The full text of the letter is given here. In this letter the U.S. sets out some important facts about events that happened during the coronavirus crisis during the crucial 4 month period from December 2019 to March 2020. Every week lost in this time due to reasons of a lack of transparency, openness meant hundreds of thousands of people more infected and tens of thousands of deaths worldwide. There are questions of transparency, of openness and this raises questions about the manner in which the World Health Assembly operates with hundreds of small countries in Africa and Asia having votes equal to that of the U.S., India, Brazil, Mexico with votes taken of over 200 countries. The entire election process can now be seen as questionable, when over a billion people in one country alone such as India or hundreds of millions in Brazil and Mexico would have to bear the consequences of poor decisions made by small countries that can be swayed in one direction or another based on political bias and other considerations that have nothing to do with global health.  At the conclusion of the letter by the U.S. to the current WHO shaped by a controversial election in 2017 the following is stated about the standards set by Gro Harlem Brundtland and which helped the world prevent the SARS crisis which originated in China in 2003 from spreading to the large countries of the world India, Brazil, Mexico, and other such countries in Asia and Africa, Latin America, and the U.S. European Union. "In 2003, in response to the outbreak of the Severe Acute Respiratory Syndrome (SARS) in China, Director-General Harlem Brundtland boldly declared the World Health Organization’s first emergency travel advisory in 55 years, recommending against travel to and from the disease epicenter in southern China. She also did not hesitate to criticize China for endangering global health by attempting to cover up the outbreak through its usual playbook of arresting whistleblowers and censoring media. Many lives could have been saved had you followed Dr. Brundtland’s example." Even this does not come to grips with the flawed way in which the election of WHO head is done. It can no longer be relied on when there is the danger that lack of transparency can emerge in the WHO leadership itself because of a flawed process. It risks endangering the lives and livelihoods of hundreds of millions in countries such as India, Brazil, Mexico, as well as in the relatively small countries of Africa and Latin America where even basic water supplies are at risk but which could tilt elections at the World Health Assembly. Consider that a cyclone just hit the Indian state of West Bengal and Bangladesh on May 20 just as the coronavirus pandemic is spreading. That this region of 1.5 billion people had just 2 votes out of over 200 cast at the World Health Assembly in 2017 shocking. And even these votes cast based on old geopolitical considerations not how good the candidate is, and how good the country he is coming from is in terms of its record  on public health. The irony here is that private foundations in the advanced countries in the U.S. and Europe some of whom are major donors to WHO did not think that more experienced candidates in their own countries with a better record of public health such as in France or Germany are better qualified, in a flawed NGO support mentality left from the Clinton years. Basically the people in these large countries such as India, Brazil, Mexico were disenfranchised, when the austerity policies were consuming the European Union, and the U.S. had just elected a new administration itself groping for ways to reverse years of neglect of public services and infrastructure priorities. They would trust good leaders no matter where they come from, who have a record of transparency, leadership, and all the values we cherish together no matter where we come from. ...

With the death toll over 10,000 on March 7, and a rise of 16% over the previous day, French public health authorites have set new rules for exercize with a daytime jogging ban. Jogging is allowed only when the streets are at the quietest in Paris and not allowed between 10.00 and 19.00 local time.

France's lockdown is strict unlike that in America. Anyone going outside has to carry a document giving the reason- shopping for necessities, visiting a doctor, or exercize within 1 kilometre or half a mile of their address. Police have fined hundreds of thousands of people for breaking these restrictions.

Connecting the National Health Service in UK (NHS) to Nature would take NHS to a new level by bringing mental health through nature walks to many people who need it during the pandemic. Damian Carrington of The Guardian looks at social prescribing where people are referred to nature projects, a trend that is growing in the UK and adding a highly valuable component of health to NHS. This is called Green Social Prescribing. 

There is significant support for the idea of Nature walks adding to wellbeing. A 2019 study cited here shows weekly 2 hour dose of nature improved health and wellbeing.

!5,000 of the 25,000 coronavirus cases recorded in India on March 14, 2021 are in the state of Maharashtra, with the rest mostly in 6 other states, including Kerala. 

A team sent by the government in New Delhi to Maharashtra found the increase in cases in the state due to- "lack of fear of the disease," pandemic fatigue, missed cases, super spreading events from recent panchayat elections, marraiges, reopening of schools, and crowded public transport. The report  says that these factors are not unique to only Maharashtra and apply for other affected states also, including Kerala, Punjab, Karnataka.

