Warnings to governments and leaders in industry and pharmaceutical research about epidemic preparedness by Bill Gates were ignored. He spent hundreds of millions of dollars to develop new vaccines and create disease tracking systems. But only governments could tackle this problem. He tells the WSJ in an interview that he feels terrible and that he wishes he had done more. His fear that a once in a century pandemic has come true. Governments did respond to the public health preparation needs as reported in France 24 to both SARS and the H1N1, both in Britain and France. It was the disbanding of this effort in the period of the global financial crisis and the eurozone financial crisis that led to the level of unpreparedness that Western Europe finds itself in today. This was caused by irresponsible banking practices. The response was austerity measures in Britain, France, Germany and Spain that led to leaving public health system investment being neglected, without fixing the original source of the problem. Misallocation of capital and lopsided priorities continued through most of the period leading up to the pandemic. There is a lot that Gates and other public spirited leaders could do now do in the new reordering of priorities and shifting the allocation of capital to public services and investments in infrastructure, and supply chain renewal to safeguard national interests. Today he is working with pharmaceutical executives and governments to produce billions of doses of vaccines while they are being tested. His foundation has reserved space in a manufacturing plant so that production can begin quickly once an effective vaccine is found. He says nobody has made 7 billion vaccines so that it will need all the help that it can get and international cooperation.  In an earlier interview with WSJ he told the interviewer in November 2014 that the world as a whole did not have preparedness. France and Britain prepared and then abandoned the effort for epidemic response by 2012 following the global financial and eurozone financial crises. Gates repeated the warning to 2016 presidential candidates in the U.S.  In 2017 at the Munich Security Conference he reminded people- "getting ready for a global pandemic is every bit as important as nuclear deterrence and avoiding a climate catastrophe." One focus of Gates was to come up with faster ways to a vaccine by using ready made components and then customizing it. Brazil's currency, the Real, moved up to 1.7 per 1 US dollar, on the eve of the Presidential election in the first week of October 2010. Brazil's overnight interest rate of 10.75% attracts speculative foreign capital in the carry trade, where investors boorow cheaply in the US and Japan and invest it in Brazil. The central bank has kept these rates high to finance a current account deficit of $46 billion in 2010 -which is forecast to hit $60 billion in 2011- and to finance a high level of government spending. This spending is likely to continue with Ms Rousseff as the new President, as Rousseff plans to invest in infrastructure such as bullet trains and river dams, as well as the FIFA world cup and the Olympics. Government spending has increased by 18% so far in 2010. Exporters are affected by the artificially high value of the Brazilian real. Goldman Sachs economist, Alberto Ramos, says the real is overvalued by 55% compared to its fair value of 2.65 to 1 US dollar, based on a computer model that incorporates factors such as trade, inflation and productivity. With Labour leading in polls Mr. Johnson faces a no confidence motion in parliament after 53 Tory members called for the motion. No elections are planned before Jan 2025. There are no choices for the Tories other than Mr. Johnson who could hold his broad coalition of working class districts in the north of England and affluent districts in London. Mr. Johnson has also taken England through the pandemic, vaccination drive, and pandemic aid programs to help the UK recover, which he reminded Tory members of parliament.  The partygate scandal refers to parties that Mr. Johnson says never happened but took place during the worst part of the pandemic which have created an impression of callous behaviour and disregard of rules. The Conservatives face another problem in that the US and the EU including countries such as Denmark, Germany and France are moving in a direction that favors leaders who are promoting a revival of manufacturing locally, creating local jobs instead of job shifting overseas, increasing minimum wage, and promoting interests of workers and families. Labor had lost credibility during the Blair years similar to SPD losing credibility during the Schroder years, France's Socialists losing credibility under Hollande, and the Democrats under Clinton-Obama, and a general loss of credibility of socialist leaders who failed to work for the interests of workers and families. Biden, Scholz, the German Greens under Habeck, and French under Melenchon are changing this today wtih a new and genuine commitment of respect for the dignity of workers and families, and women. There may be a sense of unease among Tories about how long the working class districts in the north of England will vote Tory when no investments are being made to fulfill the promises Boris Johnson has made. Yet Tories have no alternate leader and may be stumbling their way into the remaining part of their period in office as Britons look for a new future where the massive investments needed in manufacturing locally and in infrastructure take place to benefit workers and families. ...

