Days after the collapse of the Francis Scott Key Bridge in Baltimore's outer harbor, a key part of the industrial and jobs infrastructure in Maryland, this WSJ report shows 8 other bridges in the same dilapidated condition and at risk of collapsing. The eight bridges are- The Verrazano Narrows Bridge  NY-NJ,             The George Washington Bridge NY-NJ, The Golden Gate Bridge and the Oakland- San Francisco Bridge in California, the Chesapeake Bay Bridge in Maryland, the Tacoma Narrows Bridge in Washington state,  the Lewis and Clark Bridge and the St. Johns Bridge in Oregon. Note that all but one are older than Scott Key built in 1977, and all have "fracture critical" elements according to their WSJ report, meaning that even the failure of one steel component in tension could cause a collapse. Jennifer Homendy, chair of NTSB safety authority doing the investigation into Scott Key says that there are 17,000 bridges in the US that are fracture critical, showing how much of US infrastructure is aging and in need of investment that is today being sucked up in mad sprees of venture capital investing in startups, and in misallocation of capital, that contribute little to the ease of living, to jobs and essential infrastructure for the American people.                  ...

Once a pioneer in X ray machines and jet engines General Electric fell into disrepute under Jack Welch when the company hid low earnings in industrial businesses by setting up its financial business. The 2009 financial crisis hit GE hard. Years of deleveraging followed after exit of the financial business. In 2018 it exited the Dow Jones Industrial Averages. Larry Culp of Danaher joined GE as new CEO of GE in 2018. He sold the healthcare business to Danaher for $21 billion. After about $100 billion in deleveraging the remaining company was split into two companies GE Aerospace led by Culp and GE Energy called GE Vernova a purpose built company led by Scott Strazik headquartered in Cambridge, Massachusetts. GE Vernova is focused on wind turbines and renewable energy, its purpose to accelerate the energy transition and advance sustainability. The new GE is itself a return to the old days when GE was a pioneer and powered America's industrial base, not the company of deindustrialization of Jack Welch of the 1980's Reagan and post Reagan period when investing in financial and speculative business made GE to lose its purpose and go astray. For Culp and others the realization of the failure of policies that deindustrialized America and shifted factories to China after Thatcher and Reagan was a lesson learned.   $112 billion out of $170 billion in new investments resulting from Biden's 2 climate laws, and the bulk of the 200,000 new jobs are being pushed by president Biden into Republican states. Republican voting states including many southern states are getting the largest share of the hundreds of billions of dollars in renewable energy investments by the Biden administration. Two new climate laws were passed by Biden without many Republican votes in 2022. WSJ offers a visual guide to where new manufacturing investment is taking place. It shows that three fourths of the $170 billion in investments by companies are going to Republican voting states. On a state wide basis this amounts to $112 billion for Republican states. Most of the public is unaware of the role of the climate laws in this new investment in manufacturing. This is why other presidents talked about manufacturing investment including previous presidents Republican and Democrat, president Biden has done the country a great service by making much needed investment in manufacturing and creating a new sense of hope in once neglected communities. Investments are being attracted to these states many in the south with easier land development and lower costs for labor, electricity, and lower taxes. This gives Republican states the ability to use their advantages in the best way and overcome the failure of many Republicans in Congress to support these investments with president Biden putting together bipartisan support.  ...

Senators approved the U.S. Republican tax bill 51 to 49 votes on December 1, 2017. The 500 page bill was approved with arewritten version containing more changes made at the last minute to get it passed in the early morning hours. It was passed along party lines with all Democrats opposing. The last minute changes were made to get Collins of Maine and Johnson of Wisconsin on board. A concession was made on DACA young undocumented immigrants for Flake of Arizona. In this way its passage was ensured after failure to repeal Obama health legislation. The Congressional Joint Committee on Taxation report says the bill would increase the deficit by $1 trillion over a decade. Corker of Tennessee opposed the bill for this reason, but failed to convince other senators who believe the bill will generate robust growth and the deficit report is too pessimistic. The tax cut bill helps 70% of middle class families and may not help others because of removal of deductions such as the one for state and local income taxes. Business gets a permanent tax rate of 20 percent instead of 35 percent which is made permanent. Owners of small business not set up as corporations also get a tax break for small business. To offset the cost of the changes the Alternative Minimum Tax for corporations is retained and a tax on corporations with assets held overseas was increased. ...

