The US is also shifting in this direction for both Democrats and Republicans with Biden policy to close the Mexican border. This ends a period of relative tolerance which set back goals of workers and their families for a decade or longer as anti migrant parties used the protest vote to oppose worker rights and shifted the economy into the hands of pharma, oil and tech companies, billionaires in the US, UK and Europe at the expense of workers, middle class, and students.  ...

Indian prime minister Modi says India "will go above and beyond" the 2015 Paris climate change accord. He said at a news conference with French president Macron that it was "our duty to protect Mother Earth." He said after the meeting that the Paris accord was "the common heritage of the world," and "a gift that this generation can give." India has set ambitious goals for solar and wind energy as costs of solar become competitive with coal. Because India desperately needs energy for over 200 million people who lack electricity, India's shift away from reliance on coal may be a lesson learned from the damage to air and water in China's two decade industrial expansion based on coal.

Rationing of energy would happen if Russia completely cuts off gas supplies to Europe. Prices would essentially become meaningless, says this report. Supplies coming through Ukraine are limited to 18% with the rest of the 38% Russia supplies to European Union coming through other countries or new pipelines. LNG supplies from the US are increasing but not enough infrastructure has been built for this. This may explain also why Russia is acting now on NATO enlargement that it sees as its concern. Increasing shift to LNG and other supplies would make EU less dependent on Russia. NATO countries are also not spending enough on defense with Germany not yet at 2% and Scholz only going up to 1.5%. Russia has modernized its defense capabilities by comparison, the US mired too much in localized wars in Afghanistan and Iraq.  Russia was never "a regional power" as Mr. Obama had said with a vague understanding of European history, even while America's resources were wasted in two wars in Afghanistan and Iraq where American interests were not involved. Today the realization is that European Union and American leadership had failed under leadership of Merkel, Macron and in the Bush and Obama years. ...

The long and bruising process of exiting the European Union for Britain is being seen across EUrope as a lesson. Marie Le Pen in France and Salvini in Italy have dropped ideas of France or Italy leaving the EU. Nationalist politicians are now shifting to a new agenda of reforming the European Union from within. Voters are being reassured by politicians that it is best to remain inside the European Union. Chancellor Merkel has carefully guided the European Union through this crisis, first through the eurozone financial crisis, then through a period of migration to Europe from war torn Middle Easter and African countries, and more recently with president Macron of France facing the effort to get Britain to leave the EU. After Boris Johnson's win in British elections with 44% of the vote Britain now faces the difficult choice especially for hard line Brexiters such as Mr. Jacob-Lees Moog and Johnson, to either accept European rules, regulations and standards over which it has little control or lose market access to the EU. Hospitals in Europe are filling up quickly in the second wave of coronavirus. Coronavirus patients had to be transferred by helicopter to Germany from the Netherlands because of overburdened Dutch intensive care units. National Guard troops were flown in from the U.S. to the Czech Republic to help. In France as cases approach cumulative 1 million about 2000 patients are admitted to hospital for coronavirus every day on October 29. At some point French hospitals could be overwhelmed this winter, and doctors having to choose which patients to save, says president Macron. In the Czech Republic a collapse of the health system is expected by mid-November says the prime minister. No one expected this to be this severe, he says.  About 40,000 patients are hospitalized for coronavirus in the U.S. During the last week the case are increasing by over 40% in the U.S. and increase in hospitalizations are expected. Recovery rate is improving from the first wave. At NYU Langone hospital system in New York with 5000 coronavirus patients hospitalized recovery rate is improving from 25% in March to 7% in October. Better handling of cases and knowledge gained by doctors is a big part of this. ...

