India's foreign minister S. Jaishankar says a lot has been done at the G-20 meetings in India. He says 95% of the countries agree on the communique put out by the G-20. The idea that peace in Europe can be achieved at G-20 meetings in India is not realistic he says as the G-20 was not designed for this purpose of tackling troublespots like Ukraine. What the G-20 has done is bring countries in Europe and North America together with India to understand the problems stemming from the conflict in Ukraine on food security and from the debt crises in some parts of Asia.

The government is focussing on tangible common equity ratio which for Citigroup is at a low of 1.5%. A 3% TCE is considered safe. The tier 1 capital ratio for Citigroup is 11.8% above the level that shows capital adequacy. To boost the Citigroup TCE ratio the government is expected to convert its preferred stock into common stock that would give it about 40% of Citigroup's common stock.

The New World- Russia's new relations with US as US accepts Russia as a Northern European Power and Russia respects Monroe Doctrine of 1823 of American power in the western hemisphere in return. What the Europeans do not understand is that the new US policy will bring more oil to the market and cut oil prices to lows that will reduce the cost of living in US and Europe, and will also give Russia fewer dollars to fight the war in Ukraine. Denmark only foolishly calls it the end of NATO if Greenland becomes American as this will only make it difficult for the European nations against Russia. As DJT pointed out NATO is not much without the US and the US intends to stay with NATO. Germany had a long conflict with Denmark over Schleswig Holstein. Norway has disputed Denmark's claims to Greenland  till 1921.US Navy explorer Rear Admiral Peary discovered northern Greenland and claimed it for the US  in 1880's, and every US administration since 1867 with Seward till Harry Truman a Democrat in 1946 has wanted Greenland for the security of the US eastern seaboard, and called it in the words of the US Commanders in Chief in 1946 "completely useless for Denmark," vital for US security across the Atlantic from Greenland. ...

Mexico's foreign minister Marcelo Ebrard is to present a peace plan for Ukraine at the UN General Assembly. The proposal is for Pope Francis, the UN Secretary General Antonio Guterres, and prime minister Narendra Modi of India, to form a dialogue and peace committee. Mexico is a non-permanent member of the UN Security Council. The youngster from Spain meets another new face at the US Open Casper Ruud of Norway. The old game had disappeared with very few net points and fewer lob shots. This NYT report says US president Biden is different from past presidents in two ways. He is pushing for infrastructure spending on a big scale from the very beginning of his administration. He is also not interested in shrinking his plans for multi-trillion dollar infrastructure spending to win support from Republicans. A big reason is that he sees the opportunity to go ahead because the perceptions of the American people have changed in the last five years, and have changed even more in the last year with the pandemic. Health, education,  infrastructure, and competitive technology leadership resource development spending with government playing a leading role is seen as indispensable for the US as a nation if it is to play the leading role that it has played over much of the last 100 years. Government leadership is seen as indispensable including in redesigning the existing global supply chain so that the US is no longer dependent on other nations and taking on risks. ...

As its economy slows and facing high debt levels, China benefits by an estimated $18 billion a month from lower oil prices in 2015. The estimate is from Starfort Holdings, investment and private equity group. The estimates as China benefits from lower prices of all commodities, including oil, are of about $250 billion annually as China replenishes its stocks of commodities. With $12 million barrels imported daily China is a major emerging market beneficiary, along with India, of the drop in oil prices. Continuing pressure on prices from the expected resilience in shale oil production in the U.S. with learning and the development of new production methods means the benefits are likely to continue. China has also not renegotiated price points in deals made earlier at higher prices with China and Venezuela, as it pursues its foreign interests. Stockpiling of grains and edible oils are being increased by 33% in 2015 by $24.7 billion.

Germany's goal of becoming climate-neutral by 2045 will be achieved by the city of Freiburg in 2038. Freiburg's new city hall has 800 solar panels on the facade and the new soccer stadium has a solar installation on the stadium roof.  Green Party and Economy minister Habeck's motto is "Ready- because you are," well suited to Freiburg. Baden-Wurttemberg's requirement for all commercial buildings to be fitted with solar panels could soon be a requirement in Germany.

Spanish PM Pedro Sanchez faces calls for resignation of his minority government after a corruption scandal involving the secretary of his Socialist Party Santos Cerdan. It involves kickbacks for government contracts. Sanchez is not said to be involved. The Partido Popular won the 2023 election but lacked a majority and was unable to form a government. Sanchez depends on the support of regional separatist parties in the Catalan region to remain prime minister. A recent rally in Madrid of the Popular Party was held to call for Sanchez's resignation.

NYT editorial says Bush Administration thinks it has time on its side in the housing foreclosure crisis but they are wrong. The White House has not come up with a clear strategy or what needs to be done as the way forward from here. And this it says wil prove costly. Because there is no clear direction coming out of the White House the Congress also has not been able to articulate a clear strategy with near unanimous support. Alt-A loans called Alt A for alternative to grade A prime loans are scheduled to reset to higher payments starting 2009 with losses mounting in 2010 and 2011. Alt A losses are projected to reach $150 billion but his is based on price declines following a stable pattern, but if housing prices take a steep decline then losses could go much higher causing a great deal of instability to the financial system, which will be harder to fix at that time. NYT is urging the Bush administration to wake up to the impending crisis.

Christine Lagarde on the need to complete the planned reforms giving more voting power to emerging market countries China, S. Korea, Brazil, Mexico, India and others. This woud not change the U.S. voting power of of over 16%. The reforms would also increase contributions from these countries. To see the changes in East Germany after the fall of the Berlin Wall one has to go beyond the larger cities like Dresden, Leipzig, and Berlin. One has to go to the smaller towns, which are rapidly losing population as young people leave for jobs in the western part of Germany. The government says the gap is closing between the western and eastern parts of Germany. It says $60 billion was spent on infrastructure and to support businesses in 2006-2008. ANd economic activity per person is now up to 71% of western part of Germany from 67% in this last decade. But look at the smaller towns in the east and you see young people leaving, the average of the people going way up, the population dropping, and with this unneeded or abandoned apartment buildings have to be bulldozed. Unemployment is double that in the west. In some areas the number of women between 20and 30 has dropped 30%. About 1.7 million people or 12% of the population has left East Germany since the fall of the Berlin Wall. About 2000 schools have closed because of ascarcity of children. The demographics were such in the early years after the fall of the Berlin Wall, that for a number of years East Germans stopped having children, says the Director of the Berlin Institute for Population and Development....

China's central bank, the People's Bank of China, reduces the capital reserve requirement ratio for the largest banks by 1% to 18.5%, on April 19, 2015. This move is expected to free up $200 billion for new lending by banks. China's securities regulator also acted to curb margin financing, the using of borrowed money to invest in the stock market which faces bubble conditions. China's economy is reported to be slowing making it uncertain whether the 7% annual growth target can be met.

Scott Sperling, co-president of THL Partners, one of the oldest private equity firms, says rather than be anticapitalist the Obama administration is capitalism at work, as the restructuring is rebuilding two auto companies through bankruptcy by reducing unsustainable legacy obligations and making the bankruptcy process work right for these two companies. It also helps these firms get a new start. The process of "creative destruction" that helps make capitalism work is put to work in an enlightened way so there is creation as well as destruction, destruction through the tough choices that all stakeholders had to make, and creation through the new structures that are coming up. Preservation also works here through keeping what was good in these firms, which are the employees who had no part in management's mistakes, and workers who may be just as badly trapped in union ways.
