Honda will invest $750 million in the GM Cruise LLC, followed by $2 billion invested in development of self-driving autonomous cars over 12 years. Honda takes a 5.7% stake in GM Cruise, with Softbank having a 19.6% stake after investment of $2.2 billion in June 2018. Honda's investment with GM Cruise LLC which is a separate entity created by GM to develop autonomous self-driving cars, is a culture change for Honda. In the past Honda prided itself on its tech prowess, now this is changing. Automakers are likely to team up as they face competition from Waymo, a unit of Google's Alphabet, setup in 2016.

In this op-ed in the NYT Matthew D'Ancona, former deputy editor of the Daily Telegraph, is sharply critical of British prime minister Theresa May for planning to remain in office after the election losses of the Conservative party in the June 2017 election. He calls her decision deplorable and the alliance with the Democratic Unionist party of Northern Ireland with its 10 seats and less than 1% of the total vote a huge mistake, because of its extremely conservative views on social issues which are out of touch with socially liberal conservative voters. His prediction is that the parliamentary majority will be under constant attack, making governing difficult. He expects the government to collapse.

Macron as president of France does not agree to cohabitation appointing 4 prime ministers over 4 years who are replaced or lose public confidence. The last Bayrou is an experinced politician who tried to get austerity cuts including eliminating 2 public holidays. The Socialist bloc led by Melenchon and Le Pen's Marie Pen bring down Bayrou in a no confidence vote. Following the election of the National Assembly Macron had an opportunity he missed of cohabitation with the Socialists Party bloc and letting its leader Melenchon or someone else in the Socialist Bloc, a more acceptable face to the Macronists form a new government. Instead he has weakened France and it's economy by taking a rigid approach. This is a reversal of his posture during his entry into politics which depended on the Socialists leader president Hollande accepting Macron into his government as Minister for the economy. Macron formed his own party with deft moves to retire the Gaullist and Socialist parties that have ruled France since 1945. Winning the presidency once and barely winning the second time after protests by Yellow Vests on the cost of living and an imperial presidency, the very same problem that Nicholas Sarkozy had of not being close to the people and their concerns about migrants, cost of living and the deindustrialized parts of France, neglect of farmers and rural areas also seen in the US. With this France is in a bit of drift with younger voters looking elsewhere for the future. ...

Russia's national airline, Aeroflot, has goen through a transformation by improving safety and inflight service through a rigorous program of training for pilots and inflight service personnel by 2015. It is 51 percent state owned. Aeroflot has the advantage of the Moscow hub which cuts passenger travel time to distant destinations by 2 hours compared to Dubai hub of Emirates airlines. A flight New York to Shanghai is shorter by 2 hours for Chinese travellers. The Moscow- Rome flight is 80 percent filled by Chinese passengers for example. Passenger volume is up 10.3 percent in the first 9 months of the year, even as air travel in Russia was down 3.4 percent in Russia, according to Aeroflot and transport ministry. One advantage enjoyed by Aeroflot is its very young fleet of planes, with age of 4.3 years on average in 2014, compared to Delta at 17 years and British Airways at 12.6. It has 118 Airbuses and 25 Boeings, and has added 21 locally made Sukhoi Superjets to support the local aircraft maker. ...

The Christian Democrats (CDP) under Angela Merkel received only 23% of the vote in the 2011 Berlin elections. The Free Democrat party (FDP) with 2% of the vote did not reach the 5% threshhold for seats in the Berlin legislature. This was the fifth time the FDP failed to win enough votes to get seats in the regional parliaments. This endangers the CDP-FDP coalition. The FDP campaigned against Merkel's policy of financial support for Greece. The Social Democrats support the euro currency union and issuance of euro bonds, which suggests voters are not choosing parties based on opposition to bailouts of troubled European Union countries. The Social Democrats-Green coalition will have a majority in the state legislature, as the Greens won 18% of the vote. The Pirate party of internet free-speech activists and leftist voters dissatisfied with existing parties were expected to win 9% of the vote, which is a first for regional parliaments for a party of this type. Some of this vote could have increased the Greens vote....

Meg Whitman, H-P CEO, repeated her statements that a recovery was four or five years away. She sees little sales growth till 2015 and predicts losses. H-P's share price fell by 13% on Oct. 3, 2012. Whitman said in an interview that H-P has failed to invest in research and development. She was critical of lack of R&D investment under Mark Hurd. But says many of the problems go back to when Carly Fiorina was CEO in 2005 and made the acquisition of Compaq. The acquisition approach has worked poorly for H-P, with lack of R&D within H-P. H-P's financial position also worsened with the $10 billion paid by Leo Apotheker, Hurd's successor, for Autonomy Corp. Internal software systems disconnected costs from revenue, so that in 2011 field selling costs increased by $1 billion even as revenue decreased by $5 billion. A series of management changes made things worse through poor decisions, inconsistency and lack of focus, all of which will take years to correct.

