New GI Bill taking effect August 2009, has not received much attention but it will help bring more equity into the system and provide better opportunities for university education to those who serve in the armed forces and thus help increase mobility in the USA, with those previously unable to afford an education or restricted to small community colleges able to take advantage of the best opportunties they can work hard for and use their potential and abilities. It makes for a more educated and effective military as young people with high school diplomas are more likely to take advantage of military service for 3 years to get a good university education. So its quite probable that more people and better and more intelligent and able recruits would join the military service at the same time that some of the military recruits who have already served three years go to colleges to take advantage of the new GI Bill. It costs the military $5.7 billion in incentives and other recruitment costs to meet the demand for service personnel over the next 5 years, but this can now be used towards the cost of the GI Bill. Also there is some fairness and equity in the idea of the GI Bill, and something that would appeal to candidates like Obama who believes that the income gaps in the country and the educational gaps in the country between the affluent and the those struggling at the lower end of the class structure has widened considerably in the last two decades. Previously the educational assistance went upto only $39,000 and could not be passed onto a spouse or child, something that candidate MCain added to the bill. It also includes a monthly stipend for living expenses in addition to the tution, so its fair and generous program for GI's, and may bring some of the benefits in bringing mobility between the classes and new infusion of energy through a more equitable system for young people who may otherwise be left out of opportunities for a better education and better job opportunities even after risking their lives for service. Getting in the brighter more motivated for education people who otherwise might not opt for the military who then pursue higher education will help the miltary improve quality of personnel and help bring more dynamism into society with their energy and enthusuasm and hard work and discipline....

In the first round of French elections June 2024 the RN National Rally and Alliance gets 33%. The National Front Populaire gets 28% and the Assemblement of Macron gets 20%, Les Republicains 10%, additional 2% of other Left parties, 2% of Centrist parties. To win in the first round one has to get over 50% of the vote and over 25% of the registered voters. Only about 60 seats were decided in the first round. In the second round on July 7 there will be tactical voting with the NFP dropping out of seats in which the Assemblement and Les Republicains have an edge. The same is likely to happen for the Assemblement and Les Republicains dropping out of races which the NFP could win. The largely unregulated company Alibaba in its role as a financial business, its complex ownership structure, and practices, have met with skepticism from China's financial regulators. They see the financial operations of Alibaba and its businesses as operating with little financial oversight and the state having to assume risks if something failed. The company's business model of payments app Alipay, mutual fund, voluminous data collection, operations as small loan provider to half a billion people, are seen by Chinese leaders and president Xi as posing unknown and unclear risks when not properly regulated. Commercial banks are subject to  tough regulations and capital requirements that Alibaba has avoided. State owned banks supply Alibaba with majority of the funding and take on most of the risk even though Alibaba makes profit from the transactions, is the perception of regulators. China's export model and manufacturing have enable it to create the banking capital on which such internet business models have thrived. In a first at Davos World Economic Forum, China's president Xi Jinping uses the 2017 meeting to give a one hour long spirited defense of the world trading system, critical of U.S. president elect Trump's protectionist views without naming him. Xi pointed out that "no one will be winners in a trade war." And went on to add that restricting world trade was like "locking oneself in a dark room, keeping out wind and rain from outside but also light and air." For the first time Jinping stated that China would take the U.S. role of defending the world trading system from attack as needed. On climate change Xi defended the Paris accords, and gave China's commitment to pursue changes regardless of what the U.S. under president Trump does. This follows Chancellor Merkel of Germany's statements on the issue critical of the views of president elect Trump, and taking the lead to defend the world trading system. Xi also pointed out that many of the ills that led to voter discontent in the West were not really from the freeing up of trade but from the pursuit of excessive profit with the financial crisis of 2008.   ...

US Universities awakening to the need to reduce costs after making college unaffordable to middle class. NIH says indirect costs are in the range of 60-70% at some elite universities, the proposal would cap this at 15% for all universities for federal funding. The purpose is to reduce administrative costs that are increasing and have universities take a hard look at finances not just increase salaries, hire more and increase prices for students to go to college. The savings generated could be $6.5 billion in this one action alone and some universities need to cut salaries and hire less to bring down their cost structure before a whole generation of young men are deprived of opportunities to go to college. Not everyone can be sent to apprenticeships and not all research needs to be funded. China and India and some European nations will be funding the same research with less. "Oxford vaccine is complex, and we are happy with the complexity," says Adrian Hill, Oxford researcher and head of the Jenner Institute. It is not highly unusual in this complex field for a half first dose to work better than a full first dose in a two dose vaccine treatment. This happened with the Oxford vaccine. As a result the study results were harder to communicate. This happened by accident. Much of medical research and much of medicine's biggest breakthroughs in the last 200 years happened by accident, as one researcher looked for something and accidentally discovered something else profoundly useful. Whipple's points are turning out to be true now that Britain's medicine regulator has asked that Pfizer vaccine not be given to people with history of allergic reactions after 2 NHS workers had strong allergic reactions. A lot of questions remain for all vaccines. How long will the protection last? WIll it prevent transmission of coronavirus? Are there any other complications? Which vaccines can work without ultralow refrigeration storage? Ahead lie the prospect of billions of doses. Two are in final stages in India including Bharat Biotech request for emergency authorization. Johnson & Johnson has a competing one to Pfizer's in the U.S. As many as 30 are being developed in India and 100 around the world. Countries like South Korea say they will wait to find out which one works best and where cost overall combined with benefit is attractive. Some of the vaccines are coming out only weeks apart. President Macron abolishes the elite school ENA, Ecole Nationale d'Administration, which with the Sciences Po university functions as the training ground for people serving in the government. Macron graduated from the school in 2004. Many French leaders graduated from the ENA. Macron wants to replace it with Public Service Institute that draws people from different backgrounds after complaints about elitism in France's public and private sectors. Charles De Gaulle established ENA in 1945 to train French leaders after the failures of the Vichy regime in World War II. 