The CBI Institute of Directors and the British Chamber of Commerce tell The Times that there is no desire for massive deregulation in Britain. Jonathan Portes, professor at Kings College, London, even calls the Singapore comparison, that Britain would even resemble a low cost Asian economy "a fantasy."

Britain spends 35% of GDP on public services, Singapore spends 14% on public services. After Covid experts call this a sheer stretch of the imagination. More likely Britain could enhance growth through its interconnections with a rapidly growing Indian economy, with which it has strong ties of history, immigration and culture.

Fortunately even here there is room for optimism as male life expectancy declined by only 0.2 years from 79.2 years to 79.0 years the level in 2014. Considering the scale and intensity of this pandemic this is a sign or resilience of the UK with the work of NHS at the forefront. Female life expectancy has remained unchanged in 2020 at 82.9 years, about three years more than men.

With more consciousness about the risks of obesity, importance of nutrition and exercise habits information given wide attention, there may be some positive signs from this period that will lead to a healthier population.

Popularity of Chinese apps in India is increasing particularly in smaller cities and replacing the dominance of U.S. apps. They are popular with people getting online for the first time with cheap smartphones and cheap data plans. Content is mostly wacky and has come under criticism in India for the lack of quality content and addictive nature of the material.

Major Chinese internet companies Tencent and AliBaba have yet to find a foothold in India. Social media downloads have increased from 7 million in 2018 to 70 million in 2019 for these Chinese apps, some with wacky names like TikTok.

As Delhi sees a decline in cases of coronavirus around July 16, it is not clear whether this is a result of more use of less reliable antigen tests where results are produced immediately. From 3000 cases in last week of June cases per day dropped to 1200 to 1600. Mumbai is also seeing a slow decline with other parts of Maharashtra state seeing spikes. Tamilnadu is seeing a gradual decline. Andhra Pradesh and Telengana, Karnataka see a climb in cases.

The federal government requires antigen tests showing negative to be followed up with the more reliable RT-PCR direct test, which takes hours to give results.

Of the 291 million migrant workers, people from rural areas who work in cities, only about 120 million have returned to work by Feb 14, according to China's Transport Minister. Workers can choose to stay in their home region or come back to the cities and face a 14 day quarantine before being allowed to go back to work. In Beijing the entire city of 22 million has a 14 day quarantine. Even if workers complete the quarantine factories may be closed.

This is likely to cut the growth rate by half from last years 6.4% to 3% for the 1st quarter GDP.

So far 40 Underground subway stations have closed in London and ridership is down 50%. Travel into and out of the capital continues as the number of cases shows a sharp increase. The government is taking measures as it monitors the situation.

By contrast Asian countries such as Singapore, Taiwan, and South Korea with more experience and capabilities because of past epidemics have acted proactively. The approach in Europe has been gradual. Because social distancing played a key role in countries in Asia, along with the better capabilities for tracing and isolating patients through early testing, much depends on how this is implemented.

Serge Galam says in this NYT piece that abstention can affect the election in France. He says abstention from the far left voters is likely to favor Marie Le Pen. He says an overall abstention rate of 25% shown in polls can make it possible to have an uncertain result, and that Le Pen may need much less than 50% of the vote if abstentions are high. If 95% of Le Pen voters turn out and less than 61% of Macron voters turn out there is an opening for Le Pen, says Galam.

Another way of looking at this is the disaffection of the electorate with parties in France, with a high abstention vote even if Macron wins, especially on the far left.

