He talks about the importance of a Presidential system for Russia with strong presidential power, and the complete unsuitability of a parliamentary republic for Russia because it appears that the government could end up being weak with a many party coalition, especially in Russia at this time where there are many parties and factions each would be jockeying for power. Coalition governments would not accomplish much leading to stalled economic and social development. Manufacturing is very important to Russia, and adding a high portion of the value added to products is very important,  that Medvedev understands. It appears he has reflected on a lot of things that matter to Russia's development, and would make a different kind of President than Putin. He just might carry forward Russia's development for the next 8 years in a proper manner. From the standpoint of oil prices and availability of supplies, a good environment for cooperation in the energy sector between foreign companies and Russian companies, it appears that Medvedev would offer good leadership for the next 8 years in a Medvedev- Putin combination as President and Prime Minister, a Medvedev-Putin administration. This would also be true in the manufacturing sector in the expanding industries like automobiles and others. ...

Santora and Hicks give this report on life in the city which faces constant missile and other attacks with much of its power and other infrastructure destroyed, and schools operating deep inside subway stations. Nothing like this destruction has been seen in European cities since 1945. Europe had only the Balkan conflict limited to Yugoslavia 1991-1995 as the country split into several states, Serbia, Croatia, Bosnia, Kosovo, Montenegro, and Slovenia and the US settlement in 1995 following NATO bombing in Serbian Bosnia. The Ukraine conflict stretches back decades starting in 2014 with the Maidan protests in Kiev and fall of the pro-Russian Yakunovych government. After a brief war and Russia taking Crimea it ended with the Minsk Agreement in 2015. Russia had supported separatists in Donbas region. Russian is the language in Russia and Ukraine and both countries share a common historical heritage. It started again with Putin's complaints about NATO enlargement in 2021, followed by an attack on Ukraine in 2021 bringing Finland and Sweden into joining NATO, and US support to Ukraine's defense.  ...

Russia's parliament voted to ratify Russia's entry into the World Trade Organization by a vote of 238 to 208. Opposition was led by the Communist party. The head of the Economic Expert Group in Moscow, Evsey Gurvich, says the new rules are important for Russia as Russia has no rules of the game today, the new rules will enhance competition. President Putin described the change in this way: "We joined the WTO because our economy is highly dependent on the external market in terms of both production and consumption. Excessive protectionism invariably leads to stagnation, low quality and high prices." The result from loss of revenue with lower tariffs is a loss of revenue of $5.7 billion in 2013, and $7.8 billion in 2014, according to Economic Development minister Belousov. The financial crisis of 2008-2009 convinced Putin that Russia had to participate in the decisions about the world economy because of the direct impact this has on Russia.

A detailed WSJ report by a number of reporters and journalists who were in the field during the hours and days when the fighting started. It shows that both sides had been preparing for a number of years for the fighting, the Russians in Abhkazia and South Ossetia and the Georgians, and the Russians and the Americans had supplied Georgia with new weapons so the US also was aware of the buildup. Its just that when the fighting started with shelling by both sides, and when Sashkavili made the decision to go into the S. Ossetian capital Tshkinvali he did not expect the Russians to respond so strongly, and Putin personally to respond the way he did. He totally misjudged Putin and the Russians. But the military preparations on both sides show that all sides were preparing for conflict and should the US have paid more attention to the region so that it was caught unawares.

India hopes to have a transaction specific waiver for the purchases as the U.S. is placing sanctions on defense purchases by countries from Russia. U.S. sanctioned China in September 2018 for its purchases of 25 Sukhoi jet fighters and S-400 missile systems from Russia.

India has set a goal of diversifying its arms purchases. From 79% of arms purchases sourced from Russia, the figure dropped to 62% in 2013-2017 compared to the preceding 5 year period.

India and Russia have set the goal of expanding bilateral trade from current $10 billion in 2017 to $25 billion  by 2025.

It says the prevailing opinion is that Russia is trying to show its superpower  status in the Middle East and other areas. Other views are that it is showing that it will counter all civil society movements following the one that toppled Yakunovych in Ukraine, and sending a message to civil society movements in Russia. President Obama after meeting with Putin in Hangzhou in September 2016 for 90 minutes, said it appears that Russia is willing "to live with constant low grade conflict" for a long time. DW.com says this is risky for Russia, and it offers so little in return, with the loss of credibility with world public opinion. Compared to Georgia where ethnic Russian ties were involved, and Ukraine where Russia has historically had ties with the eastern part of Ukraine, Russia has no interests of this kind in the region of Syria-Iraq. In its ties with Iran Russia was historically one of the colonial powers like Britain and the U.S., with U.S. relations having worsened only after the 1950's, so no historic ties exist with Iran either.   ...