The French people now see no need for an elite institution today, as most of the country's leading universities are quite capable of training the engineers, scientists, and administrative leaders needed to run French companies and the French government, and could do better in bringing diverse backgrounds and abilities.

In Iraq, Iran, Syria, Afghanistan, Yemen the only other major wars since the 1970's there are religious and ethnic wars that are of no interest to the people of three continents Europe, Americas, and East and South Asia, for whom the spread of nuclear weapons to the Gulf region brings nothing but dangerous developments for their peoples and for the peace of the world. ...

This report in WSJ shows how Mexico is planning to receive hundreds of thousands of migrants returned back to Mexico by the DJT administration in the US. The deportation program has led to a 90 percent drop in jungle border crossings across Panama into Mexico from Central and South America. Migrant entry from other countries is also expected to drop similar to this. Previous Mexican administrations allowed the flow of migrants through Mexico from Central and South America helping create the problem of illegal migration to the US of such large numbers of people, without carefully looking at the consequences of such policies. This happened also after World War II leading to president Truman appointing a Commission on this issue in the waning days of his administration and the Eisenhower administration putting the Attorney General in charge of the Operation Wetback in 1954 which returned about 1 million migrants back to Mexico. At that time as happened in 2024 the US was no longer able to cope with flow of such migrants across borders. US legislation has fallen behind the times in addressing immigration issues and this has placed an inappropriate burden on the American people. Bipartisan legislation has to be done as was agreed by Biden and Senator Lankford on the US Congress Republican side, with changes that DJT Republicans sought to have in that bill on numbers of entry and other points. ...

Logistics help from Maersk helped China build its industrial capabilities. The port capabilities in logistics grew year after year from small beginnings in the 1990 period. Mr. Modi is starting this process in India as it is a key driver for foreign investment in the country. As China's logistics capabilities grew companies had the confidence that products manufactured in the country could be delivered to US and Europe efficiently and at low cost. This process takes a decade and the time to start building this capability is now with plans, stretch goals, investment and timely delivery. Maersk, a Danish company, has a big role to play in this effort in India. Government incentives could play a role, as well as negotiations with Maersk and with the assistance of the government of Denmark for technological collaboration at Indian ports. ...

Under the plan, commercial banks would deposit money in a state backed fund, which suppliers could then draw on to freeze customer's bills. The government would pay this back over 10-15 years through taxation or a surcharge on bills. By making such quick moves to help households Truss would be putting Britons in a position similar to that in France where energy prices have been capped and Germany where cash payments help households cope with higher energy bills.  ...

This story by Asa Fitch of the WSJ shows how NVIDIA co-founder Jensen Huang, built NVIDIA into a major semiconductor company. He did this by developing faster chips for graphics and other uses using parallel processing instead of sequential processing. It is now a rival to Intel as it plans an acquisition of ARM Holdings in Britain. Huang started NVIDIA in 1993 when computer users wanted faster computer graphics.  NVIDIA has about $10 billion in sales compared to larger rival Ital with $72 billion in sales. With its efforts in AI and other tech fields NVIDIA now surpasses Intel in valuation. Softbank bought ARM Holdings in 2016 for $32 billion. It is now looking to sell ARM to NVIDIA or another buyer. Problems it faces in the acquisition is British laws that may decide to prevent approval for sale of the company and the loss of jobs. ARM based in Cambridge has 6700 employees. ARM makes the chips for smartphones. The trade war between the U.S. and China and the sale of ARM chips to Huawei are also factors that will be considered in British approval or disapproval of this sale of a British company owned by Softbank of Japan.  ...

He worked in factories instead of going to school, and later started his own clothing chain Giordano, followed by a move into media publishing. He is the publisher of the Apple daily and Next magazine publications which support the pro-democracy student movement. Lai says the roots of student protest are in the May Fourth Movement of 1919, a cherished part of Chinese history because it led to the awakening of China, sparked the interest in breaking away from the past leading to modernization, lasting for 2 decades till the Japanese invasion and Communist control. Lai says the protest movement is more mature than the movement in China at Tiananmen in June 1989. Another factor that makes this different is that the protest in Hong Kong does not chart out an indefinite future for China just when it is embarking on the path to modernization, the situation facing a cautious Deng in 1989 who experienced the chaos of the sixties and seventies. The movement in Hong Kong is about reinstating what is felt to be in the spirit of the Basic Law- universal suffrage in its true spirit and intent without prescreening candidates for 2017- it is a limited objective and does not risk the modernization drive, more likely to enhance it by keeping dialogue with the outside world open as China looks for new ideas to tackle many prblems left behind from the industrialization period of 1990-2014. ...