This editorial in the WSJ says the resignation and downfall of Boris Johnson in Britain comes from the dissembling that resulted in loss of confidence in his Conservative party, but also in a larger sense from the failure of his agenda to revive Britain.  Not much has happened in the promise to invest in and revive the failing economy and social setting in the north of England. Inflation was hitting British households hard with inflation at close to 9% in 2022. Home electricity and natural gas prices spiked 54% in April and are expected to go up 40% in October. Johnson raised the payroll tax 2.5% to fund the NHS. Corporate tax rate was to go up to 26% from 19%. Green taxes helped energy prices go up, and Johnson did not cut the consumption tax or green taxes on gasoline or diesel or household energy says the WSJ, and kept the household income tax brackets the same even with inflation so households would see a large tax increase. In this sense Boris Johnson with his exuberant personal style and enthusiasm promised a lot after taking Britain out of the European Union with Brexit. Yet as the months dragged on and after the worst of the pandemic found there was little he could show that would convince Britons of a brighter future. Not for the North of England, not for Britons in other parts of England and in London, and with high inflation and lacking the investment that could change Britain, not much to show for infrastructure improvement or plans for the future. The dissembling and eroding credibility led to the situation that only half way through his term in office his absolute majority in the 2019 election could not keep Boris Johnson in office, and the Conservative party was losing the confidence of the British people.  ...

Greg Ip of the WSJ provides this exceptional report offering readers remarkable clarity on what the Republican Tax Law does- its high and low points.  High Points 1. It reduces the corporate tax rate to bring it in line with other advanced industrialized countries. The corporate tax rate in Germany and Japan is 30%, in the UK it is 19%. For 5 years businesses can write off capital equipment immediately instead of depreciating over a couple of years. This could boost investment and growth. 2.  The law takes aim at deductions that led to distortions. It limits the mortgage interest deduction, and caps the deduction for state and local taxes. This removes the incentive to pay more for homes that exacerbated the housing crisis in 2008. The Alternative Minimum Tax is largely removed. The Low Points 1. The biggest drawback is that lawmakers did not properly fund the tax cuts. Of the 10 costliest tax breaks nine were not touched, including employer health insurance, retirement savings, capital gains. Only the state and local taxes deduction was reduced. And a new tax deduction  was created, a 20% tax deduction for small business (proprietors and partnerships) paying taxes on their individual tax returns. Taxes on the wealthy or value added taxes, reducing tax breaks, is how other advanced industrialized countries paid for the corporate tax cuts, but did not happen here. Additional economic growth  to generate added tax revenues is the way Republicans in Congress say this is funded. Yet this is a questionable assumption as Britain reduced the corporate tax rate to 19% without seeing a surge in economic growth, as Greg Ip pointed out in an earlier WSJ article. At best the Joint Committee on Taxation estimates $500 billion over a decade in added revenues from added growth leaving $1 trillion to be added to the deficit. The WhartonPenn Budget Model (WPBM) estimates only $140 to $367 bill from the additional economic growth resulting in added tax revenues. Under this model only 0.03 to 0.08 percent added U.S. economic growth per year is expected from the Republican Tax Cuts. Such a situation would be bad  for the U.S. as the gradual improvement in Debt to GDP ratio to 78% following the financial crisis of 2008 would be sharply reversed taking the ratio to 97% by 2027. An unsustainable trajectory which will require tax increases in a few years and hurt investment in education, health and infrastructure into the future. This is what worries many experts most on both sides of the political spectrum today about what the Republican Congress has pushed through for a legislative "victory." This is why experts believe this is not serious tax reform and will require a new effort after 2019.   ...

