The Trump administration sends an official notice to Congress that it intends to renegotiate the NAFTA treaty with Mexico and Canada. The new U.S. Trade Representative Mr. Lighthizer served as Deputy Trade Representative under president Reagan in 1983. He says the focus of the negotiation will to promote economic growth and jobs by making improvements to the treaty. The notice does not mention major modifications of the type that were hinted at by president Trump earlier. The leaders of Canada and Mexico had asked president Trump to renegotiate. Republicans in Congress and business in the U.S. favor improvements instead of the drastic changes. Mr. Lighthizer's approach is stated in his letter that said "NAFTA was negotiated 25 years ago, and while our economy and business has changed considerably in that period, NAFTA has not." New provisions will be needed said Lighthizer for intellectual property rights, state owned enterprises, labor and environmental areas, with effective enforcement.  Because of the rhetoric and language used in the election campaign, it is important to note that Lighthizer has in the past negotiated favorable terms for the U.S. steel industry to prevent dumping from overseas. His style is the opposite of the president. He has stated- "I am friendly when negotiating. I am not theatrical. The art of persuasion is knowing where the leverage is." ...

The Trump administration's early proposal for NAFTA moves away from campaign pledges to completely renegotiate the treaty, instead taking the approach of working to improve the U.S. trade position in relation to Mexico and Canada. It includes seven objectives for tougher rules for labor and the environment favored by Democrats in Congress, and it also has support from Republicans with its effort to update NAFTA for changes in technology and in other areas since the accord was signed during the Clinton administration. The area in which U.S. and Mexican business are wary is one in which the Trump administration still seeks to keep the option of imposing protective tariffs, and a border-adjusted tax to level playing field for differences in taxes, as well as other measures to protect American jobs and interests. Because any renegotiated NAFTA also has to pass both houses of Congress this proposal took into account the different constituencies and interests for this issue. Robert Lighthizer, trade representative under president Reagan is likely to become the next U.S. Trade Representative and lead negotiator. Tankersley points to the broken links between economic growth and growth in jobs and incomes since 1989, which have created a shrinking U.S. middle class. In the postwar period before 1989, a one percent increase in economic growth generated a six tenths of one percent increase in jobs growth during economic recoveries. During the 1992 recovery under George Bush this was down to 0.4%. In the 2001 recovery under George W. Bush this dropped to 0.2%, during the current recovery under Obama this is at 0.3%. Income growth also showed a similiar pattern. Median household incomes declined from 1990-1992 and from 2002-2004, after adjusting for inflation, even with economic growth of 6% during this period. For the 2009-2011 recovery period the economic growth was about 4% yet real median incomes increased barely at 0.5%. By contrast from 1982 to 1984 with economic growth of 11%, real median incomes went up by 5%. The result workers median wages are lower now in the beginning of 2013, after inflation adjustment, than at the end of 2003, and real household income lower in 2011 than in 1989, says Tankersley. Why were the recoveries of 1990 and 2001 for the most part jobless? U.S. Federal Reserve studies show employers mindset had changed, instead of hiring back laid off workers during recoveries, employers did not add many jobs. Automation in factories requiring fewer workers, global outsourcing and supply chains, manufacturing overseas, lack of union-management cooperation on wages and jobs in industries such as the auto industry, increase in temp workers, all played a part in creating fewer and fewer good paying jobs. Some of this is playing out worldwide. In Japan the economic recovery has also come with similiar costs- moving jobs overseas for the auto and electronics industries, increase in temporary worker jobs with lower pay and benefits to about one third of all jobs, and depressed consumer spending as a result lowering the economic growth potential. Even the recent German economic recovery has come with an increase in lower paying temporary jobs and driven by exports to Asia. For the U.S. the situation was worsened by three additional factors- housing foreclosures and the hit to savings from the 2008 financial crisis, high cost of college tution and resulting debt, and the high cost of medical care. The Obama administration's effort to increase the minimum wage would help the poor, but do little to address the broken links between economic growth and jobs growth/income growth. The push for college education does not address affordability and neglects jobs training. Most of the questions raised by the changing patterns remain unanswered, which may be why Obama calls this a generation's task, not that of one administration....

