After 3 decades the US is finally offering the scale and scope of infrastructure investment overseas that is needed. President Biden says $200 billion will be invested in infrastructure overseas over 5 years at meetings of the G-7 in the Alps south of Munich in Germany. Along with its partners and with government and private investments the size of the investment will reach $600 billion over 5 years to 2027. This will include projects such as $2 billion for solar energy in Angola, and a $600 million submarine telecommunications cable connecting France to Singapore.

It is a combination of direct government aid and private investment. President Biden sees Build Back Better World as the overseas version of his Build Back Better America for workers and families in the US for which Congress has authorized $1 trillion in infrastructure and climate change initiatives in the US.

Emmanuel Macron faces a challenging situation in  the 2022 second round. He badly needs left wing supporters of Mr. Melenchon who came with one percentage point of right wing Marie Le Pen. Macron had expressed right wing sentiments about immigration and terrorism even more than Le Pen during the year leading upto this election. That this has alienated some left wing supporters is evident in a nIpsos poll for FR24 that shows 30% or about a third of the 22% of the voters that supported former Socialist candidate Jean Luc-Melenchon are likely to vote for Le Pen, who has campaigned on the issue of cost of living and softened her image and position on the European Union. 34% of Melenchon's supporters said they will support Macron and 36% said they are undecided. It is this undecided vote that could make a difference. Add to this the 25% of the voters who did not vote at all and the election depends on who can convince this segment. To reach these voters is Macron's main concern in the 2 weeks before the second round of the election on April 24. Macron says he will campaign hard-"from dawn to dusk, in direct contact with voters." He will have to offer something that convinces working class voters who some see he has humiliated during his first term.  ...

This report in DW.com shows that Germany is only now coming to grips with Merkel's policy to China. A policy that had no idea where the relationship was headed and no grasp of its implications for Germany in the way that Merkel's policy shaped economic relations with Russia with an overdependence on natural gas supplies. It is left to the newly elected Greens-SPD coalition to face the consequences of that policy as Germany faces rationing of gas for the winter between industry and households. Annalena Baerbock, Germany's Foreign Minister says clearly that it is unacceptable that force should be used in international relations. Baerbock told a UN conference - "We do not accept when international law is broken and a larger neighbor invades a smaller neighbor in violation of international law- an of course that also applies to China."  Clearly China and Russia are different in their economies and industry. China is the world's largest exporter and depends on international law and freedom of navigation on the oceans as a trading nation that it has become with over 1 trillion dollars in exports in 2022. It is through freedom of navigation on the oceans and respect for international law that an exporting and manufacturing nation that makes for export is able to conduct its affairs.    ...

The epitome of massive distortions in the way capital is allocated in capital markets of the last two decades even as healthcare, childcare, manufacturing technologies and infrastructure was starved of captal funding is Masayoshi Sen and Softbank which posted a $23 billion loss in the April-June 2022 quarter. This is one and half times the loss in the first quarter. Heard on the Street in WSJ dismisses Mr. Sen's contrition on these losses as this will continue into the future it says, and is simply the style of these types of extreme speculation funds. It obscures a larger problem in society and in America and Europe of capital markets giving the pass on such wasteful use of capital on huge scale amounting to trillions of dollars and not funding desperately needed healthcare, education, infrastructure, childcare and other needs of the 900 million people in these countries. Even the claims of profits hangs hollow on the necks of these investments, with dubious selection of many projects. Capital returns are insignificant or zero as the WSj says many of Softbanks funds have net zero gains since 2017. Yet extravagant demands for capital are met with extravagant supply where the needs or reasoining are the least credible in today's distorted capital market allocations causing egregious harm to the 900 million people of the US and Europe.   ...

  $112 billion out of $170 billion in new investments resulting from Biden's 2 climate laws, and the bulk of the 200,000 new jobs are being pushed by president Biden into Republican states. Republican voting states including many southern states are getting the largest share of the hundreds of billions of dollars in renewable energy investments by the Biden administration. Two new climate laws were passed by Biden without many Republican votes in 2022. WSJ offers a visual guide to where new manufacturing investment is taking place. It shows that three fourths of the $170 billion in investments by companies are going to Republican voting states. On a state wide basis this amounts to $112 billion for Republican states. Most of the public is unaware of the role of the climate laws in this new investment in manufacturing. This is why other presidents talked about manufacturing investment including previous presidents Republican and Democrat, president Biden has done the country a great service by making much needed investment in manufacturing and creating a new sense of hope in once neglected communities. Investments are being attracted to these states many in the south with easier land development and lower costs for labor, electricity, and lower taxes. This gives Republican states the ability to use their advantages in the best way and overcome the failure of many Republicans in Congress to support these investments with president Biden putting together bipartisan support.  ...

