Manufacturing output showed brisk growth in the first quarter of 2011, growing at four times the estimated rate for the overall U.S. economy. The PNC Financial Group estimates growth for the first quarter for the overall economy at 2%. This growth is supported by exports to developing countries in Asia and Latin America with the help of a weaker dollar. American companies are also increasing investment in computers, machinery and other equipment. This has increased growth and profits for companies such as Intel, Caterpillar, Eaton, and United Technologies. Manufacturing in the U.S. is rebounding from the sharp drop in 2008-2009. During the first quarter it increased at an annual rate of 9.1% according to the Federal Reserve. In the second half of 2011 manufacturing is expected to slow to about 4%, according to Manufacturer's Alliance/MAPI. So far manufacturing has shrugged off concerns about oil prices approaching $110 a barrel and the earthquake in Japan. This growth has pushed the Dow Jones Industrial Averages to 12453, the highest close since June 2008....

China's strategy appears to be to allow the transfer of TikTok ownership to an American consortium and focus it's efforts on renegotiating the 30% tariff on China and China's response of 10% on the US. China is making an effort to protect industries in China that have surplus production. China wants DJT to meet Xi for a Summit in Beijing instead of South Korea as the US has suggested. And Xi  offers to make a visit to Washington DC to improve relations. Scott Bessent and the USTR Greer in negotiations  with the Chinese trade negotiator Vice Premier of Economic Policy, He Lifeng, in Madrid, have come up with an agreement. The US COngress has passed legislation requiring the sale of TikTok to US owners because of sensitive information issues. China now reversed its policy in April when it opposed this as it now sees little advantage in that policy and can concentrate on better trade terms from DJT. A stumbling block is the flow of fentanyl for which DJT imposed 20% of the 30% tariff on China, the other 10% being standard for all countries. ...

Oil prices dropped below zero for West Texas Intermediate WTI to be delivered in May ended on Monday at negative $37.63. For oil delivered in June it comes back to positive at $21, and at $32 in November.

What this reflects is that though oil supplies are being cut- including large cuts from market supply and demand forces in the U.S. -this is not reflected in the price today. Producers in Texas and Canada are not able to close wells fast enough so that suppliers are "hitting tank tops" and can't find places to store the oil. As a result the average day rate for VLCC, Very Large Crude Carriers ships which can store 2 millon barrels are up from $29,000 a day to $100,000. This is threefold and spot charter rates are six fold.

Tesco's decision to exit the U.S. market in Dec. 2012. Tesco's U.S. plan was made after research showing buyers would favor smaller stores than large supermarkets, and more fresh products. Tesco made its entry in the U.S. market in 2007 in Nevada, California and Arizona in areas with new housing projects. When the mortgage crisis hit in 2008, foreclosures and the recession affected these areas where new stores were opened. Some of the ideas were lost in the implementation. The format that worked in Britain failed to takeoff in the U.S. Many stores were located in area where people were used to driving longer distances and could find a larger store with more selection a few minutes away. American buyers preferred to shop for name brands with more selections, Tesco carried more house brands. Experts say Tesco failed to establish a clear proposition to buyers. Tesco faces a loss of 1 billion pounds on the U.S. venture.

The U.S. Federal Reserve Flow of Funds report for 2011 shows Fed purchases of 61% of total net Treasury issuance. Goodman points out that the net issuance of Treasury securities for covering U.S. budget deficits is normally 0.6% to 3.9% of GDP on average for the last six decades since 1950, compared to on average 8.6% of GDP today. A big jump in Fed purchases with a corresponding steep fall in the participation of foreigners and the private sector. Foreign purchases declined from 6% of GDP in 2009 to 1.9% of GDP in 2011. U.S. private sector- mutual funds, banks, corporations and individuals- purchases declined from 6% of GDP in 2009 to 0.9% of GDP in 2011. This helps keep interest rates low and funds U.S. government needs. Lawrence Lindsay pointed out in the WSJ in 2011 that Fed has itself boxed in being forced to keep interest rates low for years. If the government borrowed at a more normal rate of 5.7%, instead of the Fed induced rate of 2.5% today, Lindsay estimated the U.S. government would face an additional $800 billion in interest costs by 2021....