The Hindu's Piyush Pandey describes the fire sale of assets that is planned as the Reserve Bank of India pushes forward with the effort to clean up the balance sheets of Indian banks. Indian banks have an estimated 5 lakh crore of bad loans. Separately Crisil ratings agency cited the bad loans in the banking system as a hurdle that must be cleared for India to make the necessary investments in infrastructure in the next five year period 2018-2022. The Hindu's own review shows a startling amount of debt in the ten largest corporate business groups in India-  500,000 crore of debt to the banks. Anil Ambani's group alone owes 121,000 crores to the banks, with some of the businesses not able to service the debt. Canadian pension funds, Nippon Life Insurance and other foreign companies are taking stakes in business as this process takes place. The Mukesh Amani Group alone has increased the debt load as a result of the 150,000 crore rupees spent on Reliance Jio. Other investments that have led to losses is the steel business of Tata Group in Britain, which is down to zero value, says the Hindu. Gerard Baker in the WSJ points to issues of transgender, illegal migrants in US cities, and race in politics as issues on which the "correct" views were causing anxiety for the American public. Parental anxiety on transgender at school for their children, public anxiety on illegal migrants in American cities, and anxiety about race as a defining factor in political life. The illegal flow of fentanyl and loss of life in the US is a basic issue- how could the US as the largest advanced economy in the world become so feeble that it cannot stop illegal flows of fentanyl and human smuggling. Baker also says that he doubts that the new Department of Government Efficiency will work and eliminate waste, that he thinks imposing tariffs will depress domestic productivity and reduce living standards of the people. And that installing what he calls "oddballs" will work except to create chaos. On the issues of infrastructure, cost of  manufacturing revival in the US which were issues in 2016 and turned into the agenda of the Biden years little is said, and on cost of living nothing tangible about reversing the 20-30 percent of price increases in housing and groceries that have happened in the pandemic years 2019-2023. ...

A new solar module factory in Freiberg, near Dresden, Germany, with the latest technology, requiring workers to only supervise the manufacturing process, is shown in this report in DW.com. It is cheaper to make higher performance solar panels that produce 20% more electricity in Germany than to import from China. This could be a global trend in automated supply chains. This is a technological shift says the CEO because more efficient production technology requires less resources and fewer steps in the manufacturing process. Key components such as solar cells are also made nearby in Leipzig in eastern Germany, 90 miles away.    This report shows the interesting changes that are underway. In 2018 the factory building in Freiberg now being used for solar modules was left empty after German manufacturer solar company Solarworld lost a price war with Chinese competitors. Today this solar company Meyer Burger brings new jobs and excitement to Freiberg and the region. By 2026 plans are for it to make 5 GW of modules annually in Germany. Meyer Burger made the heterojunction SmartWire technology machines that made solar modules. In 2020 it decided to make solar modules instead of selling its equipment to others, using its own proprietary technology. Thinking has changed. CEO Erfurt says it is complete nonsense to transport solar modules halfway across the world from China, they should be made where the products are used as it is energy infrastructure. Transport costs 10% of cost, and new technology is constantly being developed and costs decreasing with technology advances. He adds that this is how energy sovereignty can be achieved. In 2021 the demand is expected at 209 GW worldwide. Erfurt expects it to be 500 GW in 2025. Large demand that will now be met locally in the regions themselves- in Spain, in Germany, and in India.   ...

Lee Kuan Yew, passes away at the age of 91. He led Singapore for 31 years after becoming prime minister in 1959. During this period he helped transform Singapore's economy into a centre for international trade and finance by attracting foreign investment. To do this he developed infrastructure, setup training colleges for the workforce, and provided tax breaks for investors, using Singapore's strategic location on the sea lanes in Asia to best advantage. Singapore became a export hub for Japanese electronics companies, and U.S. companies such as HP and General Electric established regional headquarters there. Strategic investments were made in high tech industries and Singapore's sovereign wealth fund took stakes in companies overseas. He retired in 2011 after opposition parties won 40% of the vote in general elections. His son is now the new prime minister.