The aggressive effort of the US central bank, the Federal Reserve, to increase interest rates to dampen inflation will have an effect on Asian currencies and trade. The Japanese yen lost 14% of its value and the Korean won 8%, Chinese yuan 5% since the beginning of 2022. This is a result of the widening gap between interest rates in the US and Japan where the interest rates have not been increased due to mild inflation.  Asian trade is done in US dollars and exports to the US are invoiced in dollars. Citigroup says about three quarters of trade in Asia-Pacific is invoiced in dollars. Weaker currencies would translate into higher effective prices for imported commodities - energy and food. This pushes up domestic inflation and hurts manufacturing.   Add to this a shift in the US demand from goods into services in 2022 and there is weaker external demand for the economies of Asia. This will exacerbate the slowdown in Asian economies. Many countries such as South Korea and Thailand have increased their external borrowing in dollars. Debt service ratio was 21% in South Korea and 14.5% in Thailand, according to Bank for International Settlements. Years of low rates allowed governments in Asia to borrow more without incurring high interest bills. Now that situation is changing quickly and will result in difficulties for South Korea and Thailand says this report in WSJ. In the last 10 years Asian economies excluding China increased debt to GDP ratios by 15 percentage points, according to Gavekal. The result might not be debt crises as in Sri Lanka but painful slowdowns in economy with combination of loss in external demand from the US and higher inflation, higher interest bills. ...

Climate protection goals require rail to get its standards up and modernize quickly in Germany. Deutsche Bahn, the German Rail Network accepts that it needs radical changes. It is important to attract more people to urban transit and rail to promote climate change initiatives and to reduce gas consumption in Germany.  The head of the Deutsche Bahn Richard Lutz says the German Rail has been neglected for years and pushed to its "absolute limit."  Many rail points and signal boxes are obsolete and highly prone to failure.  About 51,000 passenger and goods trains travel through Germany every day going up to 59,000 in 2030.  Lutz says it cannot stay this way- "Increasing demand, combined with aging infrastructure and construction work, is leading to traffic jams and delays with a massive impact on all customers." More than this there is the the question how do you attract more people to not drive but take the train to save gas consumption and reduce the impact on the environment when things are so bad in the rail network? The dilemma says Lutz is "how to grow and modernize at the same time?" Under Lutz and Transport ministry plans high performance corridors are to receive a first class quality standard. More customer friendly construction should be used. And planned construction done in such a way that some sections are construction free sites for several years. Heavily used sections make up 10% of the network or 3500 kilometres and operate at 125% of capacity. By 2030 these sections will be 9000 kilometres or triple that now. In making his announcement to run for president in 2024 president Biden told a trade union audience that for Mr. Trump reviving American manufacturing was merely a punchline- not much happened. Krugman in this NYT report shows that Mr. Trump never acted seriously to directly make that happen. President Biden has passed legislation that creates trillions of dollars of investments in infrastructure, renewable energy, chips manufacturing, electric vehicles, and advanced manufacturing technologies. Krugman says in addition to what the government is spending private companies are also planning to invest trillions of dollars. As a result the US is in the process of building its manufacturing base for the first time after decades of neglect under the Reagan, Bush, Clinton, Obama and Trump administrations.  Economists have created a major handicap for investments in manufacturing with theories that are no longer relevant, and by their lack of understanding of the realities of workers and families in the US as manufacturing shriveled. They never figured into their analysis the loss of tax revenue base supported by factories in the US that led to disinvestment in towns and communities across the US. As public services and investment in these communities dwindled without the local revenues to support them. Mr. Krugman lacks the keen grasp of these issues that Biden as the longest serving Senator in the US has. Biden had so much time on the ground observing the situation in Scranton and other parts of Pennsylvania and Delaware, and much of the midwestern US seeing what happens first hand as factories close. Krugman is not able to make the case that manufacturing so truly needs. Yet even Krugman has some sense of the big changes underway in the US that Biden has created that will lead to the renewal of America. ...

Washington Post reporters Clement and Gushkin with research and polling experience at Pew Research Center give the results of the Post-ABC News poll taken before the State of the Union 2023 address by president Biden. It shows what president Biden has said about his  investment spending of trillions of dollars in America's crumbling infrastructure, in new manufacturing for chips, advanced technologies, R&D, electric charging stations, EV vehicles, renewable energy. "Folks we are just getting started." The investments are taking place quickly because today there many projects ready for investment. Yet it takes time for the manufacturing plants to be built, new expressways and bridges to be built. The poll shows not enough people know- only a third of people know about two thirds do not know. That Mr.Biden is aware of this is apparent. He says-"It is one thing to have passed it all- now we have to make sure we're on it every single day. Not a joke." And on Jan 26, saying "Implementing it so people can see what we've delivered and give it to them directly."  This is why president Biden used his State of the Union address to make the points directly to the American people. This is also seen in his recent speech to a union audience when he told workers- Mr. Trump used infrastructure as a punchline, Biden turned it into a decade only headline. Creating well paying jobs and doing this while cutting the deficit by trillions of dollars. To give the contrast Mr. Biden told workers and working families the spending cuts proposed by the Republican House of Representatives were according to Moody's likely to result in a loss of 780,000 jobs.    ...

