The new Europa building with its space egg shape will be the location of the next summit in 2016, adding to a sense of history that the EU idea has witnessed since the 1950's, even optimism about far it has come at a time of a few setbacks.  He points out that Theresa May was not without persons to talk to at the meeting, though some video clips showed her looking lonely. Colleges and universities are preparing to reopen and investing in the changes required for coronavirus prevention and control. Installing plexiglass, hand sanitizer stations, and ensuring availability of face masks on campus, arranging for labor to do the hourly wipedown of door knobs and for taking student temperatures, are steps colleges are taking to reopen. Some universities expect to reopen with 30% of classes in face to face settings.

Other planning includes installing upgraded ventilation systems, retrofit doors for motion sensor technology or foot operated openers. Also included infrared technology to detect temperatures and ultraviolet lighting disinfection technologies.

Of the approximately 411,000 deportation cases at the U.S. immigration courts for deportation of children of illegal immigrants only 593 illegal immigrant students had received relief by halting their deportation by June 2012. This came as a big surprise showing how little the Obama administration had done to help children of illegal immigrants. In its response to the administration the Republican party hoped to reach out to the Latino community and Hispanic immigrants with its own initiative. Senator Marc Rubio of Florida was ready to introduce a bill helping illegal immigrant students by giving them temporary status. At this point President Obama issued his executive order ending deportations for about 800,000 immigrants who came to the U.S. illegally as children.

Rosa Ines Rivera, a cook at the cafeteria for the Y.H. Chan School of Public Health, Harvard University, with 2 small children, describes the protests over the increase by Harvard administration of the premiums charged on health insurance that now take up over 10% of the income. She says she lives in public housing with her parents as she lost her apartment because she is behind on the rent, and now cannot afford to pay the increase in premiums. About 750 workers at Harvard are on strike on this issue. She says dining hall workers want the current pay of $31,193  a year increased to $35,000 to provide a living wage that helps them afford medical care, because of the high cost of living in Boston.  To get some idea of the plight of workers who provide the kind of nutritious meals that a lot of students depend on for healthy living- Rivera says she takes in about $450 a week after taxes, or about $1800, rent is $1150, which leaves $650 for herself and two children for all food, and expenses in Boston. The $4000 in premiums for health insurance would be about 330 per month, leaving her about $320 for food and living expenses with 2 children. Why the need to bring up children in poverty in America, for generation after generation, after putting in a full day of work? ...

It will take some time for AI software firms (Apple, Amazon, Microsoft and Google)  to generate returns. Yet AI enabling goods, the AI chipmakers (the hardware) made by Taiwan, South Korea and the US's Nvidia are making large profits from the boom in AI investments worldwide. South Korea's Samsung SK Hynix, Taiwan's TSMC and Nvidia in the US are chip makers making huge sales revenue in AI enabling goods- $2.6 trillion for Asian makers including Japan, $1.4 trillion for all US chip makers. This report in the WSJ says whether and when the AI software makers (Google, Microsoft and Amazon)  turn a profit the AI boom is changing the habits of ordinary investors, surging the market capitalization of TSMC, Samsung, SK Hynix and Nvidia, and creating a big surge in stock markets in Asia and a bit smaller by comparison in the US. Total spending in 2026 for worldwide AI services, infrastructure and software was $2.6 trillion in 2026, going up to $3.5 trillion in 2027. The most astonishing aspect of this is how much the AI boom has increased the Asian stock market indexes- TAIEX index of Taiwan which has gone up 55% year to date Jan-June 2026 in value and South Korea's Kospi index which has increased 110% in value. Taiwan's TSMC shares doubled in value. Japan's stock market index Nikkei up year to date Jan-June 2026 32%.  Another aspect of this is that just one company TSMC makes up 42% - market capitalization as a percentage of the overall stock index- of TAIEX Taiwan's stock market index. And just 2 companies Samsung and SK Hynix make up 55% of South Korea's KOSPI Index. By comparison the US S&P up 11% in the same period year to date Jan-June 2026. This report looks at the speculative fever as ordinary investors in the middle and lower income classes in Asia in Taiwan and South Korea from cab drivers, insurance agents, software programmers and elementary school teaches, to high school students with parental sponsored accounts, are all engaged in speculative trading in AI related stocks. What all this means in terms of the cost of living issues, the price of oil and gas with Hormuz and the Memorandum with Iran to open it, the social fabric splintering, the cultural issues splitting electorates in the US and Europe, the migration issues, the issues on world trade is a separate question. It is similar to the railroads and steamship building in the 19th century and the construction of the interstate highway system in the 20th century (in the 1950's in US and in 2000's in China, 2020 in India) different aspects of the Industrial Revolution that overlap with the social and political changes of each period in history. Speculative booms in financial markets accompanied these changes till they returned to a degree of normalcy. It still required regulation, oversight, building the modern institutions of government that improved the economic life of nations and people during the FDR/Truman/Ike  period, and the period after the sixties that shaped the European Union and economic progress in Europe, similar changes in China and India, Brazil. And the many changes now needed in 2026 in the US, and Europe for reindustrialization, and modernization in India, continued development in China. ...

A threefold increase in immigration to meet staff and labour shortages makes using immigration as an issue in the next election risky for Rishi Sunak and the Conservatives in Britain. In a strange twist it is the Conservatives under Boris Johnson who campaigned on immigration  to take Britain out of the EU now having a record on immigration of this kind. In 2019 Sunak battlecry " get Brexit done" was for lower immigration from a level of 245,000 that year. In 2022 it was a net migration of 720,000 for Britain. Most of this has come from student, work and family visa routes, and legal asylum channels from Ukraine Hong Kong and Afghanistan. Now economists believe it is a result of shortages of labour and staff, and high domestic wages.