It says the West - European and American leaders bear partial responsibility for the developments in Ukraine.  Another view that also is critical of the western leaders says that NATO's role needed to be redefined, Russia's role in security cooperation in Europe needed to be defined not in the old terms of European history but in a new way so that NATO did not become a new form of shifting Eastern Europe into the opposite of what it had become under the Soviet Union. The western leaders of the last 20 years never addressed these issues and allowed them to be decided by default by different countries in Eastern Europe, just as they engaged in small lengthy wars in remote corners of the world - in Afghanistan to Iraq. It took Scholz one year after the start of the Russian invasion of Ukraine to visit Ukraine. By comparison new German chancellor Merz visited Ukraine in three days after taking office. Merz in his first speech in parliament said- “In Ukraine, nothing less than the peace order of our entire continent is at stake. In this historic moment of decision, Europe must stand together more closely than ever before.” Starmer of UK and Macron of France had already formed close relations with Ukraine in 2025. Merz, Starmer and Macron now have a clear objective not to let Russia advance its objectives in Ukraine or Eastern Europe.  This report by NYT's Schuetze and Santora from Berlin and Kviv, shows the changing situation in the war. The war is now expected to to go on for another year as the Russian side sees its economic industrial base larger than Ukraine's industrial base letting it prevail over time. Russia has spurned the offer of US peace negotiations or tacitly agreeing to it but continuing the war with large missile attacks on Ukraine. In this situation Germany plans to help build industrial base in Ukraine for war effort and supply arms and equipment, financial help. Alas, economists and intellectuals such as Gita Gopinath of the IMF, just don't get it when they say the EU can increase growth by half percent meeting labor shortages using immigrants. As WSJ reports 50-60% of asylum seekers in Netherlands since 1999 are less skilled /less educated immigrants, are unemployed or on benefits.The new view across all parties is lets stop the immigration surges, its too overwhelming for the people to deal with, so that we can focus on cost of living and low wages for workers. Across Starmer's Labour in Britain, across Biden/Harris Democrats lined up with Republican Lankford in the US pledging to sign the legislation to close the southern Border, and in France Macron's premier Michel Barnier wants to do the same.   Mette Frederiksen of Denmark was a pioneer in the EU in showing that immigration acts as a distraction that hurts the working class as it distracts people from the key issues facing workers of cost of living and low wages, poor benefits. She was elected as a Socialist party leader in Denmark in 2015 and as prime minister in 2019. Sahra Wagenknecht, follows Mette Frederiksen, herself a daughter of immigrant, has formed her own party out of Socialist Die Linke in Germany which is now getting about 15% German voter support, 25% in the east, along similar lines to pause and stop immigration because it hurts the working class. In other parts of EU- France's Macron coalition has a prime minister who has called for a pause on immigration. US president Harris and Candidate Harris have pledged to sign bipartisan legislation drafted by Republican Senator Lankford to close the southern Border. The European Asylum Agency has the numbers at just over one million asylum seekers in EU in 2023 and agains in 2024 split by country- Germany 127,000 24% France 77,000 15%, and Italy and Spain 87,000 each 17% each Belgium, Netherlands and Austria 17,000 each at 3% each, Greece a bit higher. Some like the US and Germany with stronger economic base and industries can absorb the educated immigrants from middle class fleeing wars and strife, and less educated immigrants in construction and hospitality. The bigger danger is in creating support for parties that will use the issue to take whole economies and countries backwards by further depressing workers wages, benefits and rights, exacerbating social divisions around race and income that they say they will solve but have no economic policy to do this. All socialist and socialist democratic parties have grasped this in 2023-2024, some earlier by 2019. ...

After Macron and Merkel flatly reject Britain's appeal for direct talks, Mr. Boris Johnson says it is now looking "very, very likely" that Britain will leave the European Union without an agreement. Johnson said this was a potentially "wonderful" outcome. Both sides want to be seen as not responsible for the failure of the talks. The stumbling bloc is the adherence to EU rules which Britain rejects as infringing on its sovereignty, and EU's fears of Britain relaxing its environmental and other rules to gain unfair competitive advantage in business.