Federal Reserve chairman Bernanke's move in January 2012 to announce detailed projections for interest rates for each of the 17 Fed Governors participating in policy meetings, is an effort to show that he operates by consensus. Names of the Fed Governors are not stated. This is a change from the Greenspan years at the Fed. Hilsenrath points to the research done by Alan Blinder of Princeton University, former Fed vice chairman, which shows group consensus based action works bettter. Another reason for this is the Fed's damaged credibility after the Greenspan years and the financial crisis of 2008, when the Fed operated under one dominant figure. An additional step taken by Bernanke is to move from the ad hoc type of policy decisions of the past decade to a longer term plan for unemployment and inflation goals. The Fed has set a 2% goal for inflation with some flexibility to reduce unemployment if it is too high. This gives businesses more information to plan ahead and improves Fed credibility....

As Huawei's young engineers go through a learning curve, the company faces challenges of giving them additional business experience. Huawei is working to instill western practices and culture in its enginers by expanding overseas, and hiring seasoned engineers in Europe to mentor the younger Chinese engineers. Of the 23 Huawei R&D centers, 13 are located outside China. Huawei adds engineers right out of college- 50,000 employees were added in the last 5 years right out of college. Of the 149,000 employees, half work in R&D. Average age at Huawei is 29 years. In this sense Huawei is unusual for a high tech company compared to western companies. It is a plus for Huawei in the long run, but it means a lot of training is needed. Lars Bondelind, the Swedish head of wireless marketing at Huawei, describes these challenges at the 2012 Barcelona Mobile World Congress. Bondelind says the Chinese engineers he works with have higher knowledge and expertise than newly graduating Swedish engineers, the challenge is training them in western engineering and business practices....

McDonald's is seeing declining sales in the U.S. The percentage of people in the U.S. going to McDonald's declined by 12.9% in the 19-21 age group and was flat for the 22-37 years age group, according to Technomic. Younger Americans especially are seeking out healthier alternatives with emphasis on fresh food. Another competing trend is fast casual restuarants such as Panera Bread. Fast casual restaurants increased from 9000 to 21000 in the last 10 years, while McDonalds has remained at 14,000. Chipotle started in 1993 and now has 1600 locations. Five Guys has 1000 locations. Consumer Reports surveyed 32,000 subscribers and rated McDonalds as the last in taste of 20 burger chains. Consumer Reports gave as a reason millenials and younger consumers who will try hard to get the right food. Problems in Russia about sanitary conditions and declining sales in China after the government accusations about a key supplier using expired meat also add to problems. Increasing concern about healthcare and obesity also add to the search for alternatives and careful selection of meals, especially among younger educated buyers....

President Obama proposes changes in taxes to fund programs to aid students such as free 2 years of community college, aid for student loans, and financial help for middle class families. Senate Majority Leader McConnell says the proposals to raise income taxes for high income Americans with $320 billion in new revenues over 10 years, reduced prospects for changes in the tax system. He said the Obama proposals were designed " to excite the base but not designed to pass." Obama says "the shadow of crisis has passed," and calls for "middle class economics," and improving incomes for anyone making the effort. The call comes as inequality widened during the long recession and some of the Obama administration's policies such as on homeowner foreclosure, and lack of focus on unemployment during the first term, may have actually worsened inequality. The call also comes late in the second term in Jan 2015- with presidential elections in 2016- after the Republicans gain control of both Houses of Congress, which is why Republicans dismiss this as mere political talking points for the base....

Lt. Gen. Frederick "Ben" Hodges is the U.S. Army Commander in Europe. He describes the threats facing the U.S. in an interview with Sohrab Ahmari of the WSJ. Hodges says Russians are preparing for a conflict five or six years down the road, and should have capabilities built up in 2 to 3 years. The U.S. military remains stretched with 9 of 10 division headquarters committed to some requirement, and new crises popping up unpredictably, such as Islamic State and Ukraine in 2014- a situation not faced even at the height of the engagement in Afghanistan and Iraq. The budget sequestration cuts continue to limit the army's capabilities just when additional resources are needed. Hodges calls for depth in resources as the only way for the army to be there to counteract bad actors in Europe or the Middle East, or some other place. With further budget cuts the army will have to drop down to 420,000 personnel from 500,000 today, just when the number of crisis areas are increasing, hurting preparedness and modernization....

The U.S. House of Representatives voted 332 to 94 to approve a budget deal for 2 years negotiated by Rep. Paul Ryan (Republican) and Senator Pat Murray (Democrat). This ends a chapter of 3 years of crisis prone budgeting negotiations and a brief government shutdown from failure to negotiate a deal between the two political parties. Ryan, the vice presidential candidate in the 2012 elections has credibility with all parts of the Republican Party which helped get the deal passed overwhelmingly. On the floor of the House Ryan said about the deal- "This is good government, it's also divided government. And under divided government, we need to take steps in the right direction." Ryan was able to win 169 Republican votes, with 62 against. House Speaker Boehner (Republican) was critical of Tea Party supporters and groups such as Heritage Action, Club for Growth, FreedomWorks and Senate Conservatives Fund opposing the Ryan deal, because he said these groups were pushing the Republican party into places where it did not want to be through "misleading" information and had "lost credibility."...

