Adly Mansour, a judge with the Supreme Constitutional Court in Egypt, is appointed by the military as president of Egypt. He was to take office as Chief Justice before the June 2013 protests in Egypt intervened to delay this. On July 3, 2013 he was sworn in as president before the Supreme Court. Mansour is one of two judges selected by president Morsi. He is a graduate of Cairo University, and studied public affairs and management in Paris before joining the judicial sytem in 1977. His decisions as judge went against both Mubarak and Morsi, showing his independent position as a judge on the Supreme Court. The judiciary is now taking an important role in Egypt similar to the role it has played in Pakistan, another Muslim country adopting democratic forms of governance after decades of coups and military rule since the 1950's. The larger Muslim countries in the Middle East, Turkey, Pakistan, Iran, and Egypt are faced with the challenge of balancing the demands of modernization with tradition, the demands of educated urban population with the more devout Islamist rural population, and creating stable transitions in democratically elected government. Islamists such as president Erdogan in Turkey who described western democratic forms of government as a train to get to a destination have still to take in to account the need to incorporate opposing secular views in governance. In this sense Turkey is not the model for governance as it once appeared for Egypt, Pakistan Iran and other Muslim countries. A new consensus in society needs to develop that respects all aspects of democratic governance including respect for the role of the opposition in a democracy, the role of an independent impartial judiciary, and the role of independent media. This will take time to develop just as it took time to develop in Europe and North America....

With domestic oil consumption growing at 10% a year, and the Arab Spring leading to increased subsidies and social spending, the Saudis are looking at nuclear power to generate some of the supply of electricity. Saudi Arabia expects to have no reserve margin of supplies by 2020 at current levels of domestic consumption. In 2011 the Saudi government setup the King Abdullah City for Atomic and Renewable Energy, or KA-CARE, for coming up with nuclear energy policies. Abrams tanks are ineffective in this situation- it is World War 1 and World War II at the same time, trench warfare for inches of territory and drone warfare in the air and jamming of drones. There are newer fibre optic drones and AI drones that do not have radio signals that can be jammed. On an on it goes in this report in the NYT showing for the first time how this war has changed. What can be done to stop such a war? NATO was set up to oppose the Soviet Union. It was never reconstituted and changed to take note of the new situation. A new defense architecture's need was ignored when Russia was treated as insignificant for its GDP, just as China and India was treated for its GDP for most of the 20th century. A new defense architecture for Europe with new needs. After the end of the Soviet Union when the Warsaw Pact was dismantled did the NATO alliance that was set up to counter the Soviet Union also need to be dismantled as there was no more Soviet Union, no Warsaw Pact. The failure to integrate the European state in the East did not take place under free market capitalism. The warnings were ignored. Under Obama Russia was treated in terms of its GDP, a fundamental failure to grasp European history. As Le Monde analysis says the fall of the Berlin Wall was not understood in all its aspects including Russia's decision to forge a new path.   ...

The deal for a peaceful end to the protester camps of Morsi supporters arranged by the U.S. and the E.U. through the foreign ministers from Qatar and the United Arab Emirates. E.U. envoy for Egypt, Bernardino Leon, says a simple package was proposed by Burns, Leon, and the two foreign ministers for removal of the camps to be followed by talks between the government and the Brotherhood party leading to new elections. Gen. Sissi refused to accept the package leading to the resignation of the leader of the secular parties, El Baradei. This deal by Leon is referred to by the minister for planning and international cooperation of the Morsi government in his op-ed in the NYT on August 16, 2013, and was an effort by the international community to bring a peaceful resolution of the problem leading to new elections.

I believe they understand the future better than I do." Ma plans to give up the CEO role May 10, 2013, and let other managers inside the company run Alibaba. Alibaba runs the Taobao and Tmall shopping sites. Recent investments by Alibaba have focussed on improving its logistics system. Liu He, the author of the 2013 DRC report on recommended changes to China's banking and financial system, is now the director of the Communist party's top financial policy committee and senior advisor to president Jinping. Changes he is pushing for relate to increasing focus on credit risk for China's banks, promoting competiion between banks, a mechanism for letting banks fail, and a deposit insurance program to protect the public against failing banks. To open up the sector dominated by state owned banks, opening private banks would be encouraged. Local governments would be allowed to issue bonds in an effort to reduce their dependence on land sales and opaque off-market borrowing. The urgency of this agenda comes from the realization in top Chinese policy circles and the Jinping-Keqiang administration of the risks to the banking sysem from the lack of attention to credit risks in bank lending.

