By July 2011, when Solar Frontier KK's new solar panel factory is in full scale production, it will become the world's largest plant for photovoltaic cells. The parent company is Showa Shell Sekiyu KK, a Japanese oil refiner. The $1.25 billion solar-panel factory in Miyazaki prefecture is expected to open in a few months. The annual output will be 900 megawatts of photovoltaic cells. For Showa Shell the move makes sense as oil demand is declining in Japan, given a shift to cleaner burning natural gas for power generation, and adoption of hybrid cars. Showa plans to cut its oil refining capacity by 20% in 2011. And the solar business will account for 50% of the company earnings by 2014. Mr Kameda, head of the Showa Shell solar business, says his company is focussing on the market segment that is growing fast- thin-film CIS cells, made from copper, indium and selenium. These cells cost less to make and to buy, than thicker silicon based crystalline cells. The thin-film have a potential for increasing efficiency and reducing cost because they are relatively new. Showa's technology converts about 13% of sunlight into energy. Showa is also working with partners. It plans to supply panels to GE's solar energy projects, and is working with IBM to develop next-generation solar-cell material that is based on readily available materials....

With yields on ten year Greek bonds reaching new highs, the Economist says it is time to go to Plan B. The German government wants to see something different from a continuation of the 2010 plan and merely loaning more funds to Greece. One option is for Greece to pledge privatization proceeds as collateral for new loans. Another option is the restructuring of Greece's debt, even though the German government is reluctant to impose losses on holders of Greek bonds. But Trichet and the ECB are opposed to any restructuring. ECB officials fear this could cause a crisis like that caused by the collapse of Lehman Brothers in 2008. And privately ECB officials say they could go so far as to refuse to accept Greek bonds as collateral for ECB loans if a restructuring goes through. The contagion from a Greece default could affect Ireland, Portugal, and impact the European banking system and the ECB's own balance sheet. Yet a sounder plan would be for European governments to come up with the funds to recapitalize hard hit banks, knowing that Greece will never be able to pay back its loans under the current plan. The IMF and the German government should push for an orderly restructuring of Greece's debt as the only workable solution, says the Economist....

