Jimmy Lai is one of the prominent Hong Kong businessmen who have actively spoken up for universal suffrage without screening of candidates by the government, instead of sitting by on the sidelines. He says he is not talking to the student leaders, and it is upto the young generation to take the initiative as it is about their future. At age 12 Lai was smuggled into Hong Kong by parents in Guangdong province in 1960, making him one of the older generation who has lived through the many changes in Hong Kong- from the British period, through the years of turmoil on the mainland in the seventies, the transition period and transfer to China under the Basic Law. He worked in factories instead of going to school, and later started his own clothing chain Giordano, followed by a move into media publishing. He is the publisher of the Apple daily and Next magazine publications which support the pro-democracy student movement. Lai says the roots of student protest are in the May Fourth Movement of 1919, a cherished part of Chinese history because it led to the awakening of China, sparked the interest in breaking away from the past leading to modernization, lasting for 2 decades till the Japanese invasion and Communist control. Lai says the protest movement is more mature than the movement in China at Tiananmen in June 1989. Another factor that makes this different is that the protest in Hong Kong does not chart out an indefinite future for China just when it is embarking on the path to modernization, the situation facing a cautious Deng in 1989 who experienced the chaos of the sixties and seventies. The movement in Hong Kong is about reinstating what is felt to be in the spirit of the Basic Law- universal suffrage in its true spirit and intent without prescreening candidates for 2017- it is a limited objective and does not risk the modernization drive, more likely to enhance it by keeping dialogue with the outside world open as China looks for new ideas to tackle many prblems left behind from the industrialization period of 1990-2014. ...

One more instance of capital misallocation as $75 billion is diverted by Microsoft into gaming with violent videogames taking priority over investments in education and healthcare. Advances in education have been neglected by all the so-called technology companies at a time when online education can use a boost as students are in the third academic year when school attendance is disrupted. Instead taking gaming to the cloud is seen as the next frontier by companies from Sony and Tencent to Microsoft. Microsoft sees this as a consumer facing business when it is mostly in enterprise software, yet education and related lifestyle branches in music, sports, and others are by far the largest businesses directly interacting with users. Apple has done this with music, Disney with sports through ESPN, and education advances at a time of growing demand and use in the pandemic have not been answered.

There is an acute need for foreign trained workers in European Union countries. Germany, Netherlands and Italy discourage migrant untrained workers illegally entering the country. Employers are asking the government to address labor shortages. Germany needs 400,000 trained foreign workers, Italy 280,000.  Germany will increase visas for Indian workers from 10,000 to 90,000 a year showing how quickly action is being taken first to stop illegal entry and second to increase legal visas. German Labor Minister Hubertus is shown here talking to students in Delhi during Scholz's visit to India recently.

Governments in Europe will now say they are getting trained foreign workers by legally bringing them into the country compared to the chaotic entry of less skilled migrants that caused deep discontent in the countries of Europe. Employers will guide this process in each country as they compete for the best talented educated workers.

Former employees of Google and Facebook have joined together to form The Center for Humane Technology. It plans to fight tech addiction in schools. A ad campaign is planned with $7 million from Common Sense, capital it has raised, and $50 million in donated media and airtime by DirecTV and Comcast. The idea is to educate students, teachers and parents about overuse of tech media leading to depression, other dysfunctional health issues. 

In one report even Tim Cook, Apple CEO says he realizes the dangers and is trying to discourage such use by his nephew. Some early investors such as Roger McNamee say they are horrified at what has happened with overuse of social media, especially health effects for a generation of school children and young adults.

Everyone over 50 years is to be given the vaccine in just a few months of 2021 by the NHS. A massive logistics and training effort is underway. The government changed the law to let student doctors, physiotherapists, and dental workers to give the vaccine. Retired doctors and nurses are called in. Britain has a war effort to counter antivaccine propaganda unlike other countries such as France and Germany. Compare that 79% of Britons are seeking the vaccine, 54% in France and 64% in the U.S. showing that the UK is doing a much better job. Vaccination starts next week for over 80 year old people. The world is watching.

