Obama, speaking at Macomb Community College, talks about his plan to help community colleges, Community colleges are used by working adults for job retraining and learning new skills. Obama said that jobs requiring at least an associate degree are projected to grow twice as fast as jobs requiring no college experience. He said it would be difficult to fill those jobs without the training and education offered by community colleges. $12 billion in funds will be given to community colleges for ten years starting with the fiscal year beginning October 2009. The money will go toward programs that get community colleges to lift graduation rates and better train and educate students for jobs. Some of it will also go to modernizing of facilities, and some to the development of an internet curriculum available to students everywhere. Government officials say the plan would increase by 5 million the number of people who graduate from community colleges over the next 12 years. The new federal money will come from savings from the federal plan to end the role of private banks in the federal education lending system. Rep George Miller, the California Democrat who heads the House Education and Labor Committee, said that he would include the community college plan into the student loan bill, which he expects to introduce on July 15, 2009....

This is the worst of the last couple of winters of the war, as Russia attacks energy infrastructure in Kviv on a large scale even as peace talks continue. Russia insists on control of Donbas region. Much of Ukraine today remembers a famine from the Soviet period, Russia remembers its proud history, language and culture from its beginnings in the Kviv region around the 14th century, that is the what this conflict is about. On one dimension it is about NATO and European Union expansion on another about the history and culture, language in a Russian language part of the world and the effort of Ukraine in the 21st century to seek a new identity. It is a struggle between fraternal people in the Russian region and in that sense a tragedy. It doesn't have to be one for Europe, for Germany. NATO was created when the Soviet Union expanded after 1948 and Britain was a key protagonist of NATO. Would its disbanding after Soviet Union disbanded leaving Russia as a country with centuries of its own history, would this have been the right action. If needed a new organization with a new name and Russia invited to join, would this have helped? Could this have focused attention on a new power as chancellor Merz has said, the new power being China being something requiring attention. The US is beginning to have new thoughts in this winter on 2026. The northern European nations (Britain, Poland, Finland and the Nordic countries, Baltics) have historical conflicts for centuries among themselves, they appear to be using NATO for their own historical conflicts. The US understands this, it is looking for a way to get a peace settlement so it can focus on the western hemisphere and not entangle itself in northern European conflicts that have been happening since 1600 with changing actors. The Republican have taken the lead under DJT for a new approach to put American people and their wellbeing, their right to live free of drugs(Mexico, Venezuela, Colombia), to live free of illegal migrants (Guatemala, Mexico, Venezuela), and improve on the shaky supply chains that were concentrated in China to bring jobs home that were lost by the millions (tariff policy), and to make living affordable (energy, agriculture).  ...

Der Spiegel interview by editors Christiane Hoffmann and Christian Reiermann  with Finance Minister Schauble of Germany in June 2016, on Britain's exit from the European Union. Schauble points out that crises also present opportunities, citing the euro crisis which today is different after six years of tensions, and the Euro currency the second strongest reserve currency in the world. He says politicians would be deaf not to learn from the Brexit referendum, and to come up with better ways to bring Britain's active participation in the European Union. He says the more Britain is part of Europe the better things work. On defense and foreign policy he sees Britain playing a role with Germany and France so that the European voice can be heard in the world. Schauble says Europe can be sluggish and slow at times, but it can come up with solutions. He agrees with Britain that bureaucracy hurts Europe and needs to be tackled, more autonomy is also part of the foundation to build for Europe. It is not essential that all be part of the Schengen area or the monetary union, flexibility matters exceptions can be made, but active participation is vital. In Schauble's view Britain's "pragmatic rationality" is hugely valuable for Europe. ...

