The new faces in the Biden administration on economic policy are Janet Yellen, as head of the central bank, the Federal Reserve, and Cecilia Rouse, a Princeton labor economist, as head of the Council of Economic Advisors. In this report WSJ looks at the economic policies of the new administration after Mr. Trump rejected globalization and international trade agreements that were not in America's interest or that hurt American workers.  Informal conversations with experts suggest WSJ says, that globalization is now suspect as a way that benefitted China and other countries including Germany, and hurt the U.S. France, Britain and other countries in Europe that were not strong exporters. This hurt their industries which were eroded by imports resulting in the three decades long destruction of communities across these countries that depended on manufacturing. It has also hurt countries like India that let their markets be dominated by Chinese imports, with a reversal of policy in 2020 with self reliant economy under "Atman Nirbhar" policy as the new goal. Mr. Trump's tactic in this trade war was to fight back to regain America's position in manufacturing with tariffs on imports. The trade deficit had to come down with China just as it had done with Japan decades earlier. This was starting to happen. One problem in bringing down the imports was the increase in the value of the dollar, as Janet Yellen has noted. The new policies will look at what the effective policy will be while keeping this goal in mind.  Both Yellen and Ms. Rouse have spent years studying labor markets and Ms. Rouse is quoted here as saying: " With open trade there are winners and losers. The losers are really losing, and we need to take care of them and take on more nuanced models of international trade as a result." Other experts from the earlier Democratic administrations such as Prof. Frankel at Harvard say that there needs to be increased focus on American workers left behind by trade, technology and unequal education, with more spending on preschool, infrastructure and health. All this suggests that there will be a continuation of U.S. policy in challenging Chinese use of globalization to advance its interests, chastening Americans on the use of the very word globalization which can mean different things to different people based on how they can gain advantage. The word may even be entirely dropped in favor of what the policies are and what they do for the American worker, American communities including small towns, and the American people, spelling each of these out every time supply chains and the global economy is mentioned. The new administration will get an opportunity to show that it too can come up with new ideas and action plan to strengthen American manufacturing and jobs. It will also have to show substantial results as people have lost patience with Democrats and Republicans on the lack of progress in rebuilding America's leadership role in the world economy, and in defending American workers and factories. Clinton, Obama and Bush all offered false promises on trade with China ignoring the damage this had done to American leadership in the world economy. Clinton with support for China's entry into the World Trade Organization, Bush with foreign wars and costly diversions and regulatory failures with banks that led to the 2009 deep recession hurting Americans, and Obama with the lack of will and interest in America's leadership role in the world as the dominant nation in manufacturing,   ...

The inaction of the first President Bush during the Shia revolt in Iraq in 1991 is deeply embedded in the Shia psyche in Iraq. It is seen by the Iraqi Shiites as the original event of the Arab Spring, ten years before before the democracy movement in Tunisia. What is less known is that the revolt in Benghazi, Libya, faced the same fate of inaction by President Obama, and his administration. It was saved only by the decisive and early action of France and Britain, with French president Sarkozy leading the way. WHy did NHS Test and Trace fail to contact no more than 50% of the persons who tested positive. Why was it not able to followup with the people who needed to be visited in their homes to ensure isolation. Why was NHS associated in the name when the NHS had not been consulted and involved in the design of this service. In fact it ignored lessons from Germany where the contact tracing was entirely from local, started very quickly with the key being local or state employees who were diverted to this task and were skilled and motivated to do it. Why was this critical task simply handed out to outsource it to private companies.  Germany's example was there very early in March-April and it was working. Why reinvent the wheel. Setup quickly and entirely local it required only a desk, a desktop PC, and a national database to which PC was connected, the skilled caller being the key to getting people to talk to and cooperate. About 80% of those testing positive needed to be contacted. NHS Test and Trace was reaching about 50% and many that needed to be visited at home could not be followed up quickly. The shift is only now being made to go local. It worked in Leicester and other places but the learning came the hard way, as with many things during this pandemic. ...