The chairman of India's Tata Group, Ratan Tata, talks to the WSJ's Paul Beckett. Tata Group now employs 357,000 people and gets 65% of saes from overseas. He describes the difficulties with the Jaguar and land Rover acquisition. And says Tata Motors did very well to extinguish $3 billion in debt arising from the acquisitions by raisng new capital, liquidating some assets and doing away with loose practices. The experience at the new location in Gujarat for the Tata Nano minicar is very positive and production is planned for January 2010. He has some words for India's government, saying that India will remain an agricultural country unless the government finds some better way to fairly and justly compensate farmers for their land where industrializaton is takng place. He sees an alien view of industrial development in W. Bengal and says Tata is better off from being away from that place. For the US and Indian firms operating in the outsourcing space he has some advice. He wants Indian companies to be sensitive to the American unemployment situation, the stress being felt by jobless people, and that its important not to be aggressive and alien to pain that is going on in the USA. This piece in the NYT goes over the record of John Malone in building the cable industry. Malone built TCI and sold it to AT&T for $48 billion in 1999. He later built a collection of media companies satellite radio provider Sirius XM, QVC shopping channel, and large telecom companies in Europe under Liberty Global. Malone values privacy and has always worked in a low key manner. In 2011 he invested in a minority stake in Charter Communications and took a seat on the board. Malone has a keen sense of the direction of a business and opportunities ahead, confidence in his vision, and the quiet determination to pursue the opportunity creatively, say analysts. In May 2015 when the Charter Communications acquisition of Time Warner Cable was announced Malone kept a low key profile. One of Malone's companies Liberty Broadband owns the stake in Charter, and the move is based on Malone's vision of the expansion in the internet broadband business. A Charter- Time Warner deal would lead to a new company New Charter, which would rival Comcast in the cable and broadband industry. Here Gelles describes Malone's passion for acquiring pristine land in Colorado, New Mexico, Maine and other places- about 2.2 million according to Land Report magazine. This also shows his independent style, valuing the openness of the Rockies and the pioneer style. Pakistan's economic delegation meets Christine Lagarde, head of the IMF, at the IMF and World Bank Annual meeting in Bali, Indonesia. Lagarde calls for transparency in accounting and complete understanding of Pakistan's debt. IMF delegation will visit Islamabad to discuss terms for a loan. The previous government of Mr. Sharif came under criticism for not providing transparency on Pakistan's total debt. There is concern about debt trap diplomacy in loans from China, as loans may exceed the country's ability to repay and the interest rate terms are not seen as favorable to Pakistan. The Sharif government is criticized for not negotiating better terms for loans from China. Pakistan faces $8 billion debt load in 2018, with first payments to China under Belt and Road Initiative of $1 billion due in 2019. Pakistan's total foreign exchange reserves fell to a low of $8.4 billion, according to the central bank. Pakistan is seeking $12 billion in IMF assistance, but experts say more will be needed to bridge the financial gap. The Pakistan rupee dropped by 10% during this week in October 2018, down to 137 rupees for a U.S. dollar. The new government of prime minister Imran Khan took office in August 2018 after election promises to bring transparency to Pakistan's debt situation. Promises were also made to improve low income housing and meet needs of poor and low income public. Imran Khan opened a public housing project to build 5 million new homes. IMF terms could restrict the money available for badly needed housing and other social projects.  Pakistan's small tax base with a small percentage of the population paying taxes, also restricts the ability of the government to fund social welfare projects and infrastructure. It makes the country more dependent on outside assistance and loans. India has moved to expand its tax base, and is implementing GST tax reforms to increase the tax revenues available to fund infrastructure, health, education and housing. The war in Yemen has complicated other sources of funding traditionally accessed by Pakistan from Saudi Arabia and the UAE. The financing gap is estimated by experts to be $20 billion, with the IMF assistance sought of $12 billion falling short of the financial needs. ...

WSJ and NYT, Wash.Post exaggerated defense of Denmark's claims to Greenland. DJT says there is nothing in writing that says Denmark owns Greenland. The NYT, WSJ cite 1916 Treaty that transferred Danish West Indies to US for $25 million.  The agreement in 1916 said Denmark would extend its economic and political arrangements across Greenland, which was the status quo, but this did not give ownership of the island to Greenland. In 1947 US president Harry Truman offered $100 million for Greenland. This was a generous offer and would be around $1.5 billion in today's terms. The agreement of 1916 is superseded by Admiral Perry leading the US Navy's exploration of Greenland all the way to the north of Greenland at the Arctic northern most points in Greenland. The US planted its flag on Greenland at the time. DJT on Truth Social planting the flag is nothing new. Admiral Perry is never mentioned by NYT, Wash Post and WSJ, the television media and Google internet other AI, which gives the Denmark government an opportunity to misrepresent US claims to Greenland since 1890's and leave out Adm. Perry's discoveries in Greenland. By comparison a few Danish boats and Norwegian boats landed in Greenland. Worse it sets up the Europeans for actions that Scott Bessent says are "unwise". It is mainly Denmark and the Nordics who are in opposition, the rest of Europe has no stake in Greenland and would be better off with the US owning Greenland. Danes were a colonial power and cannot bring up the Greenland Inuit population of 50,000 smaller that what would fit into a baseball stadium as they had never sought to help the Inuits. As recently as 1803-1848 Denmark was struggling to abolish the slave trade in its colonies in the West Indies- it is something that can easily be looked up. It was the US with it's Declaration of Independence by Thomas Jefferson that laid out the vision of a free people which also fought the Civil War under Lincoln by the 1860's with loss of millions of lives for a free and fair society, something the European colonial powers failed to do. Denmark should accept the offer of $1.5 billion from the US consistent with the US offer from Harry Truman in 1947, and not use the European Union to create dissension within Europe as it has done so far in a misleading effort that does not serve the interests of Europe. ...

