U.S. vice president Mike Pence visits the demilitarized zone between North and South Korea and says that North Korea should not pursue its nuclear weapons program. Pence says the U.S. wants to persuade North Korea to abandon its nuclear program "through peaceful means" but "all options are on the table." Pence said North Korea should not test "U.S. strength and resolve."  Snap elections are to be held May 9, 2017 in South Korea, with one of the candidates saying he would reconsider deployment of the THAAD missile system. Following the deployment of THAAD anti missile system in South Korea China has responded with a economic boycott of South Korean goods. Seoul is only 30 miles from the border with North Korea and the sentiment in South Korea is to avoid military action which would affect the region around Seoul of 20 million people. The missile tests by the North are also seen as a threat to South Korea and Japan. China sees the THAAD system as an effort to increase American presence in the region and has opposed deployment. Election expert Karl Rove from the Republican Party goes over the math for the nomination for upcoming Republican primaries in New York, followed by primaries in Delaware, Maryland, Connecticut, Rhode Island, and Pennsylvania. He says the anti-Trump movement would still be in the lead at the end of these primaries. His figures are that Trump stands at 743 delegates on April 7, 2016, citing the Associated Press, and the non-Trump delegates at 897, ahead by 154 delegates. In New York primary of April 19 only 14 of the state's 95 delegates go to the winner, the rest are given three for each of 27 congressional districts. two to the winner and one for the second place finisher as long as the winner is less than 50% and the second place candidate has 20%. Delaware has 16 winner take all delegates, Connecticut and Maryland have 28 and 38 winner take all by congressional district, Rhode Island 19 proportionally. Interestingly Pennsylvania is cited by Rove as having only 14 statewide winner take all delegates, with 54 officially unbound congressional district delegates, contrary to popular impression that it is winner take all state wide. The elections in South and North Dakota, and Nebraska, give Cruz some of the delegate offset to control the gap in delegates between him and Trump created in the northeastern states. A factor in the race is also the change in the Cruz campaign made for Wisconsin where Cruz was able to win by 14 percentage points by expanding his message to Jobs, Opportunity and Growth from the social conservatism message that did not counter the Trump message to conservative and working class voters on the economy and trade. The difference between the banks and the oil companies. The banks are doing better because of support from the central bank, the U.S. Federal Reserve. The oil companies are affected by low oil prices of less than $20. Shale oil companies in America are the worst hit unable to operate at prices this low. The oil deal negotiated by president Trump to get initially 9.7 million barrels a day off the market and with other cuts in supply from Venezuela and Iran about 20 million barrels a day, has not taken the pressure off oil prices, as demand has fallen off even more by over 30 million barrels a day.

Prices can top $100 a barrel, some reasons why this is possible including depleted old field and lower production relative to demand. Important article by King and Chazan because of the experts from Aramco, IEA, and Schlumberger being all pretty much aligned in their view and reasoning that not much is happening in the way of oil exploration and production is happening to meet the extra demand from India, China and deveoping countries. Aramco expert cites older depleted oil fields with a 15 year production plateau, Saddad Al- Husseini estimates that price will go up by $12 for every million barrels a day in additional demand. Nobuo Tanaka the new executive director IEA thinks supply will not keep up with demand because many oilresource rich countries are not bringing in outside investors, and also because he is not sure there will be enough investment, skilled workers and technology to to get the oil out in a timely manner. Note there have been constraints in engineering and manpower shortages. And Andrew Gould CEO of Schlumberger says that 70% of the oil fields are over 30 years old, amd just in the last four years from 2003 the demand has increased by the production thats generated from North Sea and Mexico....

Th Basel Committee on Banking Supervision set strict financial guidelines for capital and liquidity that banks have to hold, but failed to implement early compliance. Banks get 8 years to comply for most of the banks, and 13 years for some of the banks. Increasing capital requirements by triple the current levels in the form of current equity, as required by the new Basel rules, gives banks a larger buffer in a situation that some of their assets lose value in a crisis such as the one in 2008. The US argued for stronger requirements and early implementation. Germany held back the implementation timetable mainly because its regional banks are saddled with bad loans; which might require $100 billon capital infusion by the German government, if early compliance was set in the new rules. The result is that the Basel rules have not grasped the opportunity to act quickly to strengthen the banking system, according to Prof. Jeremy Stein of Harvard University, a former advisor to the U.S. Treasury Department. In Stein's view the timetable is so far out, that another crisis will probably take place before the implementation. In the event, regulators from the U.S., Germany, and other countries let fears of tightened lending by banks prevail to an extent where the new rules timetable is stretched way out for 8-13 years....