Agnes Delahaye, Prof of American Civilization at Lumiere University Lyon 2, in France, describes this in an interview in Le Monde. Her book is Adventurers, Puritans, Pilgrims, Amerca's Founding Myths. The first book in 1583 that set the stage for English exploration in the Americas is- A Short Account of the Destruction of the Indies by a Dominican missionary, Bartolome de las Casas, and says the Spanish solders tarnished and ruined their Christian duty. The second in 1584 was Discourse of Western Planting by Richard Hakluyt showed Queen Elizabeth with the true religious conviction and practice against the Spanish "black legend," of conquest, and unChristian treatment of native Americans. The Pilgrim Fathers and the migration on the Mayflower and other British ships came through this movement. The settlers around 1600 came from small Calvinist congregations under Brewster and Robinson. Mayflower Compact was the constitutional document in 1620 setting forth their aims. ...

Lipton, Austin and LaFraniere of the NYT tell the story of how the serious differences between the prime contractor for the federal healthcare website, CGI Federal, and the Obama administration officials handling the website, evolved into conflicts that could not be resolved. This led to the flawed website being rolled out on schedule ignoring serious problems with the website. The detailed report comes after interviews with Obama administration officials and specialists who worked on the project and looking into government and contractor documents. A month ago in October 2013 the healthcare website for the Obama healthcare law was up only 42% of the time with 10 hour failures happening frequently. Basic steps for the functioning of website backup systems in case there is a failure, testing to ensure negligible or no outages, were not secured. The government officials responsible for the rollout did not have the capabilities to handle such a project. Henry Chao, who worked in the Medicare agency for 19 years was left to oversee day to day questions for the website HealthCare.gov, but lacked a formal background in software engineering and no authority to make the decisions needed. The $630 million project was setup inside the Medicare Agency, instead of a separate agency specially setup for this project and staffed with the appropriate skills as originally proposed. Five different lower level government officials made decisions without the authority needed and no one person with the necessary skills was given overall responsibility and decisionmaking. A series of missteps were allowed to take place- settting many added requirements that made it difficult for contractors to focus on basic steps and get them right, use of the MarkLogic database system instead of systems from IBM or Oracle against the advice of contractors, multiple contractors without a way to control the overall project, shifting requirements from the government and bureaucratic delays for resolving basic issues such as use of social security numbers, all worked to create delays. With the delays came a deterioration of relations between Obama administration officials and the contractors. The government officials response was to stick to the deadline of Oct. 1 rollout, with Michelle Snyder, chief operating officer of Medicare agency telling people she would fire the contractor if possible. In the end no one took responsibility for a safe reliable rollout, even though the system failed a test of 500 users in late September and was down half the time in mid-October. President Obama or his advisors were either not kept fully informed, or did not grasp the significance of the collapse in relations between contractors and the government and a project out of control. His aloof distanced approach was not an asset in such matters- saying about the rollout and use of the website: "this is real simple" like using the Kayak website for travel bookings- and he saw no need to take action leading to the major failure for the administration that followed....

Lack of vaccine supplies and differences between the European Union Commission in Brussels and the German, French governments is slowing the vaccination drive in both countries. The lack of a national concerted effort with the whole country, local and federal governments in agreement, is restricting the effectiveness of the vaccination drives. The failure to contract for more vaccine supplies adds to the problems. By contrast India has coordinated its drive for vaccinations, with the local and federal governments in agreement, and the whole population largely behind the effort to vaccinate. Very critical for a population of 1.4 billion when one includes Bangladesh which has received 2 million doses of vaccine. India has gone one step further with supplying of vaccines to Brazil, Morocco, and other countries. BBC says India has exported 60 million vaccine doses to 76 countries. This is an amazing story and much credit goes to the concerted government effort at all levels local, state and federal and public support. Germany and France can gain by looking at the Indian experience in vaccination drives, just as India has gained by looking at the vaccination drive in the UK, Israel and the US. ...

The Guardian newspaper in Britain says the EU proposals of Boris Johnson's minority government do not face up to the realities. The three problems with the proposals are failure to consider the will of all the people of Ireland and Northern Ireland who favor a open and free border between the two Irelands. The DUP is the party in Ireland that does not speak for the whole of Ireland or Northern Ireland, its people voted to Remain in the European Union, and Johnson is following the DUP.  The Good Friday Agreement and the Irish peace accords include moral and political obligations made by Britain. Boris Johnson and Tory hardliners do not plan to respect these commitments to an open free flowing border in Ireland.  The vague customs arrangements between the UK and the EU are not what the EU would consider as normal and are problem for consumers and public. It creates a hole in EU customs arrangements and is not a workable solution. For these reasons the Guardian rejects the idea that this is a compromise, and finds the word "perfidy," or breaking promises to the Irish people, and in new ways from Tory hardliners from the past. ...