Transcripts released for the U.S. Federal Reserve's Federal Open Market Committee (FOMC) 2006 meetings show Fed chairman Bernanke and then New York Fed president Geithner ignored the risks of a hard landing from the mortgage and housing bubble. Geithner even went so far as to say about retiring chairman Greenspan, who also ignored the risks from the bubble and set the tone during his long period as chairman at the Fed: "I'd like the record to show that I think you're pretty terrific, too...And thinking about the probabilities, I think the risk that we decide in the future that you're even better than we think is higher than the alternative." In evaluating the risks facing the U.S. economy in December 2006, at the height of the bubble, Geithner stated: "The current weakness in the economy still seems principally to stem from the direct effects of the slowdown in housing on construction activity... The softer than expected recent numbers don't argue in our view, for a substantial reassessment of the risks in the outlook." The Fed chairman, Ben Bernanke, said at the first meeting in March 2006: " Strong fundamentals support a relatively soft landing in housing... I think we are unlikely to see growth being derailed by the housing market." When a Fed economist gave a presentation in March 2006 on the risks in Iceland, Bernanke said- "We'd like a full report on the Icelandic," at which point the rest of the group erupted with laughter. Iceland defaulted on its debts in 2008. Warnings about housing by Fed Governor Susan Bies were ignored by Bernanke and Geithner. Two highly leveraged Wall Street investment banks collapsed in 2008- Bear Stearns in March and Lehman in September- from the impact of the bursting of the bubble in housing and mortgages. When they collapsed these banks were leveraged at about 30 to 1, as most of the warning signs had been ignored by regulators including the Federal Reserve....

Dugan and Spector of the WSJ take readers through efforts to push self driving technology to its limits at electric car maker Tesla. Tesla CEO Elon Musk is pushing the technology and plans to get a self driving car go from Los Angeles to New York by the end of 2017. Problems faced by Tesla include a car crash involving a driver who took his hands off the wheel of a Tesla automobile, leading to a crash with an eighteen wheeler truck. This led to an investigation by the National Highway Traffic Safety Board and a decision by Tesla to make driver's hands on the steering wheel required for autopilot to operate. Earlier in 2015 Tesla engineers confirmed that the Tesla cars were not ready for autonomous driving because of near crashes when the reliance was placed entirely on the technology. Ten engineers and two managers resigned from Tesla according to this report by WSJ, with problems relating to deadlines and marketing decisions. Sterling Anderson, the head of the Autopilot program at Tesla resigned to start his own company with the head of the autonomous driving unit at Google, saying he was going to do it the right way, citing concerns that Musk was going ahead with the technology without making it failure proof. The tricky thing about auto pilot driving is the behavioural factors involved, where drivers may take their hands off the steering wheel and not be prepared to act as a backup should the technology fail or something go wrong. Another aspect of this is the tendency of drivers not to pay attention to the road and rely completely on the auto pilot to do everything, more than its capabilities today. Toyota and other auto companies are including some elements of collision free driving, and reliable aspects of the new technology into cars. For Tesla the driverless technology is part of its marketing appeal, and CEO Musk has moved faster in this respect than his own engineering team, according to this WSJ report. ...