In this exceptional report of the housing market in Roanoke, Virgina, Neil Irwin talks to builders, home buyers, renters and young people. San Francisco and Washington D.C. are the exception in housing markets- hundreds of America's midsize cities like Roanoke are seeing smaller rates of household formation leading to a decline in demand for single family homes and fewer homes being built. This accounts for a large part of the smaller growth in U.S. GDP. There are he points out about 2.3 million missing households as a result of a significant change in home buying patterns that is reducing demand for new construction of single family homes. During the period 2001-2006, before the 2008 global financial crisis, the rate of new U.S. household formation was about 1.35 million annually. This dropped to 569,000 in 2007-2013, as the effects of the crisis were felt in a deep recession. One result is more young people are postponing buying a house and living with their parents. Faced with large student debt- the total U.S. student debt passed $1 trillion for the first time recently- purchases of homes are becoming more dfficult. Of 18-34 year olds 27% lived with their parents before 2006, according to Labor Department data. This went up to 31% following the recession. Lack of good jobs is another factor. In 2014 March only 63% of 18-24 year olds had jobs. Even young people older than 24 with jobs felt it necessary to save money by living with their parents. More retirees too are moving into apartments....

There is a surge in online classes and web based learning by 2017. About 36 million people in the U.S. who have some college but no degree benefit from these classes. The low overhead and value of these classes is making colleges move ahead with investment in this field. Arizona State, University of Massachusetts, are some of the universities pushing ahead. Purdue University as part of its "You Can, Go Back" initiative under president Mitch Daniels,is planning to acquire Kaplan University to supplement its efforts. 2U which runs online school programs has revenue growth of 30% a year. It runs marketing and the web platform, nuts and bolts, while schools provide faculty, in a unique collaborative effort. Colorado State University Global Campus went from 200 students to 18,000 half from Colorado, with only a $12 million loan from the University in 2007, which it paid back by 2012, showing the financial viability of these classes.

Asians are highly overrepresented. Hispanic communities are underrepresented in the UC California system colleges but still make up more than whites at 36% of the UC colleges. Whites make up about 17% and are also underepresented. There are imbalances all around and large investment is needed badly at the public school levels to motivate white and minority students who have fallen behind. Strengthening reading comprehension skills by pouring in new resources is a first and fundamental step to give whites and minorities a better chance- it can be done. There are three times as many white families that make less than $50,000 a year as Black and Hispanic families showing huge income gaps in the white segment. Universities by taking into account socioeconomic factors can help bring a more diverse socio economic class than a racially diverse class. This helps the white community after the outsourcing of US manufacturing and shrinking of the white middle class from being highly underrepresented in universities. The black communities have about 2% of the UC colleges with about 5% of the California population. ...

Billie Jean King whose effort and persistence created the game of Women's Tennis, is alive and well with some words of encouragement, advice. Billie Jean King Commencement address at California State University Los Angeles, where she graduates in history in 2026, sixty two years after letting go college to play tennis. She grew up in Long Beach, with her brother, her parents a fireman who played basketball and a mother who was a teacher. For those who remember she comes from the period of Arthur Ashe, Stan Smith and in Australia Rod Laver, in the seventies. Stadiums are named after her at the US Open Tennis championships, and it was Billie Jean who helped create women's tennis. Some of her advice- "We can never understand inclusion unless we have been excluded." (the first African American player Althea Gibsen is celebrated in a postage stamp yet African Americans barely made it into the sport during her time. Billie Jean asked why it was all white dress, white people, white clubs.) "I like completing things. Finish what I started." (Sixty two years after postponing college in 1962 Bille Jean completes her history degree at Cal State LA in 1986). Billie Jean in another interview says history is so important and the only way to effect change that is good is to know what happened before and why. This is true for another pioneer for women a law student at Stanford named Sandra Day O'Connor of Arizona ranch territory that in those days stretched endlessly on all sides. Gandhi would agree. Job prospects for college graduates in 2011 are showing significant improvement from the previous year. About 19% more graduates will be hired in 2011 compared to 2010, according to the National Association of Colleges and Employers. For college seniors, the survey shows 41% having an offer in 2011 compared to 38% in 2010. But the situation remains difficult for students who graduated in 2009 and 2010. Ernst & Young hired 2800 graduates in 2011- up 22% from 2010. The jobless rate for college graduates in the age group 20-24 is 6.4% in April 2011, coming down from 7.1% in the prior year, according to the Labor Department. In April 2007 the unemployment rate was 3.5%. The situation is uneven, with better prospects for graduates in computer science, engineering, accounting and economics, and most of the jobs in the private sector.

A 20 minute train ride east of Brussels you find yourself in the oldest university in Belgium, in the Flemish town of Leuven. With 60,000 students the university buildings resemble Oxbridge except their are no enclosures. The university was founded in 1425. 

Leuven is a cosy, cobble stoned, easy for walking city, less known than Bruges which means less crowds, and a chance to explore without tourists in sight. A good pre Christmas break says The Times.

The very investment that differentiated America and Europe from the feudal societies of China and India that self destructed in the 20th century after enormous suffering for hundreds of millions of the Chinese and Indian people. Isn't this like turning ones back on the Advantages that accrued to Europe and America from its wise investments and turning one's back on the Enlightenment in Europe and America itself? By making college accessible and affordable, NSP is intended to have a positive impact on multiple fronts: Help stabilize enrollment at Minnesota public institutions of higher education; Serve as an economic driver for Minnesota by educating qualified workers who are much needed to fill vacancies in the state's labor force; Create a viable higher education path for Minnesota residents who may have previously thought education was not a possibility for them.