Extraordinary pictures taken by a photographer from Edinburgh who left Britain for Singapore and Far East in 1862 at the age of 25 years. He had worked as an apprentice with an optical manufacturer and learned photography. What is astounding is that this was the time when Japan was opening up to the ideas and technology from Europe with the Meiji restoration around 1871, China in transition under the Manchu dynasty which was to collapse in 1912 ending the monarchy. A major rebellion happened with the Taiping rebellion in southern China in 1854 that lasted till 1862. The Taiping rebellion was against the Manchu dynasty as a foreign dynasty imposed on Han people in China, and the result of famines, difficult conditions for peasants, opium addiction, poor economic prospects for a large population. Mao considered the Taiping rebellion as an unfinished revolution which the Communists continued this time against other foreign rulers the Japanese and European colonies in China,  and the Nationalist rule of Chinag-kai-Shek with corruption and wide disparities of incomes. John Thomson took pictures of China in the 1870's, now in the Wellcome collection and displayed in an exhibition at Heriot Watt University in Britain. Women and children in Guangdong, Canton and Beijing are shown in these pictures of China. Between 1872 and 1942 is a period of only 70 years with tumultuous events and huge changes in China. By 1944-1949 Communists controlled vast parts of China with Mao's forming of the People's Republic of China for the Chinese people, free of foreign influence, corruption, and opium trade of the British. And again 40 years later by 1989 China using a market economy to change China into a modern nation as advanced as Japan, Europe and America. For India the new People's Republic of China under Mao also brought the PLA army to the borders of India. In 1950 China invaded Tibet at Chamdo, and in 1951 annexed the country under a 15 Point Agreement making it a region of China. With that invasion India and China face each other for the first time in the Himalayas across a border stretching east to west for thousands of miles. A war in 1962 was followed by incursions across the border in 2020 in the Ladakh region. Both sides build infrastructure on either side of the Line of Control that stretches for 3500 kilometres. Most of the Indian people remain ignorant of the changes happening in China from the Manchus to the Communists. Most Chinese have little knowledge of the changes happening in India from British period to the post independence period under Jawaharlal Nehru and Indira Gandhi , and further to the changes for modernization happening under Mr. Modi. Large populations of over 1 billion people facing each other but knowing little about each other in one of the strange situations in the world, and armies building infrastructure on either side of the line of control. ...

Investments made by president Biden and Congress of $1 trillion in manufacturing and infrastructure will take time to go into effect. It is wrong to say this shows limits of this policy of investing in America as it has increased growth, maintained employment levels, and helped America recover from the pandemic. Biden did this for the National good not for Democrats and it was designed to benefit red and blue states like. Its effects will be felt long after the next election cycle in just 3 years January 2028, so that to say that president Trump or Republicans would get credit is an erroneous notion. The next president could come from the opposite party and the long term effects of this could benefit all parties, giving everyone a stake in making it work. The narrow view also overlooks the great benefits from this investment of $1 trillion for America's trading partners and allies in Asia and Europe, the American leadership role in CHIPS and Science as a result, and the respect of the world in the way America has handled its economic affairs. ...

Jared Kushner and Steve Witkoff for the US got Israel's participation. For Israel the fatigue from the long war would give it a respite. It was achieved by not getting into the smaller details so the Israeli withdrawal from all of Gaza. Israel said it will withdraw from half of Gaza and establish its presence in the other half of Gaza as Israel tries to figure out a way to ensure its security and end threats from Gaza Palestinian area. For the world community including the US and European leaders in Egypt including Britain, Spain, Germany, and other leaders this was an opportunity to remove divisions in their countries on the issue of Palestine as the continuation of the war had led to hunger and flattened most of Gaza's buildings. The issues of Palestine and Israel's right to exist without wars and threats, of new settlements, once again are left for another day as the oil rich kingdoms of the Middle East and the Arab countries, US, Israel and Europe fail to open a new chapter for Israel and for Palestine. Most importantly the Palestinian and Israeli leaders exercizing the foresight to bring peace in the ways that have ended strife over territory and control in places like the Irish Republic, Northern Ireland and Britain which have been in conflict from the year 1500. It is striking how little was gained from initial events leading to the war and how little the war had to do with the problems of illegal migration, of cost of living, of infrastructure neglect facing the US, Europe. It is certain that the peace deal will now allow the focus on the problems facing the US and Europe, removing the distraction of this sudden flareup of conflict that never should have happened.  ...

In 2015 the new government of Antonio Costa took a U turn from austerity policies followed in return for a bailout from the European Union. This has helped Portugal achieve the highest growth in a decade coming back from a severe slump. Unemployment is cut in half with growth in the tourist industry, and investment in agriculture, construction, aerospace.  Traditional industries such as paper mills and textiles have invested in new technology resulting in a boom in exports. German companies Bosch, Mercedes Benz, and others have also invested in the country. Portugal has a good relationship with Germany and the European Union which has also helped attract foreign investment. Prime minister Antonio Costa says "too much austerity deepens a recession and leads to a vicious circle." Antonio Costa came to power in 2015 on promises to reverse cuts in income made by the previous government to reduce the deficit in exchange for a 78 billion euro international bailout. The government backed by left parties left out of government since 1974 with the collapse of the dictatorship, was able to increase public sector salaries, the minimum wage and pensions, over objections of the IMF and the German government. Incentives were given to small business in the form of tax incentives, development subsidies and funding. Budget balancing was achieved by cutting expenditure on infrastructure and other spending, cutting the budget deficit from 4.4% when Costa took office to 1%. A surplus is planned for 2020, ending a quarter century of budget deficits. ...

