US Border wall is at $39 billion in the House version vs. $62 billion investment in the Senate version of US 3B Tax Cuts Bill 2025. The $6.5 billion in savings from the earlier figure of $46.5 billion in the House bill are justified says Rand Paul, head of the Homeland Security Committee in Congress, as most of the goals for border security can be achieved with the lower amount. Only 61% of shareholders present at the annual general meeting voted in approval of the management at Deutsche Bank in May 2015. Legal settlements and lack of trust in strategies of management have hurt credibility. A large part of the lack of credibility comes from the culture at Deutsche Bank which is seen as slow to change. Co-CEO Jain was head of the investment bank when traders engaged in activities that are causing large legal settlements for wrongdoing. Strong criticism came at the annual meeting from shareholders. Han-Martin Buhlmann of the shareholder association VIP raised the question: "Mr. Jain, are you the solution to the problem or part of it?" Alison Esse, managing director of change consultancy, The Storytellers, says shareholders had voted no-confidence against senior management because they lack the credibility to restore the reputation of the bank.

Payne and Applebaum take a look at the Airbus factory in Mobile, Alabama. The $600 million manufacturing facility could have been built anywhere, as parts are made in many different countries. There are no special advantages in assembly at Mobile, that could not be obtained elsewhere. It is mainly the result of a decision at Airbus to make the planes in the large markets, and gaining a larger share of America's military budget. Airbus got $158.5 million in state and local incentives, including a school that trains Airbus workers. The goal is to make it cost not a cent more than it costs to make the airplanes in Europe, even though it costs a lot to ship parts from Hamburg. The non unionized labor makes it possible to have lower labor costs with the starting wage at $16.50 an hour.

India experienced heat waves in March 2022, with the affected areas including Gujarat, Uttarkhand, Jammu and Kashmir, Himachal Pradesh. The IMD, Indian Meteorological Department declared India's first heat wave on March 11, and several heat waves since then.  IMD declares a heat wave when temperatures reach 40 degrees Celsius or 104 degrees Fahrenheit at low elevation. A heat wave is also considered to be taking place when temperatures are 4.5 degrees above normal, with 6.4 degrees called "severe." Senior climate scientists at IMD say heat waves in India are now more frequent and severe with unusual weather conditions in 2022.

2021 and 2022 reports of the Intergovernmental Panel on Climate Change (IPCC) warn that South Asia  faces conditions for heat waves and humidity related heat stress in coming decades. Marine heat waves are also more frequent.

Infrastructure spending under president Duterte of the Philippines has increased from 4% of GDP to about 6-7%. Many new projects are started as part of the $177 billion building program. This includes the Clark City project to house 1.2 million people and government offices to move congestion out of Manila. Duterte's plans include cutting traffic down by one third on the artery along the sea that takes 2 million people into Manila from the outskirts every day.

Duterte has continued infrastructure projects planned by his predecessor, and 69% of Filipinos support this infrastructure building program. Conservative spending under his predecessor gives Mr. Duterte more room for increasing spending. Indonesia at 72nd rank and Philippines at 96th rank have fallen behind in infrastructure development in a World Economic Forum recent survey of 141 countries.

The new tiered system of tighter restrictions passed in the British parliament 291 to 78 with 51 Tory rebels voting against and 10 Tories abstaining. Labour abstained from the vote getting it to pass. Tory rebels are voting with their constituents in Tory seats in parliament that have lower rate from coronavirus and see the restrictions hurting the lives of people in their areas. The prime minister had to make a special plea to them to get it passed including promising to review in granular detail these areas which needed lifting restrictions because of low infection rates.

Other steps the government is taking are to seek emergency approval of vaccines with the first approval done for Pfizer vaccine. This means Britain will be the first country to start vaccinations in 24-48 hours- December 3 or December 4.

The Federal Railroad Administration and the DOT agencies now require that there be 2 person crew on all freight trains to ensure railway safety. Accidents have taken place in recent years requiring action. Over 50 years we have observed that cost cutting that undermines safety, costcutting that forgets or ignores the process needed for quality, only leads to higher costs sometimes in the billions of dollars and loss of public goodwill. A freight train with toxic materials derailed in Ohio last year causing much loss of goodwill with local communities and impacting the health of residents. Workers form a key part of the processes that generate products not just machines, respecting the dignity and health of workers, providing the training and work hours that improve quality and concentration are essential. Companies and executives do well only when this is made to happen.

