Without their support the bill cannot be passed in the House of Representatives. Adam Nossiter of the NYT describes the clearly presidential nature of Macron's appearences during the first month in office. First at the Louvre during the night election results showed him winning easily, and later in appearances at the G 7 summit meeting and at Versailles with the Russian president. This is in sharp contrast to the chatty, "little jokes" and other efforts of president Hollande that left people with the impression that he was not decisive and strong. How well U.S. presidential front runner does depends on whether the Democratic Party is returning to its roots when it was able to attract working class voters and people without college degrees. Over the years since Harry Truman's presidency the Republican party was able to peel off less educated working class white voters from the Democratic party on the basis of religion, race, gender and traditional attitudes to culture. Could this have gone too far and will the Democratic Party in the U.S. fight to recover support from its traditional base of common people, just as the Labour Party in Britain under Jeremy Corbyn sees itself as defending working class and common people's aspirations. Biden's future depends on how much he can rally the party back to its roots with his  Harry Truman like style and fighting spirit. Few American presidents in the modern period could match the courage, simplicity, openness and tenacity of Harry Truman, which is why he was able to come from behind and win in 1948 elections after the death of president Franklin Delano Roosevelt in 1945. ...

Practically the whole town of Bergamo moved to Milan to watch the game for a home team. Italian dfoctors say there was a surge in coronavirus cases two weeks after the game on February 19. The virus then hit both Spain and Italy.  New York also went ahead with games with Madison Square Garden putting 100,000 people through its doors, having not received government guidance to stop. It was not till March 12 that game locations and stadiums were shut down. Doctors in infectious diseases say this was a distinctive amplifier, mass gatherings of people spread the virus quickly, especially one as contagious as this one. This report says in early January the coronavirus arrived from Munich, and in mid-February was still based on rumors about its spread in Lombardy, Italy, so that authorites were lax about it, not understanding the threat being faced.  ...

King Salman appoints Mohamed bin Nayef, 55 years-old, as the deputy crown prince in Jan. 2015. The crown prince is Muqrin Abdulaziz, 69 years-old. Mohamed Bin Nayef is the son of the Interior Minister, who worked under his father from 1999 till he became the new Interior minister in 2012. Nayef has pursued an aggressive program to remove Al Qaeda in Saudi Arabia. By taking action against all dissent inside Saudi Arabia Nayef has also jailed human rights activists, including the flogging of a blogger critical of the government. The defense minister Prince Mohamed bin Salman, is a son of King Salman. King Salman was defense minister till he succeeded his half-brother Abdullah. Ali al-Naimi continues as Oil minister, a position he has held for decades. Saudi Arabia established a panel in 2006 to work with future kings after King Salman to appoint an heir to the throne. Even with the appointment of Nayef, a grandson of Saudi Arabia's founder, Abdulaziz ibn Saud, as deputy crown prince, the leadership of the country remains within a small number of princes of the royal family. Under the Obama administration the relations between U.S. and Saudi Arabia have become strained with president Obama's failure to intervene in Syria. The Saudi have pursued their own policies since then, in first Bahrain and then Egypt the Saudis supported the monarchy and the military respectively to maintain power in the face of the Arab Spring. The danger is that Saudi policies may be contrary to the U.S. position supporting freely elected governments and basic rights, particularly when it comes to suppression of all dissent including peaceful dissent and normal criticism of government, and yet with the rise of Islamic State the U.S. puts itself inadvertently behind these very policies. The Saudis would say this has happened because U.S. president Obama failed to support the effort for freedom in Syria and a transition in Libya and Iraq (with the added complication of Maliki's sectarian policies), creating a war torn neighborhood in which the Saudis had to act on their own. These are the hidden costs of the policy of the U.S. president for the U.S. and for the Middle East- more sectarianism with Shiites and Sunnis openly in conflict, reversal of hard won gains in Iraq, reversal of the Arab Spring except in Tunisia, war torn Libya and Iraq- with a withdrawal that never truly happened because it required a firmly guided transition period of support in the region with lower cost and involvement of an extended period leaving no room for reversal of gains. It leaves both the Saudis and the U.S. in a more precarious position than a decade ago....

The Biden administration has announced a 100 day review of strategic vulnerabilities in America's supply chain. President Biden has said he supports funding of incentives for production in the US, to become independent of China and Taiwan. From 1990 onwards chip production in the US went from 37% to about 12% today. It will now go back up. Biden's National Security Adviser noted in an article in Foreign Policy that advancing industrial policy like Japan and France once considered out of tune is now essential, "something close to obvious."  At one point in the post war period America's most advanced jet engines were made in West Berlin, surrounded by the army of Russia and its ally the GDR. There is new realization that dependence on Taiwan which makes 22% of semiconductors worldwide and 50% of advanced designs cannot go on the way it is exposing a critical vulnerability for American industry. A 40% tax credit for the cost of new semiconductor fabrication plants and other incentives are now supported in the Biden administration. The whole idea is to turn this around quickly where US no longer depends on uncertain supplies from overseas. Four critical areas of strategic vulnerability will be reviewed- pharmaceuticals, semiconductors, batteries, and strategic materials. ...

OECD forecasts show an acceleration of US economic growth in 2021 with the $1.9 trillion aid package of the Biden administration. OECD forecasts show pre-pandemic levels of output reached by mid 2021, 6 months earlier than expected. Global output is expected to grow by 5.6% in 2021, after declining 3.4% in 2020. Main reason- US economy is seen expanding at 6.5%, twice as fast as previously forecast and fastest since 1984. OECD sees the importance of stimulus coinciding with vaccination of the population. The pace in the US with 18 million vaccinated in March and the goal of vaccinating the whole population by May is part of the reason given for the vigorous growth. Astonishingly the OECD sees the US economy larger in end of year 2022 now than it had forecast before the pandemic. For other countries such as India with slower vaccination progress and large population, OECD forecast is for 8% shortfall in growth from what was expected before the pandemic at end of 2022.  This is an amazing bit of good news amid all the dismay and confusion surrounding the coronavirus lockdowns. ...