If China reduced its automobile tariffs to 2.5% from current 25% it would help German carmakers such as BMW that export from U.S. plants to China. BMW as a premium brand is better able to absorb the transport costs and does not manufacture cars in China. Tech is not going to fix this, say software experts from tech companies. Google and Apple's efforts in coming up with an app have fizzled out, says this report in thee WSJ. Has the U.S. lost precious time in waiting for an app by tech companies to be developed, instead of doing what India and Britain have done. India introduced its own app Aarogya Setu app from the Indian government. Britain had the National Health Service develop its app. India acted quickly. Is an app needed or essential? Germany decided that contact tracing based on Asian country experience was mainly about human contact tracers with skills to make the phone calls. All they needed was a centralized database on a computer and a phone. Germany set up teams at offices in each district in Germany and quickly plodded ahead even if all the offices were not fully staffed. In fact a third of the offices needed more people and resources. Yet the speed of action is something like 80 to 90% of the contact tracing effort when the team has the skill set to call. This is because clusters of infections do not wait - they spread. There is simply no time to waste. The German effort has produced the best results so far of any country of this size- Germany has 85 million people. The reproduction ratio is at 1.13 and Germany remains vigilant. It is the first country to reopen in Europe, and is methodically doing the right actions, much that the world can and should learn from. Contact tracing teams worked round the clock in the early days, they are still hard at work today, using their human skills to talk to people and find out who they were in contact with, calling the contacts in turn, at each step working to isolate where needed with followup calls from the state health departments. ...

A former deputy foreign minister of Germany, Ischinger, says the Germans support the European Union and the idea of an integrated Europe, but not the euro. Before the euro Germans had a stable currency. For Germans the euro by itself does not make a case for support. It is the idea of the euro as the way or means to achieve European integration that has support in Germany. This subtle difference is important, says Ischinger, and explains why Germans showed hesitation in backing a rescue effort, and yet the German parliament voted to support the European Financial Stability Fund. The German people are cautious after the experience of reunification and the global financial crisis, and are aware that their prosperity depends on the fragility of an export dependent model. For this reason the rescue effort has to be presented and seen as a way to save the European Union for it to get the backing in Germany that it needs.

Brexit negotiation guidelines from the EU rule out parallel talks on both Britian's future relationship with the EU and the separation agreement negotiations, preferring a phased approach. Only when the first phase of separation is complete or at an advanced stage would the second phase of future relationship with the EU be negotiated. The EU Council president, Donald Tusk, says the process would be long, complex and at times confrontational. Der Spiegel online writing on the negotiation describes the approach in a meeting with the lead German negotiator Mr. Oettinger, on the team of Michael Barnier who leads the negotiations for the EU- Oettinger focussed on what Britain owes the EU, estimated at over 60 billion euros. So far apart are the British and EU positions that Michael Barnier has no idea on the pathway for these negotiations, only awareness of the priorities such as the rights of EU and British citizens in each others region, says Der Spiegel. Looking at Theresa May speaking in parliament about her decision to move forward with Brexit in a letter to the EU invoking Article 50, one senses a mixture of confidence and nationalist appeal, far different from reality on the ground. The Leader of the Opposition cited government figures for a sharp decline in GDP as a result of Brexit, and the Scottish leader in parliament went so far as to say the government attitude in negotiations made "Scottish independence inevitable"- all headwinds Theresa May appears to be ignoring or treating with disdain. It points out the need for better international coordination if climate change goals set at COP26 are to be achieved. The report calls for a breakthrough by addressing the international "collaboration gap."

IRENA makes 25 recommendations to be discussed at ministerial meetings. It also says that 85 million new jobs could be created in renewable energy worldwide by 2030 compared to 2019, offsetting the loss of 12 million jobs, creating a huge jobs opportunity with action on renewable energy.

Iran's Assembly of Experts (clerics) acting as an arbiter as a power struggle takes place between elected president Pezeshkian and the Revolutionary Guard Corps (IRGC). The Assembly of Experts made up of clerics and the Ayatollah as its head shift support to one faction then to the other. This is who US is talking to and negotiating with. To negotiate with Pezeshkian even when agreement is reached the next day IRGC can come out and take action to control Hormuz by knocking out ships. A Qatari ship carrying 2 million barrrels in Hormuz was hit by IRGC when Pezeshkian signaled he had reached an agreement with the US that would release $6 of $12 billion in Iranian funds in Qatar. IRGC plan is to control Hormuz, charge tolls, and raise $40 billion a year through tolls. IRGC believes it can disrupt the narrow 15 mile channel on the Omani side in violation of international law of navigation that the US wants to keep open. For the US the question is - Can you even negotiate with the entity that is Pezeshkian and the elected government when it is in a power struggle with IRGC? Can you negotiate in the context of the burial as martyr of Iran's current religious leader Ali Khamenei? And even if you negotiate, IRGC responds to close Hormuz, US restarts bombing, where does this get the US when Hormuz remains closed. The US has we show here has only one option not stated in the Media. That is to bypass and ignore Hormuz and get alternative supplies of oil and keep naval blockade at low cost. For the US and the world to generate alternative supplies to Hormuz the US works with China, India, Japan, Indonesia and European Union, Arab states, to take the following action. Get 5-6 million of the 20 billion of Hormuz barrels as day using existing and new Saudi and UAE pipelines outside of Hormuz channel, accelerating renewable energy and EV's hybrids, China doing without the 4 million barrels a day from Hormuz by cutting its oil use through energy efficiency, alternative sources of oil from Venezuela ramp up and new oil production in the US and other places in the world, using reserves and rebuilding reserve supplies, better management of the 80-90 million barrels a day of the 108 million barrels a day the world used in 2025. All of these action are taking place in the transition to a world without Hormuz for the last 60 days. ...