Prime minister Modi's visit to the US comes at a time when US president Biden is eager to show the US is fully engaged in the Indo-Pacific region with its allies in the Quad 4 countries- Australia, Japan and India. The recently announced Aukus defense agreement brought together 2 members of the Quad 4 the US and Australia, plus the UK. Aukus is designed to strengthen US presence as a naval power in the Indo-Pacific region in the Indian and Pacific oceans around India, Southeast Asia, China, and across the Pacific. After a futile engagement in Afghanistan the US is reorganizing its presence where it is strongest- in the oceans. In a way that Britain once did in the eighteenth and nineteenth century, the US is dominant in the high seas. US naval power far exceeds that of all navies in the world combined. This is meant to reassure India, Bangladesh, Sri Lanka, Thailand, Malaysia, Indonesia, Philippines, Vietnam, Australia and Japan, which together have close to twice the population of China, that the US has not diminished its presence in any way from that it had in the 1950's following the Second World War. With this new framework India enters discussions that will focus on health to deal with the pandemic and its after effects, with security and rule of law in the Indo-Pacific region, with trade, technology, new supply chain manufacturing structure in which India plays a key role. With this new focus and clearing past engagements made by other US  presidents, including some mistaken policies, the US emerges as a new force in the Indian ocean, China seas and Pacific ocean region.  On September 23 Modi meets Tim Cook for what could be new supply chain arrangements that Apple could be preparing as it and other US corporations build new supply chain structures to rebuild US manufacturing technologies capabilities that were lost to China over the period 2000-2020. During that period manufacturing technology knowhow was shifted out of the US in a mistaken policy that assumed design and invention were sufficient for the US to keep. The first step in this direction was a change of CEO's at Intel Corp with US president Biden pushing for new US technology reclaiming policy. Following that the new CEO at Intel Corp, Patrick Gelsinger, completely reassessed Intel's mistaken policies of ceding its entire semiconductor manufacturing technologies capabilities to Taiwan and China. Intel made a U turn and is now investing all or most of $50 billion in the US instead of in China or Taiwan.  On September 24 Modi meets Mr Biden to discuss trade, investment, defense, and security. On the same day the leaders of Japan, Australia, Mr. Suga and Mr. Morrison join Modi and Biden for the Quad 4 talks. Indian infrastructure capabilities and Indian economic growth would be key goals to strengthen India along its land borders along Tibet occupied region and Himalayas as part of the overall effort to build a new US and allied presence in Asia.  On September 21 Modi attends a Covid Summit that will look at the way forward in the aftermath of the pandemic and ways to vaccinate the remaining unvaccinated population in the world, as well as vaccination passports.  ...

The Russian economy says a World Bank report in June 2009 won't recover to precrisis levels till 2012. The growth in the first quarter of 2008 reached 8.7%. The drop in GDP in 2009 will be 7.9%. And World Bank chief economist for Russia, Zelkjo Bogetic, says that half a decade will be lost. This is even with the rise in oil prices and the worst of the crisis with the collapsing ruble now put behind Russia. What is keeping things looking grim is the drop in domestic demand, reduced global growth, tight credit, and declining infrastructure investment. The World Bank projects Russia will see increasing number of people slipping back into poverty. By the end of 2009 17.4% of the people in Russia, or about 26.4 million people, will be living in poverty.

From the beginning, the infrastructure building component of the $787 Stimulus Bill, was never really what it was described in the rhetoric of the Obama administration. Even using the broadest definintion of infrastructure spending, the money allocated was never more than $150 billion, by one estimate. And only 8% of the total or $64 billion, went to roads, public transport, rail, bridges, aviation, and waste-water systems. The money allocated to high speed rail was about $8 billion, too small for high speed rail network for the US, and this has proved to be a debacle. Work moved slowly, so that by October 2009 work under the highway and transit programmes had seen work start on $14.3 billion of projects. The new $50 billion infrastructure plan from the Obama administration, includes ideas for a National Infrastructure Bank. But by now the public mood has turned against spending, and political support for a gas tax to pay for it is lacking. The ultimate irony of this situation is that the public thinks the stimulus bill has taken care of infrastructure. The irony is that the public perception is that the stimulus has already taken care of the US's infrastructure needs, says the transport director of the Chamber of Commerce....

