The Third Biennial Update Report at COP26 Glasgow shows where India stands on renewable energy, solar, forest cover enhancement, and improving carbon intensity in its climate change efforts so far.  For instance a 17 times increase in solar in the last 7 years to 45 gigawatts, with target of 450 gigawatts by 2030. In carbon intensity 24% improvement between 2005-2014. Scientist Bhatt presented the report for India's Environment Ministry saying India represented 17% of the world's population and historically 4% of world carbon emissions, today 5%. Improvements of carbon intensity per unit of GDP planned under Mod's plan for 2030 require 45% reduction in carbon intensity by 2030. This suggests the trajectory of China will be avoided where highly polluting parts of industries such as steel and cement were left unregulated and lacking strict supervision leading to rampant pollution in 2000-2021. Mr. Birol, head of the Renewables Energy Agency said on BBC's "Hard Talk" program recently that if you combine all of China's steel and cement factory carbon emissions, that alone would equal the total sum of carbon emissions of the whole European Union today. A quick look at a graph of global carbon emissions trajectories shows three fold increase of China's carbon emissions from about 4 billion tons to 12 billion tons between 2000-2021, the period and the explosion of carbon that is the one activity that singlehandedly created the crisis of climate change today. By comparison US remains at about 6 billion tons of emissions, and EU, US, Britain Japan show flat trajectories. Business, globalization interests, US and European financial interests, and local governments in China that financed this explosion in steel and cement ignored the implications of so much pollution in so short a time through unregulated activities- writing a chapter of failure with most of the world's people left to bear the results of such a failure.  It is this that India plans to correct with a 45% improvement in carbon intensity per unit of GDP by 2030, and nothing could be more important in the government's plan than this. New technologies will be key for this. Modi and India realize how vulnerable India is to floods, drought stricken areas, shortages of water, and climate extremes, and see these plans as critical for healthy growth that benefits all of India's people and regions, It is a long term vision like no other today and sets a new direction for all developing regions of Asia, Latin America and Africa. As India leads the way in new technologies and ambitious programs such as one solar, one world, one grid, these technologies will also break open new paths for the regions of the world that need this most from Brazil to Indonesia.  China too suffers from the impact of so much pollution. Even as early as 2010 reports showed the higher pollution had lowered life expectancy in northern region of China compared to its southern region. Yet the most polluting factories were not removed and only recently is the activity being conducted seriously leading to the shortages of fuel from so much overexpansion in the boom years, and making adjustments done abruptly today more difficult.   ...

It shows to what lengths key members in the Trump administration will go to achieve American objectives in preserving the NATO alliance. Particularly now that Russia is taking an aggressive stance to NATO near its borders.  General Mattis at Defense Department pushed for the 4 30's initiative which is about preparing a rapid deployment force to be ready by 2020. This is in the communique. Also in the communique is the setup of a command post in Norfolk, Virginia, ready to act to deploy forces in Europe. U.S. ambassador to NATO, Kailey Hutchinson, received the demand from National Security Adviser Bolton to have ambassadors from all countries work overtime to get the declaration done by July 6. Jens Stoltenberg, Secretary General supported this effort. All were concerned that there should be no repeat of the mess that happened for the G-7 communique when at the last minute president Trump refused to sign on, leading to derisive comments about Canada's Justin Trudeau. It was seen as critical to preserve the sense of unity in the U.S. alliance with Europe. This time there was no disruption even though Mr. Trump acted unpredictably in Brussels. ...

Paul Krugman in NYT explains the failure of Silicon Valley Bank. He says the bank invested its money in safe Treasury bonds which fell in value with Fed's policy of sharp increase in interest rates to fight inflation. It presented itself as the bank for people in Silicon valley and succeeded more than it imagined possible leading to these investors putting their money at SVB bank. However Krugman points out SVB bank did not put this money from deposits into startups, it put these deposits in safe US Treasury assets. It is Venture Capital that put its money in the startups at Silicon Valley, then panicked and set in motion a bank run that led to $42 billion withdrawals on one day Thursday March 9. These SVB assets have value says Krugman. Over time the government says Krugman will get much of its money back from these Treasury assets of SVB.  Then why the government rescue by president Biden? A bank run of this type undermines confidence in other regional banks affecting the US banking system in a way that is totally unnecessary when the banking system as a whole is safe. In fact the Fed vice chairwoman Lael Brainard understood and made clear these risks says Krugman, and she now heads Biden's national Economic Council.   ...

