At a joint press conference with French, Romanian and Moldovan foreign ministers German Foreign Minister Annalena Baerbock announces 695 million euros of aid to Moldova as it deals with refugees from Ukraine. Out of about 4.2 million refugees that fled Ukraine 2.4 million went to Poland, and 1.8 million refugees to Romania, Moldova and Hungary. Moldova is one of the poorest countries in the region and is struggling to cope with the refugee influx which is the highest per capita refugees. "We have your back," Baerbock told the Moldovan prime minister Natalia Gavrilita. It's just the "kick off point for a long term continuous support platform for Moldova," said Baerbock. Gavrilita formally signed an application for accession of Moldova to the European Union shortly after the Russian invasion.

Moldova a country with 2.7 million people is dealing with an influx of 400,000 refugees. About 100,000 have decided to stay.

US Trade Representative Lighthizer in the Report on China's Entry into WTO sees this as a mistake in the policy of president Clinton. Clinton has said that was a mistake. David Sacks raised this issue in a podcast with Larry Summers, an economist who was deputy to Robert Rubin and Deputy Treasury Secretary, then Treasury Secretary succeeding Rubin in 1999. Clinton on the advice of Rubin and Summers set up the framework for China to join the World Trade Organization without the safeguards and the setup that would prevent it using state capitalism and subisidies to build its own economy with exports, to ally with American corporations to support the outshoring of almost the entire industrial base of the US. Shocking as it sounds this has happened, had happened by 2016, when Donald Trump with the advice of USTR Lighthizer took the first steps to reverse this with Tariff policy, which was supported by president Biden, and continues in its new phase under DJT in 2025. Rubin and Summers had supported deregulation of financial markets and removal of the Glass Steagall Act by 1999. This was to led to the financial crisis of 2009 that was to be one of three body blows to the American working and middle class. The others China entering WTO without safeguards that led to deindustrializing US and loss of its manufacturing base, loss of 5 million jobs, tens of thousands of factories. States with zero tolerance laws for marijuana use are Arizona, Utah, South Dakota, Oklahoma, Iowa, Wisconsin, Michigan, Indiana, Pennsylvania and Georgia. Washington, Montana, Nevada,  Illinois and Ohio also restrict driving using marijuana. About 15 million people reported using marijuana in 2019 in the US, according to AAA.  And 15% of the US population uses marijuana up from 7% 10 years earlier, according to Gallup. Highway Safety officials at the state level say as lot of attention was paid into revenue coming to the state and not enough to highway safety for the legalization of marijuana use. 24 states legalized recreational use of marijuana, 39 states allowed medical use. To get the agreement of the 27 countries engaged in the talks to set new banking rules, the new Basel III banking rules are being phased in over a protracted period. Some changes go into effect in 2013, but others will be put into effect by 2019. The focus on the new rules is how much capital, or "common equity" banks will be required to hold as a cushion to absorb losses in a crisis like that of 2008. Large banks will be required to hold 7% of their assets in common equity. By 2015, banks will have to begin building a 2.5% buffer of capital, which must be in place fully by 2019. No action was taken on issues such as requirements for banks to have access to ample liquidity, what systemically important banks should hold in capital, and establishing a counter cyclical capital buffer.

The U.S. experienced a net increase in jobs of 69,000 in May. The average for the March-May 2012 period is 96,000 jobs, which is down from the figure of 245,000 net jobs added in the previous three months December- February 2012. Increasing auto sales did not increase jobs by much- only 12,000. Job gains were in health care, transportation and warehousing, with cutbacks in construction and at the local government level.

For two decades young computer specialists in their 30's have tried to say the right things to the American people to gain approval- with AI this is where it all ends. Watching Murthi and Altman on Stern's interview in WSJ one senses a lack of awareness that this is too big a technology to be handled by a few computerized work  specialists. Murthi says the right things with a faltering conviction, Altman lacks conviction, yet both cannot take on the responsibilities for AI on their shoulders. The chief technology officer of OpenAI takes over role of Interim CEO with the departure of Sam Altman. She graduated from the Thayer School of Engineering at Dartmouth. She worked at Tesla before joining OpenAI. Murthi was in charge of Operations, managing the teams that delivered ChatGPT product in 2022, and handling the relationship with Microsoft which invested $13 billion for a 49% stake in OpenAI.