The Russian Embassy in Germany contacted De Zeit for publication of an article by Putin, and it can be seen as part of the Russian response to president Biden's effort to build a new cooperative relationship with Russia that is in the best interests of the US, Russia, Germany, the European Union and also of India which has a cooperative relationship with Russia. There is the danger that it could be seen as reported in The Times of London and comments posted seeing it against distrust built around Ukraine and Eastern Europe. The 670 Comments in Germany on De Zeit site on the article reflect a more German perspective of being a close neighbor that suffered so much from the war that left millions dead on both sides. One German commenter says his father and grandfather were forcibly recruited to fight in France and Russia and suffered much in wartime. The occasion is the 80th anniversary of the German invasion of Russia in World War II. Some of what Putin has to say- "We hoped that the end of the Cold War would mean victory for all of Europe. It would not be long before Charles De Gaulle's vision of a unified continent would become a reality, more culturally and civilizationally from Lisbon to Vladivostock." Russia has changed, Russians see themselves as European, as part of the larger European Union, culturally and civilizationally. This is not the old Russia of the Cold War or of the Soviet period. "NATO itself a relic of the Cold War, created out of a confrontation from that time." Not objecting to NATO but to the expansion of NATO to Russia's borders. But saying this has not got us anywhere where our heart not our brain says we ought to go. Lets try again to draw different conclusions from what we have seen. Its important to think anew because "we are all confronted with the common challenges of the pandemic and its extremely serious social and economic consequences." "The entire prosperity and security of our common continent are only possible through the combined efforts of all our countries, including Russia because Russia is one of the largest European states. Wed feel our inseparable cultural and economic ties to Europe." "We simply cannot afford to carry around the burden of previous misunderstandings, hurts, conflicts and mistakes. A burden that prevents us from solving current problems. We are convinced that we all have to admit and correct these mistakes. Our common and undisputed goal is to ensure the security of the continent without dividing lines. And to create a unified space for equal cooperation and collective development in the interests of the prosperity of Europe and of the whole world." President Biden was right to think anew and act anew in Geneva, and to "disenthrall ourselves" from old ways of thinking, and for rising to the occasion. Russian proposals for settlement in Ukraine including giving up the whole eastern Donbass region, recognizing Crimea as part of Russia, and limiting its army and long range weapons. These are the same conditions set in 2022. There is a new situation developing in Europe as Germany, France, Britain and most of Eastern Europe looks to be firm in support of Ukraine. Germany is stepping up its military preparedness under chancellor Merz of the CDU led coalition government. The US under DJT is working under two pathways seeking engagement with Russia and at the same time seeking a way to settle the Ukraine conflict. With German, British and EU support it appears unlikely that Ukraine would agree to all the Russian terms as Russia is using some gains on the war front to gain a clear win in 2025. By 2026 with European support Ukraine may look for a settlement that offers better terms than currently offered by Russia. For the US DJT faces pressures from within the Republican party that would oppose giving Russia a win after its role as the aggressor in the Ukraine conflict, and after the bombing destruction of Ukraine's cities.   ...

