These steps need to be put early, with absolute clarity, and strictly enforced. This report in the NYT shows how decisive action early is the only way to prevent the crisis from becoming a large one that threatens the health system and millions. German states such as Bavaria and others now have a $25,000 euro and some have jail time. Singapore has jail time and fines for violating the stay home quarantine orders which it imposes after contact tracing. Taiwan has similar measures. Enforcement and strict control are part of the tools that have worked in these places and in China, South Korea.  Britain has still to close flights from Iran, Italy, which The Times reports on March 20 are still landing at Heathrow. This is after the U.S. weeks earlier banned flights from China, Iran, Italy, and last week from Europe after EU nations failed to take action early.  ...

By a vote of 3-2, the U.S. Securities and Exchange Commission voted to pass the "proxy access rule." This makes it mandatory for companies to include the names of all board nominees, even if they are not backed by the company, directly on the standard corporate ballots. These ballots are distributed before company meetings. At this time shareholders have to mail separate ballots for their nominees, and have to have a campaign to get shareholder support. This made boards less responsive to shareholders without the means to take on a long costly campaign. The new rule goes into effect with the 2011 annual shareholder meetings.

Trump says he hopes Mueller is fair, and will be fair, is going to be fair. Yet that is not what Conservative media is saying. Trump has criticized the Justice Department. Here he says that he the President can do what he wants with the Justice Department, using the words "absolute rights," for the president's powers. This is a misreading of the powers of the Presidency under the Constitution. If the president thinks this hope is not realized of Mueller acting fairly it could lead to a situation in which the president acts beyond the powers of the president, creating a new gap between Congress and the president and overreaching of powers.

Mr. Sunak is looking for ways to revive Conservative fortunes after 13 years in power and Labor under Keir Starmer 15-20 percentage points ahead in polls for much of the year. Under the law overturned by the US Supreme Court it was illegal to carry a gun openly and a permit was needed in New York to carry it concealed. Three Supreme Court Justices appointed by president Trump were of a disposition that opposed gun control laws- Gorsuch, Kavanaugh, and Barrett. The requirement under the New York law was that you had to show "good moral character" and "cause" to carry a concealed weapon or carry a gun openly. Many other states have such laws in California, Hawaii and urban states in the north east. Republican states are loosening gun control laws. This comes as many random shooting incidents are taking place in the US some in schools and grocery stores, the most recent being a shooting in Buffalo, NY. The vote was 6-3 after the Supreme Court for years had avoided hearing such cases based on Second Amendment rights from the Constitution that some had interpreted to include freely carrying guns without any common sense restrictions. This issue is second only to abortion as a cultural issue in the US on which sides are taken by the public including the Supreme Court Justices selected by Mr. Trump. Though not directly apparent these and issues of immigration, other cultural issues surrounding gay rights are putting those who would normally come together on issues of national interest on opposite sides when it comes to common sense support for everyday issues of feeding families, keeping workers employed in good factories at home, child care, education, health care, fair wages, restoring America's manufacturing leadership and bringing back manufacturing to the US. The emergence of Tech and tech companies, Silicon Valley, the finance sector in New York, has reinforced the prejudice in these opposing sides as Tech and the finance sector have largely embedded themselves into the Democratic side. Tech and finance sector employees with higher incomes have largely insulated themselves from the interests of ordinary workers and families creating a split Democratic party when it comes to supporting workers and families who form the vast majority of the American people. In a sense today the national interest is separate from these cultural issues and supporters of national interests can be found in both parties who can look beyond and above these cultural issues. It is also where many of these cultural issues can be resolved to some degree using common sense on which most informed members of Congress can agree. This is true for gun control as a group of bipartisan Senators from both parties are preparing gun control around common sense principles that today are even beyond the capacity of the Supreme Court of the US that itself now reflects a raucous public sphere. ...

 After a landslide win in the recent election with 56% of the vote, Gabriel Boric, 36 years, will work for a fair deal for ordinary Chileans. His win comes after years of street protests calling for a fair deal including pensions, transport services, and better income distribution. The protests called for writing a new constitution to replace the one written by dictator Pinochet. Chile has grown increasingly polarized with younger generation favoring change and fairness and many of the older generation favoring the system left by dictator Pinochet.

Chile is described as an economic success story but it is a highly unequal society with 1% of the people owning 25% of the wealth, and about half of the people seen as economically vulnerable, says this report in The Guardian.

Discussion on the need for a new framework in which debt of developing countries can be restructured with relief from private creditors and China. This is particularly needed for countries in Africa. Finance ministers from G-20 countries have come up with a new process for restructuring debt of world's poorest countries. These countries owe billions of dollars to China's state owned lenders and western fund managers who bought dollar denominated bonds of African countries. Zambia is the latest case of a country defaulting on its debt during the pandemic. Zambia missed a $42.5 million interest payment on some of its $3 billion in dollar denominated bonds. Zambia is one of Africa's largest copper producers and is now in default. Debts are now 100% of gross domestic product. Zambia's default follows default on debt of Ecuador and Argentina, which restructured their debts, after a steep sell off of emerging market bonds. Lebanon defaulted in March of this year. ...

American Bar Association officials now think that mandatory standardized tests such as the Law School Admission Test can deter law schools from using innovative ways to evaluate candidates for admission. Only one out of 21 members of ABA's accrediting council voted against removing mandatory tests such as LSAT or GRE to enter law school in the US. To attract people of diverse backgrounds is now considered important and many ways can be adopted to evaluate candidates without standardizing the process. Could Abraham Lincoln have done well on a standardized law school test? Could leadership qualities needed for the US to meet a new set of challenges be missed by standardizing processes and tests that produce the same type of candidate, and eliminate anything that does not conform to the set uniformity?

See the Breakthrough Agenda Report on Climate Change targets and hurdles after COP26, on the IEA website, and opportunity for 85 million additional jobs by 2030 in renewable energy. The report is done by the International Energy Agency, the International Renewable Energy Agency, and Climate Change Champions. It points out the need for better international coordination if climate change goals set at COP26 are to be achieved. The report calls for a breakthrough by addressing the international "collaboration gap."

IRENA makes 25 recommendations to be discussed at ministerial meetings. It also says that 85 million new jobs could be created in renewable energy worldwide by 2030 compared to 2019, offsetting the loss of 12 million jobs, creating a huge jobs opportunity with action on renewable energy.

A new generation of younger leaders takes over at the European Central Bank under Mario Draghi. Belgian economist Peter Praet succeeds Peter Stark of Germany in the Economics Department. Portugal's Vitor Constancio is vice president. Jorg Asmussen, 45, from Germany is on the ECB executive board, so is Benoit Coeure, 42, from France, and Klaas Knot, 44, from the Netherlands. Asmussen will head the ECB's International Division. Jens Weidmann,43, is the new head of the Bundesbank. The result experts say could be a reorientation of the ECB's outlook away from the rigid anti-inflation stance of Draghi's predecessor, Claude Trichet, and a willingness to try new approaches to help Europe tackle this recession.