The WSJ looks at Elizabeth Warren's Medicare for All plan that marks a major shift for the U.S. economy.  Households would see their costs go down by $11 trillion, boosting their ability to spend on other goods and services. Because income and wealth was highly skewed in the past three decades in one direction, the spending capacity of lower and middle income households was pushed down. This and other similar plans would help restore a higher level of spending and with it an essential element of inflation of 2-3% to the U.S. economy which was missing in the last decade. This sets the tone for the kind of broad based recovery that happened after 1950 that strengthened America's middle class and made it the core of the economy, the core of the post World War II recovery in America and Europe. The plan would be paid for by higher taxes on corporations, tax rate of 21% for corporations going back up to 35%, and reverse depreciation schedules in the 2017 Republican tax law. The argument that this would reduce business investment does not hold that much says the WSJ because amid new trade tensions business investment has declined over the last 2 quarters, and has been sluggish overall. The other source for the estimated $13 to $20 trillion cost of Medicare for All plan of Elizabeth Warren is a 6% annual wealth tax on billionaires, in an attempt to have all pay their fair share and reduce wide disparities in wealth. Mark Zandl, chief economist of Moody's Analytics, says his sense is at the end of the day from a macroeconomic view- because $11 trillion in the hands of 80% of households who could boost spending after lagging behind in the last decade- the negative effect on business investment will be cancelled out by the higher consumer spending. The overall effect and today's context is infused in this analysis. Private insurance, premiums for insurance, and out of pocket cost that the public pays would disappear in this new system where all health payments pass through the government. Health insurance premiums paid by employers would convert into a new employer Medicare contribution to the government starting at an amount employers pay now and adjusting gradually toward national averages over time. Smallest businesses are exempted. Mr. Zandl says the most important aspect of this now is that Mrs Warren has shown that her plan's revenue sources match the cost so that the plan would not lead to deficits increasing and pushing interest rates higher, leading to negative effects on the economy. Republicans under Mr. Trump have paid little attention to expanded deficits caused by their tax law, and economists across the landscape have also shown less concern. Still attacks are made if the plans don't add up. For this reason a sound assessment in today's context of depressed consumers and an overall impact becomes essential. The WSJ quotes from a pre- assessment of Warren's plan by Simon Johnson, a Massachusetts Institute of Technology economist who co-wrote it with Mr. Zandl and Betsey Stevenson of the University of Michigan. What they point out is that putting cash in the pockets of the lower and middle class for spending makes a lot of sense today, and taking money out of the pockets at the way upper wealthy end,  does not contract the economy at all. Other effects they say are constructive by letting all workers get health coverage from the government instead of employers, this makes it easier to change jobs increasing labor mobility and productivity. A worker getting a better job and better utilization of skills could then shift without looking at the employer health care plan. Warren says there would be a five year transition so that workers in health care insurance industry can work in other insurance fields and in Medicare, no one would be left behind. Use of Huawei's equipment for 5G technology upgrade of India's telecom networks is seen as less of a cybersecurity threat in India and attractive in terms of its lower prices and technological advancement. U.S. efforts to prevent the use of Huawei's 5G networks equipment because of cyber security threat are hitting a roadblock in India where the cost of the upgrade to 5G is a major advantage with the Chinese telecom equipment maker Huawei.

Germany is considering letting Huawei supply telecom equipment after its cybersecurity agency report showed Huawei could not siphon off sensitive data for use by the Chinese government. Data rates for 4G networks have been slashed in India by 90% with the introduction of the Jio network. Hundreds of millions of customers make India a large enough market for new 5G technologies to be attractive for China's Huawei, making it harder for the U.S. to block Huawei in other countries.

About 15% of Americans are below the official poverty line of $23,492 for family of four. In 1975 3.7% of Americans were in deep poverty, defined as being 50% below the offical poverty line. In 2012 the Census Bureau Population Survey shows 6.6% of Americans in deep poverty, close to doubling the percentage of people in deep poverty. States in the southern U.S. and midwest have some of the largest increase in deep poverty- Georgia's going from 5.3% in 2000 to 8.8% in 2012. Mississippi and Indiana show similiar increases. And in D.C. with high income levels the deep poverty rate is at 10.4%, affluent communities have high deep poverty rates in their midst, higher than rates in 2009.

After the failed Unocal Corp. bid in 2005, China's policy has shifted to taking minority stakes, not taking an active role, and keeping Chinese managers at a distance from U.S. advanced technology. The result is a surge in investment in the U.S. and Canadian energy industry with $17 billion invested since 2010, according to Dealogic. By buying a small stake in a company Chinese government advisors see the opportunity to to get an entry into new markets and gain the exerience and knowledge needed to keep up with new drilling techniques. This comes at a time when China expects to become the world's largest oil consuming country because of the surging use of automobiles in the country, according to the International Energy Agency. Natural gas consumption doubled in China between 2006 and 2010 according to the BP Statistical Review.

