Chile's new constitution was drafted after a vote on a constitutional convention in which many people not involved before and on the fringes of society including indigenous groups were elected. More than half are independents and from different groups of society not well represented before. As a result of this the lack of experience has led to enshrining every single right that one could think of instead of focusing on what the protests were about about - the pension system, unfairness in access to health housing and education in the way funds are allocated from the budget, and promoting fairness in government.  At this time there is no certainty that it will be passed. A 36 year old student protest leader Gabriel Boric is the president elected after two years of protests about the unfairness of the system that took shape under a constitution written by a military dictator Pinochet who ran the country from 1973 to 1990. Pinochet came to power in a coup that is common in the history of South American Republics such as Brazil, Argentina, Chile and other countries. During the period of the government of Marxist president Salvador Allende the country was polarized resulting in the military taking over.  If the constitution is rejected a new convention will be formed to write a new constitution. In following the Structure of the US, Canadian, or British constitution, or the Indian it is important to look at the document so that it will stand the test of time rather than simply enumerating the rights of man. It is also important to focus on how to make the basic rights such as food, housing and education be well funded and society to be run along lines of basic fairness in incomes, while protecting enterprise and industry that can create new wealth for the country. The large South American economies are mainly dependent on commodities for export and there is a need to fund new business sectors which are not in commodity products- copper in the case of Chile- so that the economy can develop in a way that funds progress in incomes. ...

The US is far ahead in airconditioning. Conservative parties in Europe are accusing the liberals in power of not doing enough. In London Sadiq Khan is Mayor and housing construction rules require considering other cooling design options before putting in air conditioning. Some members of parliament call this "ridiculous."  In France the opposition parties say the government "is out of touch." Consider government views in France. Energy minister Agnès Pannier-Runacher says heat from large-scale air conditioning would make heat waves worse. “It’s a bad solution, We should air-condition for vulnerable people to give them a break, but on the other hand we shouldn’t do it everywhere.”  ...

The University of Washington Institute of Health Metrics and Evaluation has doubled its forecast of coronavirus deaths in the U.S. to 135,000, about twice what it is today at 69,000, by early August 2020. This is based on the assumption that with reopening the economy and return to actively operating in offices and shops, in construction and factories, the social distancing will be relaxed. Factors such as rising temperatures are not seen as offsetting the increased mobility in reopening. Dr. Fauci, top U.S. infectious disease official said on My 4, that the relaxing of social distancing could get a rebound started considering the coronavirus "phenomenal capabilities of spreading like wildfire." There is concern that the cases may be much higher in Brazil where there is not much testing, even higher than in the U.S. according to one university study. Argentina is a contrast having imposed a lockdown much earlier and has only 246 coronavirus deaths. ...

This requires government collaboration with private industry that was missing in the U.S. China has taken the lead by prioritizing 5G global leadership through central planning, subsidies, university training, and recruitment of tech talent. 

In the U.S. a small group of activists made net neutrality an issue says the WSJ leading to extensive proceedings at the FCC and acting as a distraction from the task of setting up 5G capabilities. The U.S. now has to catchup in this field using its strong 4G network for upgrading to 5G and its innovative tech culture for the apps needed.

The recent appointment of fast food executive Andrew Puzder as Labor Secretary has caused great concern among union leaders. Puzder supports a $9 minimum wage compared to $15 supported by Democrats. Unions now represent 7% of the labor force, down from a high of 20% during Reagan's time when Reagan appointed a construction company executive as Labor Secretary and cut regulations.  Globalization has thinned the ranks of workers in unions. And the failure of Democratic administrations to stem the shift of factories overseas to China, Mexico and other places, as part of global supply chains focussed on cost, has weakened Democratic support among workers since the period of Bill Clinton. It eroded to the point where Obama won 65% of support among unions and Hillary Clinton won 56% in 2016. Interestingly the Republican Romney gained 33% versus 37% for Trump, showing voters were more inclined to move away from Democrats and only a smaller number willing to support Republicans, but the shift enough to give Republicans a win in 2016 for the presidency. The figures are from a Election Day survey of trade union AFL-CIO, and a larger proportion in midwestern states showed disaffection with policies from Clinton to Obama. In fact Obama spent years promoting another free trade agreement TPP that favored tech more than auto and older industries, just as Bill Clinton had promoted NAFTA, without giving thought to what this was doing to its worker base of support. A similar situation happened with Social Democrats in Germany as a SPD administration moved to the centre and handed Christian Democrats led by Merkel a win in parliamentary elections. As Democrats such as former Labor Secretary Reich, a professor at UC Berkeley who served under Bill Clinton, describe the problems of working class people their is less reflection on the impact of the changes from globalization and how Democrats handled or mishandled it, and more on the politics between the two parties.   ...