President Macron abolishes the elite school ENA, Ecole Nationale d'Administration, which with the Sciences Po university functions as the training ground for people serving in the government. Macron graduated from the school in 2004. Many French leaders graduated from the ENA. Macron wants to replace it with Public Service Institute that draws people from different backgrounds after complaints about elitism in France's public and private sectors. Charles De Gaulle established ENA in 1945 to train French leaders after the failures of the Vichy regime in World War II. 

The French people now see no need for an elite institution today, as most of the country's leading universities are quite capable of training the engineers, scientists, and administrative leaders needed to run French companies and the French government, and could do better in bringing diverse backgrounds and abilities.

U.S. president Obama's passive response in the handling of the NSA spying on the phones of world leaders including the president of Brazil and the chancellor of Germany comes under criticism in the U.S. The failure to provide adequate assurance- and take immediate action since the summer of 2013 when the first revelations of NSA spying were out- to regain trust of European and other leaders is seen as a weakness in leadership. With German presidential elections approaching German chancellor Merkel actually tried to tone down the initial uproar over NSA spying revelations in the summer of 2013. It was only after it was revealed in October 2013 that NSA had monitored Merkel's mobile phone did the chancellor make an issue of this and Obama could not respond to why no action had been taken since the summer and a complete review of NSA spy activities made by the President and advisors. Because world leaders are involved, and not just of allies but large emerging market nations such as Brazil, this becomes the personal responsibility of the U.S. president. Obama also comes under criticism for not responding to the failure of the healthcare website. This matter is of a different nature and could be handled by the President's Health and Human Services Secretary, Ms. Sibelius....

Action United Airlines is taking after the episode of bumping passengers on a flight to Louisville caused public protest in media with live pictures, include offering more financial incentives to passengers to vacate seats on overbooked flights, and setting up new rules for handling such situations. Upto $10,000 will be offered to passengers in travel vouchers. Only safety and security would be considerations once passengers are already on the plane. Other airlines are also taking these steps- Delta has set $9950 as the amount maximum to be offered to passengers as vouchers. Other steps United is taking are special call center for overbooking, and reducing number of overbooked flights, offering $1500 no questions asked for lost baggage. United's Board has also acted by not promoting Mr Munoz, the CEO to chairman, and by making it essential that executives show meaningful improvements in customer experience to get incentive compensation. Demand for Westinghouses' AP1000 reactors with safety equipment in China is expected to grow from the 4 being built today to 20 in 2020, and 70 in 2030. This was followed by the Democrat Obama negotiating with Iran, normalizing relations and Democrat Biden handing over Iranian assets  of hundreds of billions of dollars that were used DJT says to build its military that had suffered badly under the earlier western sanctions under Republican Trump.  It has led to some of the migration from Syria after Russian involvement that flooded Germany with millions of migrants and destabilized European countries democratic processes. These earlier interactions between US and Iran have turned into an Iranian effort to develop its nuclear capabilities bringing the situation faced today, and showing the failure to find solutions of everything tried before and not helping the people of the Arab World and the Gulf regions.   ...

