Consider government views in France. Energy minister Agnès Pannier-Runacher says heat from large-scale air conditioning would make heat waves worse. “It’s a bad solution, We should air-condition for vulnerable people to give them a break, but on the other hand we shouldn’t do it everywhere.”  ...

One military expert says even if half of the Iraqi army can be put in shape it could turn the tide against the ISIS. Advice from U.S. military experts is for the Iraqi army to focus only on the ISIS and avoid hurting relations with the Sunni population. Advisers are seen as making a difference and needed also for the tribal forces. A major difficulty is that Shiite militias and advisors from Iran play a role in the forces loyal to prime minister Maliki. Following the U.S. training of the Iraqi Army at a cost of over $25 billion there was a period under prime minister Maliki when he appointed officers more for loyalty than for military skills and training. With the U.S. withdrawal the Iraqi Army languished in this situation. Reporters from NYT and WSJ have documented extensively the weakness of the Iraqi Army in commanding officers, in training and in equipment.

The Wall Street Journal points out that about 3.92 million people in the U.S. reported income above 200,000 in 2009, and paid $434 billion in taxes. Of these people 90% are not millionaires. The overwhelming majority of the people affected by an increase in taxes on the middle class with incomes above $200,000 are not millionaires. The editorial asks a question about "fairness" for these Americans- who pay a large share of their income for higher university tution payments for kids- for whom the taxes can make a difference.

Gome's share price fell 21% on March 27, 2012. The company is facing strong competition from online sellers. Its profits declined by 6% in 2011. China is seeing an upsurge for online retailers such as 360Buy.com and Taobao. Gome's internal estimates are for internet sales of home appliances to be 1 in 3 by 2016, up from 1 in 10 in 2010. Gome is in a similiar position as Best Buy in the U.S. which competes with Amazon.com and other online sellers. To compete Gome is promoting its own online shopping operations.

Prices in the eurozone region increased by 0.3% in May from the year earlier, according to Eurostat. Prices in the eurozone were negative in December 2014, and minus 0.6% in Jan. 2015, flat for April 2015. Energy costs declined by 5% from the month year earlier. Excluding energy and food prices, the prices increased by 0.9% from the month year earlier. Because of large scale quantitative easing by the ECB the GDP increased by 1.6% for the 1st quarter of 2015 for the eurozone, just when the U.S. economy suffered a contraction.

If the minimum wage in 1968 had kept up with inflation in the U.S. it would be $10.67 in 2013, says Ralph Nader. The federal rate for the minimum wage is $7.25 in 2013. Nader points out that president Obama's call for a federal rate of $9.00 per hour by 2016 falls well short of what it would be just to make up for inflation. This does not include productivity improvements since 1968 in which those making the minimum wage do not share, and which would make it much higher than $10.67.

As Mexico's finances are in better shape than in past recessions there is room for some stimulus projects by Petroleos Mexicanos, the government oil company, by auctioning 2 highway projects, for expanding unemployment benefits, and giving $150 million in aid to industries hit by the credit crisis. About 250,000 manufacturing jobs were lost in the last few months of 2008.

Comments in the WSJ on the Trump - Putin meeting in Helsinki, and what the U.S. president should watch for in conversations and negotiations.  It says Mr. Putin's top priority is to shore up his prestige at home, to enhance his political standing. It says Mr. Trump is intent on showing the two countries can get along well but is skeptical of Mr. Putin's intentions on arms control and other issues. The efforts to increase the discord between the European Union and the U.S. are seen by the WSJ as Mr.Putin's effort to erode the will of the West to add to its capabilities. That any American president has to be wary of this effort especially in light of recent events.   From Mr. Putin's point of view the Russian economy is now in much better shape than when the "liberals" were running the country with a collapse of the Russian currency. The need to restore Russian prestige. That the expansion of the EUropean Union and NATO to the borders of Russia, and the situation in first Georgia and then Ukraine, required Russia to respond to protect its defense from foreign threats.This led to wars and intervention in Georgia and then Ukraine as part of Russian policy in response to advances of the West to its borders, and support of proxy governments in the Middle East. The response to economic sanctions was to turn to influence elections in the U.S. and Europe and the U.S. to soften sanctions. On the issue of sanctions this has not happened and the goal of Russia is to mitigate the effect of sanctions. ...