As the FT notes in a separate story the problem is that there are too few businessmen with the capacity for execution, managing debt capital effectively, and vision for areas in which there is huge unfulfilled demand in India such as electricity (thermal power plants) and renewables  (solar), logistics (ports modernization). To achieve the 450 GW goal for India in renewables Modi still needs execution and speed, to bring electricity to every home thermal power based on coal. The speed with which this Indian company managed the shift is also rare. Another company accomplished similar goals in connecting India in 4G- Jio.  This FT report looks at how this Indian company was able to navigate the seas and rocky shores as it built up debt of $30 billion. During the pandemic this venture spirit continues with the help of companies such as Total of France which acquired a 20% stake in Adani renewables. With such investments the French have a stake in renewables, defense an other areas of the Indian economy, as India pursues global finance to fund its development, a commitment to India's resilient development renewed by Mr. Macron of France this week and to be renewed by Mr. Biden in his meeting with the Quad 4 countries on September 25. ...

German chancellor Merkel says leaders today are stuck in their own digital echo chambers and not doing the diplomacy and bilateral communication needed. Lack of diplomacy is worse than during the Cold War, says Merkel. "We live in a world where lack of speech is more pronounced than during the Cold War." She was gravely concerned by the number of conversations she had with world leaders who rarely speak to each other, and who become inward looking even as the global economic links bring countries and regions closer. This is happening with the situation in Libya and Germany has convened a conference of world leaders including France, Russia and Turkey, and both sides in the war in Libya to talk about the essential steps for peaceful resolution. Germany wants to prevent any recurrence of the situation that resulted in refugees fleeing North Africa in 2015. What were the mistakes made during that crisis? Merkel says "The mistake was not to have paid attention to create an environment where people can stay in their own country."  Germany has no intention to let that mistake be repeated in Libya. The Berlin conference of world leaders shows Germany is serious, and is getting world leaders Putin of Russia, Macron of France, Erdogan of Turkey, together with Mr. Trump's representative Pompeo of the U.S. to prevent any recurrence. ...

German chancellor Merkel imposes a partial lockdown in Germany starting November 2. This is followed by an announcement of a lockdown across France by president Macron. On October 28 German daily cases went above 14,000. Only 25% of intensive care beds are now available, creating a very serious situation. Meetings in public will be restricted to just two households of up to 10 people total. No crowds at sports events. Restaurants and bars will close except for take away. Schools and kindergartens will remain open. Church services and protests will be allowed to continue. Shops will remain open with one customer for every 10 square meters or 108 square feet. Merkel called it a "very serious situation," and said "we must act now to avoid an acute national health emergency." She told Germans the number of people in intensive care units has doubled in last 10 days, and in many areas it was no longer possible to track and trace infection chains. In 75% of the cases the source of infection is unknown. People are encouraged to work from home and companies encouraged to make this happen. Companies with less than 50 employees and self-employed will get support from the government with  about 75%% of the income. Companies, institutions and clubs will also get federal aid. About $10 billion euros are set aside for this aid. ...

Federal prosecutors are working on a criminal investigation of China's Huawei Technologies Co. for allegedly stealing trade secrets from U.S. business partners. Huawei is the world's second largest maker of smartphones and the largest maker of telecom equipment in the world. One investigation looks at technology used by T-mobile to test smartphones. The Trump administration is aggressively following up on cases of technology transfer by Chinese companies and intellectual property theft.

Samsung has a 45% share of the market and Hynix Semiconductor has a 21.5% share, with Micron at 12.1%. Elpida Memory's CEO, Mr. Sakamoto says: "we never imagined the yen would become this strong." Plans for an alliance with Micron Technology did not materialize. Elpida was the result of merging the operations of NEC and Hitachi in chipmaking in 1999. Japanese chipmakers subsequently focussed on the high end chips for smartphones, moving production of lower margin chips to Taiwanese operations. Ironically Elpida comes from the Greek word "elpis" meaning hope, and the d for dynamic and a for association.

A meeting of European leaders from Germany, France, Spain, and Italy with African leaders from Libya, Chad and Niger, comes up with priority steps to take for reducing migration from African countries to Europe. Steps include aid to countries with high flow of migrants. The EU gave $10 million to Niger to fight illegal immigration. The French president Macron suggested setting up hotspots from where migrants could apply for legal migration. Chancellor Merkel cautioned that this applied only to humanitarian refugees and not to economic refugees. The presidents of Chad and Niger point out that the cause is poverty, and smugglers need to be diverted to other occupations such as commerce or farming. During 2017 to August 125,000 migrants have come across the Mediterranean on boats. Smugglers put people on small boats leading to many deaths and rescue efforts.

