Reading for pleasure leisure reading in US at 29% and 23% for women and men in 2004 drops to 18% and 14%. Lyrarc's Movement for Global Literacy seeks to revive the practice of reading step by step including reading in English in the modern world, for improved functioning as citizens of the modern world, and enhancing the practice of reading for curiosity in different fields to expand one's horizons and that of society at large. The decline of reading is about 40% studies done by the University of Florida and the University College of London show, much larger than anyone thought possible over 2 decades in which the Nation has lost some of its dynamism. More shocking is that only 2% of 240,000 Americans followed in this study over 2003 to 2023, a mere 5000 parents out of 240,000 read to children every day. Equally shocking is that half of all Americans about 46% do not read at all and most have parents not in the habit of reading. Bad as 150 second attention span sounds  as average for Americans in 2004 UC Irvine professor Gloria Mark says this is now a mere 47 seconds. This is what social media and interactions with google, internet have done to America. The major loss is in the happiness that leisure reading and reading for fun gives us, the deep loss  for our mental well being that reduces stress and anxiety makes us feel better, says Sonke of the University of Florida study. ...

About 43% of newly admitted students in 2014 at nine undergraduate campuses of the University of California (UC) system are the first to attend college in their families. The UC system has striven lately to attract more students from underperforming high schools with many Latinos or Hispanics. About 28.8% of students admitted in the UC system are Hispanics in 2014, 27.6% White, 36% Asian American and 4% Black. 13% of students admitted are out of state paying tution of $35,000 per year compared to $13,000 in state tution, out of state students tution subsidizing the in state students. It was 5% in 2010.

With withdrawal of AC Milan, Inter Milan, Athletico Madrid and 6 Premier League Clubs, one of the originators of the plan for a Super League of soccer teams, Mr. Agnelli, thinks the plan cannot proceed. There is strong opposition from the Tory government in Britain to the plan, and soccer fans are critical of it.  Agnelli had clearly not thought of the fans response as the plans he had for a Super League remained a business concept and missed the fans who are what makes soccer what it is- a global sport with enormous enthusiasm of the people. AC Milan and Inter Milan in withdrawing cited fans and said we have to be sensitive to fan sentiment. Athletico Madrid referred to coach Simeone of Argentina, who said there had to be harmony between the fans and the club. Simeone said he backed fans saying "sporting merit has to be above any other criteria." The strongest response had come from Boris Johnson in Britain who within hours of learning about fan and public sentiment said there was no way this was going to happen. During this pandemic the sport of soccer has kept up a positive feeling for billions of people around the world who watch the sport on television. WHy did NHS Test and Trace fail to contact no more than 50% of the persons who tested positive. Why was it not able to followup with the people who needed to be visited in their homes to ensure isolation. Why was NHS associated in the name when the NHS had not been consulted and involved in the design of this service. In fact it ignored lessons from Germany where the contact tracing was entirely from local, started very quickly with the key being local or state employees who were diverted to this task and were skilled and motivated to do it. Why was this critical task simply handed out to outsource it to private companies.  Germany's example was there very early in March-April and it was working. Why reinvent the wheel. Setup quickly and entirely local it required only a desk, a desktop PC, and a national database to which PC was connected, the skilled caller being the key to getting people to talk to and cooperate. About 80% of those testing positive needed to be contacted. NHS Test and Trace was reaching about 50% and many that needed to be visited at home could not be followed up quickly. The shift is only now being made to go local. It worked in Leicester and other places but the learning came the hard way, as with many things during this pandemic. ...

US Trade Representative Tai and India Commerce and Industry Minister Piyush Goyal will meet in New Delhi November 22-23 on Tai's visit to New Delhi, Seoul and Tokyo to strengthen trade and investment ties for Indo-Pacific region. Following Modi's meeting with Biden in Washington DC the discussions with Tai will reconvene the India US Trade Policy Forum in 2021, and push forward with the negotiations for the Investment Incentive Agreement to increase investment in development projects in India. All aspects of investment, trade and industry will be covered as India builds a closer relationship with US in its drive for economic development that also strives to achieve goals for renewable energy.

Less noticed climate change action is coming from Brazil. The Amazon deforestation has been slowed since the new administration of Lula took office in Brazil in 2022. Forest loss has dropped by a third in Brazil and half in Colombia says this report in DW.com. One of the big pledges at the Glasgow Climate Summit said to cut deforestation. Tjink of the impact- a quarter of all greenhouse gas emissions from transportation come from deforestation and most of it from the Amazon (two thirds from Brazil, Indonesia and the Congo DRC alone). Ending forest loss by 2030 the goal of Glasgow would lead to 18.9 million megatonnes of carbon being removed from the atmosphere (GtCO2e) says the World Resources Institute.