European Travel Information and Authorization System  ETIAS fee $24. ETIAS for travel to Europe starts late 2026. Visa free countries will still need visitors to get ETIAS a form of travel clearance. This means US, Japanese, Canadian and UK visitors to Europe will need to apply online before entering European countries. The authorization will be valid for 3 years or until the passport expires whatever comes first. Travelers may not stay more than 90 days in a 180 day period. With the aggressive actions taken along the 1600 kilometre border in eastern Ladakh by China's People's Liberation Army, India needs a younger soldier to protect the border at high altitudes in below freezing temperatures. The entire 3500 kilometre border in the high Himalayan regions from east to west need technology driven surveillance with soldiers fit and ready for such duty. Agnipath's goal is to bring down the average age in the army from 32 years to 26 years to better reflect the youthful population in India. A tighter better disciplined force with high tech is needed. Bringing in more and new recruits is intended. Both the 25% of recruits retained after 4 years benefit and the 75% benefit. The 25% will have opportunities to move up the ranks. The 75% who come back out of the military will have the advanced technical training and courses, certification, that would make them attractive to the public and private sector companies in 2026 and beyond when India's economy will be 50% larger than today at growth rates of 10-12%. This is already seen in the way technologically trained military recruits from World War II in the US Army, Navy and Air Force were quickly absorbed at high salaries in the high growth period of America 1950-1970, with incentives like the GI Bill. Modifications that could be discussed- The 25% retained after 4 years. There is no magic number it could be raised to 30 or 40% during these post pandemic years and then lowered to 25% as the economy grows rapidly by 2025, or kept at 30% without changes, a number of options could be open.The financial aspect of the training can be modified where the 25% retained could have these 4 years added to their years for calculating pensions. The 75% are given 1.2 million rupees and even this can be adjusted upwards so that they could start businesses as entrepreneurs or have the time to pursue higher education before taking up for example with free education to enhance their education in areas of interest as was given by the GI bill to Americans in the armed services after World War II in 1946. Ideas from the GI Bill signed by president Franklin Roosvelt in 1944- Adding one year of unemployment payments, low interest loans to start a farm or business, full tution and living expenses for college. In 2008 the Veterans Act in the US continued support for education of servicement by making eduction free at a public college or university.  The Roosevelt GI bill benefited about 7.8 million servicemen in the US armed services. 2.2 million went to college, 7.6 million took training programs. It was an impressive achievement. No scheme is perfect there are budgetary constraints such as how to manage pensions to give the armed services the best possible funding including the training and course capabilities that also need good financing and the higher pensions for armed services. Every political party  government around the world without exception will have to face these budgetary constraints and the goal is to do right by the armed services providing the income and opportunities they deserve. Was a decent effort made with the right goals set? This is how these matters of national interest for India and the Free World that includes South East Asia, Africa and Latin America, should be discussed.    ...

BBC answers the question "Who is Keir Starmer?" in this report on the new British prime minister. He graduated from Leeds University and studied law at Leeds and Oxford. He joined the Socialist Movement soon after college. He was a prominent contributor to magazine Socialist Lawyer. In school he had joined the Young Socialists, Labour's youth organization. His name is from the first leader of the Labour party Keir Hardie. He is the first from his family to go to college. From 1988 to 2008 he was a practicing lawyer and concentrated his efforts on his work till he was made the Director of Public Prosecutions, the chief prosecutor of England and Wales. Keir likes to talk about this period including prosecuting terrorist gangs as an example of public service. It was late only until age 52 in 2015 that he was given the safe Labour parliamentary seat in north London of Holborn St Pancras. Jeremy Corbyn was elected leader of Labour in 2015. Sir Keir worked well with Jeremy Corbyn during this period and was Immigration Secretary and Brexit Secretary from the back benches. When Corbyn's leadership was challenged Starmer supported this, with Corbyn resigning in 2020 after the 2019 election defeat and being replaced by Starmer.  Then followed a period of fighting the Conservatives and only coming level to the Conservatives in 2021 in popular support. The changes that made Labour more popular and reversing finally the decline of 14 years did not come till 2023 only 12 months before this election. Throughout Sir Keir maintained his composure and moderate positions, distancing himself from Corbyn, to regain the confidence of the British people. When one sees that the votes increase in 2024 is only 2% for Labour in 2024 one realizes the achievement of Sir Keir in transforming Labour to run the country that is so needed today. The slight increase in votes converts into a landslide through careful planning and strategy, but it also hides the fact that the British people have turned to Labour for answers and solutions to the problems they face. Such is the level of confidence that Sir Keir has built over time bit by bit, as he says "brick by brick," something that is clearly in Sir Keir's character and manner of doing things. ...

Broken boundaries means the systems have been driven far from the safe and stable state that existed, from the end of the last ice age 10,000 years ago, to the start of the Industrial Revolution, says Damian Carrington in The Guardian. We are outside of safe operating space say scientists. Prof. Johan Rockstrom, is head of the Stockholm Resilience Center, who developed the boundaries framework. He says more worrisome than all the extreme climate events we are seeing is the dwindling planetary resilience. For fresh water in lakes and rivers and soil it was crossed earlier in the 20th century. Synthetic pollution from plastic waste in 2022. Nitrogen and phosporous, according to FAO 3 times safe levels added every year. For air pollution it was crossed in South Asia and China. Planetary boundaries is combined with social justice issues in a May assessment so that pro development policies to help the poor can be combined with major investment in climate change action. ...