A universal tariff of this type is similar to Herbert Hoover's Smoot Hawley that brought on the Great Depression in the 1930's in outright beggar thy neighbor policies which don't work, says WSJ. This opinion describes the impact of such a tariff in failing to reverse the trade deficit which is $951 billion in 2022, but fails to point to the lack of effectiveness of tariffs alone in bringing back American manufacturing jobs. As president Biden has pointed out the Trump administration made much talk about returning American jobs but did not accomplish much for American manufacturing to lead the world in the way the Biden administration has done. To do this the Biden administration passed laws to fund a entire new electric car industry, renewable energy industry, and promoting other industries in advanced technologies, including aerospace, to bring back America's leadership in manufacturing of most of the twentieth century with a bold vision for the future. Mr. Trump lacks the experience on this issue and is simply playing the rhetoric to his base without any plan to deliver the goods to sections of the American public that have already suffered the most from decades of neglect of manufacturing by Republicans going back to Reagan and Bush, Democrats Clinton and Obama. ...

When Daniel Henninger of WSJ Editorial Board says in the adjoining article/video that to get anything done with something like the current split Congress a newly elected Republican president would have to operate by executive orders and could get little done, he is referring to the stalled Ukraine aid legislation in the US Congress after passage 70-20 by bipartisan vote in the US Senate. Legislation is stalled in the 2022 newly elected US House of Representatives with a group of Republican Congressmen called the Freedom Caucus seeking to block all legislation if it does not get its way. The now famous line "dead on arrival" line of Speaker Mike Johnson of Louisiana for legislation passed in the Senate for Ukraine aid. Pew Research looks at the change in the House and explains. It says about 49 members of Congress are part of or aligned to this group. About 71% or 35 of 49 members have less than six years of experience which includes 9 freshmen, compared to 58% or 100 of 173 Congressmen of all other Republican members of Congress. And two thirds of Freedom Caucus are from the South compared to 46% of all other Republicans in Congress. It is striking that only three are from states such as Wisconsin, Illinois and Pennsylvania or a mere 6% for Northeast and Midwest.  ...

Policy issues are not being discussed with eligible voters divided evenly among progressives in their 40's and 50's and conservatives over 60 years, and about 20% of the voting public that are independents and younger voters deciding the elections in South Korea. As in the US cost of living is an issue, down to the price of onions of which president Yoon is seen as not paying attention to. Conservative People Power Party of president Yoon is expected to gain only about 100 seats of 300 seats in the National Assembly in the parliamentary election in South Korea. Yoon won in a tight race with Lee a candidate from the Liberal Democratic Party in 2022, which is expected to win about 200 of 300 Assembly seats. Yoon is building a close relationship with the US and Japan and visited the US for talks with Biden. The election is not expected to affect the close relations of US with South Korea. It reflects the polarization in South Korea, Yoon's effort for corporate tax cuts may not go through. The opposition has made allegations of corruption and abuse of power, and the cost of living, as campaign issues. About a third of 44 million eligible voters have cast votes. Kyodo News poll shows over half of voters under 40 years voted for Sanseito and Democratic Party of the  People, two nationalist parties started in the last 5 years. These parties base their appeal on "Japan first" and reject the idea that Japan should have to bring in so many foreign workers to run its industry and economy. They also oppose the country's quiet neighborhoods being overrun by the 40 million tourists in 2024 that the government wants to increase to 60 million to support small businesses that depend on tourists. Half of voters over 60 years vote for the LDP, and this is true also for the socialist party the Constitutional Democratic Party of Japan (DPJ) which is the opposition party. This makes the nationalist parties a new voice in Japanese politics. Part of the resentment in Japan is that figures like Shigeru Ishiba. the leader of LDP, are from an older generation that has for the 75 years since 1950 excluded others from party politics. The DPJ was around for just 24 months in Japan in 2009-2010 when its young leader prime minister Yukio Hatoyama was ousted. American leaders and it's party politics establishment before 2016 also encouraged this, with Obama making Okinawa an issue over which Hatoyama was ousted rather than work with the young Japanese prime minister. ...

