It has moved up from about 30 to 31.4 in 2012. As more women pursue higher education and get university degrees the trend is to focus on jobs and lifestyle. With Republicans elected to a majority in both chambers of the state legislature and a Republican governor, Wisconsin is moving ahead with a sweeping plan to fix its budget deficit. Walker promised he would get public workers' compensation in line with other workers. He is now proposing a plan which will go to the legislature for swift approval that will simply go ahead and cut public employees benefits without negotiating. He says he doesn't have anything to negotiate with, because with the growing deficit he has nothing to give. His plan: limit collective bargaining for most state and local government employees to the issue of wages (instead of to many issues such as vacations, health coverage), require government workers to contribute 5.8% of pay to pensions, and have state employees pay at least 12.6% of health care premiums (instead of the 6% most pay today). The plan will save $30 million in the current budget and $300 million in the next budget. Republican leaders are saying the alternative is to lay off some 6000 state workers, and take away Medicaid coverage for thousands of children, which is a much worse alternative....

Mary Barra, 51, head of global product development, is the new CEO of GM following Dan Akerson. Akerson will retire. She is a electrical engineer who started as a co-op student at GM in 1980. Her experience includes engineering positions, managing a assembly plant, and heading the human resources department in 2009. The president's position goes to CFO Dan Ammann, 41. Former Cummins CEO and chairman, Mr. Solso, will take up the chairman's position at GM. Mark Reuss will assume Mary Barra's position. This completes the transition planned by Akerson as the government sells its remaining shares in GM following the bailout. Akerson says he felt as if he was seeing a daughter graduate from college. It is a significant moment for the U.S. auto industry as a younger leadership looks to the future.

U.S. president Trump signs an executive order on March 28, 2017, reversing the American commitment to the Paris climate change agreement. The executive order also lifts a moratorium on the sale of coalmining leases on federal lands. The Obama administration 2015 clean power plan was designed to restrict greenhouse gas emissions from power plants. It was blocked by courts in 2016. Trump says he is reversing president Obama's war on coal. Earlier he approved the Keystone pipeline for bringing oil from oil sands in Canada to the U.S.. Under the Paris agreement the U.S. agreed to cut greenhouse gas emissions 26-28% by 2025 from 2005 levels. Market changes including the availability of cheap natural gas from technology advances fracking and hydraulic fracturing is leading a shift away from coal, apart from Obama administration regulations. Another factor is the long term trend towards cleaner energy, with large energy producers such as American Electric Power and other companies planning for the long term which is likely to be in the direction of cleaner energy. These companies see the Trump administration changes as a situation that may not be for the long term. ...

A back of the envelope kind of analysis by Robert Cyran shows that GM may not reach positive net present value even with all its efforts. The rescue package from the governmet required GM to come up with aplan to achieve positive net present value. Treasury wants GM to wipe out two thirds of its unsecured debt by swapping it for equity. Even if this succeeded it would leave GM with $12 billion of unsecured debt and $6 billion in secured debt. With the government money of $13.4 billion the debt goes up to $31.4 billion. GM has to pay $10 billion in cash into the independent fund for UAW members benefits. And net unfinanced health care liabilities for non UAW workers is $8 billion. Prof. Roth at the University of Chicago estimates GM's pension plan may be underfinanced by $23 billion after the market downturn. Cyran uses a conservative number of $10 billion Adding it to the rest gives $60 billion in liabilities. With analyst estimates of $135 billion in sales in 2008 and about 3% margin this implies $4 billion in operating earnings. This seen as a steady ten year income stream would make GM's car business worth $28 billion. These ballpark estimates by Cyran show that GM will have a tough time proving to the government that it can achieve positive net present value and that it should not be drastically reorganized under bankruptcy, which would be redefining the business from the ground up, and discarding old models and behaviours completely by bringing in new managers with no preconceived notions about the business. Actually Cyran's $4 billion in operating earnings based on a 3% margin and $135 billion in sales may be optimistic considering that its based on 2008 performance. 2009 and 2010 performance will likely turn out to be worse than 2008 as both unemployment and consumption spending deteriorate. ...