In Biden's favor the midterm elections showed that for all the concerns about that election Mr. Biden navigated each situation well drawing support from all segments of the population. There was much skepticism about the passage of legislation to invest trillions in chips, science and infrastructure, Yet by winning two key votes of Manchin and Sinema president Biden got the job of investing in America done. The Inflation Reduction Act also kept the president's priorities for helping the average worker and families. At the outset of his campaign for 2024 president Biden faces low ratings. Nate Cohen points to lower support from non white voters. Yet when one looks at the 2020 elections and the last midterm elections it is clear that America is moving back to the days when white voters in all income groups support of the Democrats remained strong. The Obama period could be a temporary situation of Democrats having lost their anchor in manufacturing communities and trade unions as well other segments of the population, depending on 90 percentage points of minority support to pull through. Biden is headed back to the days of Wilson,  FDR and Truman, when whites less educated or more educated gave their support to the Democrats. This makes independent voters crucial and Biden's appeal has to be based on how much he can deliver to voters in infrastructure, in jobs and in hope- the prospects of America for the younger generation. Economic prospects of America can further improve in 2023-2024 as Biden's program for Investing in America moves forward rapidly.    ...

The situation with "40% commission" in Karnataka and its impact on the recent outcome in the southern Indian state of Karnataka is shown in the Indian Express. Indian Express analysis shows that the ruling party did well in coastal Karnataka and poorly across the rest of the state in comparison to 2019. It happened even in Gujarat but was corrected in time by Mr. Modi.  This analysis in Indian Express says the reason the vote share of 36% led to 104 seats in 2019 and only 66 seats in 2023 is that a lot of the votes were concentrated not all over Karnataka as in 2019 but only in Old Mysore and in Bengaluru, and also in south Karnataka where it cut into JDS party votes without winning seats. Divine providence offers an opportunity for everyone to reject commissions 100%. Gandhi's Hind Swaraj 1910 needs that kind of committment today to surpass that made in 1931 during the Salt March against British rule, to build a modern nation and modern economy by 2035 comparable to the best in the US and Europe. ...

It should be remembered as NHK points out that Mr. Obama never visited the Main Building of the Hiroshima Museum and only spent a little time in the East Building. It is the Main Building that Prime Minister Kishida- who represents Hiroshima City in parliament - wants Biden, Scholz and other G7 leaders to see. It is only in the Main Building that leaders can see the graphic images of the devastation of the atomic bomb dropped by the plane Enola Gay on Hiroshima.  A suggestion is for NHK to give a private broadcast to G7 leaders of the documentary already shown in Asia on NHK television last week.  Having seen it one can say that it in no way affects the use of nuclear deterrance. A suggestion for the Hiroshima Museum authority is for it to also show the devastation of Japanese bombing in Asia from World War II that  may have created the insular feeling in American public about the dropping of the bomb and only thinking it could have come sooner to save lives for the Allies, itself creating conflicting feelings and affecting mental health. A recent exhibition in Barcelona showed the Nazi bombing of Republican parts of Spain leading to millions of refugees crossing over to Europe. Similar situation happened in China and the images may have created America's insular feeling about the bomb dropped on Hiroshima. It is in everyone's interest to know, to comprehend the devastation in all places, the conflicting narratives that were told, and for people as spiritual values teach us to develop the virtuous conduct, the concentration and the wisdom that both the Bible and the Buddhist suttas teach Americans, Europeans and Asians. Greece prime minister Mitsotakis in this interview tells Reuters on May 15, that he hope the next four years will be years of rapid growth for Greece, but also one that will limit inequalities and make sure that Greece supports its most vulnerable. Greece was hit hard with higher energy costs after the war in Ukraine. It was not long ago in 2010 that Greece was daily in the news with reports of the eurozone debt crisis that affected Greece, Ireland, Spain. That crisis wiped out more than 25% of its GDP. He is credited with having managed the economy through the period after Syriza a rival party almost put Greece out of the eurozone. Lack of eurozone controls on debt of its members, lack of transparency in Greece's financial affairs were severe handicaps.  Today after a decade of austerity that it took to get its financial affairs in order including tackling over hiring in the government burreaucracy, lax financial controls, ordinary Greeks face high inflation and low incomes. Mitsotakis has raised the pensions and raised the minimum wage by 20% to 780 euros to help Greeks with the cost of living crisis. He has spent $50 billion euros in relief measures since 2020. Economic growth after reaching 5.9% in 2022 will slow to 2.3% in 2023. Mitsotakis addressed both Houses of the US Congress last year when Speaker Pelosi was in office. His image is dimmed somewhat by a surveillance of the Opposition ranks that was discovered recently and is covered in an accompanying article in the WSJ on May 19, 2023 shown on this page. The elections in 2023 are expected to bring Mitsotakis back in government with his party getting about 31% of the vote but lacking a majority in parliament. ...