Russia invades Ukraine on multiple fronts, across Belarus, across its western border with Ukraine, on the pre dawn hours of February 24, 2022. Russian foreign minister Lavrov says "tense and detailed discussions" with US and NATO are still taking place. In talks with the US, president Putin of Russia had demanded that Ukraine commit to not joining NATO. The US insisted that this was upto Ukraine and that the territorial integrity of Ukraine had to be respected. Interventions by Macron of France and other leaders failed to bring the two sides closer. The US and Europe with a reluctant Germany looked at sanctions as a deterrent. This proved to be wrong. Mr. Putin has a passionate view of Ukraine and Kviv's historical role in the formation of the Russian state, evident in his televised address only 48 hours before the actual invasion. Ukraine has shifted between Poland and the Baltic states, Germany on one side and Russia on the other in its thousand year old history. The shift away from Bolsheviks and Communists under the Soviet Union after 1990 changed the relationship of Ukraine with its neighbors once again as Ukraine became closer to Poland and the Baltics, and Germany. Germany remains reluctant to revert to the relationship with Russia that led to 2 World Wars. During the leadership of Willy Brandt and successive German SPD leaders, as well as with Konrad Adenauer and CDU leaders, the goal was to build a good relationship with Russia. Merkel of the CDU went as far as accepting dependence on Russia for 40% of its gas supplies, after shifted out of nuclear energy and supporting a new Nordstream undersea pipeline for gas supplies.  The early reaction on DW.com and German television was one of shock as no one really expected that this would lead to a full scale invasion. Scholz of the SPD the new chancellor in 2022 was not active in forging anew consensus allowing NATO's Stoltenberg who is a former Norwegian prime minister 2005-2013 to frame the response of Europe. Norway's role in European security was marginal for most of the twentieth century. Other events had detracted from bringing active German and American participation in coming up with a framework of dialogue to address concerns of both sides and still build a common ground for peace- Afghanistan, the pandemic in its third year, China's deteriorating one sided trade relationship with America that hurt American workers and manufacturing. As a result China and Germany were essentially absent in building the framework for peace. Afghanistan hasty withdrawal made it harder for president Biden to come up with new approaches to build a common framework. President Macron made some faltering efforts on the fringes even as president Putin focused on the US response and its intentions with NATO on European soil, and declared that it was directly US Russia negotiations that needed to work. With this the whole framework of relations since the presidency of Reagan and the relations with Russia and China come to a close. And a new framework needs to be constructed that draws in India already or soon to be the most populous nation in the world, in an effort to build an enduring new framework. The voices of Eastern Europe need to be heard, yet balanced with the voices from India, China, Germany, Russia, and other countries in Asia, Latin America and Africa that are affected by world events. ...

For the approaching US midterm elections president Biden seeks to draw a sharp contrast with Republican Senator Rick Scott's Plan which he says would worsen inflation and increase taxes on working class families. Mr. Scott's plan is for sunset on all federal legislation and president Biden says this would include Medicare and Social Security. Mr. Scott also wants all Americans to pay some income tax to have skin in the game. At this time about half of all Americans pay no taxes says Mr. Scott. Former US president Trump continues to lead the Republican party in 2022  yet he faces a very different Democratic party under president Biden. Mr. Biden's focus is on his $2 trillion plan for Workers and Families, rebuilding American manufacturing and renewing supply chains, unlike Hillary Clinton whose lacked such a focus. Leading to Mr. Trump's appeal with working class families and disdain for traditional Republican policies that secured him the presidency in 2018 by defeating Hillary Clinton. The changes with president Biden's focus on workers and families are happening also in the European Union. Scholz and the Greens in Germany, Macron in France with potentially Melenchon as prime minister, and similar changes in Denmark and other EU countries suggest that there is a renewed focus on infrastructure, rebuilding manufacturing and supply chain renewal, rebuilding incomes and lives of workers and families, in Europe and the US. ...