Fox News and WSJ are taking differing positions on Epstein case with Fox News ignoring it and the WSJ carrying the story. Murdoch and DJT have a complicated relationship in July 2025 following the $10 billion DJT lawsuit against Murdoch filed in late July after a story in the WSJ. WSJ parent company Dow Jones says it stands by the story and will defend the accuracy of its reporting. Both the DJT Republicans and the Fox News network appeal to conservative viewers of television, and people in business. WSJ has carried stories questioning the tariff policies of the president, and is critical. It is also not fully supportive of policies to handle migrants. Fox News another Murdoch news outlet is through programs like "Hannity" supporting the president and DJT supports it. This creates a dichotomy in the support when DJT and Republicans are putting forward an agenda that is moving fast on the economy, migration, crime, and world trade requiring support to keep the conservative groups together in the US. This is not a situation encountered before as the nation is moving to a crossroads in which direction it should take. And this does not even take up the issues of climate protection which will come up, and of pharmaceutical companies overcharging Americans for healthcare, other battles that will take place.   ...

The record shows that like other industrial states such as Illinois, Michigan and Ohio, Massachusetts lost many manufacturing jobs during the period 2003-2007, when Romney was Governor of Massachusetts. At the end of 2002 there were 338,000 manufacturing jobs in Massachusetts, by 2007 this had declined by 12% to 298,000, according to Andrew Sum, an economist at Northeastern University. Romney cites a drop in the unemployment rate from 5.6% to 4.7%. Prof. Sum who heads the University's Centre for Labor Market Studies, says this was people left the workforce during this period in large numbers. He says only Louisiana of all U.S. states had a bigger decline in the labor force when it was hit by Hurricane Katrina. The dot com bubble burst during the period before Romney took office. Massachusetts had already lost 158,000 jobs in 2001-2002 according to the Bureau of Labor Statistics. Romney was unable to do much to reverse the job losses that continued during his term in office.

The U.S. Labor Department reported 120,000 jobs were added by private companies in March 2012. The U.S. government cut jobs by 1000. Manufacturing added 37,000 jobs, with a lot of these jobs in the auto industry. Health care, financial services and professional and business services added jobs. Retailers cut 34,000 jobs. Construction and transportation did not change. Average hourly earnings increased by 5 cents to $23.39, and wages increased by 2.1% over the prior year, still about the same as inflation; leaving workers with no real increase in incomes. The U.S. has to increase jobs by at least 100,000 jobs to keep up with population growth. March 2012 jobs numbers revealed what the U.S. Federal Reserve already knew when it pointed to weak growth in jobs ahead. It comes as the equity markets are sharply overextended after a couple of months of better job numbers. The unemployment rate declined from 8.3% to 8.2%, largely from fewer people looking for work.

A shakeout for manufacturers in the solar industry is developing in 2011-2012, as prices of solar components drop sharply. There is slowing growth for solar products in 2012. Seven solar power manufacturers have filed for bankruptcy or insolvency in 2011, including two German companies Solar Millenium and Solon SE, and Solyndra LLC of the U.S. Debt exceeds market capitalization for the 10 largest publicly traded solar companies. A major reason is the subsidies offered by governments in Europe, the U.S. and China, which resulted in a glut in manufacturing capacity and falling prices. Chinese banks encouraged by the Chinese government have given $43 billion in credit facilities to Chinese renewable energy companies, according to Bloomberg Energy Finance. Prices of solar panels at $1.60 per megawatt in 2010, dropped to 90 cents per megawatt in 2011. Another problem is slowing demand. In Europe banks are reducing funding. Installations doubled for solar energy in Germany in 2010, and dropped 29% in 2011, according to Jefferies. Germany is the largest market for solar energy in the world....

The U.S. Agriculture Department lowered its forecast of corn yield per acre from 166 busherls per acre to 123.4 after a severe drought in the U.S. The projected corn harvest is expected to come in at 10.8 billion bushels, 13% smaller than the 12.4 billion bushels in 2011. French 2025 Bayrou budget compromise deficit of 5.4% target is a fragile one. Le Monde says PM Bayrou is dependent on the goodwill of his opponents the RN National Rally and the Partie Socialiste PS. Cutting the budget slightly is not popular with RN or PS and it remains a compromise to avoid the worst of not passing the budget for 2025, a responsibility the public places on all politicians and parties. As steel making capacity appears to be increasingly out of control in China in 2012-2015, trade actions to limit steel imports from China in other countries is growing. Huge excess capacity in steel, cement, glass, wind turbines and solar panels, is leading to China becoming the targe of global trade sanctions for 75% of the trade sanctions cases since 2009, according to research group Global Trade Alert.
