What this Editorial board opinion in the Indian Express is saying is that India should concentrate its efforts on modernizing its economy on a scale that is similar or surpasses that of China because of its access to the latest technologies. Just as China capitalized on the opportunity presented by its entry in the World Trade Organization in 2001, through an economy wide effort to build a manufacturing and export logistics base. India is presented with the opportunity of building its own manufacturing and export logistics base as supply chains are being redesigned in 2023. This requires a longer term plan with clear thinking and concentrated effort with the entire resources of the nation. What looks like a small or gradual shift in supply chain with the US and EU adding India and Vietnam to their Chinese manufacturing base is going to change with every change in world events, as the US concentration of manufacturing in China becomes a situation that is impossible to to maintain. The only logical way for the US and following the US the EU to create a proper balance in its political relationship with China is to change fully its lopsided concentration of manufacturing in China. Biden is only making the initial moves, the EU is only waking up to the need to make its own changes to reduce this concentration. How much distance does the US need to cover to reduce its concentration in China? By a large amount because the shift of manufacturing was excessive and ill advised done as companies in the US raced in a competition to shift outside over 2 decades and simply outdid themselves and performed a disservice to the workers and families of America whom they served. Just for the US to get workers and families to benefit from return of good manufacturing jobs to the US and restore its manufacturing base that has shriveled, it will have to be a massive enterprise, where day by day it becomes more evident that more and more needs to be and accomplished in an accelerated way. What this also means where appropriate to leave a progressively year after a year larger base in India, and also Vietnam, much larger than is envisaged today. This situation is even more acutely felt in Japan which to bring a proper balance in its political relationship with China needs to even more urgently reduce its concentration of manufacturing in China. It must be the task of the Modi government to have a clear view of the road ahead- build the needed logistical base for exports using the latest technologies and set higher and higher targets for manufacturing.  If you look at the map of Asia this is the Global South- India is 60-70% of the Global South with its population of 1.4 billion people mostly young with aspirations for a modern economy like that of the US and Germany. Add to that Indonesia and Vietnam, and other nations already in the redesigned supply chain in 2023 and you have 2 billion people in Asia. Concentrate on this for the next 2 decades for a complete transformation of India, that is what the younger generation demands of its government. ...

This report is found in NYT buried somewhere where it could go unnoticed. The title is also accepting and passive and makes no mention about the 4th grader's English proficiency skills on NAEP released some months back.

Britain has a crisis in housing with a shortage of 4 million homes and 20% price increases in housing. Indian foreiign minister S Jaishankar meets with his counterpart Wang Yi in Dushnabe, Uzbekistan, to restore peace in border region of Ladakh after the violent clash in 2020. Jaishankar tells China not to view ties with India through "the lens of a third country." China agrees. Jaishankar was actively involved in setting up cultural and other Sino-Indian contacts in Chinese cities when he was Indian ambassador to China. Jaishankar also tells China that India China relations set the tone for peace in Asia. China says it agrees with this idea. India's strong response to China's border infrastructure building and its moving forces close to the border line of control, has led to China reconsidering its policy following deteriorating relations with Australia, US and UK. New data from Pew Research Center in Dec. 2013 shows 89% of Hispanics support a legal path to citizenship for illegal immigrants. But when asked to choose between relief from deportation and path to citizenship, a majority 55% of respondents chose relief from deportation, compared to 35% preferring a path to citizenship. This shows the extent to which the Obama administration's efforts in deportation have affected the Hispanic community in the U.S.

China Merchant Port Holdings takes a 70% stake in the Hambantota Port project, in an agreement with Sri Lanka Ports Authority. It will handle the commercial operations of the port under a 99 year lease. This is part of the plan to convert the $6 billion Sri Lanka owes to China into equity. Hambantota port has losses of $300 million since 2011. China plans to invest $600 million to develop the port. The port project is a $1.12 billion lease to China. Sri Lanka's ports minister says the port will not be a military base for any country and will operate under Sri Lankan law. China is making the investment as part of its One Belt, One Road Initiative, which has aroused concern in Japan, India and Australia.