The market shares of Hyundai, Kia, and VW have received a boost as the Detroit carmakers struggle. Kia and Hyundai have moved their market share from 5 in 2008 to 7.3% today, up by 2.3%. Hyundai had difficulty getting brand name recognition for quality and performance in prior years, but it has persevered. KIa and yundai spend more on incentives, $3200 in 2009 compared to $2000 in 2008 to attract first time buyers. To take into account the economc conditions Hyundai was the first to come up with the Hyundai Assurance Plan, which allows buywers who finance their purchase to return the cars if they lose their jobs. Once these buyers try the Korea cars the ope is that they will see that the quality is on par with the Americans and the Japannese for a lower price, or even exceeds them. The Korean carmakers have worked hard on improving quality. In 2009 Hyundai won the North American Car of the Year award at the Detroit Auto Show for the Genesis luxury car. VW is also gaining market share this year. VW's market share is up to 2% from 1.5% in 2008. Aggressive marketing of the Jetta has moved its sales by 8.3% in May. The $17 discount for Russian oil to Brent crude is a result of the president's efforts with sanctions plus tariffs on China and India to cut oil purchases from Russia. This puts a strain on Russia in financing the war with Ukraine. Bothe China and India have cut purchases of Russian oil in recent weeks and the Indian refinery at Jamnagar no longer gets Russian oil, according to recent reports. DJT was criticized for his stance on Indian tariffs as inconsistent with the agreement with China on rare earths. It now appears that China and India have both agreed to stop financing the Russian war effort with big oil purchases and are shifting it to other places such as Brazil, Guyana and Canada. India plans large oil purchases and arms purchases from the US and this is part of the trade agreement being negotiated with India. About one third of the additional 240 million barrels of oil on the seas in tankers is Russian oil being stored for lack of buyers with total oil on waters at 1.4 billion barrels. This has led to a 48% increase in tanker costs to $125,000 a day. All this makes it harder for the Russian economy to sustain the war effort as the US pushes both sides to settle the Ukraine conflict in the 28 Points Peace Plan negotiated with important Russian negotiators in Washington DC over 3 days last week. ...

A gradual deterioration in people's confidence in government from illegal activities was the threat XI Jinping saw early by 2013, after over 60 years of a single party running China. It has affected his entire outlook on what China's policy needs to be for its long term interest in modernization. A reminder is this account by Chinese state media that says Tomorrow Group run by a Chinese Canadian illegally collected $45 billion in deposits. Illegal collecting of deposits is connected to collecting on false pretenses money for investment or real estate without proper licenses. Shanghai Intermediate Court says $100 million was given to government officials. This company was dismantled between 2016 and 2020 and was run by a 50 year old Canadian Chinese businessman. It included 4 insurers, 2 trust firms, 2 securities firms and a futures company. Other such scandals including for stock manipulation were revealed by 2016. Xi Jinping was made president in 2013. He realized the danger to China of the extent to which the country's economy was exposed to illegal activity in business and what this could do to the country if the Communist party- the only party that China has known since 1900 and Japanese imperialist invasion other than the Nationalist Koumintang party-lost the confidence of the people and failed. The Nationalists party collapsed because of such illegal activities that profited a small group of business people and led to deep discontent in China in the 1930's and 1940's, the period when the Japanese overran most of China and setup puppet regimes. Corruption Control in Authoritarian Regimes- Lessons from East Asia by Cambridge University Press points out that this type of illegal activity led to the delegitimization of the Nationalists party which ruled parts of China not overrun by the Japanese during the period 1920 to 1949. This led to defeat to the Communists in the Civil war with little that even US help under General Joe Stilwell could reverse shown in Barbara Tuchman's book Stilwell and the American Experience in China. The US had not chosen to work with the Nationalists under Stillwell's leadership and Stilwell was even asked to resign by the Nationalists because he protested these illegal activities that undermined confidence in the government and made FDR deeply uneasy about the relationship with the Nationalists. Xi Jinping understood very well that this could happen again if these types of illegal activities were allowed to continue leading to policies he has pursued since 2013. He grasped that this would leave China without strong leadership at a time that was critical for its modernization. ...

