Comments in an interview by the World Bank's new chief economist Kaushik Basu on problems for global job creation. He served as chief economic advisor to the Indian government for the last 3 years. He talks of the drying up of trade credit with the eurozone crisis that is hurting exports of developing countries. Basu also emphasizes the importance of addressing the unemployment problems in developed countries. The World Bank's annual development report shows 200 million people unemployed and seeking work globally. And 620 million youth-many of them women- are neither working or looking for work. He is on leave from Cornell University.

India replaced a patchwork of 15 state and federal taxes with a unified single Goods and Services Tax to ease the hurdles for businesses to operate nationwide across state boundaries. This is a major a accomplishment for the Modi government as it is expected to increase economic growth by between 0.5% to 2%, according to experts. This removes the obstacles to growth and doing business when companies had to comply with a maze of different tax policies by individual states. Ironically the GST was introduced by the Congress party government in 2011, but opposed by opposition parties then and the Congress party in opposition now in the upper house, Rajya Sabha. By winning the support of smaller parties the Modi government was able to reduce the influence of the Congress party and get the constitutional amendment passed for the single GST tax system replacing the old patchwork taxes. The amendment has to be approved by the majority of state legislatures in India and by the president. Parliament must pass legislation to setup the new tax system, and state legislature pass their legislation. Issues at what rate to set up the GST remain to be solved, with the need to avoid sparking inflation and thereby hurting slow job growth with millions of young people entering the job market each year. ...

Aizenman in this must-read describes the National Soda Summit and the presentation of one man Todd Putnam, a former executive from Coca-Cola that throws light on one of the truly important things that happened in the lives of Americans in the postwar period of development and growing prosperity. This is the development of marketing and advertising and its singular application in the case of Coca Cola to promoting sugary drinks. It is also related to what even business people describe as the single biggest problem in America. And it is happening at a time when the story is being repeated in developing countries such as China and India. Putnam describes the exhilaration, he and other Coca-Cola managers felt when the graphs at internal presentations showed Coke passing milk in consumption per capita in America. Several other facts stand out in Putnam's description of his experience- the ignorance on health issues among his marketing peers, the huge marketing prowess and dollars brought to bear once a goal such as increasing per capita consumption of sugary drinks was set- he was hired out of Purdue by P&G and worked at Disney before joining Coca-Cola- and the focus on the 12-24 demographic with 90% of all soft drink marketing targeted at this segment. What he regrets most is the focus on minorities who suffer some of the highest levels of obesity in America. No mention is made of the efforts underway in developing coutnries such as China and India which are seeing a surge in obesity rates and diseases such as diabetes. Coca-Cola says 41% of its sugary drinks are low calorie, but compared to milk, fruit juice and other healthier alternatives where does this rank? The cost to the nation's health care system alone would show that the performance of Coca-Cola's stock price over the postwar period came with a price tag that was never even thought about, when healthier alternatives as health drinks companies have found sell well when well marketed and formulated for different groups....

It sees opportunities in financial services as banks berge, in retail and in pharmaceuticals for knowledge intensive work such as analysis of clincial trial data. His vision is to expand development centers around the world, to meet the global tech needs of customers. As the US gets serious about defeating the Taliban and Al Quaeda militants in Afghanistan and in Pakistan's border areas in Waziristan and the Northwest Frontier Province, and as Pakistan's army and government are at loggerheads and are also each in its own way unable or unwilling to take action against these militants operating out of or near the border areas between Afghanistan and Pakistan, it appears that the situation will result in the US having to make some tough decisions including going ahead anyway regardless of agreement with Pakistan. At the same time Defense Secretary Gates is saying that he wnats to see the Afghan army numbers to be doubled from the present 65,000 to be able to spread out across the country and not just be stuck in the urban areas. Any success the US and NATO see in Afghanistan would stem from some of these tough decisions including some tough decisions of a different nature that deal with Afghan government provincial officials tacit involvement in the opium growing areas. Like Iraq this will be a tough one for the US and the Europeans to sort out and make take a lot of patience and effort and some disappointments on the road before serious and lasting results that do not compromise basic American and European goals and intentions. With these goals and intentions the American and the Europeans seek to leave behind a peaceful modernizing state keeping its own faith and traditions with tolerance for others, at the same time that it respects women and economic development and modern education in science and technology that would make this development possible. And these goals would have to be applied as the vital test for the whole region Iran, Afghanistan, Pakistan, and India and for the basis of all policy towards the region, foreign policy, economc policy, development policy and regional issue policy like that of Kashmir. ...

