk about each other's flaws as Chris Murphy leads the Democrats. Tim Kaine says "we can do better" instead of the belligerant opposition to ICE. Lisa Mukowski says it is hopeful because the talk has shifted away from "abolish ICE" to better law enforcement and doing better law enforcement. The WSJ and business have taken the lead on this issue with "de-escalate." Congressis doing more as Republicans are critical and even in DHS Homan is now in charge, the president say "de-escalate a bit," many Republicans including Kristi Noem at DHS and government officials look for ways to do better. In this way Minneapolis has opened up new dialogue so that the American tradition of law enforcement done right that makes people and neighborhoods safe and law enforcement acts in ways that are a role model, the anger and frustration on boh sides is defused little by little in constructive ways, and topics at the heart of the matter are being discussed and sorted out for the first time in years. ...

The southern U.S. which was early to reopen the economy after the lockdown with some states having only partial lockdowns, is emerging from the coronavirus in much better shape than the rest of the U.S. The unemployment rate fell to 6.9% in August, the lowest of any region. The number of people employed was only 6% lower in August than in February, when most of the U.S. went into lockdown, compared with declines of 10.6% in the Northeast, 8.2% in the West, and 7% in the Midwest. Some of this was a result of aggressive reopening in Texas and other southern states. Overall deaths in the south were 60 per 100,000 people compared to 132 in the Northeast including New York and New Jersey, Midwest at 52, and West at 40. The Northeast numbers are high because of the elderly in nursing homes hit hard in New York and New Jersey.  In the southern states by comparison the deaths came later and among young people taking risks. The virus hit the northeast early and parts of the midwest, southern states had the advantage of some of the work already being initiated in March to fight the virus nationwide. Many of these states are also Republican and residents feared the virus much less. Republican Governors followed their instincts and aggressively reopened putting the economy first. The numbers tell the story. In South Carolina 44% of Republicans say they aren't afraid of the virus outbreak in the local area, compared to just 2% of Democrats, according to Civiqs poll. Georgia and Florida have similar numbers, all with Republican Governors. One factor favoring southerners is that cities in the south are much less dense and less populated than in the North and West. Smaller cities than Los Angeles and New York. ...

This WSJ editorial sees president Biden's speech at Independence Hall in Philadelphia as intended to give the Democrats the advantage in the midterm elections for Congress. It says Vice President Pence and other Republicans opposed Mr. Trump when he claimed he had won the election. AP/NORC poll March 2023 shows 7 out of 10 adults in the US feel that the US is spending too much on development assistance when the budget for USAID is $40 billion. In general Republican administrations prefer foreign aid to be adminstered by the State Department not a separate agency. USAID was setup during the Cold War with the Soviet Union by president John F. Kennedy in 1961. Today it adminsters programs for HIV/Aids and for pandemics, health programs that can be done through the State Department. Attitudes have shifted following the pandemic with 9 out of 10 Republicans opposed to foreign aid through USAID. Some of the criticism is that it funds bureaucrats favorite programs. The actual impact is now uncertain in the developing of an economy. For example Sri Lanka benefits more from aid and development assistance from neighbor India than from programs of USAID as it tackles the current economic crisis following the pandemic. India pulling together the aid through IMF for Sri Lanka, and the investment in energy from India is way more important than the small USAID programs.  ...

This will make it difficult to deliver on DJT's agenda says  this report in WSJ. 

On paper Republicans are 220 to 215 for Democrats. With resignation of Rep Gaetz  it comes to 2019 to 215. This means no more than 1 defection is possible for Republicans to pass legislation. Rep. Michael Waltz of Florida and Rep. Elise Stefanik of New York will become the National Security Adviser and US Representative at the United Nations, which means by February 2024 till new elections are held for these 2 seats the House will be 2017 to 2015. At that point a single defection would risk blocking legislation.