Gail Collins of the NYT describes the Hillary she came to know during the period she was Senator, a liberating time for Hillary Clinton, when she could be more of a private citizen, free of the publicity and attention as an active First Lady.  She chose to take up her assignment as New York Senator by visiting constituents and getting to know New York state, coming from Illinois and settling in Arkansas with her husband Bill Clinton in the early years. As Hillary herself said that was the first time she had lived in New York, and it was a time in which nobody cared in a nation having gotten tired of hearing about the Clintons, a welcome moment for Hillary who chose in her inimitable style to get to knowing her constituents. Collins tells about the enthusiasm of middle aged women in those days when women used their husband's name just to get a credit card, and it was harder for women to get a job than men. Bill Clinton talks about the Hillary he knew at law school and the years in Arkansas at the Democratic National Convention in Philadelphia, and describes a real person that he came to know, not gregarious and easy with strangers as he was but with something deep inside caring for other people. One time he tells her that she could run for office, and she tells him in the courtship days that he was being silly that no one would vote for her. Americans must appear to Hillary as not caring much for First Lady or presidential spouses getting deeply involved in government, and American men not really passionate about women in key roles in government,  and as time passed and women in the thirties had grown accustomed to the newly won rights that Hillary and others had fought hard for to the point of looking for something new- throughout this Hillary was tested as never before. As the nominee of the Democratic Party for president she now had to prove that the old was also part of bringing in the new, that a passion for new encounters, experience and learning, combined with patience and perseverance, were also needed in the tasks of regenerating and renewal. If only she looked more carefully she would find that the first president having fought a long and difficult war for about ten years with men "half starved and often in rags", George Washington, also faced skepticism and doubts about him, which he alludes to frequently in his letters.      ...

He was able to bond with the public by having them sing along with him popular folk songs, including such tunes as "This Land is Your Land," "Michael Row the Boat Ashore," "So Long, It's Been Good to Know Yuh," "On Top of Old Smoky," "Turn, Turn, Turn," "If I Had a Hammer." The title says it all. The Jobs bank the United Autoworkers trade union in the US setup in GM in 1984 threatened American automaker GM's very survival in 2006. It put workers who were not needed at GM in a jobs bank. It basically meant the idled workers -many of them close to retirement -would stay there till they retired doing nothing collecting full salary. As Mohandas Gandhi had done for India in Hind Swaraj in 1910, the American labor movement needs to look at itself in the mirror if labor is to find its way into a world of dignity and fairness in wages that Mr.Biden truly seeks for American workers.   It was setup when GM had 45% of the US market and 415,000 workers. By 2006 113,000 workers were not needed with GM having lost marketshare to Japanese makers and the Jobs bank was costing GM about $10 million a week, half a billion a year threatening its survival. The Labor movement and the UAW union did nothing to fight its own membership and set it on the right course in union with management, putting at risk the very foundation that labor had put in place since Wilson, FDR and Truman for  fairness in wages and working conditions. Jeremy Peters tells the story in the NYT. That it was recent as 2006 and shows how much had gone wrong with the labor movement and the failure of its leaders to do the right thing. The Jobs Bank says NYT was intended to prevent manufacturers from shifting manufacturing overseas, instead it did just that by undermining confidence in unions and the American labor movement, and in American workers. Two crippling wars initiated by Republicans Bush and continued by Democrat Obama, disinvestment in American manufacturing, companies like Apple shifting their entire manufacturing through outshoring to Taiwan and China, the 2009 crisis from deregulation of American banks, led to the loss of not one, but two decades for America. In today's news a modest $2 in minimum wage increase from $15 to $17 over 3 years is all that New York governor Kathy Hochul could get- even though Assembly Democrats were asking for more- to give American workers and families a fair wage to meet the cost of living crisis.  ...

Gen. Martin Dempsey took a cautious approach to U.S. involvement in Afghanistan and Syria. He did not approve of the way Gen. McChrystal expanded U.S. involvement in Afghanistan, and the hasty manner in which the Iraqi army was trained under his predecessors leading to some commanders being appointed who later became members of sectarian death squads. Under his command the U.S. limited its role in Afghanistan and Iraq and handed more responsibility to local forces. Gen. Dunford who succeeded Dempsey as chairman Joint Chiefs of Staff for the U.S. follows the cautious approach set by Dempsey. Dempsey's approach extends to what he believes is an Heisenberg effect in physics where when you you observe or touch something it changes the way it functions and operates. For critics such as Senator McCain, who served in Vietnam as a pilot, if Dempsey did not want to intervene in some country, he could invent the reasons not to get involved. President Obama exceeded the caution exercized by Dempsey, leading to a situation where the U.S. after hasty action under a Republican president seemed to lurch in the opposite direction under his Democratic successor by not taking action where U.S. presence was needed, followed by a corrective course to make up for this....