The first deregulation of financial markets setup by Clinton-Rubin-Summers in 1999 led to financial crisis of 2009. The second setting up China's entry into the World Trade Organization without safeguards that caused China to use unfair practices to destroy much of America's manufacturing base. The 2009 financial crisis-  The support for repealing the Glass Steagall Act in 1999 and for deregulation of financial markets by Rubin and by Summers led to deregulation that caused the financial crisis of 2009 with overleveraging of US banks and faulty mortgages. This was the first blow to the social and economic fabric of America, to America's workers and families. The second body blow came from decisions made by president Clinton with advice of Larry Summers as Deputy Treasury Secretary and Treasury Secretary in 1999.  Advice that Clinton regrets  and sees as wrong and which have shaken American workers faith in the traditional Republican and Democratic parties of Bush, and of Clinton-Obama 1992-2016, a 20 year period which saw almost the entire industrial base of the US shipped to China  by American corporations working with China. Climate policy changes lead to $1.3 trillion savings according to analysis from DJT administration and EPA's Zeldin, with $1.1 trillion in savings from lower vehicle prices which addresses unaffordability of cars. Using the average price of a new basic Toyota Corolla the price in 2020 was $19,000 which has gone up to $23,000 a price increase of 21% by 2025 over a 5 year period. The cost in 2026 of operating a Gas powered vehicle is on average about $2500, for EV car about $1000 with $1500 in savings per year for EV's that need to be figured into the equation at gas prices that prevailed in 2024 of $4-$5 per gallon . At prices of $3 per gallon the gas costs come down to $1200 when driven 12,000 miles at 30 mpg for 400 gallons of gasoline consumed. This makes the difference between gas and EV yearly savings on gasoline costs down to about $200 from $1500. This makes gasoline powered cars attractive as car companies can reduce EV investments and pass on some of these savings in lower car prices in 2027 in exchange for favorable rules on emissions and EV transition dates.  Are there losses through the emissions and climate change? The DJT/Zeldin EPA analysis points to global climate emissions from China and India (the coal powered plants) continuing at a pace that would determine the overall change in climate for 2026-2027. In this kind of approach the goal is to make cars affordable over a 2-3 year period for US and European carmakers who would be expected to cut prices. It is about flexibility in fighting the Cost of Cars a big component in the Cost of living with housing as the next large component. It is not a long term strategy, simply one that offers a flexible approach. Will the US, Europe and Japan fall behind in EV's technology? Hybrids a focus of Japanese cars will continue to advance that technology which is becoming a preference where it is affordable for customers. Toyota for instance will have a wide lead in hybrids technology by 2030. Much of the Chinese market will have EV's and the EV's technology will advance in China in 2026-2027, and tariffs will be needed to protect European and American carmakers for 2026-2028. It is a strategy tradeoff to deal with the cost of living crisis in US, Europe and Japan answering call for a flexible approach that was also heeded by the Biden administration in relaxing carbon emissions rule changes. It will require automakers to step up and cut prices for gasoline models for buyers at the entry and lower range for affordability by 2026-2027. What about climate action? The strategy is based on the idea that climate action requires India and China (coal powered plants) on board to make a real difference so that over 2-3 years to 2027 the US, Europe and Japan need to address affordability for the lower end entry cars. There is an element of denial of climate change in parts of the DJT administration in the US but not in Europe and Japan. It is also true that leading DJT administration officials Secretary Bessent see the problem of climate as real and one that needs to be addressed yet leaving room for flexibility to tackle affordability crisis for ordinary workers with low incomes struggling to make a living. Bessent and others in the DJT administration are calling for using all of the resources to address needs of people struggling to make a living, and for a strategy for the US to get back its manufacturing capacity from China and for rebuilding the US economy after deindustrialization (caused by Clinton's huge US economy shattering failure to provide safeguards for abuse of the trading system by China in signing a poorly drafted agreement for China's entry into WTO at the end of his term in 1999-2000 just when he had fought impeachment.  ...

There are newer fibre optic drones and AI drones that do not have radio signals that can be jammed. On an on it goes in this report in the NYT showing for the first time how this war has changed. What can be done to stop such a war? NATO was set up to oppose the Soviet Union. It was never reconstituted and changed to take note of the new situation. A new defense architecture's need was ignored when Russia was treated as insignificant for its GDP, just as China and India was treated for its GDP for most of the 20th century. A new defense architecture for Europe with new needs. After the end of the Soviet Union when the Warsaw Pact was dismantled did the NATO alliance that was set up to counter the Soviet Union also need to be dismantled as there was no more Soviet Union, no Warsaw Pact. The failure to integrate the European state in the East did not take place under free market capitalism. The warnings were ignored. Under Obama Russia was treated in terms of its GDP, a fundamental failure to grasp European history. As Le Monde analysis says the fall of the Berlin Wall was not understood in all its aspects including Russia's decision to forge a new path.   ...

NYT columnist David Brooks says Biden will be judged in the long run by what he has done to bring the two parts of America together that have drifted apart -one educated, affluent, city based and the other less educated, poorer, living in smaller towns and rural areas. One from the professional classes, and college educated that benefited from the tech boom, the other from working classes that felt the brunt of the shift of jobs to China. Biden is old enough to remember his emotional mentor Franklin Delano Roosevelt who faced a similar split America with farmers in small towns and workers who lost jobs in the Depression on one side and the smaller affluent classes of professional workers, small business owners in the earlier tech boom of the 1920's. Biden's father experienced unemployment and had experiences as a blue collar worker in Pennsylvania after business failures. It is an experience that has shaped Biden's views on America and the need to bring back hope after the pandemic that followed decades of neglect of working class Americans.   ...