Merkel prods Russia to follow Germany's example as she lands in Kiev on the 75th anniversary of the nonaggression pact signed between Nazi Germany and the Soviet Union. The interference in the 2016 election was done with the hope that a Trump administration could make a difference in the sanctions after the deterioration of relations in the last year of president Obama.The U.S. Congress has moved to extend the sanctions, with Democrats and Republicans coming together on this issue. This means there is not much that president Trump can do to improve relations. Germany and the European Union are improving their defenses as the conflict drags on. The US position DJT has articulated is to bring an end to the war to end the daily loss of lives on both sides. Looking back was it worth loss of hundreds of thousands of lives on both sides and the damage to the economy, to housing from bombing, and the millions of refugees many older people, just for the Association Agreement with the European Union in 2013-2014. This has been completely mismanaged by all sides, the EU officials responsible, the governments in Europe including Russia and Germany, and Ukraine's political parties and their appeal to the people, and by the administration of Obama in the US. DJT and administration officials have long made it clear that they don't want this war, the war in Ukraine. A conflict that has been going on in some form or other between parts of Ukraine in the west and Russian influenced regions in the east as governments changed before and after protests in Kviv in 2013 over an agreement on association with the European Union long before the current war; some favorable to Putin and some not like the current government. So it is surprising that Medvedev would make remarks about DJT and the US to draw a confrontation between the two powers US and Russia in this way in X, remarks DJT calls "inflammatory."  Especially when the US is trying its best to negotiate and end to the war by pressuring both sides. It's defending of Ukraine only to stop the missile attacks on it's cities to give peaceful resolution a chance, not to aggravate the conflict.   ...

Major decline in oil prices in Oct. 2014 as prices drop to $81 per barrel and are forecast to reach $70. U.S. oil production increased by about 56% or 3.1 million barrels a day since 2004. U.S. demand for gas and fuel declined 8% compared to 2004. Initially instability and wars in the Middle East sustained high oil prices in 2012-2013. Yet with growing output from shale and other sources in N. America and slowing economies of Europe and China, the situation reached a point in 2014 where supply exceeds demand. This shift more than offsets any instability in trouble spots. The situation affects the U.S. consumer favorably with an estimate of $1 billion in savings for American consumers with every one cent drop in price at the gas pump, by one estimate from Deutsche Bank analysts. Typical American families gained an extra $50 a month from the decline June to October 2014, according to analysts at Gasbuddy.com. The declines are a boost for the slowing economies of Europe, Japan, China, S, Korea and India. China's imports for 2015 are estimated at 61% of oil consumption, using official estimates. In the current slowdown the lower prices offer relief. India which imports 75% of its energy benefits signficantly, as this helps lower inflation and reduces cost of fuel subsidies for state run companies. Russia is adversely affected by the declines as it depends on oil and gas exports for 50% of the nation's budget. Estimates by AFK Sistema economists show the Russian economy contracting in 2015 with oil at near $90 per barrel (Brent crude is at about $85, and WTI at $81 in early Oct. 2014). Russia's former Finance Minister Alexei Kudrin reflects opinion among Russian executives and politicians, when he told state television that Saudi Arabia may be pushing prices lower to target Russia's oil resource based economy and Mr. Putin, in an effort to broaden the effect of sanctions. German chancellor Merkel says leaders today are stuck in their own digital echo chambers and not doing the diplomacy and bilateral communication needed. Lack of diplomacy is worse than during the Cold War, says Merkel. "We live in a world where lack of speech is more pronounced than during the Cold War." She was gravely concerned by the number of conversations she had with world leaders who rarely speak to each other, and who become inward looking even as the global economic links bring countries and regions closer. This is happening with the situation in Libya and Germany has convened a conference of world leaders including France, Russia and Turkey, and both sides in the war in Libya to talk about the essential steps for peaceful resolution. Germany wants to prevent any recurrence of the situation that resulted in refugees fleeing North Africa in 2015. What were the mistakes made during that crisis? Merkel says "The mistake was not to have paid attention to create an environment where people can stay in their own country."  Germany has no intention to let that mistake be repeated in Libya. Over the years since its formation the early enthusiasm and vision was replaced by dry directives issued by bureaucrats in Brussels leading to lethargy. 1979's 62 percent voter turnout contrasts with 2014's 48% voter turnout. Another reason for the sense of EU coming back to life comes from my visit to Germany, where after decades of disinvestment in infrastructure the rail station in Frankfurt is being rebuilt and new infrastructure is being built all over the city. Posters all over Frankfurt for EU parliament elections show a new spirit for Respect for workers, working families, and a sense that the FDP, SPD, CDU and Greens can take the decisions to give new vigor to the German democratic process.    ...

Russia's government lowers its forecast for GDP growth in 2013 to 1.8%. Like other emerging markets Russia is facing a slowdown in economc growth. Government forecasts are for 3% growth for 2014 and 2015. About 50% of revenues in the budget come from oil exports and Russia is still dependent on higher oil prices. The budget is likely to have a 1% of GDP deficit in 2015. President Putin is not inclined to run a large deficit to increase growth. Budget revenues are expected to come lower for 2014 and 2015 by 3.3% and 6.9% compared to forecasts. Finance ministry policy is for hiking taxes on mineral extraction 16% by 2015, and increasing excise taxes on cigarettes and alcohol. State run firms will be asked to pay out 35% of profits as dividends compared to the current 25%, providing $39 billion from this action, according to the Finance ministry.