He points out that in good times when lending is expanding quickly and financial institutions are least concerned about capital, liquidity requiremets must tighten, something that is not happening under current rules. Repairs in areas of "too big to fail", separating investment banking and commercial banking, and others, will not succeed unless this principle is adopted. And this he says will be opposed by financial institutions because it reduces their growth. But this fight has to be won. Pfizer will achieve half that which is an achievement considering how much had to be done. In the first round of French elections June 2024 the RN National Rally and Alliance gets 33%. Germany will give 16 state authorites 2.5 billion euros to support a6 euro monthly rail pass that can take you to anywhere in Germany for a month. About 7 million tickets have already been sold. Deutsche Bahn is operating at 80% of capacity at this time. Inflation is up 7.9% in Germany last month and this is a result of the war in Ukraine.

In other aid the German government has given-

Cutting the fuel tax by 30 cents a litre for gasoline to keep prices below 2 euros.

Those in work will get a one time 300 euros energy rebate for energy costs in autumn.

A 100 euros child benefit bonus per child.

People on other welfare benefits will also receive 100 euros.

Most work is diligently done each step preparing ne for the next step which eventually with patience and persevering on tasks brings results. They only appear to be sudden achievements, but always build on work done before patiently and step by step. This can be seen in the work of recent Nobel prize winners in science who have worked on a new discovery for decades with failures that were overcome, and obstacles that were surmounted with patient work day after day. Stolberg quotes St. Augustine and the Buddha on the importance of close knit groups, companionship and being part of a deep community. When Buddha's disciple Ananda says this is half of the spiritual life, Buddha says in response -  not so, this deep community is the whole spiritual life. Stolberg's new book is "The Practice of Groundedness." Much of this is also seen as important in the Bhagavad Gita and in Christianity- the ideas of simplicity and concentration in life on just one or two tasks, the clarity of mind that comes from this free of tensions.  The Cistercian monasteries all over Europe in the Middle Ages attest to this. One such abbey the restored Abbey of Fontenay in France, embodies this idea. Written about the restored abbey are the words- "The sun brings life to the austere bareness of Cistercian architecture, the way God's light spreads grace through the simplicity loving souls of the monks." ...

The Congressional Budget Office analysis of the Republican House health Care bill shows 24 million Americans would lose health insurance over 10 years. In terms of budget savings the bill saves $337 billion over 10 years. The increase in uninsured comes from the roll back of expansion of Medicaid under the House plan, the reduction of tax credits, plus the removing of income based credits replacing it with tax credits based on age. President Trump is promoting the bill saying it will reduce the premiums that have gone up since Affordable Care Act was passed and increase competition. House Speaker Ryan in promoting his plan says he is not in "some coverage beauty contest." The House Plan says Ryan, does not mandate that all be covered, but simply says coverage is in a free market giving people the option to buy insurance that they want, so that the numbers of insured would not be as many as under a mandate.

Trump's own instincts which he has historically followed would be set aside in this case because of the evidence the generals had given, supported by vice president Pence and key members of the Republican party. The president known for impulsive behaviour could be described as having gone through a period of reflection with the key military officers on what it was all about. In the end the decision to use U.S. troops to control the deteriorating situation in Afghanistan was taken to prevent a vacuum from developing. ...

With gas prices at $1.98 a gallon and crude at $55 a barrel in November and falling further are Americans going to need some special incentives or a gas tax not to go back to low fuel efficency or large vehicles? With about $1 trillion dollars of consumer debt in credit cards, auto and other loans and student loans, zero savings rate, and heavily in debt, and millions under water on their mortgages, the incentive is in the need to use the savings from lower gasoline bills to paydown debt. There is also the shift to parttime workers in the workforce a long term structural change similar to Japan after the economy became stagnant there. Parttime work means lower incomes and uncertain future and need to spend carefully. All these things will likely make the shift to higher fuel economy permanent, including legislative mandates, and new management at the automakers committed to serious conservation and the environment if government aid money brings new management at GM. And public habits are changing in how much and where they drive in pickups and SUV's, many using smaller cars and letting the SUV sit on the driveway for 2 or 3 car families....