Greg Ip provides useful insights into the nature of the economic recovery in Britain compared to the U.S. by 2015. The recovery in Britain has done better than in the U.S. in job creation, but has lagged behind in productivity gains. The labor force participation rate is 72% in Britain compared to 68% in the U.S., going back up to 2007 levels in Britain, whereas in the U.S. it has steadily declined with some older working class Americans too discouraged to look for work and left behind. Stagnant wage growth is a major issue in Britain, more so than in the U.S. where wage growth is slow. Economic austerity is not the main cause of the economic difficulties as the coalition government of prime minister Cameron relaxed earlier goals for austerity by 2012 with tax revenues and growth below forecasts. The structural budget deficit has been reduced by 6.6% of GDP since the peak, and the Office of Budget Responsibility estimates the UK economy was 1.5%-2% smaller by 2013 because of the austerity policies. Britain was also affected by the eurozone crisis to a larger degree than the U.S. Productivity remains a long term challenge- with needed investments in housing, education and infrastructure, improved lending for new business, and higher tech improvement exports....

The large infrastructure investments in the high speed rail network - estimated at $300 billon- have increased the debt of the railway ministry to about 5% of national GDP in the 1st quarter of 2011.The high speed rail lines are not likely to be economically viable, with revenues not enough to pay for operation and investment costs. With the higher fares it would take 9% of monthly disposable per capita income of urbanites or 555 yuan ($86) to pay for the cheapest ticket on the 300 mile Beijing-Shanghai high speed rail line. This makes high speed rail less affordable for middle and lower income people in China. The acceleration of the program in 2008 with stimulus funds and the moving up of deadlines for completion have led to corruption, stress on suppliers, and overinvestment. The program suffered from lack of good financial management and supervision in the rush to complete the program. Lack of equitable access and affordability to income groups from a majority of Chinese people have left the impression that it was for higher income groups. Higher tolls on highways and now the higher prices on highspeed rail have left the impression among ordinary Chinese that all income groups are not being served by the large infrastructure investments....

The Guangzhou to Wuhan train high speed line covers the 664 mile trip in 3 hours. 42 such high speed rail lines are set to open by 2012. These trains run at 215 miles per hour. Original plans were to build these lines by 2020 but the global economic crisis led to state planners moving the date up to 2012 and allocating $100 billion for this purpose. Moving passenger traffic to high speed rail lines also frees up the existing lines for more freight. Plans are to build an additional 3000 miles of track for passenger and fast freight trains at 155 miles per hour. Practically every seat on the Guangzhou- Wuhan 14 car train was full on a typical day last week, filled with migrant workers going home. What makes building these lines affordable is construction workers who earn less than $100 a month, a national savings rate of 40%, and rising tax revenues.This particular line cost $17 billion to build because of the many tunnels needed for the line. The three hour train actually makes the journey faster than the 2 hour flight to Wuhan from Guangzhou because of faster check-in times. Train stations are built in industrial districts away from the city, in the case of Guangzhou, a 40 minute bus ride from the city....

Tom Keene of Blomberg BusinessWeek talks to a panel of experts about the future prospects for the US and the global economy. The discussion was spurred by Carmen Reinhart's paper at the central banker's Jackson Hole, Wyoming, conference. This paper forecasts high unemployment, low housing prices and very low growth in the US upto 2017. Shiller, Calomiris, Orszag, Kaufman and Bill Gross are part of this panel. Shiller's to do list main item is to get help to local and state governments by restoring general revenue sharing arrangements. Gross would focus on jobs that can hold up in a competitive economy, and put back some of the production that is taking place in the developing countries back into the developed countries, as part of a rebalancing; through a currency realignment. Kaufman would like to see a capital expenditure program by the US government, including infrastructure and education. Calomiris would like to see a setup of a new Republican Congresss to set the stage for post 2012 efforts. Calomiris favors cutting entitlements, cutting payroll taxes, but is not clear how this would help lower the deficit. Orszag points to feedback from business leaders suggesting a lowering of payroll taxes will not spur hiring, as the real reason for not hiring was low 1-2 % expected growth. Shiller, Kaufman and Gross see government efforts as realistically needed in the current situation....