After the German election the next election in France in 2022 will provide new direction for Europe. As in Germany with Olaf Scolz of the Social Democrats, in France an alternative is emerging with Xavier Bertrand of the Les Republicains. Like Scholz Bertrand was Labor Minister working to tackle difficult problems of increasing employment in the French economy going back a decade. In recent elections the party French president Emmanuel Macron created as a member of Francois Hollande's government has floundered. Macron hastily put together the En Marche in Amiens on April 16, 2017, when he was minister of Economy, Industry and Digital Affairs in the government of president Hollande. During the eight year period in which the centre right Christian Democrats CDU and center left Social Democrats SPD had ruled in a coalition government in Germany some version of centrist politics and government had also prevailed in France. After the Sarkozy years 2007-2012 under the centre right Les Republicains party  France turning to the centre left Socialists under Francois Hollande. As a young minister 39 years Macron lacked experience, and the initial enthusiasm that helped him win the 2017 presidential election is now missing. As in Germany voters are looking for change not just in slogans but in substance in a new Trans Atlantic partnership of US, Germany and France to tackle the may problems that were neglected in the last two decades of changing administrations in US and France and the Merkel administration in Germany- problems of social cohesion, of income inequality, division of country into rural and urban, eastern and western in Germany, southern and northern in the US, neglect of infrastructure, and failure to invest in the future.  France is now turning to the Les Republicains party in recent elections, and away from Le Pen's far right party and Macron's party.  Both Macron and Le Pen did very poorly in recent regional elections. This report in FR24 points out that the candidate for the Les Republicains party will be chosen at a convention, and not at a primary as happened in 2017 leading to the elimination of former Republicains president Nicholas Sarkozy. The president of the Haute France regional council Xavier Bertrand is the leading candidate from the regional election results. Bertrand was Sarkozy's minister of Labor and Solidarity from 2007 to 2009, and Minister of Labor, Employment and Health in 2009. Today Olaf Scholz, winner of the German elections in September 2021 was also Minister of Labor- in the Social Democrats/ Greens government under Gerhard Schroeder 1998 to 2005. Voters now realize that it is important to value experience, stability, combined with humility and a determination to get things done, compared to charismatic leaders with little to show in results, and tangible improvements in the quality of life, in national renewal.      ...

World leaders meet at the UN for action on climate change, especially Obama and Hu Jintao of China who represent countries that generate 40% of carbon emissions worldwide. Hu set the target for nuclear power at 15% of energy for 2020 from 8% now, and India set atarget of 20% for renewable sources of energy for 2020. President Obama said he saw the need for the developing industrial nations, by which he meant China, India and Brazil, to adopt targets for curbing emissions in any agreement, but Hu Jintao was vague about any specific targets. So the gap remains as the US goes to the Copenhagen talks on climate change in late 2009.

Russia's State Statistics Committee says growth slowed in the second quarter of 2013 to 1.2%, declining from 1.6% in the first 3 months. Inflation is at 6.4% for August, according to the Economy Ministry. The Russian central bank has resisted lowering rates because of the inflation target of 6%. The Putin adminstration is seeking 4-5% growth, after an average annual growth rate of 7.2% from 2000-2009, during the period of high growth in Putin's first term as president and second term as prime minister. There is a slowdown in foreign investment in the Russian economy, as investors in Europe and the U.S. shift away from emerging markets in 2013. In addition to this commodity prices are declining.