The exceptional role played by US president Biden in ensuring the recovery of the US economy, reaching both low unemployment and bringing down inflation was made possible by the president's conviction that the bargaining power of labor and its share in the productive wealth of the economy needed to be restored. The chair of the president's Council of Economic Advisers Jared Bernstein points this out in his speech at the Petersen Institute of International Economics. Bernstein points out that the Philips Curve which shows the tradeoff between reducing unemployment and increasing inflation is essentially flat and the president was right to push for full employment at between 3.5-4%. In the post Reagan era America was reduced to trickle down economics as president Biden has said at every State of the Union leading to a situation where workers had lost their bargaining power. See this as a resilience factor R in the economy which if it falls below a certain point leads to the economy operating well below its potential with high unemployment and worker incomes depressed. This strong conviction of the president and the efforts of the Fed chairman Powell have helped America recover from the pandemic faster than Europe, China and other countries, and is opening a path to meet the challenges of the future including infrastructure development and overcoming climate change, and meeting needs in healthcare and education, ease of living. ...

Adjusted for inflation wages for automakers have fallen 19% since 2008 because of tiers new workers making about $17 an hour significantly less than the $32 an hour. UAW seeks an end to tiered hiring.  For GM it is about committing to a long term contract in an industry that is unpredictable and uncertain. GM wants to make substantial investments in the EV industry with president Biden's help even when not making profits from EV's. For the UAW Ms. Janis of Jobs to Move America says labor is a very small part of what it costs to make EV's, batteries are the most. None of the earlier difficulties are likely because much fewer workers are needed making labor cost a much smaller component. Toyota has been slow in its EV start, BYD in China is leading but US carmakers are supported by the US government for EV's. Auto workers want a fair contract . And GM working with partners can still build joint venture factories for batteries in the South just like Tesla where work is not unionized. In the competition in EV's R&D and quality of management will play a bigger role. Fairness for workers will motivate American carmakers, with worker training and quality+value of EV's important for success.   ...

Because technology spending has been more disciplined and focused on productivity and efficiency gains, the investment has been lower but more effective than in the 3 years leading to the last recession in 2001. At that time it was increasing 12.9% a year leading into the recesson and faced sharp cutbacks leading to a drop of 11% over the next 2 years 2001-2003. By contrast this time the tech spending went up by about 2.8% a year in the last 3 years, according to Gartner, and has delivered solid results at places like American Airlines. Technology spending is likely to hold up and continue moderate increase this year and next as the US enters a recession. At American a fuel efficiency drive starting 2005 including software to come up with best routes, flight paths and baggage loading has saved 96 million gallons a year. Note that spending on computer hardware and software is about half of all capital spending by business.

Mead points out that the world with an effective U.S. leadership based on democracy and the values we cherish is needed now more than ever, after the failures of the Bush and Obama administrations to provide the kind of balanced leadership all Americans can stand behind. A world without an effective and enlightened leadership from the U.S, is one in which the world could fall apart in regional rivalry, one in which the hundreds of millions of people in the poorer parts of India, China, Russia, Brazil, and other developing countries of the world, will have less opportunity to meet their aspirations for a better life. This is because a focus on development requires less regional rivalry and because serious missteps can reverse in a few years decades of economic progress as shown in the 2008 global financial crisis. More so because we live in an increasingly interdependent global economy. It is also the kind of world where suppression of freedoms and suppression of the opposition as in China and Russia, provides a wrong kind of message, a world in which we or our children would not want to live in. Russia, India and China, are too driven by rivalry and lack the deep experience to go it alone, multipolar is more likely to end up being multipolar rivalry leading to a race to the bottom, which would be bad for all, especially for the poor in Asia and the developing world. The 2008 crisis showed what some serious economic mistakes could do to employment and incomes in the world with output dropping by a third in most places. Political missteps could lead to a slippery slope of this magnitude but more difficult to correct. Greater participation in the political process and more enlightened leadership is needed in all countries to allow many voices and greater interaction across boundaries, focussing on the dangers of such multipolar rivalries. The world of the G-7 is already moving to the G-20 where many voices are heard and serious discussion of differences takes place, but participatory is different from multipolar....