Cold weather dampened U.S. economic growth in the 4th quarter, with the initial reading of 3.2% seasonally adjusted annual growth in GDP revised to a reading of 2.4% by the Commerce Department. Projections by economists are for even lower growth of 2% in the 1st quarter from the cold weather, which was the worst in 35 years for some parts of the north and midwestern U.S. Consumer spending adjusted for inflation increased by 2.6%, and the savings rate dropped by one percentage point from the average of the last 3 years to 4.5%. Government spending and investment declined by 12.8%, as efforts to reduce the deficit continued. Offsetting this, and the bright spot here was more business investment on equipment, software and buldings of 7.3%, and exports up by 9.4%. GDP in the 4th quarter was up 2.5% from the prior year and unemployment rate was 6.6% in Jan 2014. Justin Leverenz of the Oppenheimer Developing Markets Fund has seen the fund grow in five years from $3.9 billion to $41 billion in 2014. President Obama will nominate Jacob Lew for Treasury Secretary to replace Timothy Geithner. In making this decision Obama stayed within his close advisors. Lew has held firm in budget negotiations, at one point walking out, and at another point in negotiations of the last two years saying flatly Medicaid is off the table. This signals Obama is not going to give in to Republican demands without a fight. In picking the 57 year old Lew, Obama is choosing someone who has substantial experience in budget matters and in working with Democratic leaders, all the way back to working with Speaker Tip O'Neill from the Reagan days. He was head of the Office of Management and Budget, and is currently White House Chief of Staff. He was chief operating officer of Citi Global Wealth Management and Citi Alternative Investments for 2 years, which suffered large losses in the 2008 financial crisis, but was not closely involved in the way decisions on investing were made. He was brought to Citigroup by Robert Rubin, a former Treasury Secretary under Clinton....

Davey and Walsh tell the story of years of mismanagement in a city that lacked proper record keeping to keep track of costs. A municipal auditor brought in a financial consultant as far back as 2005. He found an additional $7.2 billion in retiree health costs that had never been taken into account. That warning was ignored. All the time the city was losing jobs with mismanagement at the auto companies and lack of labor-management cooperation. The Kilpatrick years as Mayor were largely wasted as problems piled up. The city was unable to borrow, and its revenue base was continually shrinking. Under Mayor Bing the city had a hard time meeting payroll. Other cities had faced financial crisis before, New York in 1975. Detroit was different in that two of the three major auto companies went into bankruptcy followed by the city itself facing bankruptcy, with mismanagement of finances and lack of a good plan for the city and the auto industry that brought everyone together behind a single goal of regeneration. ...

Sir Fred Goodwin left RBS with a 693,000 British pounds annual that was arranged in the contract. At the end of 2007 Sir Fred was owed 597,000 British pounds, but when he was forced out in October 2008, Sir Fred 50 years old, was given credit for 10 years more work, increasing the payout to 693,000 British pounds a year. With the highest annual loss in British history of 24 billion pounds reported by RBS for 2008, the government is asking Sir Fred to take areduced pension. This has resulted in a nasty exchange with Sir Fred who has refused, and the British public and the people of Edinburgh especially are furious. Tarullo's Capital Idea

Wall Street Journal Original article ›
LyrArc Article Gist
This Wall Street Journal editorial comes out in favor of higher capital reserve requirements similiar to that suggested by Federal Reserve Board governor Daniel Tarullo. The Journal says that if regulators are serious in the U.S. about controlling systemic risk, then the 14% rule or a 15% rule for assets held in reserve by banks should be adopted. Daniel Tarullo had suggested a 14% capital reserve requirement. These requirements would be phased in gradually over several years. Basel III requirements require only a 7% requirement and is phased in over many years. Capital standards are likely to be gamed. For this reason the requirement for only Tier 1 capital to be eligible is essential. What about the Basel III standards and the European banks? Would this put them in a better position to earn higher returns. This should be a problem left for European taxpayers to tackle says the Journal. As long as U.S. taxpayers are supporting U.S. banks with an implicit subsidy to take on larger amounts of risk -because they will be saved in a crisis with taxpayer dollars- the Journal says it makes sense to require 10-14% in capital reserves. It cites the Japanese banks which were highly overleveraged with lower capital reserves compared to American banks, and fared poorly. The Dodd-Frank bill imposes a complicated set of regulatory requirements with regulators required to write new sets of rules. The editorial concludes that it is far better to tackle the problems in the banking system with a sufficiently high requirement for capital reserves to manage risks than to have the detailed rule making on every subject that Dodd-Frank suggests....

After Macron and Merkel flatly reject Britain's appeal for direct talks, Mr. Boris Johnson says it is now looking "very, very likely" that Britain will leave the European Union without an agreement. Johnson said this was a potentially "wonderful" outcome. Both sides want to be seen as not responsible for the failure of the talks. The stumbling bloc is the adherence to EU rules which Britain rejects as infringing on its sovereignty, and EU's fears of Britain relaxing its environmental and other rules to gain unfair competitive advantage in business.
