A terrorist attack on july 15, 2016, by a Tunisian born delivery truck driver using a large delivery truck to crush people on a Nice promenade. The death toll is about 85 with 50 people badly injured. The delivery truck driver is Bouhlel, 31, born in Tunisia and from Msaken, Tunisia, who moved to France in 2005. President Hollande extended a nationwide state of emergency for 3 months. The Euro 2016 soccer games in France went without any incidents, only to be followed by this attack.  Georges Fenech who headed a parliamentary inquiry into intelligence and terrorism said about the attack - "it is a predictable tragedy." He said France "is clearly not equiped to fight against Islamic terrorism," in an interview with news channel iTele. This was one of the conclusions of the parliamentary inquiry which called for a new agency to be setup, and merging of existing intelligence agencies. The president of the Provence-Alpes-Cote d'Azur region told BFM-TV about the Hollande administration: "I don't want to hear the usual "we are going to do an investigation." He questioned the Interior Minister Cazeneuve for how a single person could have breached the security line at the Bastille Day clebrations in Nice on a prominent promenade, Promenade des Anglais. ...

Christina Romer, economic advisor to President Obama, offers a different view about monetary policy in 2011, suggesting that monetary easing after QE II should continue. She also argues for higher stimulus. She cites the improved economy in the period 1933-1937 as an example of the advantages of monetary easing, of 1937-1940 as a period where a focus on deficits resulted in a fall back of the U.S. economy. This is a view presented also by Paul Krugman. Meltzer's and Fed Governor Hoenig's view is that excessive monetary easing in 2003 created bubbles and that QE II has not reduced unemployment. Meltzer warned in 2009 that excessive monetary easing needed to be gradually withdrawn rather than risk an excesssive contraction later on.

Even with a lower troop committment, the new costs of $ 1 million a year for each soldier, threaten to wipe out the $26 billion in savings from Iraq in 2010. The overall military budget could go up by 10% from a high of $667 billion under the Bush administration to $734 billion. Head of the House Appropriations Committee, David Obey, of Wisconsin, says that sending more troops to Afghanistan would drain the Treasury, and "devour virtually any other priorities that the President or anyone in Congress had." Rep. John Murtha of Pennsylvania head of a House subcommitte on defense appropriations says that a majority of the 258 Democrats in Congress would vote against any bill to pay for more troops.

Airbus and Boeing are expected to announce a net increase in orders of 50% in 2010, net of cancellations. Higher airline traffic is one reason, the other reason is that airline leasing companies are coming back in a big way. Lessors account for more than 35% of all orders at Airbus this year, up from 5% last year. At Boeing lessors have placed 21% of the orders, up from 12%. For Airbus and Boeing combined, the 27% of all orders placed by lessors is the highest proportion since 2000, according to Ascend Worldwide. Airbus and Boeing see lessors as more reliable buyers than airlines which are locked into their routes. Leasing companies are benefitting from funding by private equity, investment funds and commercial banks, which have taken up more than $18 billion in equity and debt issued by airplane lessors, according to Gary Liebowitz, an analyst at Wells Fargo Securities. Many lessors are yielding 10%, far above what can be gained in other sectors. Banks are skittish about lending to airlines, but see lessors as less risky. Airlines need planes, but banks have restricted lending to airlines. Stricter financial regulations and higher borrowing costs for banks have reduced lending to all but the strongest airlines, says Kostya Zolotusky, managing director of capital markets development for Boeing's finance division. Investors like lessors because they can move planes to where they are needed worldwide, which is what happened after the financial crisis of 2008. Lessors make money by getting discounts on large orders of planes and then renting them out at higher rates to airlines. Airlines lease the planes for a few months to a number of years, when they can't afford to buy planes or need flexibility. The shift is significant, as Boeing expects one in two planes to be owned by lessors, compared to one in three today. AIG's unit, the International Lease Finance Corporation, faced problems during the crisis. ILFC has raised $9.4 billion in new debt issues in 2010 that allowed it to refinance existing debt and repay loans to the US government. There are risks, say some executives, if speculative orders and competition among lessors get Airbus and Boeing to make too many planes. ...