Ulrich Volz of the German Development Institute says the $250 billion the IMF has- counting the $100 billion Japan has contributed- may not be enough to prevent some countries in Eastern Europe and Asia or Latin America from defaulting. Especially because a lot of debt is coming due and has to be renewed. There may be some sovereign country defaults. Even China and India have a lot of debt coming due. India and China have external debt payments of $260 billion and $2.4 trillion respectively this year. According to ING Wholesale Banking emerging market governments and companies have to repay some $6.8 trillion of debt, bonds, loans and interest payments and trade finance, and this excludes any debt taken on for stimulus. Russia has $600 billion to renew this year. Latin American governments according to Harvard economist Hausmann need to rollover $250 billion in debt. The US and developed countries are soaking up a lot of funds, with the US eexpected to issue $2 trillion in government bonds, and the big developed countries placing another $1 trillion. So there will be severe competition for limited capital. Mr Volz suggests a Global Support Fund to which the developed countries would contribute to help emerging market countries....

Nitish Kumar, a former leader of the BJP party in the populous Indian state of Bihar, and the state's chief minister, wins the Nov. 2015 Bihar state assembly elections running against the BJP led now by Narendra Modi from Gujarat state. Mr. Kumar allied his new party with the party of an old style politician Lalu Yadav, (who is part of Bihar politics for many years), and ran on his pro-growth record of improving development in Bihar. The election provided a landslide for Nitish Kumar's coalition. Mr. Modi now has to find a way of working with states such as Bihar run by politicians formerly part of the BJP, who have also developed a pro-growth record.

This is then the study of change starting right here in Uttar Pradesh and in the city of Kanpur. New Metro in Kanpur, new power plants, and new manufacturing plants and infrastructure. PM Modi says- "There are two most essential conditions for the industrial progress of a state: first, self-reliance in the energy sector — that is, uninterrupted electricity supply; and second, infrastructure and connectivity. Today we have inaugurated several power plants: the 660 MW Panki Power Plant, 660 MW Neyveli Power Plant, 1320 MW Jawaharpur Power Plant, 660 MW Obra C Power Plant, and 660 MW Khurja Power Plant. This is a major step toward fulfilling Uttar Pradesh’s energy needs. With these power plants, electricity availability in UP will increase significantly, giving a boost to industries here. Today, development projects worth over $6.7 billion (Rs 47,000 crore) have also been inaugurated or had their foundation stones laid.” ...

A three judge special bench of India's Supreme Court led by chief justice Rajendra Mal Lodha, said the process of allocation of coal licenses by the coal ministry lacked accountability and openness. Lodha said: "There was no fair and transparent procedure, all resulting in unfair distribution of the national wealth. Common good and public interest have, thus, suffered heavily." A report by India's federal auditor in 2012 stated the improper allocation of 200 coal leases to private companies cost the government about $30 billion. Former prime minister Manmohan Singh of the Congresss party headed the Coal ministry for part of the period when the improper coal leases were given, leading to intense criticism from the media. This was an issue in the elections leading to the defeat of the Congress party by the BJP party led by Mr. Modi.

Minnesotan Franz Gastler sets up a soccer league for girls in the less developed northeastern Indian state of Jharkhand. It is called Yuwa, the Hindi word for youth. He put up some of his own money to pay for uniforms, equipment, and travel for the matches. Gastler got the idea while working for Krishi Gram Vikas Kendra, a nongovernmental organization focussed on economic development in Jharkhand. One day a girl told Gastler she wanted to learn to play soccer. Gastler thought this was an opportunity to teach young girls in a grass roots manner about things that would help them lead productive lives, and give them a sense of being able to accomplish things, build teamwork, confidence and a feeling of equality with men. It did not start out this way. Gastler, a 29 year old Boston University graduate, started out working for the Confederation of Indian Industry in New Delhi, as a consultant in corporate responsibility, but after 6 months decided to join Krishi Gram Vikas Kendra.

The failure of the northern electricity grid in India and the huge power outage in 8 states affecting 369 million people on July 30, 2012. This includes the capital city of New Delhi. The outage was a result of the northern grid taking more than its quota of power from the national electricity grid in India. Analysts say India has a shortage of about 10% of electricity needs. Over half of India's electricity generation capacity of 205 gigawatts is based on coal. Coal India which is the largest producer has failed to meet growing demand and the coal shortages are making it difficult to expand power capacity. The national plan is to increase capacity by 44% in 5 years.