Lt. General Abdel-Fattah el-Sissi, the new defense minister appointed by President Morsi in Egypt, has close ties with U.S. officials. His ties to the U.S. go back to the basic infantry training course he took at Fort Benning, Georgia, in 1981. This marks a shift to a younger generation in the military from the aging military leaders of the Mubarak period, and was achieved by consensus so that the military could continue to maintain its privileges and the elected President Morsi could assume control of running the country. This was peceded by the visit of U.S. Defense Secretary Panetta to Cairo, in which he mediated between the different factions to ensure a peaceful and normal transition to democratically elected leaders. It also comes as the U.S. and European allies and Sunni nations in the Middle East are focussing their attention on Iran and the civil war in Syria. For the military in Egypt the situation in Syria could be one more reason to arrive at a rapprochement with the elected civilian government, and Secretary Panetta is likely to have pointed this out to Gen. Tantawi and leaders in the SCAF military body. It shows the considerable diplomatic and leadership skills of Secretary Panetta in helping to bring all sides together on a mutually agreed arrangement. The initiative was left to President Morsi because it was important that this be seen as a return to normal democratic processes by an elected president....

DJT was asked if China's celebration of Victory Day with Russia recently in Tianjin had any message for the US. He said he did not see it that way, that US has good relations with China. In this context the Smithsonian Museum exhibit on military history of the US shows a real aspect of the World War II in loss of life- Russia 17 million dead, China 11 million dead, Germany 10 million dead, Poland 5 million dead, Japan 2.5 million dead, US 1 million dead, UK 800,000 dead. Russian and Chinese losses of 28 million dead are 15 times the losses of US and UK combined of 1.8 million dead. With the scale of losses of such magnitude Victory Day celebrations in Tianjin can be seen in the context of this shared history and major losses overcome as much of the world knows with US help. A sobering view is that the colonial powers Imperial Japanese Army, French and British policies caused famines in World War II leading to 6-7 million deaths in India, Indonesia and Vietnam which is 4 times the 1.7 million US and UK deaths. Views of China in the Context of the Ukraine War and Russia are very different in US than in France and Europe and are widening in differences in 2025. In the US as in this report in the WSJ China is seen as a trade partner and competitor with certain issues, many of China's university leaders and experts question the prospect of a long term alliance with Russia, and for DJT Russia is a nuclear power with which US seeks good relations and a political settlement of the Ukraine War. In France as shown in the article in Le Monde adjacent to this the European attitudes towards Russia throughout European history since 1700 of regional rivalry between France and Russia, Germany and Russia since 1900, Britain and Russia since 1700. FDR led the alliance with Russia against the Nazis and Imperial Japanese in the 1930's and 1940's. Herbert Hoover led the effort to bring relief supplies and aid to Russian in the period of the Civil War after the Bolshevik Revolution in 1917. With China America kept the government in China functioning as it retreated from the invasion by the Imperial Japanese Army in the 1930's and 1940's and the only hope with Gen. Joe Stilwell in China alongside Chinese leaders. ...

At a meeting of GM engineers and Continental- which manufactured the Cobalt's diagnostic modules on May 15, 2009- the faulty ignition switch defect was confirmed by repeated verification of data from many car crashes. No evidence shows this was shared with senior managers. GM filed for bankruptcy in June 2009, two weeks later, and this could be the reason as the situation could be chaotic in managerial ranks. It was tnot until Oct 29, 2013, when GM officials met with the supplier Delphi that the issue comes up again. Records for the meeting showed clearly the defective switches were made at a Delphi plant from 2004 to late 2006. A part change had led to the defective switch. It is the period between 2009 to 2013 that GM has no answer for, as public opinion increasingly looks to GM for answers on why it took so long to make the recall. At Toyota the footdragging in managerial ranks caused the problems for the recall. At GM the problem simply disappeared at the lower levels as the company went through a bankruptcy and emerged from bankruptcy under new management....