XI Jinping says WSJ wrote in a 2020 essay- that he wasn't for weaponizing it but that China must “tighten the dependence of international industrial chains on our country” so that it would be a way to respond and create negotiating room for continued access to technologies and markets in the US and EU were the US and EU to make efforts to recover the supply chains they had inadvertently and carelessly turned over to China. This action by US and EU business executives should be considered one of the major and ignominous failures of American and European business management of that period 1990-2020 which has made it difficult to even make the initial effort to recover these lost supply chains. As with the banks in the 2009 financial crisis that generation of management continues to operate as if nothing has happened.  ...

The huge failure to tackle insulation of British homes in several schemes launched for energy security by first Cameron and then Johnson, are shown here in The Guardian. Many businesses in the insulation industry closed in 2013 with the neglect from the Cameron government. In a recent energy security plan the administration of Boris Johnson failed to show a plan for insulation of British homes. As a result of this neglect over a decade the British homes are among the leakiest in Europe when it comes to insulation. Labor party has announced a plan to insulate 2 million homes in the first year alone in response, and to do this over 10 years at the cost of 60 billion pounds. Italy has a plan where it pays 110% for the cost of insulation, replacing boilers, installing heat pumps, installing solar panels, for Italian homes. It has cost 17.5 billion pounds so far. One or two year programmes are insufficient and likely to fail. The flipflopping of Mr. Cameron on green energy the worst kind of solution. This is because something like a ten year programme is needed to get serious results in energy efficiency for homes in Britain. To retrofit new building 30,000 skilled workers are needed, to install efficient new heating systems 60,000 new technicians. There is a stagnating level of technical skills of this kind in the UK as a result of neglect and lack of a well executed strategy. ...

Wang Yi, a senior adviser for China's decarbonization strategy and 5 year plan has this to say about China's approach to climate change. Yi says it is more important to focus on what actions are to be taken between now and 2030. Here he says China has outlined concrete steps that it will take that the world media has not covered in its coverage of COP26 Glasgow. Yi says China is making changes to its entire system not only its energy sector, across the whole society and the economy. Yet he says "nobody knows this." The working guidance document for carbon control China has put out says it will peak coal consumption by 2025.  Yi says it is unfair to ask China to close all coal powered plants, saying that if these plants with a life of 10 years were closed now who will pay for stranded assets and who will hire the laid off workers. He called attention to western nations failure to provide climate finance to China, India and developing countries. And he called attention to the the plans that by 2030 Chinese investment is to have 1200 gigawatts of installed solar and wind energy, more than the entire installed electricity capacity of the US. October 1 is a national holiday in China  and the 75th anniversary of the founding of People's Republic of China in 1949. Youth and students in China travel across the country to visit historic sites in the Chinese Revolution in what is called Red Tourism. The perceptions of young people and students on Mao in 2024 is shown in this video in FR24. This is how China wants to remember its past- a century of conflict with European powers and the British Empire after European Powers tried to breakup China following the Opium Wars in the 1850's. This was followed by the Japanese Empire staking its claims over parts of northern China in 1900-1945, and the period in which the US under General Joe Stilwell struggled with the dilemma of China knowing the corruption and failure of leaders to modernize China.  Then followed the decades when hunger and inadequate healthcare was banished from China, yet the industrial revolution that happened in western Europe and the US was elusive. Efforts in the 1960's to do this failed. Only when China showed the spirit of humility to work with Europeans and Americans and the Japanese and opened up its thinking to adopt markets in its own context of state run operations was the industrial revolution accomplished and modernization made to happen in the 1990's onwards. Simple numerical skills, finding information on a website might be difficult for a good third of the American population. Peggy Carr, a Commissioner at the Education Department says- "There’s a dwindling middle in the United States in terms of skills. Over time we’ve seen more adults clustered at the bottom.”  US is lagging behind other countries and is also having a shocking level of lack of basic skills for a significant part of the population. The failure of the Education Department and different administration's programs in the last 3 decades suggests need for companies and individuals to come up with their own efforts- including use of Lyrarc.com for reading comprehension and numerical skills. The number of test takers whose skills were at about the level of a primary school student in math went up to 34% in 2024 up from 29% in 2017. Program for International Assessment of Adult Competencies Test was given in 31 economic regions, to 161,000 people of which 2600 were in the US. It was given in 2012, 2014, 2017 and 2023. US ranked 14th in literacy, 15th in adaptive problem solving, and 24th in numerical skills. Countries doing best ranked are Finland, Japan Norway, Sweden and Netherlands, Estonia, Belgium and Denmark. Northern Europe does best and Japan.   ...