In 2025 about $75,000 is considered income yearly for 2 adults and 2 children as the bottom rung of the middle class in America. About half the 70 million children in America, 35 million children are in conditions that involve need for food assistance and other aid, where the sense of income security, healthy food security, that was seen in the 1950's to 1990's the post war industrialization period is now missing in the closing days of the deindustrialization period of America in 2020-2025. WSJ's Dan Frosch provides this report from Binghamton, Broom county in upstate New York. At one time this area was part of the industrialization age in post war America. IBM offices were located here in Endicott. These office buildings of IBM are now being demolished. Instead of industry the economy depends on the University of Binghamton and the university attracts out of state students who bring in new investments in housing. Lower income yet middle class families face higher divorce rates with more single mothers struggling on incomes where they are on the border line for food assistance, and as wages creep up lose food and other aid. At income levels of $39,000 these families struggle to feed children. The poverty rate which declined during covid assistance period was already up in 2023 as government aid phased out under Biden and is now up further. A quarter of children in a once proud industrial region of America in upstate New York near Syracuse, now face poverty conditions. Life is a constant struggle to pay the rent, falling behind on utility or other bills and not having enough for food and other basic needs even at $39,000 year because of the inflation and cost of living having jumped in the last 5 years.   ...

California is now the first state in the US to make vaccination mandatory for teachers. Teachers who turn down vaccination will need to undergo regular testing. This goes into effect Oct 15, 2021. California is also considering mandating eligible students to be vaccinated to attend school. Different states in the US are setting different rules for mask mandates for schools. California and Illinois require them, while 4 states have banned mask mandates in schools. 

The mandates and other action have pushed the fully vaccinated rate in California up to 64% for residents over 12 years, compared to 59% nationwide in US according to health data cited in the WSJ. Teachers unions in California support the rules. The largest union California Teachers Association, with 310,0000 educators, says 90% of its membership is vaccinated.

Ramachandra Guha comments on the selection of Institutions of Excellence by the Government of India- ten private and ten public institutions- that can be turned into world class leaders in the education field. He says IIT Madras would be a better choice than IIT Delhi, IITMumbai and Indian Institute of Science in Bangalore are considered good choices. The choice on the list of Jio Institute is seen as strange because it is has no students and no campus and still at the concept stage. KREA is a better choice for an education project at an early stage, says Guha.

Institutions not on the list that deserve attention are Ashoka for the best social science departments, Jindal for infrastructure, Azimji Premji for research on policy issues, and Ahmedabad University for innovative trans-disciplinary approach.

Friedman describes the development of a tablet computer by a team led by Prof. Kalra and two professors of electrical engineering at the Indian Institute of Technology, Jodhpur, which costs less than $50 to produce. The new price point is needed to reach over 200 millon students in India who need such a device to escape poverty and poor teaching. The new tablet computer enables them to reach out to knowledge in language, sciences and math, and the humanities in the world outside them. This is an I-Pad like, internet enabled, wirlessly connected tablet. The average Indian family in rural areas saves $2.50 a month, and government support for its educational benefit could subsidize a portion of the cost. The tablet would bring distance learning, teach English, to students and help track commodity prices for farmers. Both sides are presenting the issue differently creating confusion. Many Misconceptions- 1. The Department of Education did not exist before president Carter set it up in 1976. 2. It does not run Education in the US. It mostly administers student financial aid programs. These could be run by the Department of Treasury where they belong.  3. Reagan called the education department as creating "a bureaucratic boontoggle."  4. The goal of Republicans is to take education back to the states. Well run states can then run it better than by one agency setting rules and responsibility lying in the states anyway, but creating a perception of diffused responsibility so that no one can be held accountable for the woeful state of American education. Math and reading comprehension skills for students 8-15 years at different grade levels from 4th grade are dismal. US ranks low across developed countries in math and reading comprehension skills. 5. It is about sending education back to the states and parents where it belongs. Once states compete there will be an effort to  copy the initiatives of states delivering better results in math and reading comprehension. 6. After campus protests on Gaza the US government to prevent antisemitism on campus took action to see that campus police can prevent student unrest. Columbia University president resigned and Katrina Armstrong was made interim president. Columbia lost $400 million in federal funding of the $1 billion it gets each year. Armstrong made an agreement with the US government last week to get strong campus police enforcement and after explaining this to faculty resigned. An Turkish activist on the Tufts University campus on student visa had her visa revoked and was flown to Louisiana to be expelled this week.

Xi Jinping in his New Year speech showed an awareness of the vast changes taking place and the need for humility, listening to different viewpoints during the pandemic. Ford exited China and GM took  $5 billion charge on its China business. Chinese makers of cars, EV's, laptops and cell phones have the major share of the market. A small test is happening over student exchanges as the EU's Leyen revives the plan for a 4 year college level student exchange. Here British universities say their finances cannot handle what the EU proposes that in the year spent overseas tution would be paid to the host country university. Another concern is that this is not seen as freedom of movement which the British public have not supported.

Alternative proposed is for a 2 year exchange that the EU has with Canada and Australia.