More important she says is to tackle the bad actors in education leading to high student debt. She says she will cut costs by a couple of hundred million dollars in the next few years, and will keep pushing on costs as there is a natural tendency to revert back. The U.S. plans to join the EU's WTO complaint over Russia's recycling fee for automobile imports which does not apply to domestically manufactured cars. EU officials say the levy has cut the imports of European automobiles into Russia by 7%. The levy was imposed for five years following Russia's admission into the WTO and is seen as unfairly discriminating against imported cars. Russian automobile sales reached 2,935,000 in 2012, increasing by 11% over 2011. Sales are estimated at 2.8 millon by the AEB trade group for 2013. All ten of the leading models by sales for 2012 were Russian domestically manufactured automobiles. The case goes before the WTO in July 2013.

The top 1% of billers get 17.5% of the payments from the U.S. Medicare program for 2012, according to the Medicare agency's reports. The Medicare agency released data with details of payments to 950,000 doctors, medical providers, certain health care companies, the second year this information is being released. This covers $90 billion of payments. Astonishing as it may sound the transparency comes late, after large increases in medical costs and the increasing U.S. deficit. It happened only after the long and persistent effort by the Wall Street Journal to overturn a 1979 ruling that required such records to be kept secret. By intervening in that suit in 2011, the WSJ's parent company Dow Jones was able to convince a judge about the need for transparency, leading to reversal of the injunction in May 2013. The WSJ and the media has used this information to monitor the waste and fraud in the Medicare system, a vital role only the media can perform to protect the public interest.

Questions about the every 5 years 20th Party Congress of the CCP or Chinese Communist Party, and the 2300 representatives attending from all parts of China are answered in this report in The Guardian.  Xi Jinping is expected to get a third term. To outsiders in US and Europe it is all about power in China, to insiders in China it is about China making it through the 100 years since the 1901 revolution and the tumult, the chaos of the first 100 years, and now a period of modernization and growing incomes,  the need to create jobs, tackle climate change, ensure a good future for the Chinese people. 2300 party members representing millions of party members in China attend the gathering. New appointments and retirements take place at this Congress. Of this there are 200 elite members of the Central Committee with voting rights. This central committee is responsible for electing a 25 member Politburo, of which the seven most senior persons are appointed to the Politburo Standing Committee. Xi Jinping is the General Secretary, the most senior position in this hierarchy. Age related retirements are at 68 years and a new Politburo standing committee is announced at each Congress. After the Bo Xilai effort to take power and take China in a new and unknown direction, and the gradual loss of the party's respect from corruption and abuses of power by local officials, Xi Jinping sensed problems in the future and conducted a anti-corruption campaign. Most of the system of government set up during the Deng and Jiang Zemin years after 1980 remains in place with Jinping calling for a revival of China, the next stage of modernization, under the banner of the CCP. The result of the anti-corruption campaign and a third term assumed by Xi including lifting of a term limit for heading the CCP, gives Xi Jinping an opportunity to shape the future for China as Deng did after 1980. Jinping in the manner of Deng sees the CCP as the organization that can continue the modernization and growth of China. The model set by Deng and Zemin of local autonomy for economy and centralized overall direction continues under Jinping who is General Secretary since 2012. China has made rapid growth during the period 2000-2022, but faces challenges of reorienting its economy away from dependence on a tight economic export oriented relationship with the US and EU, as supply chains are being shifted after the pandemic. This means more unemployment and need for careful economic planning and investment to create jobs in other sectors, and to meet the challenges of unequal distribution of wealth in China after hypergrowth that hurt China in some ways, and in the climate change effects of use of coal other fossil fuels. As focus of interest is on Jinping externally, within China it is these three challenges that must be uppermost in the minds of the 20th Congress members. Much of this stems from the tumult of the century that began with the 1901 revolution through Japanese invasion and upheavals in the 60's and 70's, leading to the rare period of stability and growth in the last 20 years. Jinping like Deng and Zemin has personal memories of the anguish of this period and the tumult, the chaos of the 20th century for China, and the yearning for stability with modernization.   ...