A coordinated release of petroleum reserves from the International Energy Agency and 30 participating countries is planned in the event something like the attack on Saudi oil facilities happens. About 5% of the worlds oil supplies were put out in the attack. If 7% are lost then the IEA would step in to call for release of petroleum reserves of individual countries. As of July 2019 1.5 billion barrels of oil are in storage in emergency reserves. U.S. SPR reserves are estimated at 644 million barrels and the figures are 100 million barrels for each of Germany, Japan and France, and China at 344 million barrels. These man made caverns are as long as 2000 feet.

The last time this release happened was in 2011 after the Libyan war disruptions.

U.S. president Trump signs an executive order on March 28, 2017, reversing the American commitment to the Paris climate change agreement. The executive order also lifts a moratorium on the sale of coalmining leases on federal lands. The Obama administration 2015 clean power plan was designed to restrict greenhouse gas emissions from power plants. It was blocked by courts in 2016. Trump says he is reversing president Obama's war on coal. Earlier he approved the Keystone pipeline for bringing oil from oil sands in Canada to the U.S.. Under the Paris agreement the U.S. agreed to cut greenhouse gas emissions 26-28% by 2025 from 2005 levels. Market changes including the availability of cheap natural gas from technology advances fracking and hydraulic fracturing is leading a shift away from coal, apart from Obama administration regulations. Another factor is the long term trend towards cleaner energy, with large energy producers such as American Electric Power and other companies planning for the long term which is likely to be in the direction of cleaner energy. Prime minister Abe of Japan and President Jinping of China meet for 25 minutes on the sidelines of the Asia Africa Summit in Indonesia, on April 21, 2015. In a sign of thawing in relations both sides take an active interest in improving relations. This is the 60th anniversary of the Bandung conference in Indonesia, and Japan restated its pledge during the 1955 meeting of Asian and African leaders to not use force in territorial disputes. Abe said he had "deep remorse" for Japan's role in World War II. Xi Jinping's speech covered China's effort to build the "Silk Road" infrastructure projects in Asia and Africa, and said the AIIB bank was seen positively by the international community. Jinping emphasized the joint responsibility of both countries for peaceful development and regional stability. Abe suggested that a communications system for emergencies be established between the two countries and a defense dialogue be setup.

As the market in larger cities matures, the market in Tier 2 and Tier 3 cities is where most of the growth is expected in China's market. An expanding middle class is one source of buyers. One forecast is for 51% of Chinese families having disposable income of 106,000 yuan to 229,000 yuan or between $17,000 and $37,000 by 2020, according to McKinsey. There were only 6% in that income range in 2010, showing how skewed the income distribution was, and why the growth of luxury cars has benefitted BMW, Benz and GM. A new generation of younger buyers is another source of growth- Nissan's chief planning officer, Andy Palmer estimates the youth market at 240 million. This group is being called the Transformers generation. A big surge in buying for SUV's has helped companies such as Ford Motor Company. Benz and Ford plan to add new dealerships, with Benz planning dealerships in 40 new cities and opening 100 new stores in 2014. Audi is planning a new certified used car program to keep used car resale values high....

This years pension hike of 5.35% in Germany is being completely eaten up by the inflation of 5.1% leaving pensioners in the same situation as before after many years when no adjustments were made. The catchup factor for meeting cost of living changes and inflation was put on hold by chancellor Merkel in 2018, another way social goals were not met under Merkel while infrastructure and child care were also neglected. Only now under a SPD Greens coalition are these problems of falling standard of living being tackled.

During the last decade most of its strength was in the Dresden region in East Germany.