India crosses the 10 million mark in coronavirus cases for the first time on December 18, 2020. The number of deaths is at 146,000. The U.S. is the only other country with over 10 million cases. U.S. has 17 million cases and 318,000 deaths on December 18. The daily cases in India peaked in September at about 94,000 and have declined to 27,000 in December. The U.S. meanwhile is hit by a second wave that is much worse than the first. Daily cases now are close to 250,000 on December 18, 2020. The daily cases in the second wave are much more severe than the first. They have increased by a factor of 5 to 10 times. Places which got through the first wave without severe damage are hit hard in December. This includes Germany, and California. In California daily cases exceed 50,000 and in Germany 30,000. In California, France, Germany, and UK, Spain, the daily cases far exceed earlier cases in the first wave by a factor of 5 to 10 times. For this reason India needs to be wary of a resurgence in the pandemic in a second wave. With its large population, need for economic recovery, and opportunity to benefit from the vaccine developments and its strict protocols for testing, isolation and social distancing, mask wearing, India can carefully and vigilantly prepare for the second wave. ...

With the decline of its hardware business making iPhones Apple is looking at other fields. It is launching cheap online TV subscriptions in streaming wars in competition with Netflix and others. Apple is launching a new TV streaming service Apple TV+ in 100 countries for 4.99 British pounds a month undercutting Netflix's price of 5.99 pounds. The new service will be started November 1, 2019. Disney plans a streaming service for 7 pounds a month starting November 12. This service is alongside iPhone 11 launch and anew iPad, a new iWatch. Buy any new Apple device and you get a 1 year streaming service free.  Sales of iPhones fell 14% in the April to June 2019 quarter to 39 million units. Samsung's business is growing by 4% to 75 million units and Huawei by 16% to 58 million units. Apple sees the need to increases its services business with a target of $50 billion in 2020. Apple sees itself more as a media and cloud services company as it makes this change. In markets such as India Apple's growth is limited by its failure to lower prices on new iPhones. In China it faces strong competition from Huawei. The trade tensions are increasing the strength of Chinese brands in the Chinese market. The market in U.S. and Europe is saturated after years of expansion. New iPhone models are costly and bring peripheral advantages such as more and better cameras and features such as screens that are not breakable- for the iPhone 11- not dimensions that are critical for making a costly purchase. After years of growth tech companies such as Apple, Google, Alibaba, Amazon are reaching a point where incremental growth is not what it used to be and most of the rapid growth behind them. Trade tensions are also limiting the outlook in the Chinese market, and pricing remains a major factor in the Indian market. Western markets are saturated. There are fewer and fewer substantial new ideas from these tech companies. ...