P&G CEO, Bob McDonald, says the company will focus on getting things right in the North American market, before investing further in emerging markets. Price increases in the U.S. market for powdered laundry detergent, automatic dishwashing detergent, oral care, blades and razors, have led to loss of market share and P&G is working to reverse this situation by lowering the prices. After becoming CEO in 2009, McDonald pushed hard to increase sales in emerging markets- during the 70's and 80's P&G had neglected developing countries- and this now makes up 37% of sales, up from 20% in 2000. But margins are smaller in emerging markets, and there was a sense among shareholders that P&G had lost its focus in the largest markets in the U.S. and Europe.

Attracting large investments in India and other reliable partners in a new supply chain that shifts out of China are part of the Biden plan working together with Japan and South Korea. Investments directly into the US are also part of the same plan. Gina Raimondo US Commerce Minister says- "I would say, especially as businesses are beginning to increasingly look for alternatives to China, the countries in the Indo-Pacific Framework will be more reliable partners for US businesses." US National Security Advisor Jake Sullivan says the IPEF is intended to boost US manufacturing. By boosting US manufacturing and technological advancement with investments inside the US that directly benefit American workers and families the IPEF will serve the US and the free world in ways that will shape the coming decades to 2030 and 2040. Over $700 million in aid was provided in 2013 to struggling Chinese automakers from the central and local governments in an overcrowded industry, according to Wind Information Company. Companies receiving aid include Dongfeng Motor, BYD, Geely, Great Wall Motor, Guangzhou Automobile. Both domestic and foreign makers of cars are increasing capacity in an oversupplied market as sales decelerate. Domestic brands market share is declining compared to foreign car makers. Domestic makers market share declined to 37.1% in April 2014 from 39.6% in 2013, according to the China Association of Automobile Manufacturers. Ford Motor has added large SUV capacity to increase sales, and VW plans to increase capacity further. By 2015, overcapacity in China's market could reach 8 million cars, according to UBS Securities.

A professor of economics of innovation and public value at University College, London, says one-off deals such as the one with Land Rover to produce electric car batteries is not an adequate response to the big industrial strategies of the US and the European Union. Mariana Mazzucato says in this Guardian article the UK's decision to leave the EU is costing 100 billion pounds in output. Of 100 leading Uk manufacturers about half say their suppliers in the EU are more cautious about doing business in the UK. She compares the US industrial strategy that combines public and private investment of $3.5 trillion over the next decade, and the EU's for $2 trillion with Britain's effort. She says of the UK that it has nothing like this and worse with austerity it is moving in the opposite direction. Another problem is the change in governments of the Tories and new industrial policy every time there is a new minister. Business investment in UK is 19% less than the G7 average. The civil service needs investment, as she says Britain has become addicted to outsourcing the core functions of the public sector. Mazzucato says the government for aid to the private sector should do what Germany and France have done to expect reduction in carbon emissions, or as the US has done with Biden's Chips Act of giving aid given that there are no share buybacks by companies.   ...

Turkey and the United Nations support a government of National Accord in Tripoli which controls the west of Libya, and a Libyan-American Mr. Haftar has a militia that controls the south and east with the help of Egypt, UAE, and Russia. Earlier the U.S. under president Trump had distanced itself from the region, but Mr. Trump and his advisors now see the need to engage in the region to ensure stability, and support the Europeans in the effort to prevent the large scale emigration that threatens European unity. Europe following the 2015 Merkel migrant crisis is acting with the policy of heading off both wars, terrorism and economic dislocation that fuels emigration right at the points of origin, before it even starts. This shows that the French after action in Ivory Coast and Mali and the Germans with aid to Africa are remaining involved in development and stability programs in Africa, lessons learned from 2015. The goal of the Berlin meetings is to arrange high level agreement for foreign powers to withdraw from destabilizing the Arab regions in North Africa particularly Libya by supplying weapons and support to quarreling factions. ...