The U.S. vice presidential debate between Mike Spence and Tim Kaine showed Kaine focussing attention on Trump's crude attacks on women, praise for Russian president Putin, and opposition to the minimum wage. Spence's tone was measured and his focus was on deflecting the attacks on the crude language used by Trump in the campaign by saying Trump was "not a polished professional politician," like the others, and not responding to the Kaine references to Trump. Spence stuck to issues about immigration open borders, abortion, president Obama's inaction in Syria, the plight of workers in Scranton, Pennsylvania. He did not respond to repeated questions on Trump's failure to disclose his tax returns and his business failures leading to close to a billion dollars in losses and not having paid taxes for 18 years, as disclosed by the New York Times. Spence had to choose between hurting his own chances for reelection with the traditional Republican voters alienated by Trump and standing up for Trump's crude language against women and minorities. He deftly tried to the best using his skills as a radio broadcaster. Kaine who is usually more measured and thoughtful, had to choose between his traditional style of speaking and the role he was expected to play bringing to the public's attention the crude language and style of the Trump campaign and the instability reflected in it. He used his skills as a litigator to ask repeated questions on Trump, especially on the taxes, which leads to questions about funding infrastructure development and jobs without the wealthy paying their share of taxes. ...

Russia stated at a meeting of OPEC oil producers that it would not accept cuts in oil production to stabilize the oil market. The coronavirus effects on the world economy have resulted in a sharp decline in demand for oil. This lack of an agreement among oil producers is leading to a steep drop of 30% in oil prices on March 9, 2020. The Russian position in talks was that it was too early for deep cuts considering that the  true impact of the coronavirus on the world economy was unknown, and that the loss of 1 million bbd from Libya had already reduced production. Experts say the Russians wanted to stabilize oil prices around $50 a barrel and the Saudis a bit higher. Under the OPEC agreement Russia would have to reduce its production by 1.5 million barrels per day (bbd), in addition to 2.1 million bbd from previous cuts that would be extended to March, which it found unacceptable. The impact of the double whammy of continued increase in coronavirus cases around the world and the drop in oil prices as a reflection of business confidence was also felt in world stock markets.  Russia's budget is less sensitive to oil prices than the Saudis. The Saudis need somewhere near $80 per barrel to breakeven. Analysts say Russia does not want to lose market share to American shale oil companies which do not have output cuts and benefit from lower oil prices. Shale oil companies in the U.S. are struggling in the present situation of low prices as many of them need $65 a barrel in price to breakeven. About 208 shale oil companies in the U.S. made bankruptcy filings since 2015.  The oil importing countries with increasing oil imports such as India will benefit from the drop in oil prices. Japan and other oil importing countries in Europe, Africa and Asia will also benefit as Russia and the Saudis go all out to increase production. ...

With Europe at war and struggling to get through the winter with gas rationing it was up to America to lead the way as the world faces ever increasing floods, fires and heat waves that affect food supply and environment. And Schumer? The New York Democrat asked about the effort quoted his father who passed away last year. "As my late father said: you need to persist. God will reward you." For months Mr. Manchin a critical vote in the US Senate had opposed the Democrats proposed bills. Then Senators Mark Warner of Virginia, Chris Coons of Delaware, John Hickenlooper of Colorado took a different approach. They did not openly criticize Mr. Manchin, and appealed to his sense of history, his zeal for playing a leading role in a high stakes legislative deal. Schumer and Biden were willing to make some concessions for fossil energy now that with the war in Ukraine the US needed to export LNG to Europe to replace Russian supplies. China and India were still going to be using fossil fuels after COP26 and after the pandemic induced lower growth. The US had to find a different approach some fossil fuel concessions would make it possible to use it as abridge towards the larger goal of getting ahead on renewable energy in a big way. The books include the McGuffey Readers, schoolbooksthat educated people like Henry Ford at the turn of the century, to Walt Whitman, Thoreau, Edgar Rice Burroughs, Ray Bradbury and Dr. Seuss. Even Dale Carnegie. It includes social issue books by Upton Sinclair, Ida Tarbell, W.E.B. Du Bois, Cesar Chavez. Literary works include Emily Dickinson, Thornton Wilder and Tennessee WIlliams. Carl Sagan's book on astronomy doesn't appear on this list. It is a pretty impressive list and a valiant effort to cover the American experience through books that most Americans are familiar with from school or other reading, and books that have conveyed a sense of America in all its struggles and humanity to people in other countries and especially the English speaking world.