The Biden administration policy is similar to the Trump administration. The response is to send migrants back to their home countries. One of the lessons for the European Union and for the US of the last few years is that the US and EU cannot have migrants issue create discord within public opinion, when so much needs to be done for infrastructure, competition with Asian countries such as China, and the needs for recovery from the pandemic. With wars, natural disasters, smuggling of migrants, new waves of migrants required a different approach. Promoting development and providing help to the economies of these countries is seen as a more effective approach, and the best way to do this is to help strengthen America and the European Union by building a consensus on development and infrastructure investment.

As Spain's nuclear, combined, and hydroelectric energy dropped to 23% in 2025 from 31% in 2024 the grid became unstable.  As solar energy took a larger and larger share it increased instability of supply in the system leading to the collapse of the grid in April 2025. Spain hoped to close all nuclear plants. The risks increased and Spain came to a halt- everything from traffic, trains, industry all shut down across the country.

The rule requiring health pass showing one is fully vaccinated goes into effect in France starting July 28 at restaurants, coffee shops, trains, and other public places. For the first week restaurants will not be fined. After this they can be fined 1500 euros for a single violation. The passe sanitaire in France is now required  for all public places where more than 50 people gather, such as events and museums including the Louvre in Paris. It will be extended to restaurants, cafes and shopping centres in August.

French premier Castex says 97% of the 18000  daily average new cases in France, up by 150% since the prior week, are from the unvaccinated. This has made health authorites and the government concerned about the delta variant high transmission rates and the high proportion of people still not vaccinated. For France this poses risk of a new kind of fourth wave, causing the government to take strong action to accelerate vaccinations.

Delta Airlines is switching its frequent flyer program entirely to spending on its American Express Card. No miles for flights. Delta gets an astounding $7 billion from American Express from sales of miles, ancillary fees and brand fees. Its goal is $10 billion which would be what it made from tickets for flights in 2022. Delta's CEO says it may have gone too far with these changes which are unpopular with its flyer base except for the high end flyers who disliked crowded lounges. Were there other ways to tackle that problem? Delta appears to have shifted attention to a small fraction of its customers.

Agriculture Secretary Tom Vilsack of Iowa is one of the key people pushing for reviving Rural America. He has served as Agricultrue Secretary under a previous Democratic administration but lacked the resources for programs to keep young, aspiring and new would be farmers attracted to rural America and to farming. He sees the loss of 544,000 farms including small family farms in America since 1981 as a loss for rural America. He is now in a position to make a difference with $60 billion in funding in the Inflation Reduction Act. A former two term governor of Iowa 1999-2007 he is familiar with rural conditions in America's heartland and in agricultural states from Wisconsin and Minnesota to Nebraska and Colorado, from North and South Dakota to Missouri. Vilsack who has the ear of president Joe Biden says the loss of small farms has weakened rural America and wants to stop the bleeding. Lydia Phillips of NYT shows how billions of dollars of spending is now targeted at helping small farms plant a variety of crops that have more cash value than soyabeans and getting these to the market. A lot of the $60 billion goes to large farms for conservation and renewable energy. Vilsack is working hard to make it work for small farms and people in rural America, including generating many sources of income that includes money for renewable energy generated on small farms. ...

Offenders as young as 12-15 years are charged in the UK riots. On judge tells youth who was involved in disorder in Manchester, then a few days later throwing stones at police in Rotherham, was told by the judge at Manchester magistrate's court- “You are the first person I have dealt with to have been involved in two. It’s time to stop letting your mum down now. You are to do one thing – do as you’re told.” Online offenders are also charged. Janet Potter, deputy chief crown prosecutor for CPS North West, said: “This conviction should be a stark reminder to so-called keyboard warriors: online actions have consequences.” One offender 53 years was jailed for 15 months for a Facebook comment inciting disorder. Persons posting TikTok videos  that incited unrest were also charged.  The oldest rioter a 69 year old first time offender got 2 years and 8 months for joining the riots in Liverpool. Even not participating n a riot but in taking a computer monitor from a burnt out library in Liverpool as for one 22 year old,  the judge's response was for stiff sentences. ...

About 90% of Greeks are dissatisfied with the Tsipras government according to a recent poll. Tsipras had said he would stop privatization projects when elected, now he is moving forward with privatization for airports and other state assets.