France's regional elections show president Macron's party has failed to covert national power into grassroots support. Macron's En Marche party was reduced to just 10% of the vote. Some called it a slap in the face for Macron's party. It was hastily setup during Socialist president Hollande's last year in office in April 2016 by one of his ministers Emmanuel Macron. The National Front of Marie Le Pen on the far right also lost support and won just 19% of the vote. About a third of the vote went to candidates from the former Republican party of president Sarkozy. Xavier Bertrand from the Republican party, which is in the Gaullist tradition, was one of the winners and emerges as a presidential candidate. Only 34% of voters turned out with very young people and people over 35 not turning out to vote. It appears that voters are now disillusioned with the party of Macron and Marie Le Pen that had hoped to win voters from the two traditional parties the Gaullist party and the Socialist party. The socialists did well in western France and have gained at a regional level. The Gaullist party, called Republicans under Sarkozy now looks to gain at the national level. The situation in Germany shows voters shifting back from the far right back to the traditional parties. In the regional election in eastern Germany the AfD far right lost to the CDU recently. Voters are beginning to return to the traditional parties. In Germany this includes a shift to the Greens party that has gained as the voters shift to moderate parties. Macron lost much support and was seen as not sensitive enough to people who had struggled to make a living because of changes in the economy and the urban rural split, social upheaval. He had a popular prime minister during the first wave of the coronavirus  in 2020 who Macron removed as this would create a candidate who might run against him in the national elections. A series of terrorist actions led to a sense of a lack of safety which added to voter unease and the shift to the traditional centre right Republicans.  ...

William Burns is president Biden's CIA chief. He has spent 33 years in the State Department and this experience is being used by the Biden administration as Burns is sent on key missions to the Middle East. He was in touch with Putin before the invasion of Ukraine. He made 16 overseas trips since taking up the job in March 2021 with missions to Kabul to talk to Taliban and to UAE to meet leaders. He is seen here in this WSJ report as someone who can take up making conversations with people Mr. Biden isn't ready to talk to or preparing the way for future conversations as in the Middle East. Mr. Pompeo took that role under Mr. Trump.

In this essay in Der Spiegel, Charles Hawley says that the Trump movement has become a movement of patriotic downtrodden whites, with a whole range of interests-of extreme right talk show hosts, Tea Party politicians, white power supremacists, those left out by globalization in the working class especially in the midwestern states. The danger he says is that this movement of which Trump has become a part, rejects the narrative on which America is based of the Constitution and the Founding Fathers establishing a country based on principles of "the inalienable rights of man," that have evolved through the years to include black people, women, and minorities.  To put this in perspective, president Obama writing for The Economist magazine in October 2016, puts this movement in a different context- that of the Alien and Sedition Acts of 1798, Know Nothing Movement of the 1800's, the anti-Asian sentiment in the late nineteenth and early twentieth century, periods when anti-immigrant or anti-foreign sentiment gained prominence. Obama's view is that it is not fundamentally economic. In this he is right in that some of the forces on the far right do not stem from globalization. Yet he would be missing a great deal if he did not address the economic problems for the middle and working class that have given such views the support of a broad segment of the population, especially in some midwestern and older industrial states compared to say the economy of California or New York. Obama is aware of the problems in his essay as he points to the problems of workers trying to get a decent wage, of job losses through globalization, and the aggravation of these problems by the financial crisis of 2008 when some of the potential physicists and engineers as he calls them went into the financial sector to create faulty mortgages. Yet he goes back to the free trade and global networks of supply chains as having reduced global poverty, without showing a keen awareness of how it has through a combination of events and decades of policy indifference to manufacturing communities in the U.S.- as documented by experts and shown in Lyrarc, with David Autor and Gordon Hansen in the WSJ, 2016- 08-16. A Gallup Study, WSJ, 2016-05-16, supports Obama's assertion by showing that many of Trump supporters are actually self-employed and not in economic distress. Yet the movement would not have taken its proportions without the merging of different groups particularly largely disadvantaged working class voters, and fortunately Hillary Clinton, Bernie Sanders, have a better sense of this than the president. It is by their efforts that income and wealth disparities can be tackled in a way that restores the social fusion of all parts of society- in Hillary Clinton's emphatic words in the final debate by "growing the middle," growing the middle class. The cities on the list that one does not expect are cities such as Jodhpur in the Thar desert, and Srinagar in the mountainous region of Kashmir. Srinagar is on the list because of inadequate sewage facilities to treat sewage. The Dal lake is polluted from houseboats and tourist hotels dumping sewage into the lake and not connecting to the sewage system. Jodhpur is polluted from auto exhaust and vehicular pollution.. The WHO says India's efforts to control pollution need to follow the steps taken by China recently. In response to citizen pressure and outrage about health conditions China has closed down polluting factories, and is shifting away from coal, away from coal stoves. India's efforts are inadequate and scattered says the WHO. This includes stopping fireworks sales that aggravated toxic conditions in Delhi. A program giving 37 million poor Indian women free gas connections helps a shift from use of dung fired clay ovens or coal ovens. Pollution kills 7 million people each year says WHO, and over half or 3.8 million people die from use of unhealthy cooking stoves which create indoor air pollution. Of cities above 14 million Delhi ranks first, Cairo, Egypt second, Mumbai, India fourth and Beijing fifth in air pollution levels.  ...