To ignore that remark someone made or comment which if reacted to would only make one feel worse. Who knows it was not meant that way, and maybe did not reflect the whole way that person felt, or even was transitory, This advice she got from her mother in law. Another piece of advice was from her father in law, to stop worrying and find a way to manage, find a way to do it, for something you want to do but are not sure you can. This report in NYT shows the movement of Mexicans who migrated to the US in the 1970's in an earlier migration and the problems they faced seeking a better life in America on the east and west coastal cities. In 1971 Ruperto and Eustacia Enriquez migrate from Puebla, Mexico to New York. They make two migrations within the US after a mugging incident in Brooklyn in 1980. First to Santa Ana, California where they find life difficult with gang crime in neighborhoods, and move to an affluent suburb in the east side of Seattle. Their son Daniel gets a Bachelors degree in philosophy from the University of Washington. In 1996 he returns to New York to study for a Masters degree in Latin American Studies at New York University.  After 25 years in New York and taking up a jobs two financial firms he reflects a strivers mentality, always looking for self-improvement. He helps his younger sister with an application to win a Fullbright scholarship in Germany. Another sister works in Washington as a business analyst. He helped a brother who became a school teacher in New York public schools. Daniel found an apartment in Park Slope, Brooklyn and by 2013 joined another financial firm in its global investment research group coordinating publications.  The story reflects some of the growing pains of Mexican Americans who migrated to America in the 1970's in the earlier migrations. In 2022 Daniel Enriquez 48 years was shot on the subway while going for Sunday Brunch, 25 years after returning to New York City. Crime was once again up in the city after the pandemic. 950 crime offenses happened in the subway system for the year till May the same as in 2019. Subway ridership was 40% lower in May this year.   ...

Nuclear arms control SALT treaties expire Feb 2026 - need for new negotiations as the treaties were obsolete, did not include China, smaller nuclear weapons, and weapons from space. The SALT arms limitation treaty was first signed in 1972 by Brezhnev with Nixon. These treaties went through a second version and were renewed. The US no longer thinks this is relevant as China is not included, and smaller nuclear weapons, ones from space are not included and new negotiations are the best way to conduct true arms limitation. An accompanying video in NYT by David Sanger goes into these aspects of talks. Rafael Gross, head of IEA International Atomic Agency, says- You wouldn’t negotiate the same treaty again. There are new technologies that are not covered by the treaty — hypersonic missiles, undersea nuclear weapons, space weapons. And there are many other countries that, for one reason or another, feel now as if they may need a nuclear arsenal of their own.” This is the reason. It also happens that in 2026 US and Russia could coordinate their efforts, so that new US weapons may be needed as other risks could emerge from other places. There are smaller nuclear powers and new nations that might develop nuclear weapons as the US nuclear umbrella may be seen as not fully dependable. This new thinking would be that US and Russia may not see themselves as adversaries but work together to prevent nuclear risks from other sources. This is also why the US (and Russia) may want to wind down smaller regional conflicts, reduce their reliance on their own alliances, so that nuclear cooperation between nuclear powers US, Russia, China, and India may lead to control of nuclear weapons in a larger sense from space and from smaller countries that might develop nuclear weapons as has happened in Iran, which might create new risks that cannot be managed. A belligerent North Korea could lead to South Korea and Japan developing a nuclear weapon. This is also why the Ukraine conflict has run its course and it is in no one's interest to let the Nordics or Britain continue the conflict. The US, Russia, China, India, Brazil should not let middle or smaller powers continue regional or historical conflicts, and promote settlement through peace talks of such conflicts, as it inevitably leads to damaging the interests of billions of people around the world in peaceful cooperation and tackling challenges that affect the quality of life. ...

 Nikki Haley was born in Bamberg, South Carolina in 1972, her father became US citizen 1978, her mother 2003, according to her autobiography. She was governor of South Carolina from 2011 to 2017 and served as the US ambassador at the United Nations under president Trump. Article 2 of the US Constitution sets out that only natural born citizens can be president of the US. Commentators have opined that the natural born citizen requirement was put in to mean that the citizen was not naturalized at some later date. During the 1730's under British Common Law and under the Naturalization Act of 1790 of the First US Congress children of Ameircan citizens born overseas were considered to be American citizens. This was true of Barry Goldwater born in Arizona before it became a US state, and Romney born in Mexico, Senator McCain born in the Panama Canal Zone. This is why when one parent is an American citizen as for Obama and Cruz this law prevails. When a child is born in the US he is considered to be a citizen at birth under the laws of the US and natural born under Article 2 of the US Constitution.