This is part of a tradition in Pakistan where the courts have played a role to check executive power in the form of military in the government or political parties in government affected by corruption in the system. Earlier in the last decade the courts acted as a check on the power of Gen. Musharraf. It is now acting as a check on the Sharif government, including a decision removing Sharif as head of the government and the ruling political party. This opinion reflects skepticism about this role. In Pakistan's system the way it has evolved the military, the party elected to government in free elections, and the judiciary, each act as a check on the other, particularly now that Pakistan has experienced for the first time a peaceful transition of power between opposition parties. She points out that when it comes to European defense and need to revitalize NATO there is no difference between president Trump, Rex Tillerson, Gen. Hutchinson says the European Defense Initiative will be funded with $4.8 billion for strengthening defenses in Eastern Europe. The nuclear trade deal with India and approval by the Nuclear Suppliers Group. If passed by Congresas in September the deal goes into effect. At the NSG, New Zealand, Austria and China were the holdouts and had to be persuaded by the United States. Under the deal India cannot conduct nuclear weapons tests and if it does its upto the USA to decide if it will continue to supply India with nuclear materials and technologies. India is running short of uranium and other nuclear materials it needs for its civilian andnuclear weapons programs since it was refused access by the NSG after earlier tests decades before. It also depends on how the US sees China and Pakistan in relation to India and its nuclear programs. One thing is certain India will push forward aggressively with new nuclear energy programs and setup its own nuclear energy reactors to provide its growing energy needs and to reduce existing shortages and also lower its oil bill. So in the next couple of years or the next decade the world will certainly see the peaceful development of nuclear energy and development of new technologies in the nuclear energy field as India becomes a key user and developer of nuclear energy technologies. At that point India may become a part of the fabric of peaceful nuclear energy development in the world as it meets asignificant part of its energy needs through nuclear reactors. It will be a welcome development as it will ease the burden on oil supplies that in the case of China became a key part of the upward pressure on oil prices as China relied mostly on oil and gas for energy needs. This is probably the thinking in the current Republican administration as it pushed hard for this nuclear deal to supply India....

Friedman says Putin acted emotionally by letting impulsive reaction to the anti-Russian feelings in western Ukraine determine Russian policy following the collapse of the Yakunovych government. The months long Russian response in Crimea and eastern Ukraine may have secured Russian pride at a large cost. This includes the damage to the relationship with Germany, seting the EU on a path to look for other sources of energy to reduce dependence on Russian gas, a natural gas deal with China in which the price was kept "a secret" and may have provided China with a bargaining edge considering the timing of the negotiations. The most severe impact is in the loss of confidence within Russia, reminding the Putin administration that though the economy has grown in the Putin years it is still fragile and connected to the global economy. The capital outflows of the magnitude of $160 billion at a time of high inflation and sharply slowing growth actually put at risk the gains Putin and Russia made in the last decade, and risk the future agenda to improve the standard of living of the Russian people eyond the major cities. Putin's own assessment would eventually be closer to that of Alexei Kudrin. Kudrin, finance minister in Putin's previous term, correctly saw the dangers of impulsive policy concentrated in one figure, and the suppression of other voices including the opposition needed for Russia to be governed in a manner similiar to western Europe, to attain a similiar level of economic progress and standards of living. In today's global economy even the U.S., France, UK and states inside Germany need foreign investment for jobs, new ideas and technology, and the opinion expressed on media television and internet shapes investor sentiment to a larger degree than fully understood....

If infection rates are not down from the over 1 R rate and the transmission increases a national lockdown is considered as the next step. The American Indian and the early French and British explorers made their way through upstate New York and around the Great lakes in Michigan in this way.  Megan says she wanted that sense of calm, of transcendence, and the fierce delight of putting her backpack into the canoe after the portage. She says she felt content out on the water in the wilderness with a friend. I wanted to feel reverent and at peace with this wilderness which felt safe, she says. ...

The Republican tax law of 2018 is unpopular, according to a new NBC/WSJ poll in April 2018. Only 27% of people in the poll view the tax law favorably, 36% view the tax law unfavorably. About one third or 32% say they have no opinion, possibly because they have no clear idea of how it will impact them or the country. On trade and other economic issues the Republican Party is viewed more favorably, including for its tougher stance to give the U.S. a level playing field. Even though the Republicans are not viewed so favorably on taxes, the poll findings show the Democrats are not seen as better on taxes and economic issues. The poll also shows the Democratic Party better able by large margins to handle issues such as gun violence, sexual harrassment and health care. This shows that under an aging Democratic leadership of Pelosi, Hoyer and Schumer, and the failure of Hillary Clinton, the younger Democrats with a more Progressive tendency are having to make their own case with people not clear how the Democrats can offer a better alternative. ...