With U.S. exports to China related to about 1% of U.S. GDP, and the direct foreign investment by China in the U.S. being less than 1% of all foreign investment in the U.S., the slowdown in China is likely to have a small effect on the U.S. economy, say experts. China's slowdown will help service industries in the U.S., internet companies, software and entertainment companies. Positive factors include slower growth in manufactured imports from China, low commodity prices including oil for an extended period of time, access to more Chinese investment in the U.S. with higher returns, and more talented students from China staying in the U.S.

Analysts point out that there is not much room for austerity cuts in Italy and Spain without cutting into muscle. This is because these countries have moved to make austerity cuts much earlier. Their budget deficits are actually less than what they were when they joined the euro currency zone. In the case of Italy the budget is actually in surplus, to the amount of 2% of GDP, when the financial position excludes interest on debt. And Italy has now moved to reduce the deficit to 3.9% of GDP in 2011. Under pressure from the ECB Italy has announced its aim of balancing the budget by 2013. Because both Italy and Spain have growth rates estimated at below 1% for 2011, analysts believe it is important to emphasize growth.

The second lockdown in France that begins October 29 for 4 weeks is very different from the first. It incorporates many of the lessons learned during the first lockdown.  The construction industry will remain open after this made a large dent in the French economy during the first lockdown. Schools K-12 will now remain open, with children required to wear masks at age six, and stricter rules for masks and visiting parents. The universities will remain open with classes online, but physically closed. Buses metro and other transport will remain open. Churches will remain open but be limited to very small gatherings. Parks forests, gardens and beaches will remain open this time but one has to live within 1 kilometre to access them and limited to 1 hour. People are prohibited from travelling outside the region in which they are registered. People can exercize for 1 hour within 1 kilometre of their home. All are required to carry a signed form for any type of activity, including shopping, work, accessing essential services, or for their one hour exercize. Not having the signed form would lead to a fine of 135 euros. Because bars, restaurants will be closed people in these hard hit industries will get 100% of their pay from the government. In other industries companies will contribute 15% and the government 85% so that these people are covered. ...

Fronterra Cooperative Group Ltd. cuts it forecast payout for the current dairy season to 4.70 New Zealand dollars per kilo (U.S. $3.70) for milk solids, a sharp decline from NZ$8.40 in 2013. This reduces farmer incomes by NZ$6 billion. Farmers are culling herds and cutting the size of farms as it becomes unprofitable to remain in dairy farming. Milk makes up 30% of overseas sales for New Zealand. Lending to farmers increased 42% since 2008 to NZ$34.5 billion.

As Toyota Kirloskar moves to increase capacity at its plant in Bidadi, Bangalore, to 5000 units of the new compact car, localisation for components becomes abig part of the strategy. The goal is to achieve 90% localization by 2011 from 65% today, as parts imported from Japan cost more with the over 30% appreciation in the yen-rupee exchange rate. The Innova has 65% localization of components, and the Corolla has 45% which will be moved up to 75% and 50% respectively by 2010. The dealer network will be expanded from 82 to 150 by 2010-end and Toyota-Kirloskar wants to be in the semi-rural and rural towns. The adjoining article in Times of India reports that job scarcity is not the reason- more about governance or social security or a better life. Of the 82 comments on this article in India all do not favor such illegal migration. Indian attitudes in general are in favor only of legal migration and with rapid industrial development of attracting people back to India to develop the nation.

Finland makes the decision to join NATO on May 12, 2022. NATO's land. border will increase from 1215 kilometres or 745 miles to 2600 kilometres. Sweden is expected to join NATO in a paradigm shift as it has been neutral for 200 years. Once Finland joins Sweden would be alone in the Baltic if it did not join NATO. Both Finland and Sweden have integrated their defenses and built up defenses at a time when other European states had not invested in the military. NATO Secretary General Stoltenberg has welcomed FInland and Sweden joining NATO.