Daniel Yergin of consultancy firm IHS describes the geopolitical disputes in the Middle East between Russia, Saudi Arabia, and Iran that are leading to likely continued oversupply of oil in 2016, keeping prices in the $30-$40 range. Saudi Arabia is not likely to change its policy of going after market share, Venezuela is affected but lacks a voice in OPEC decisions, Russia continues its policies in Syria and Iraq under the Putin government affecting other Sunni states, and Iran following the lifting of sanctions is likely to ramp up supply to make up for its lost market share- all leading to an extended period of low prices. This situation benefits China, the European Union countries, India, Turkey and the U.S. in a period of slow economic growth in 2015-2016. Russia looks to use this period of low oil prices to shift to domestic industry after a period of rising imports when oil prices were high. The Saudis seeing their interests in the region threatened by Iran and Russia, and dissatisfied with the foreign policy of president Obama, see a policy of pushing for market share as appropriate in the current geopolitics of the region....

Britain's prime minister Johnson has gained approval for 16 billion military buildup for naval and other buildup for the next 4 years. It was apparent for some time during the administrations from Blair through the financial crisis driven by banks under Cameron, that Britain had lost its resolve to have a strong military capability. This was evident in its handling of Hong Kong, from the transfer to its weak response to the situation in Hong Kong as participatory democracy failed in Hong Kong. During the period after the second world war Britain failed to bring participatory democracy in Hong Kong under its rule. Labour and Conservative administrations made no effort even as participatory democracy was brought to large parts of Asia and Africa through independence, following democratic elected legislatures in the period between two wars in India and Ceylon. No such effort was made in Hong Kong leading to questions about its own commitment to the principles when China introduced its own government in Hong Kong by changing legal structures.  Britain lacked the military capability and its partnership with France and the U.S. was also weaker because of other distractions from middle east conflicts and internal problems. This is now changing with the military capability buildup for the next 4 years. This is happening as France under Macron takes a new posture in its battle to defend the ideals of its Republic, and rebuild its manufacturing capabilities. ...

Limit China's involvement in your economies for reduction in reciprocal tariffs- this is the message from US Treasury Secretary Scott Bessent, who leads the negotiations with Japan, Taiwan and South Korea. The Trump statement read yesterday April 14 by Katherine Leavitt was as follows- “The ball is in China’s court. China needs to make a deal with us. We don’t have to make a deal with them. China wants what we have…the American consumer,” Leavitt said when reading Trump’s statement.  The idea is to reduce any leverage China has to ignore the US interests in restoring its lost industrial base shipped by American companies to China, in one of history's astonishing happenings that make economic theories useless. It is only a common sense and fairness that can provide a solution to this problem, the kind of fairness that the US has given throughout its history since 1800 to other nations. ...