Caryn James provides an exceptional account of Robert Altman, iconoclastic director of M*A*S*H*, which came out in 1970, of Nashville, and a British period movie Gosford Park in 2001. His long career involved moments such as the one described in the currrent exhibit and documentary on Altman at the MOMA- he was fired by studio chief Jack Warner because "that fool has actors talking all the time." With M*A*S*H* the Altman style was estalished as anti-authoritarian, boisterous language, and the overlapping dialogue that so offended Jack Warner, irreverent attitude to established ways, and screenplays that invited improvisation. As Caryn James points out much of Altman's style has filtered through to a new wave of cinema directors, and into movies and television, to the point where it seems invisible. Ron Magliozzi, curator of the MOMA series, says of Altman that he comes across as such a maverick that people lose sight of his work in movies such as Gosford Park, a period piece where a story is told about a murder mystery on a English counry estate, a forerunner for Downton Abbey....

Practically the whole town of Bergamo moved to Milan to watch the game for a home team. Italian dfoctors say there was a surge in coronavirus cases two weeks after the game on February 19. The virus then hit both Spain and Italy.  New York also went ahead with games with Madison Square Garden putting 100,000 people through its doors, having not received government guidance to stop. It was not till March 12 that game locations and stadiums were shut down. Doctors in infectious diseases say this was a distinctive amplifier, mass gatherings of people spread the virus quickly, especially one as contagious as this one. This report says in early January the coronavirus arrived from Munich, and in mid-February was still based on rumors about its spread in Lombardy, Italy, so that authorites were lax about it, not understanding the threat being faced.  ...

This New Yorker has resilence in his roots in the Scottish Hebrides islands. No wonder he was able to take up the challenge of a US unable to extricate itself from  wars in the Middle East (Reagan, Bushes, Obama), and unfair trade with China, and an onslaught of unfavorable media attention. According to the BBC in this story on Donald Trump's mother Mary Ann Mcleod, she was a regular churchgoer, well respected in the community, who visited her homeland in Scottish isle of Lewis, British Hebrides, frequently. Mary Ann McLeod is the youngest of 10 children of a Scottish family in the town of Tong in the Hebridean isle of Lewis in the North Sea, northwest of the Scotland mainland. Her father ran the local post office. The family was  relatively poor coming from Scottish people cleared of Highlanders during the Clearances and with fishing disasters in the family. Two hundred servicemen returning from the first world war to Tong lost their lives in a shipping disaster and the economy of the island was in poor shape. With no opportunities or future many immigrated to Canada. Mary Ann's sister Catherine immigrated to Canada and on a visit to Tong she took Mary back with her to New York in 1930. Mary worked as a nanny for a wealthy family in New York before meeting a socialite of German immigrants Fred Trump. Mary returned to Scotland in 1934 and by then she found a new life with Fred Trump whom she married. The couple lived in a wealthy area of Queens and Fred Trump ran a real estate business he had inherited with his mother. Donald Trump still has three cousins in Tong in the British Hebrides Scottish isles. His older sister Maryanne Trump Barry regularly visited Tong. Donald Trump visited Tong in 2008. Of this family a local who knows the cousins and the family John MacIver, a local councillor and friend of the cousins told BBC in 2017- "They are very nice, gentle people and I'm sure they don't want all the publicity that's around. I quite understand that they don't want to talk about it."   ...

US Congress cuts to Corporation for Public Broadcasting (NPR and PBS) of $1.1 billion for 2 years. It passes Senate 51-48. $7.9 billion in cuts to foreign aid programs were passed in the Senate bill. Native American and tribal radio stations in 9 states are protected.

Note that no cuts to HIV $400 million which is protected, and also for maternal care and malaria, and tuberculosis. These programs will be protected with new language.