A study by Blanchard and Bernanke shows energy prices and supply chain constraints were key factors in creating the surge in inflation that happened in 2022. The Ukraine war played apart in raising energy prices . How much effect did president Biden's $1.6 trillion American Rescue Plan have on inflation? Bernanke and Blanchard say not what critics had suggested. Once energy prices were brought under control through the president's policies to $75 energy prices played less of a role in inflation. Supply chain effects also eased throughout 2022. The persistent effect remained the mismatch between supply and demand that is called The Great Resignation that came as a response from teachers, nurses, hospitality sector workers with low minimum wage on which it was hard to make a living. President Biden's payments to these workers gave them enough room to make a definite choice that they would not take the risks during the pandemic and the stress and opted for shifting to other jobs. Employers struggled to fill vacancies and raised wages in response. To reduce inflation the Fed opted to raise rates to slow the demand for goods and services in the economy which has led to a moderating of inflation from the high of 7% in 2022 to falling below 5% by April 2023. Fed chairman Powell's aggressive attitude to inflation was based on not letting an inflationary psychology set in, that could damage the interests of workers and families who had already suffered from the pandemic's effects. This is where we are today as the economy adjusts to the fight against climate change, investments in renewable energy and infrastructure, and efforts to reduce the deficit by president Biden in a way that reduces the widening gaps and social divisions in society.   ...

About a third of Conservative party members of the 10,000 who will be voting soon for a new leader still like Mr. Boris Johnson. Some say he has his faults, but who doesn't. Mr. Johnson has a flamboyant carefree bouncy style that has endeared him to supporters, and had he taken the public more seriously to be consistent and steady he may well have remained a prime minister. He is the only leader of the Tories who could convince traditional Labor voters to vote Tory. Ms. Truss, who has unstinting support of Mr. Johnson will continue to see Mr. Johnson as a respected leader if she is elected. Truss sees Johnson getting a well earned break, as she put it in a debate, like his hero Churchill who lost elections in 1945 only to come back in 1951 with more experience, restraint and wisdom. In a recent debate she stood by Mr. Johnson saying he did not need to resign. Today's Tories are leaderless and not recognizable as a single entity without the prime minister. With a little restraint, awareness of his inexperience, openness and respect for the British public, Mr. Johnson may well have remained prime minister. He now appears to be seeking a second opportunity, says this report in WSJ. It is hard to imagine Brexit without Boris Johnson. He defied the established reasoning through common sense observation. He once said that the only thing Britain would lose from Brexit is that there would be a shortage of Mars bars. Ms. Truss is somewhere between Labor and the Conservative in her life long convictions, yet has taken the Brexit cause to heart. Sir Keir Starmer Labor leader says he too will be trying to make Brexit work. ...

The purpose of the National Education Policy was to prepare India's young people for India as a developed modernized country and to meet the educational needs of such an economy. The idea was to break the idea of silos based education that separate the science, engineering, medicine, law, arts, humanities, languages based education into separate non mixable parts. It is based on the idea that in modernized economies one needs critical thinking abilities, creative thinking, that mixes the humanities and arts with sciences, with engineering, and other scientific fields.  Because of India's diveristy, history of disadvantaged populations, to build an inclusive economy is also a goal to tap into the widest pool of human potential and talent in a country with 1.2 billion people. For this to happen the goals are set for inclusivity for gender and disadvantaged populations.  What is not in NEP is the investment part, and the governance part, both critical for it to be effective. Investment at 4-6% of GDP is inadequate, as this Brookings report point out. For healthcare and education, India has to expand its share of GDP dedicated to these two areas to make it comparable to other advanced nations. This will pay off in infrastructure development and exports led growth as inputs of education are key to get productivity up in manufacturing and in R&D. Governance is essential part of this overall plan as the public school system in India as in Brazil, Mexico and other countries suffers badly from a lack of attention- with discipline, transparency, good government, increasing incomes and rewarding teachers at every level. ...