Since the beginning of the $9 euros ticket for travel on the German rail system Deutsche Bahn on June 1, 2022 52 million tickets were sold. The ticket allows anyone to travel for 1 month in the months of June, July and August. It has saved 1.8 million tons of emissions because 20% of ticket users do not normally use public transport. A similar result in emissions savings can be achieved by lowering the speed limit on highways. A typical passenger emits about 4.6 tons of carbon a year in automobiles.

Also popular is the simplicity of the scheme. It also brings more people from different regions together in Germany by encouraging travel and relieves some of the stress of the pandemic. Overall it has an effect in lowering inflation and making travel easily accessible to all people in the country.

Germany's EVG transport workers union reached an agreement with Deutsche Bahn on wage increases. EVG asked for 650 euros a month. After months of 1 day strikes both sides agreed to arbitration in June. The new agreement gives workers wage increases of 410 euros ($443) a month in 2 stages over 25 months, 200 euros in December and 210 euros in August 2024. And a tax free one off payment of 2850 euros in October. Negotiations of DB with the train drivers union GDL lie ahead with GDL asking for increase of 550 euros a month and one time payment of 3000 euros. For the first time as in the US with president Biden the German government of SDP and Greens of Scholz supports agreements that provide workers with wages adequate to meet the cost of living and dignity of living.

Li Yuan looks at the poor job prospects in China for young people over the age of 35 years whose work can be done by new university graduates at lower pay. Jobs in government are given before a person reaches 35 years. Employees laid off during the pandemic have difficulty finding work. This affects marraige prospects and starting a family, or buying a home. There is also hidden discrimination for job seekers over age 35. For women there are questions from employers about if and when they will have children.

Hidden discrimination takes place in the workplace in France where the protests against raising the pension age are fueled in addition to other reasons about its timing after the pandemic and inflation, by people over 40 years who cannot find jobs, with the burden falling harder on women.

Under president Biden inflation which reached 9% has come down to 3%, a remarkable achievement that the president alluded to in his press conference yesterday. This is a result of president Biden's cost of living actions on several fronts including housing, energy, retail prices, banking, pharmaceuticals, healthcare, childcare. Biden has made it his top priority. By raising tariffs across the board on imports Trump's actions would lead to higher prices.

A government shutdown looms in the U.S. as talks over DACA and immigration collapse between Republicans and Democrats, following a derogatory comment about Haitian immigrants by the president. Earlier talks led to a proposal by Senators Durbin and Graham which offered legalization to Dreamers -children of people illegally entering the country- a 10-12 year path to citizenship, their parents offered 1-3 year renewable work permits, and $1.6 billion in funding for a wall or border fence on the Mexican border. This Economist opinion says even though some of the Mueller investigation findings are sensational, not much would happen unless 20 Republican Senators broke with the president. The final report from the Mueller investigation is not expected to be made public. And expectations of the impact may depend more on political facts in Congress and support for the president rather than the legal findings, says the Economist magazine. Former Nissan head Carlos GHosn is released from a Tokyo jail on $9 million bails after 108 days in jail. He will live in a court approved residence to prepare for trial The surprise arrest of Ghosn took place on Nov. 19, and earlier bail requests were rejected until this one. Prosecutors say Mr. Ghosn had used Nissan money for personal benefit when Nissan assumed the loss on a derivatives contract made by Ghosn, and for failing to include $80 million in compensation in financial disclosures.

Der Spiegel has this interview with Robert Habeck, Economy Minister of Germany, on how Germany will cope with a step by step cutoff of oil and gas supplies from Russia in winter 2022. Habeck says this is likely to happen. Der Spiegel ask Habeck questions about the various actions Habeck is taking to get Germany through this winter. This includes bringing back coal plants that were being phased out, plans for industry to pass on gas that it is not using, setting priorities for homes over industry where possible, providing aid to people with low incomes who cannot afford to heat their homes this winter. Habeck calls for greater efforts for conservation that can reduce gas consumption by 10% with simple steps such as shorter time in the shower,  setting the thermostat down by 1 or 2 degrees in winter, using air conditioning less often, cooking in a way that uses gas efficiently, increasing insulation in the home, better distribution of air in the home, and so on. How much time does Habeck spend in the shower- less than 5 minutes. He leaves home by 7 and gets back late at night after work. Does he think Germans have the grit and determination to meet the challenge Putin is posing of creating disaffectionmnin German society through first gas prices and then gas shortages this winter? Habeck believes Germans can and will respond in a way that takes Germany through this winter and through all the threats Russia under Putin is posing. ...

The Dreamliner is expected to be 20% cheaper to operate than other jets currently in operation.
