Anaya is known for cost cutting as head of Mexico's government healthcare institute. This report in the WSJ cites a Pemex official who says at one point in Jan 2016 Pemex was down to $8 million in cash. Under Lozoya Pemex failed to introduce financial discipline ahead of collapsing oil prices. Anaya is expected to cut spending by 19% or $5.8 billion. Mexico's governemt made a capital injection into Pemex of $4.2 billion to pay debts to suppliers, and offered tax relief of $2.8 billion. Pemex output is down to 2.2 million barrels a day in March 2016, decline of 4.5%. Pemex cuts will come in putting off exploraion spending of $800 million in one field in the Gulf of Mexico and paying less to rent oil platforms.

The task, he says, is to identify the excellent teachers and transfer those skills to other teachers. He makes no mention of enriching the teacher pool, by attracting brighter education oriented people from society into teaching. He make some generalizations about class size and teachers studying for advanced degrees, saying they have no impact on educational achievement. This may be relative to the situation, depending on the actual class size and the numbers involved. And higher educational attainment by teachers is hardly a drawback in what the teacher can impart to students. It shows teachers actively engaged in the educational process themselves. Gates talks about improving education without additional spending, but does not address the issue of cuts in education spending in states that are reducing deficits. ...

"My economic plan is working and we are just getting started," says president Biden about the US economy as it registers growth of 2.4% in the second quarter. Inflation is cut to 3% from about 9% last year. Even US central bank Fed increases in rates by 5 percentage points since March 22 at consecutive bank meetings has not slowed down the US economy enough. Biden says there is nothing accidental about this. Biden pushed investment in the US. Business investment increased by 56% in the last quarter accounting for a third of the economic growth, much of it in infrastructure, in bridges and roads, in manufacturing plants. Biden administration has allocated $299 billion in infrastructure funding for projects, another $503 billion is done by private investment. And more is coming down the pipeline.

Lindner met with senior FDP leaders in Potsdam to plan breaking away from the Scholz government 2 months before it happened on November 5. Lindner was fired that day by Scholz after making unacceptable demands including scrapping climate action targets, and reducing investments in infrastructure. The supplementary budget passed by Scholz was to reidirect 60 billion euros of unspend Covid money to needed infrastructure and climate action projects. The German Constitutional Court declared it unconstitutional. 

The FDP is polling 4% which means it is headed to the situation a decade back where it had no seats in parliament. Which explains Lindner's actions seen as a betrayal by the Scholz government. The greens had advocated investment 4 years back which never happened because of Lindner and FDP opposition hurting the German economy's resilience.

England and Ben Stokes as captain- Third Test win with India at Lord's July 2025 by 22 runs. Carse and Archer seamers get the final day's wickets to beat India. India and England were tied in first innings score of 389. In the second innings Sundar with four wickets bowling out Root, Chris, and Stokes ended England's inning at 193 runs in second innings. India could not get off to a good start losing wickets of Gill, Pant, and Rahul, with the tail end struggling to get to 170 with a partnership for the ninth wicket between Jadeja and Bumrah. In the end India lost by 22 runs as the game swung one way then the other. Stokes remained the motivating element for England.

The International Energy Agency sees a shortfall of 12.5 million barrels a day when it compares the needed 37.5 million barrels a day by 2015 with the planned supply increases showing 25 million barrels a day. A lot depends on the assumptions and what the 37.5 million barrels a day is based on. Does it account for a slowdown in the world economy and a drive for fuel efficiency and conservation habits by 2015? How much of this is reflected in the numbers? And on the planned increases of 25 million barrels a day- does it account for increases that may be planned in 2009 and 2010 in response to prices above $150 a barrrel which is expected? The IEA has a team of 25 analysts working on the forecasts but it gets no cooperation from Saudi Arabia about its individual fields production, and Venezuela, Iran and China also keep their information a secret. Germany will reach 85% of gas storage with Russian gas reduced to 10% of consumption by September 1, 2022. The next target is to get it up to 95% for German gas storage facilities by November 1, 2022. "The reservoirs are filling quicker than planned," German Economy Minister Habeck told Der Spiegel. The big part of gas supplies are now from Norway and Netherlands. And LNG supplies will come from France.

Layoffs at Microsoft, Amazon and Google are offset by more hiring. So that the companies are smaller by a small margin in 2023 compared to 2022, yet way larger than 2018. WSJ looks at the growing size of these companies. At Microsoft the headcount is 101,000 outside the US, a 70% increase since 2019. Apple's 161,000 employees are much higher than the 137,000 in 2019. A small trimming of employees only took down 3000 employees.

Prevailing bets in financial markets by investors are that inflation over the next 12 months will be 3.3%. This is also reflected in the way oil, copper and commodities markets prices are declining. Some of the decline comes from sharply slower growth in China of less than 4%. As part of his plans to revive Sony, CEO Hirai plans to increase sales in emerging markets by 44% in 3 years. Sony is the leading brand for television, audio equipment, and notebook computers in India. Hirai plans to increase operating margins to 5%, and increase revenues by 33%, by March 2015. The outgoing CEO, Mr. Stringer reached 5.4% operating margin in the fiscal year ending March 2008, but things changed after the global financial crisis and the problems in 2011 with the tsunami and earthquake in Japan and floods in Thailand. Sony also plans to start a new medical business with medical diagnostic products, and endoscope type products that use its advanced image sensors. Sony plans to focus on mobile devices, digital cameras, and videogames for further investment.

Russian shadow fleet and about 80% of Russian oil now sanctioned after US sanctions on Rosneft and Lukoil- Feb 2026. This is putting more oil onto a fleeet of vessels operating under Comoros, Sierra Leone and third nation flags, or even two flags, which the Americans and Europeans are tracking and diverting. Russia seeks to put this oil on an alternative tanker fleet it owns and which is insured by Russia, that goes from the Baltic and Black seas to the Mediterranean to refineries in Turkey, India and China. What thsi does is increases risks for Russia in shipping and for the Euroepans and Americans when ships fly Russian flags with military convoy. The overall effect of cutting Russian oil exports in addition to India committing to buy American oil and Venezuelan oil instead of Russian oil in its trade agreement with US, is that Russian economy may be in risky territory. Inflation is higher than official 6 percent at 16% interest rates, and this increases the risk. Budget needs within Russia may not be met as this continues. It is in Russia's interest now to conclude a peace agreement with Ukraine, now that the US has moved away from NATO/Europe to peaceful cooperation with Russia and competition with China. ...

Morgan McSweeney acquired power as an organizer removing Corbynite left politicians from the Labour party. He is from County Cork, Ireland, his father an IRA courier, who left Ireland to get a politics and marketing degree from Middlesex University. He helped Labour politicians in London during the Corbyn years and settled on Keir Starmer as the candidate for a shift to the center in politics. There was something strange about Labour's win in 2024 as it got only 34% of the vote and still a large majority. It now appears that this was a highly flawed win, as Starmer was never able to take positions on major issues without depending on McSweeney for advice and backtracking. Worse 50% of Labour's vote disappeared in 2026 polls by February hardly 2 years after the win in 2024, as the support McSweeney helped organize had no depth of conviction- most of it to Liberals and Greens under Polanski. The result is that even the Guardian is disappointed and says McSweeney installed Starmer as PM, and then made him "the most unpopular PM in history." Net favorability in Feb 2026 is -57 similar to Sunak of Conservatives in June 2024. A 75% unfavorable rating in Jan 2026. And 14 points below the Labour party in "like" ratings. Only 18% are favorable for Starmer. ...