Japanese prime minister Fumio Kishida  holds talks with Indian prime minister Narendra Modi in New Delhi. Japan has pledged to increase trade with India with $42 billion in investment in India over 5 years. In the 20 years 2000-2019 when Japan invested heavily in China, Japan invested only $32 billion in India. The US and Germany also invested heavily in China, compared to the investment in India.  Business in the US, Germany, the EU, and Japan integrated their economies with China over two decades. The Trump administration brought attention to the US working class and the effects of trade and investment that hurt workers in the domestic economy. The election of Biden in the US, Scholz in Germany and Kishida in Japan have shifted focus to the working class, inequality, lack of infrastructure investment in the domestic economy, and the effects of business decisions that cost jobs in the domestic economy. It is in this context that foreign investment is being shifted to India, Vietnam, and other manufacturing locations in Asia as the entire world supply chain is being reinvented to protect workers in the domestic economy, and the local economies. The pandemic and the war in Europe are now accelerating the reinvention of world supply chains. Indi abstained from the vote in the United Nations on Ukraine yet it maintains that all disputes be settled through peaceful resolution under international law. The joint Kishida Modi statement says- "We confirm that any unilateral change in the status quo cannot be forgiven in any region, and it is necessary to seek peaceful resolution of disputes under international law." ...

The Russian economy will contract by 10% and the Ukraine economy by 20% in 2022, says the European Bank for Reconstruction and Development. The bank was setup to revive Eastern European economies after the collapse of the Soviet Union. In 2023 the Ukraine economy is expected to rebound by 23% with assistance from US and EU. The Russian economy faces long term challenges with lack of access to technology from EU and US and the loss of well educated workers leaving Russia, and is expected to face a long period of stagnation. The war has affected 60% of Ukraine's economic output and electricity consumption is down by 60%, with one third of Ukraine businesses closed, factories shutdown. Ukraine will be a much poorer country because a lot of stock has been destroyed, says Beata Javorcik, EBRD's chief economist. For Russia the drag on the economy will be present even if a peace agreement leads to lifting of sanctions says EBRD. Central Asian countries such as Uzbekistan and Armenia will also feel the effect of the slowdown with loss of remittance from workers in Russia. The faster shift to renewable energy and LNG in Germany, and a similar boost to renewable energy with COP26 Glasgow getting a boost in EU and the US, will result in loss of value of oil assets in Russia. With loss of technology access from US and EU Russian conversion away from a energy based economy will be slowed. All this is likely to lead to a difficult period for Russia. This report from Germany in DW.com says Germany tried to build a softer relationship with Russia during the leadership of Adenauer of CDU and  Brandt of SPD. This continued under Schmidt and Schroeder. Under Merkel of CDU the emotional aspect of the relationship as Russia retreated from Bolshevism and Soviet Union collapsed was lost. Little attention was paid to East Germany and to how the fall of the Soviet Union had affected Russia negatively,and became purely focused on German industry and trade with cheap Russian gas supplies. Even as Germany did not invest in shared burden for defense with the US, and Germany under Merkel increased dependence on Russian gas supplies to 55% with the Nordstream gas pipeline from Russia, and shut down nuclear energy.  As a result the emotional or mental health aspect of the relationship with Russia of Germany was lost under Merkel. The focus on purely financial aspect of things has been proved wrong both for the economy as physical infrastructure was neglected under Merkel and social infrastructure such as child care and other social aspects of society were sorely neglected. A new broader framework that needs to be built will have to keep this in mind.  All the hard work and good intentions of the Adenauer and Brandt years has been lost with the short sighted basis of relations based purely on finance and trade under Merkel's leadership. This happened also in the US relationship with China with the relations based purely on finance and trade under Clinton, Bush, Obama proving to be too fragile as they did not protect other social aspects within the two countries as inequality widened and whole segments of society were neglected.  ...