Ghosn of Renault-Nissan used to be a skeptic about electric cars. Now he is on board. Nissan plans to sell an electric car in the US and Japn by 2010. It will be only hundreds of vehicles at first so it will take more time to take it to mass market, but the goal is to go for mass market. By 2012 Nissan will plan for a lineup of electric vehicles, so it will extend beyond small cars to small minivans and small commercial vehicles and small crossovers. 100% electric cars also are described as zero emission vehicles. But Nissan won't be the only company doing this. Mercedes is moving "very fast" in the direction of emission free vehicles, see the the interview with Daimler's Zetsche. Mitsubishi Motors and Fuji Heavy Industries are testing versions of electric cars. And GM plans to introduce the Chevy Volt in 2010. Toyota plans to have a plug in hybrid about this time. Mercedes will be the first to bring a lithium oin battery in its S400 coming out later this year which will be a hybrid. It is the cooling of lithium ion batteries that has been a major hurdle to development of electric cars and Daimler's Zetsche says they have solved this problem, have 24 patents, and developed a cooling system that works inside the car. Nissan has an electric car project that it is working on with California based Project better Place to produce electric cars for the Israeli and Danish markets. Ghosn has grasped the idea that the market is signalling a major and irreversible change towards smaller emissions and regulators are way behind on this curve. He says that if one is to sensibly participate in the growth of emerging markets which Nissan is doing in North Africa and India and Eastern Europe then one has to think in terms of sustainability and lower emissions, as putting tens of millions of more cars on the road around the world can damage the environment. And the only way this can be done to meet the aspirations of people in emerging markets is to lower emissions and to set this as the overriding goal. Demonstrations across France in cities like Paris, Lyon and Marseilles, by private and public trade unions drew an estimated 2.5 million people. They are protests that President Sarkozy's government is not doing enough to provide stimulus to the economy and protect jobs. THese are the largest nationwide demmonstrations in more than 20 years. France lost the most jobs in 40 years in the last quarter of 2008 and Sarkozy's government has only announced a$35 billion stimulus. Germany and France are also holding back on large stimulus spending , including significant help for Eastern European countries, and this will become an issue at the April 2, 2009 G-20 meeting. Ireland's unemployment has increased in the years since the 2009 financial crisis. Unemployment in 2011 was 14.6% according to the Central Statistics Office. 76,400 people left the country in the year ended April 2011, up 17% from the prior year. About 60% of the unemployed were long term unemployed at the end of 2011, compared to 50% in 2010. This is the highest in the OECD, after Slovakia.

The surge in the value of the dollar is creating turmoil in the world economy. The dollar reached 1.04 to the euro and 118 Japanese yen by Dec. 15, 2016. This means Japanese and European exports will be more competitive and lower U.S corporate earnings.  Emerging market economies hold about $200 billion in dollar denominated debt and this will become harder to repay with the surge in the value of the dollar. China faces larger capital outflows and the Bank of Japan has to navigate a new situation. Some countries such as Mexico are raising interest rates to reduce inflation as the value of the peso drops. The prospect of trade wars is also another aspect of uncertainty with the new Trump administration in the U.S.

Boeing's improvements in quality and production processes for the Dreamliner, as the first Dreamliner which will not need major additional work before delivery comes off the production line. Costs of production have reached the point to where Boeing is losing $100 million on each plane sold. Ony 300 small assembly tasks remained, closer to the 200 that is the company's goal, and improvement over the 6000 additional small assembly tasks remaining in the early versions. The Everett, Washington plant now can make a 787 Dreamliner plane every 6-7 days. It costs Boeing $242 million to make each plane, and it sells them for $113 million according to UBS analysts. Boeing will have invested about $20 billion in the Dreamliner by 2014, when analysts say it should turn a profit.

The U.S. Government Accountability Office says only $179.5 millon of the first $1.5 billion- in a five year aid program to Pakistan worth $7.5 billion- has been spent. USAID's director for Pakistan, Andrew Sisson, says the $1 billion from prior ununsed funds was spent in Pakistan in 2010. This includes $500 million for aid during the disastrous floods last year. Projects include the Gomal Zam Dam in South Waziristan, at a cost of $20 million. That project helped build a spillway to apower plant bringing electricity to a remote region in Pakistan. That dam was built by Chinese engineers from the Sinohydro Corporation. The Obama administration wants to see large signature projects to which it can point to as signs of success. With a failing economy, corruption and a weak civilian bureaucracy- especially with a weak and ineffective civilian government- getting projects implemented has proven extremely difficult. The U.S. government has committed to spending 50% of the aid money through the Pakistan government and not through civilian contractors with large overhead expenses....

This editorial opinion in BBC News points to a Russian miscalculation on how its involvement in the U.S. elections would be seen in the U.S. Congress. The U.S. Congress voted for stronger sanctions on Russia with only 5 members in the Senate and the House of Representatives voting against sanctions- an overwhelming vote in favor of sanctions. This means future policy on Russia will be determined by the U.S. Congress, and with bipartisan support for such policies. President Trump reluctantly signed the bill, saying it took away from executive authority. Russia had hoped its efforts in favor of Trump would lead to an easing of sanctions, not grasping the role of Republicans in Congress who see interference in the democratic process in the U.S. in the same way as Democrats.

GM and Ford are burning cash at a rapid rate. And the Energy Department says it is unlikely that any of the $25 billion in loans already approved for fuel eficiency retooling of plants will be disbursed by the end of 2008. GM used up $6.9 billion in cash in the third quarter of 2008 leaving cash reserves at $16.2 billion. It needs $11-$14 billion to fund ongoing operations. Ford burned through $7.7 billion in cash in the third quarter of 2008, leaving it with $18.9 billion. Both companies cannot fund salaries and ongoing operations if the market continues to collapse the way it did in the third quarter 2008 with losses of 30-45% in sales. Government support is the only way to fund operations but instead of the $50 billion initially talked about for lifesupport by the government the numbers will run into much more and even then there is no limit to what may be needed. Chrysler is in much worse shape, because it depends on the US market entirely for sales, and is the weakest of the three Detroit carmakers. It is privately owned so figures are hidden, one can guess that big numbers are involved for Chrysler being rescued or merged or taken over by the government....