Spiegel Online provides a inside look at the leader of the Law and Justice Party which was elected to power in 2015. The liberal opposition that was in power since the fall of communism has seen its popularity decline in the rural areas of Poland, especially in the east. The urban-rural divide seen in other countries such as France is acutely present in Poland and other parts of Eastern Europe, with poor governance and a tendency for economic gains made under capitalism following the fall of communism to go to more educated people in the large cities. The party's leaders are Lech and Jaroslav Kaczynski who were president and prime minister from 2005 to 2007. At the time they were seen as outsiders lacking the sophistication and experience in government of the liberal opposition under Donald Tusk, who now is head of the EU Council since 2014. Tusk was prime minister of Poland from 2007 to 2014. Lech Kaczynski was killed in a plane crash in 2010. Jaroslav Kaczynski appoints members of his party to key positions in government including prime minister Duda. Kaczynski is strident about the manner in which the gains since Poland joined the European Union have gone only to certain groups able to benefit from capitalism. At a recent party congress near Warsaw he is quoted here as saying: "We are here to ensure that everyone in Poland has the same opportunities, regardless of where they live, in the cities or the country." Kaczynski's appeal is in offering a generous welfare state for the middle classes- small businessmen in villages and towns across Poland, common people, with subsidies to tackle the cost of living. His focus is on the "pathological" consequences of economic liberalism after the fall of the Iron Curtain, privatization that benefitted a few, including Kaczynski says former communists and dissidents. Small businessmen felt the inroads of large private retail chains, and families felt the problems of lack of investment in schools and kindergartens. The liberal opposition can only offer the hope that being a reliable EU ally will ensure prosperity, which does not go well with the eastern part of Poland. As a result the Kaczynski government is moving away from the ideas that anchor the European Union. It sees the rule of law and independence of the judiciary as something that can be changed to where the president appoints members of the Supreme Court and the judiciary. Protests in Warsaw and the large cities are taking place against these moves. Der Spiegel says this could end up the way it happened in Britain where it simply stumbled into leaving the EU just by accident. This is the situation in 2017. It could be a temporary process that is a response to the excesses of capitalism. As Kaczynski says to create a level playing field for all parts of Polish society by smoothing out some of the harsh effects of rampant capitalism. Or as Spiegel Online points out a shaky period in which the EU and Poland are at odds- ironically with Donald Tusk as the head of the EU confronting both Theresa May and Kaczynski.  ...

Once again the unemployment statistics lie- women's unemployment at 5.7% in 2014 does not reflect the real story. The number of women employed in 2014 is 55.2%, worse than in Oct. 2010. Many women looking for work give up and drop out of the work force, these women have not vanished, they are simply not being counted in the frequently quoted unemployment statistic. This spells bad news for Democrats in the midterm 2014 elections- today the households making less than 30,000 are almost evenly split on whether they vote Republican or Democratic 43% to 46%, according to polls by Pew Research Center, compared to the 2012 presidential election figures of 35% to 63%. Interestingly the reverse is true for voters with incomes over $100,000 where voters are about evenly split for Republican or Democratic choices for Congress. In 2012 presidential elections the Republicans had a 10 percentage point lead for this income group. Democratic advisors Carville and Greenberg advise not even mentioning the word "recovery" for the U.S. midterm 2014 Congressional elections. About 6.7 million people had multiple jobs in 2010, the figure now is 7 million. About 2.62 million people say they had part time jobs because they could not find full time work in April 2014 up from 2.57 million in Oct. 2010. A separate piece in the WSJ May 20, 2014, shows 10 million U.S. households under water on mortgages and another 10 million households having less than 20% equity in their homes in 2014....

Galston cites a Federal Reserve Board of Chicago 2014 study showing setbacks for black people in achieving improvement in income status. Even for children born into middle income black families about 55% are expected to fall below middle income status compared to 36% for children of white middle income families. The problem is not just the gap as Galston points out but what it says for the declining income mobility for the white middle class when 36% are likely to see declining status and prospect for the future, and 23% will see no improvement. Overall it shows a lack of income and social mobility for whites and minorities alike compared to the past improvements since the 1960's, not a bright prospect and less hope for the future the way things are, and why so many of the establishment candidates and existing policies are being questioned by voters.

WSJ reporter Monica Langley provides a glimpse behind the scenes of how Donald Trump comes up with his attacks on rivals, and statements on immigration, terrorism, refugees. Trump pays close attention to what is riling voters on any particular week, but other rival politicians are not willing to say. He looks for what resonates with the public, and in today's environment where politicians are cautious, careful and plodding, this strategy works. Donald usually puts down a few points on his private plane, looks at reports from campaign staff, yet makes all the decisions himself on what and how to say it. His memory helps, he says. And he has a flair for words, sounding uncouth at times, but yet choosing words carefully enough to sound reasoanble to his audience. In Jan 2016 this approach has worked for Trump in the Iowa and New Hampshire primaries, stalling progress by rival Ted Cruz, and holding back other rivals. Yet this approach has its risks as the primary season progresses. One of the changes in the Republican party politics in 2016 is the emergence of two candidates Donald Trump representing the white working class, and Ted Cruz representing evangelicals, who are both strident and willing to take strong positions on issues in striking contrast to leading Democrats. Trump on China, immigration, refugees, and Cruz on taxes, cultural issues for evangelicals, IRS, Affordable Health Care Act, and both candidates on terrorism. ...

Krugman looks at the economies of indusrialized countries in 2014-2015. He points to the errors made by the Riksbank in Sweden to increase interest rates prematurely when a recovery was not on firm ground, ignoring the advice of deputy governor Lars Svensson. Sweden now faces the prospect of little growth and deflationary tendencies. He compares the decision of the ECB to raise rates in 2011 with Japan's decision to prematurely raise rates. The austerity policies in the EU driven by Germany and the lack of political consensus in the U.S., are faulted for making the situation worse when compared to Japan's poor handling of the situation. He says fiscal policy did not do enough in Japan to create growth, in the EU he says austerity policies were actually destructive of growth.

Columbia University Professor and Nobel Prize winner, Edmund Phelps, gives suggestions for reviving the economy. He sees structural problems in the economy and recommends more inclusion. Higher employment, he says, will require a higher level of investment activity, higher business investment and new technology and products. Inclusion will require more attention to jobs gained at all levels. He suggests a program similiar to Singapore's, with a program of tax credits for companies employing low-wage workers.