After making headlines the issue of TikTok is no longer making news. Here is what has happened since- TikTok took the case to the Supreme Court after the Biden Administration's effort to bring it under US security with American ownership. The Supreme Court ruled in favor of the government. Social media helped Republicans and DJT in the election. DJT wanted TiTok to be an American company if it was to operate in US. China was opposed to this and would not allow ByteDance the owner of TikTok negotiate this-leading to an impasse. The DJT administration worked out a relationship  with China by September 2025 following tit for tat tariffs in May 2025. Xi's strategy was to put rare earths on the table after it had gained a 90% monopoly on rare earths processing technologies and supplies. Some supplies include a site in Greenland, so that the Greenland issue as opponents of US acquisition have made appear is not fiction. DJT Administration pulled back and negotiated a deal with China but realized how the US had left key gaps in its security which is why the Greenland issue came up in 2025. Similar to how Democrat president Harry Truman had done as the Soviets expanded influence in Greece and Turkey by 1948. Little of this making it to almost the entire US press and the entire European press, including Democrat Harry Truman's 1947 offer of $100 million ($1.5 billion in 2026) for Greenland, rights, title and ownership similar to Alaska purchase by Seward, and US Virgin Islands purchase in 1916 from Denmark.   The deal makes TikTok an American/ China investor run company with Byte Dance ownership of 20%, Oracle 15%, Silverlake US equity firm 15%, Abu Dhabhi (UK type) MGX 15%, and prior investors 30%. Prior investors are General Atlantic, SIG, Steve Case's Revolution with JD Vance having equity, Dragoneer, NJJ Capital. The company now valued at $20 billion based on 200 million US users. Yet this does not address the dangers and damage done by social media hours for youth in the US, endless hours from education shifted to phones and social media videos. Australia has banned it for under 16 year olds, UK parliament has voted to ban, French parliament has also voted for a ban, China has strict rules that protect its youth for use specifying hours and restrictions, leaving the US and India, Brazil vulnerable to dangers of social media. Strictly speaking You Tube is considered as social media even though it serves an information function, Facebook and TikTok are where a lot of the damage to education takes place in social media. US is entirely leaving its young people especially women unprotected. Once the fentanyl issue is tackled attention will again focus on these dangers to creating good citizens in the US  with civic education if democracy is to be preserved, something endless numbers of lobbyists- which even in Teddy Roosevelt's and FDR's, JFK's days have opposed- will again oppose.     ...

Pierre Razoux, a French historian provides this account of the Iran-Iraq war that lasted from 1980 to 1988, at a cost of 680,000 people killed and $1.1 trillion in war destruction and money diverted from the economy. In 1980 Saddam Hussein of Iraq launched the war by attacking Iran which had just come under the Ayatollah Khomeini with the fall of the Shah of Iran in 1979. The war dragged on for 8 years with Khomeini persisting in the war. With U.S. and Saudi policy to increase production bringing the price of oil down from $30 to $10 designed to bring Iran and Iraq to the peace talks, as well as the Soviet Union to withdraw from Afghanistan, all three being major oil producers. The dollar also weakened by 37% during this period. The diplomatic isolation of the Khomeini regime made it more difficult for Iran to buy arms on credit than Iraq could, leading to the war ending with Iran finding it no longer possible to continue the human losses. The Carter administration, particularly with National Security Advisor Brzezinski, tilted towards Iraq to oppose Soviets in Afghanistan, and the Saudis also supported Iraq during the early period. Under president Reagan the U.S. began covert and direct assistance to Iraq to prevent an Iraqi defeat early in the war. Rumsfeld visited Baghdad in December 1983 and March 1984 to organize the U.S. effort to oppose Iran. This may have laid the seeds for future conflicts that lasted through the administrations of the elder and junior Bush. As Razoux points out the Revolutionary Guards became entrenched from this period in Iran's history, making it difficult for election process to work or elected governments to operate. 23 months following the end of that war in 1988 Saddam Hussein launched a war on Kuwait, leading to the U.S. led Gulf war and the entry of the U.S. into a ground combat role, which was followed by the invasion of Iraq under George Bush after 9/11 attacks. The twin wars in Afghanistan and Iraq are estimated to have cost the U.S. over 1 trillion dollars. The result today is largely the division on the ground into Shia regions under the Revolutionary Guards and the Shiite government in Baghdad, and Sunni regions led by Islamic State and autonomous Iraqi Sunni tribes, ignoring the Iran-Iraq boundaries set in the colonial period by the French and the British. In all the amount spent in the Khomeini-Saddam war of $ 1 trillion being about $2 trillion in today's money, and the $1 trillion spent by the U.S., means about $3 trillion has gone into the wars in this region. This comes at a time of deficits in government budgets in the U.S. and a deep recession in the U.S. and Europe. It also explains why the U.S. public is reluctant to take even the minor action such as giving a standoff "no-fly zone" protection to the rebels in Syria, and supported the Obama administration in its reluctance to keep even the basic military force in place to protect its diplomatic mission in Libya, where the cost would be small relative to earlier enlarged military missions under the two elder and junior Bush administrations. The result is that refugees are pouring into Europe from Syria and Libya, through Turkey. Turkey itself is host to millions of refugees in camps along its border. The vacuum and the withdrawal of the Obama administration from the region has led to the rise of Islamic State with covert assistance from Sunni regimes in the region to counteract the growing influence of Shiite Iran. It also may explain the Iranian people's support for the nuclear weapons effort through years of sanctions, leading finally to an agreement with the Obama administration that relaxes sanctions in exchange for a future possibility of acquiring nuclear weapons. Lost in the conflict is the Arab Spring of 2012-2013, with the Tunisian democracy the only surviving result of that movement for democracy and awakening among Arab peoples. The Reagan administration in its aggressive anti-Soviet position made large errors- including ignoring human rights abuses and use of chemical weapons in the Iran-Iraq war, by supporting Iraq and reversing position after Iraq's invasion of Kuwait, having a disastrous effect on the entire region decades later. Much of the Obama administration's reluctance for any action may stem from the U.S. role in this period and its consequences of protracted conflict. ...