UP Chief Minister Adityanath talks about the development work during each of the years of his government during the Budget session of the state assembly. He was reelected in the 2022 election in India's largest state with a population of 250 million. He presented a Rs 6.15 lakh crore Budget for development. A new report, "China: 2030," by the World Bank and the Development Research Center (DRC), has major implications for the course of action taken by new Chinese leaders. The limits to China's economic model with the dominant role of state owned companies has been pointed out in the past. It has now reached a point where China must choose to move to a modified model or face the "middle income trap" of countries like Brazil and Mexico, where income levels and growth reaches a certain level and then decelerates suddenly with little warning. The report makes some major recommendations that would modify the current system. It says the state owned companies should be supervised by asset management firms focussed on commercializing these companies, and not supervised by the State-owned Assets Supervision and Administration Commission (SASAC). The asset management firms would restrict the state owned companies on what areas they participate and sell off businesses to make it possible for private companies to compete. Zoellick says- "China needs to restrict the role of the state-owned companies, break up monopolies, diversify ownership and lower entry barriers to private firms." The state owned companies would be required to pay sharply higher dividends to the government which could then be used for social programs. Currently state owned companies invest in land which is sold by local governments for revenue helping fuel the real estate bubble. Significantly, the report had its origins when it was proposed by Mr. Zoellick, head of the World Bank, during a visit to Beijing in Sept 2010. It was supported by Li Keqiang, then vice premier, and now expected to be the new prime minister of China. The World Bank is widely respected by Chinese leaders because of its assistance during the early stages of reform in the 1980's. The DRC reports to China's State Council, a top governmental institution, and the No. 2 person at DRC, Liu He, is a senior advisor to the Politburo Standing Committee. He helped draft the current five year plan and is close to Li and Xi Jinping, the next president of China. The SASAC has opposed these ideas, especially any shift in its personnel selection of management at the state owned companies, which it shares with the Communist party's personnel department. Respected China economists say China faces large risks of a sudden sharp slowdown because the the state owned companies have largely copied foreign technology and have not generated enough technological advances, which will be needed for the next stage of growth. Lower growth rates could worsen problems in China's banking system leading to a crisis. The Conference Board, estimates China's growth at 8% for 2012, slowing to an average annual growth rate of 6.6% from 2013 to 2016. Barry Eichengreen of UC Berkeley, Donghyun Park of the Asian Development Bank, and Kwanho Shin of Korea University, say the annual growth rate will drop by at least 2 percentage points by 2015....

Mike Flynn, who briefly held the position of National Security Adviser before resigning, tells the FBI and Congressional officials that he is willing to be interviewed if he is given immunity for prosecution. Flynn, a former general, resigned after accepting that he misled White House officials about the phone conversations with the Russian ambassador. Also an issue and seen as improper is that Flynn was paid for speeches by Russia's state sponsored network RT just before becoming an adviser to the Trump campaign, according to documents given to a congressional oversight committee.

Attorney General Barr tells American business leaders that business with the PRC has short term rewards but ultimately hurts U.S. interests. FBI Director Christopher Wray says the transfer of U.S. technology "is so massive that it represents one of the largest transfers of wealth in human history." All this has happened as communities and towns across the U.S. lost jobs as they were shifted out of the U.S. in large numbers over twenty years in accelerated manner leaving U.S. manufacturing weak. The pandemic showed the weakness of existing supply chains for delivering benefit to the American people.

Coronavirus testing is taking off in the U.S. for the first time after the U.S. Federal Drug Administration relaxed testing regulations on February 29, and as more universities and hospitals develop their own testing technology and apply it. The FDA has approved more than 15 tests and many more are awaiting approval. 

This includes UC Davis, Washington University School of Medicine, Brigham and Women's, Harvard Medical School, Mount Sinai Medical Center in New York City, centers that are running the tests limited only by the shortage of reagents supplies.

How a small Kansas town of Grinnell in America finds a way to deal with the rural-urban divide and covid anxiety generated in the tumultuous years of 2020-2021, is the subject with pictures of this report in the WSJ. Grinnell is heartland America and its residents find a way to set Kansas and America in the right direction. One one side some resident worried they would end up like Minneapolis or Portland with protesters. An incident of drivers along Highway 70 emptying shelves of toilet paper in neighborhood stores is seen negatively by some  Grinnell residents and leads to forming an Emergency Preparedness Group to prevent outside agitators from creating problems. Others like the Enlightened Ladies Group try to calm things down. Gene Tilton, 84, and his son 63 years, whose family arrived in Kansas in 1880's did'nt see the need for forming some sort of vigilante group. He raises cattle and crops on a 10,000 acre farm. Michael Machen who practiced medicine in Gove County for 35 years also felt the same way and believed law enforcement could tackle the problem if there was one. Sheriff Mesch attended the Gove County emergency Preparedness Group public meeting by invitation in January 2021. This about the time when the Capitol in Washington DC was stormed by protesters and the country was divided after the election. At that time after 19 months of coronavirus deaths, racial unrest and political violence America was on edge, communities all over America were struggling with the idea that the immediate threat they faced was from other Americans not foreign adversaries. The sheriff told everyone at the Emergency Preparedness Group's public meeting where he stood- law enforcement could handle any threat and he didn't anticpate anything his deputies could not handle. He told the Emergency Preparedness Group that he appreciated their sentiment though, if he needed help he would ask, yet concluded that is the only way. From that rebuff by the sheriff the Group paused its activity and shifted its message to offering to help anyone deal with the deep cold spell in February, to cope with snow, tornadoes, fires, rattlesnake bites and similar hazards. They sponsored first aid classes, and a "Homesteader Gardening Class." Soon their idea was "we're here to help people, the last thing we want is for people to be uncomfortable." "Gove County" says Don Tilton, "has moved on." So must America today. ...