Vindu Goel of the NYT gives this report on IBM's expansion in India including an interview with Vanitha Narayanan, chairman of IBM India. In 2017 IBM had 130,000 employees in India, at operations in Pune, Calcutta, Chennai and Bangalore and other cities, double that in 2007. The U.S. operations have about 100,000 employees. As IBM's revenues have declined with technology disruptions, it has concentrated on expansion in India with its vast base of knowledge workers and costs of about one half to one fifth of what it would cost in the U.S. IBM has 380,000 employees worldwide, with 26% in the U.S. and 34% in India, and 40% in other countries. Microsoft employs 8000 employees in India and 124,000 total worldwide, Google has 1800 in India and 72,000 worldwide.  IBM removed operations in India in 1978 after a dispute with the Indian government. In 1993 it started operations in India in a joint venture with Tata. By 2004 the operations had expanded and IBM took full control. A $750 million 10 year contract was signed in 2004 with an Indian phone company Bharti Airtel. As Goel points out the shift is happening towards expansion in India with the growing demand from industry and government in India. The Watson venture has expanded in healthcare in India with contracts including one with Maniphal Hospitals. In 2016 this had reached $38 billion in hardware and software, services, to Indian industry and the government agencies. IBM's work is not simply in offsourced work from American companies. High tech and cutting edge research is also taking place and expanding. IBM is now uniquely positioned to get an expanding share of the business as more tech services are provided to the hundreds of millions of people in India who did not have access to tech and tech services before. Research concentrates on doing this at a fraction of the cost and in new ways suited to the local region, so that services can be delivered with a wider reach. This report provides a new perspective on how the next decade could see American companies with a long term focus take advantage of the rapid growth in the fastest growing large economy in the world, with advantages for both the U.S. and India. ...

Wages are now consistently up more than inflationary pressures since mid 2023 to July 2024 by about 0.6 to 1.0% in Labor Department graphs about cost of living. This is good news for the US economy. It shows the policy of president Biden investing in rebuilding infrastructure and Science/Chips, and renewable energy is delivering for the American people alongside cost of living actions by the Fed's Powell and Biden. For the first time since 2021US CPI index for inflation from the Labor Department drops below 3%. It drops to 2.9% for July 2024. The Consumer Price Index increasing by 2.9% over the same month in the prior year 2023. This shows a definite trend for the cost of living to moderate after the supply chain events that increased inflation leading to lagging efforts for wages to catch up- cost of living issues for ordinary Americans. Abdulrazak Gurnah, a native of Zanzibar and Tanzania writing in English wins the 2021 Nobel Prize for Literature. His prose has inflections of Arabic, Swahili and German. He left Zanzibar at age 18 years after a violent uprising in 1964. In "Admiring Silence" he reflects on the experience of migrant refugees caught betwen two cultures and remaining silent about their true feelings. The prize is given at a time of migrants reaching Europe in large numbers from Africa and the Arab countries of North Africa to Germany.

The chair of the Nobel Committee Anders Olsson says about Gurnah- "He ha consistently and with great compassion penetrated the effects of colonialism in East Africa, and its effects on the lives of uprooted and migrating individuals."