And it encouraged the emergence of other southerners such as Bill Clinton of Arkansas from small towns into Democratic politics. In doing so it distanced the Democratic party from it's roots as a party of the working man, of the working class and labor, of farmers and small business owners, that it had been from 1902 with TR taking up this stance and followed by FDR, Truman, Kennedy-Johnson. Leading to the situation today after Clinton brought China into the WTO and changed world trade, exchanging places with China as a leader in manufacturing, integrating Silicon Valley into the Democratic party under Obama and distancing from working class concerns. Gerald Seib in his tribute to Cater says in WSJ that he was a good man who was president at a bad time. The problems of inflation and cost of living at 10.4% and mortgage rates at 13%, oil prices with the Iran crisis under Carter were problems that were a result of actions taken by the US in the period going back to the 1950's for Iran and embargoes on oil from lack of conservation in oil use in the US. What Carter accomplished is to open the door to new faces out of nowhere- a small town in Georgia was not a place where a presidential hopeful cold be found in previous eras. Washington, Adams, Jefferson, Adams, TR, Wilson, Harding, Hoover, FDR were all from well known families in the East Coast and Northeast. Only Abraham Lincoln emerged from a small town in Illinois. It opened the door for other southerners Clinton from Arkansas and new faces Reagan and Trump.   ...