The US oil embargo in 2022 is not a big decision for president Biden. The US only imports 3% of its oil and 1% of its coal from combatant nations in Europe's east. 70% of the oil from that region cannot find buyers because of sanctions risk says the WSJ. This WSJ view from the Editorial Board says Biden's policy of not boosting US fossil fuels production is contrary to what makes sense in the current situation of high oil prices. Seen from the point of view of US commitments at COP26 Glasgow and global warming effects on the planet, president Biden's commitment to boost renewable energy and use this as an opportunity to make the US less dependent on fossil fuels presents an alternate perspective. One that is needed looking beyond the situation that is faced in 2022.

China is exceptional in the speed with which it is moving on infrastructure projects. And this bodes well for American exporters like Caterpillar which is seein g big jump in excavator sales, and for China which may see thre fourths of the 6.5% increase in GDP in 2009 coming from infrastructure building. Fortunately there is still a need for alot of infrastructure development in China. Typical is the approval and start of work on the $930 million Xiangshan Island Bridge which will extend over the East China Sea and through mountain tunnels. Caterpillar CEO James Owen says of approval and start of construction as fast, "its something like nine months in the USA versus 9 weeks " in China. China has agood pipeline of projects and alot of planning work has been done for many years. For Xiangshan Island Bridge this goes back to1994. Liu Cijun completed a PhD dissertation in 1999 on bridge wind resistance, and the Ningbo native is now Chief Engineer for the project. Preparatory work on the bridge goes back to 2004 and the stone cutting ceremony in 2006. In August the bridge's feasibility report won approval from aplanning agency in Beijing, and in December approval by the Ministry of Transportation. Construction started in just 11 days after the Chinese government approved the project. China's investment in infrastructure has jumped by 102% in the 1st quarter of 2009 from a year earlier, according tho the National Bureau of Statistics. By comparison Washington has distributed $69 billion of its $787 billion in stimulus fundsto states and localities, which have spent $14 billion according to the WSJ....

A telemedicine program for mental health providers is being expanded and a suicide prevention program at Veteran Affairs Department is being expanded to other Americans. British prime minister Theresa May fires her Defense Secretary for leaking information on a review of the use of equipment from China's Huawei Technologies Co. in the UK telecom 5G network. May had agreed to let Huawei make some of the equipment for "less sensitive" parts of the UK telecom network, a decision opposed by Mr. Williamson and others in the Conservative Party. Canada is the largest supplier of oil to the U.S., supplying more than 2 million barrels of oil imports a day. Here the heads of the U.S. and Canadian Chambers of Commerce argue that a new pipeline from Alberta, Canada to Texas would supply an additional 1.1 million barrels of oil a day. The pipeline project- called the Keystone XL pipeline- has been under review by the U.S. government since 2008. An Energy Dept study in February 2011 found that the project should go ahead, but it is being held up for further environmental studies by the Obama administration. The delays may be the result of opposition to Canadian oil sands development. At the same time significant progress has been made in reducing the environmental impact of oil sands development. About 80% of the water used in the process is now being recycled. Tailing ponds containing waste product from the oil shale process are also being reclaimed for green land and replanted with trees and shrubs. TransCanada says the Keystone XL pipeline could create 20,000 new American jobs for construction, and 250,000 jobs in the long run. Strict environmental standards can be followed say Donahue and Beatty, because the U.S. is partnering with Canada....

Though she is not popular with Angela Merkel's wing of the CDU as shown in comments here in DW.com, Annalena Baerbock through her experience as Foreign Minister and her unconventional style, her habit of respect for the dignity of the many nation states in the UN, her natural empathy, may actually be a better choice today for the UN than a German career foreign service diplomat. Different issues are faced by the United Nations than the domestic and European centric issues faced in Berlin and in the approach to government in the Federal Republic. She has often been a keen listener and an eager student of international affairs in her interactions with other countries and cultures, and Baerbock may be an underappreciated asset of the Federal Republic of Germany in the early decades of the 21st century.

Whirlpool shifts 80-100 jobs from its Monterrey plant to an Ohio factory producing machines for laundromats. The Monterrey plant will not lose jobs because it is making more washing machines for the expanding Mexican market. Electricity is cheaper in the U.S. than in Mexico which provides some of the savings. Transportation from Mexico also offsets the higher wage costs in the U.S. of $18-19 at Whirlpool plants. According to Reshoring Initiative- which supports shift back of offshored jobs, the loss of jobs to offshore locations continues but is now being offset by job inflows to the U.S. Some of these inflows that receive less attention are manufacuring facilities being setup by foreign corporations in the U.S. as costs of energy decline and labor become more competitive.