One reason why outside of the midwest there is not as much concern for Ford, and GM, is the entry of foreign automanufacturers. Good jobs are being created in the south by foreign auto companies, even as Ford and GM close plants there. And the appreciating won makes it more attractive for South Korean companies to build plants in the U.S. Kia Motors Corp. said it has chosen West Point, Ga., as the site for its first U.S. factory. The investment provides good news for a state that has heard both Ford Motor Co. and General Motors Corp. say they will close plants there as they restructure to cut costs. Also note the forecast of sales at 800,000 in 2010 for Kia, up from 275,00 in 2005, moving market share from 1.6% in 2005 to almost triple that. Where will it come from?

The U.S. military has stopped training Nigerian military units, because of corruption, human rights abuses by soldiers, and infiltration of the Nigerian military by Boko Haram. Another story in the NYT describes the tensions in Nigeria as a former military ruler runs for president on a platform of restoring law and order. Boroko Haram militants are active in the Muslim north and the Nigerian military riddlled with corruption and lack of proper equipment and training has failed to control the militants. Nigeria has a long history of corruption in government and the current government of Jonathan faces the same problems, with oil revenues not going into development of the country- most Nigerians cannot depend on the electrical grid, and infrastructure is in bad shape.

The U.S. Treasury plans to sell off its whole stake in General Motors in 15 months. Treasury will sell about 200 millon shares to GM for $5.5 billion by Dec. 2013. The buying price for GM of $27.50 is about 8% higher than GM's closing price on Dec. 18, 2012. Treasury plans to sell the remaining 300.1 million shares within in the next 12-15 months depending on market conditions. Treasury's breakeven point is about $53 a share, and the government will lose money on the bailout compared to the AIG rescue. The government invested about $49.5 billion to help take GM through a planned Chapter 11 bankruptcy filing and reduce a huge debt load. The key in the auto bailout was preserving over 1 million jobs in the U.S. auto industry during an economc crisis.

Maharashtra and the capital city of Bombay once the commercial capital of British India has a difficult history of post independence politics. With Nehru's Congress party giving way to George Fernandes trade unionism after 1967 and after 1986 a movement led by Bal Thackeray that sought to give local Marathi youth jobs preference in Mumbai. Lacking the capital, technology and the industrial expertise for development on an American scale, much of this political arrangement has failed to meet the growing aspirations of the young people of Maharashtra and of India. These reasons motivated the federal government to put more emphasis on the "karya karta" or "good worker" principle itself than on the position of chief minister. Much of the rapid development will take place under the leadership of the most competent IAS Indian civil service officers selected for the largest infrastructure projects and the leaders of Indian industry, making the old conception of chief minister redundant. The focus shifts to who can get things done to meet aspirations for Maharashtra 2030 and how it will compare with Uttar Pradesh 2030, or Tamilnadu 2030. How will Metro rail, Bullet trains and Semiconductor Parks, Logistics networks and Exports in the new supply chain the US and EU is setting up in Asia, how will all this look in the 3 states in 2030? This will become clear in 2023 as development accelerates to what India needs. ...

Apple's legal campaign was intended to slow the increasing shipment of Android phones and device makers such as Samsung that make Android phones. U.S. auto sales in May 2012 increased by 26% over the prior year. Toyota sales were up 87% to 203,000 bringing its market share up by 5 percentage points to 15.2%. Honda's sales were up 48% to 134,000, according to Autodata. Overall seasonally adjusted sales were up from the 11.7 million vehicles in 2011 to 13.8 million vehicles in May 2012. Ford's sales were up to 216,000, with a 30% increase in sales of F-series pickup trucks. A cause for concern for Ford would be the 35% of sales in May to rental companies and fleet buyers.