Pfizer and Moderna's plans to make mRNA vaccines in Africa, Asia or Latin America may take much longer than 2022. The solution to producing an mRNA vaccine in Asia that could be mass manufactured and distributed throughout Africa, Asia and Latin America is now at hand. Gennova based in India, is partnering with Seattle startup HDT Bio to attack the problem of temperature and scalability in manufacturing for a mRNA vaccine that acts as a global solution using India's manufacturing capabilities. Dr Singh who founded Gennova, says- "We wanted to solve the problem of the scalability issue, and the temperature issue. If we can solve these problems, we are building a solution not just for India, but also a global solution." Gennova received seed funding from the Indian government. Other companies in Brazil and South Africa lack the manufacturing capabilities or financing needed that exist in India. The Indian government has achieved an initial goal of one billion vaccinated in just 6 months. The next step for India in its health infrastructure buildup is a mRNA vaccine that is an improvement over Pfizer and Moderna vaccines that can be stored easily, adapted for variants, and manufactured in large quantity as a global solution. ...

The U.S. is moving quickly to gain access to an effective vaccine by September or October 2020. It is doing this by providing the money for companies to conduct trials and ramp up manufacturing in a big way. The U.S. government has agreed to give Astra Zeneca upto $1.2 billion to secure supply of a Oxford University developed vaccine which could be ready by October. Astra Zeneca has agreed to make the vaccine under a licensing deal with Oxford University's Jenner Institute and promised it will not make a profit on this. U.S. has also given $483 million to Moderna in Cambridge, Massachusetts, for making the vaccine. Both Oxford and Moderna are testing the vaccine on humans. Oxford uses a tested older technology, Moderna a new technology. UK has given Astra Zeneca $79 million to secure 100 million doses of the vaccine, with 30 million ready by September. Oxford is also in negotiations with Gavi the international vaccine alliance, and Coalition for Epidemic Preparedness Innovations on further deals to boost production. Oxford began a 1100 person study in April, and is  doing a 5000 person trial in late May.  ...

The anti-corruption bill for creation of a Lokpal agency passed the lower and upper house of the Indian parliament in December 2013. It was stalled for two years after the efforts of political activist Anna Hazare's protest movement for passage of the bill. China's Environment Ministry has not released the results of a soil survey from across China. Independent estimates from Nanjing Agricultural University in a 2007-2008 survey showed about 10% of rice in China contaminated by high levels of cadmium. In May 2013 officials found a large number of samples of rice from markets in Guangzhou contaminated with cadmium. Cadmium is a carcinogenic metal that damages the kidneys and weakens bones when unknowingly taken in excessive levels.

Some progress has been made, but lack of experience, lack of respect for the opposition and other opinion, overreaching, personal styles of individual leaders such as Erdogan and Morsi, and poor economic conditions after decades of neglect under military rulers in Egypt and other countries, is creating problems for Islamist parties in government.

It shows that Brexit promised cutting migrant flow but its action did just the opposite by removing cooperation with France on fighting migrant trafficking. Could doing away with EU bureaucracy and getting a special degree of autonomy have been accomplished in other ways than Brexit. The failures to accomplish Brexit goal to cut migrants of Conservatives and now continued failure in 2025 under a Labour government shows the need for European nations to work together. This is what president Macron and prime minister Starmer agreed to on Macron's visit to England on the invitation of King Charles, a pilot program that aims at breaking the migrant boats trafficking model. It will return boat migrants crossing the English Channel from France back to France.  Starmer says- "This is groundbreaking, because this is a scheme intended to break the model, and to make it clear that if you cross in a small boat, then you'll end up where you started. In exchange for every return, a different individual will be allowed to come here safely." The scheme will start in coming weeks.    ...

It was only after years of negotiation that Lighthizer was able to get Japan to play by fair rules of world trade. In 2025 Jamieson as US Trade Representative for the US is Lighthizer's deputy in prior negotiations with Asian trade partners who have unfairly gamed the system to their advantage. Canada, Mexico and China are misrepresenting the facts to show they play by the rules when they clearly and blatantly flout world fair trading practices that lead to losses for American workers. The reality is that the Smoot Hawley tariffs by the senators of states that were not industrial states in the US inthe 1930's were adopted by the reckless atitude of Herbert Hoover as president and by senators who had no grasp of world trade. Senator Harry Truman from Missouri as president made correcting these mistakes a top priority in the late 1940's. Today's abuse of the system by Asian countries and Canada, Mexico have nothing to do with the tariffs of the 1930's- America wants all nations to play by the rules which over time will create a stronger world trading system. ...