Warnings to governments and leaders in industry and pharmaceutical research about epidemic preparedness by Bill Gates were ignored. He spent hundreds of millions of dollars to develop new vaccines and create disease tracking systems. But only governments could tackle this problem. He tells the WSJ in an interview that he feels terrible and that he wishes he had done more. His fear that a once in a century pandemic has come true. Governments did respond to the public health preparation needs as reported in France 24 to both SARS and the H1N1, both in Britain and France. It was the disbanding of this effort in the period of the global financial crisis and the eurozone financial crisis that led to the level of unpreparedness that Western Europe finds itself in today. This was caused by irresponsible banking practices. The response was austerity measures in Britain, France, Germany and Spain that led to leaving public health system investment being neglected, without fixing the original source of the problem. Misallocation of capital and lopsided priorities continued through most of the period leading up to the pandemic. There is a lot that Gates and other public spirited leaders could do now do in the new reordering of priorities and shifting the allocation of capital to public services and investments in infrastructure, and supply chain renewal to safeguard national interests. Today he is working with pharmaceutical executives and governments to produce billions of doses of vaccines while they are being tested. His foundation has reserved space in a manufacturing plant so that production can begin quickly once an effective vaccine is found. He says nobody has made 7 billion vaccines so that it will need all the help that it can get and international cooperation.  In an earlier interview with WSJ he told the interviewer in November 2014 that the world as a whole did not have preparedness. France and Britain prepared and then abandoned the effort for epidemic response by 2012 following the global financial and eurozone financial crises. Gates repeated the warning to 2016 presidential candidates in the U.S.  In 2017 at the Munich Security Conference he reminded people- "getting ready for a global pandemic is every bit as important as nuclear deterrence and avoiding a climate catastrophe." One focus of Gates was to come up with faster ways to a vaccine by using ready made components and then customizing it. This WSJ report traces the development of rail, trucking, container shipping and forklift use in Germany, Russia and the US. The World Bank Logistics Index shows Germany ranking first, the US 14th, China 26th, Russia 75th out of 160 countries.  Russia's military relies on a supply system that uses crates instead of container shipping, not much use of forklifts, and relies on rail and conscript labor. During the invasion of Ukraine in April Russian supply lines that did not control rail failed to supply forces leading to slow progress. Because of dense rail lines in the eastern Donbas region Russian supply lines have worked to sustain advances. About 750 miles of rail lines have also been repaired by a special force set up for this purpose.  In a larger sense the problem of logistics and supplying front lines remains. This report shows the contrast between the development of Russian logistics and American logistics described by military experts in the US. The Russian system evolved in the early years of the 20th century based on conscript or free and abundant labor compared to the US where labor was scarce and costly. Automation progressed rapidly with American business taking up use of forklifts and containers during the 1940's extending to its use in the military. During the Vietnam war Cam Ranh Bay US bases were converted to modern container and forklift use. Russia continued through the sixties till today with a different and less automated system of logistics and movement of goods.    The use of modern logistics in Russia is limited to the amount of freight that gets moved in Colombia and much less than France says this report in WSJ. Much of the industrial base in Russia is built around oil and gas exports and manufacturing with movement of supply chain parts has never taken the importance that it has in Germany or the US. This limits the capacity of the Russian military outside the rail lines located towns and cities in Donbas where it has recently made gains. ...

 Harris's role for the Border was limited to telling Central American migrants to stay home. Much of the migration was a result of wars started in the Reagan years in Central American states of Nicaragua and San Salvador. This destabilized the region and led to gangs taking over parts of the country in San Salvador and entrenching Castro style regime in Nicaragua, leading to outward migration of young people. As this report points out Harris was supposed to take on decades of such misguided policies in Central America in a few months. A drought hit agricultural coffee regions of Guatemala increasing migration. Her role instead was to ensure several wins. Win No.1 to generate stability setting up the peaceful transfer of power in Guatemala, singling out corrupt regimes. Win No. 2 to generate jobs. US AID and IFDC loans were increased, foreign investment attracted to generate 250,000 jobs. Win No. 3 the increased stability led to gradually declining migration from Central America. What replaced it was Venezuela. And that is a repeat story of Reagan style wars in Central America. Under the Trump Administration the US did not take up the Monroe Doctrine and act directly to support a stable fairly elected government in Venezuela, an obvious solution. Instead going half way- destabilizing the government but then left it on its own. The result about a third of the population leaving the country in these years to Colombia and other parts of Latin America in a immense humanitarian tragedy.  In 2023 Venezuelans not Guatemalans entered at the US Border in large numbers, most of them middle class families that left Venezuela after hyperinflation and mismanagement of the economy. Realizing the danger by January 2024 Biden negotiated with Senate Minority Leader McConnell and his Republican representative Senator Lankford to pass legislation in the Senate closing the Border. All that was needed was the House to act and 30 years of Border problem would be solved.This was blocked in the House by new Speaker Mike Johnson on advice from former president Trump who chose to use the issue in the 2024 election. Biden then used his executive powers to close the Border leading to lower numbers of migrants under Biden by July 2024 than under Trump. Migration Border Czar was never a term used by Democrats in the Obama and Biden years. Biden who also served in a role given migration as one of the issues to handle under Obama, had this as only one of his assignments. Biden played more important roles in foreign policy with his experience as chairman of the Senate Foreign Relations Committee for decades. Border policy was made by president Obama and his advisers. The same is true of Harris, Border policy being done by president Biden and his advisers. Similar to Biden's role as VP Harris was given assignment to cover foreign policy and was the US representative at 3 Munich Security Conferences in 2021-2024 following the Russian invasion of Ukraine. Chancellor Scholz of Germany said of Harris last week that he had full confidence in Harris as both competent and experienced. ...
