This report in WSJ says president Trump's trade policies have flopped so far. Part of the reason are Mr. Trump's tax policies which acted like a stimulus to the U.S. economy at a time when the world economy and China were slowing, even though this created a large fiscal deficit. Increase in interest rates by the U.S. Federal Reserve increased the value of the U.S. dollar against other currencies making imports cheaper. The Trump tariffs are in play in negotiations with the Chinese government, and the WSJ argues that Trump's tax policies are in play too. Not that the Trump threat of tariffs has not accomplished its initial intent of getting China to the negotiating table in a serious way for the first time since it joined the WTO, and reminding it of its WTO obligations and obligations for maintaining a level trading field free of state sponsored subsidies to reduce competition. Economists argue this proves that the trade deficit is influenced only by macro or larger economic influences such as the strength of your currency and demand for imports. In the long run the Trump tariff action may work, yet the tax policies may prove inconsistent in increasing the fiscal deficit without producing gains in investment in infrastructure and other vital areas of investment in the economy that would provide benefits to society. ...

The Dhan Jan Yojana DJY accounts opened for rural households are up to 316 million. Aadhar cards for identification are up from 650 million to 1.2 billion. The Aadhar and DJY work together to enable direct transfer of benefits to poor households, eliminating the leaks in benefits transfer and ghost accounts of the period since independence in 1947. Not mentioned by Panagriya is the Health Insurance scheme for lower income households that enable families to survive a sudden medical expense that could put them in dire straits.  These efforts work in a way to change India from the ground up from its villages and rural areas as envisioned by Mahatma Gandhi in the struggle for independence. The land acquisition law amendments were put on hold till farmers concerns could be better accomodated, an area of concern for industrial development cited in an editorial in the Hindu newspaper. Fiscal consolidation and inflation targeting have resulted in an average inflation rate of 4.3% for the 4 years of the Modi government. Inflation was over 9% in the last 2 years of the previous Congress UPA government with GDP growth dropping to 5.9% for the last two years. Average GDP growth for four years for the Modi government is 7.3%, even after the changes to implement GST taxation for one national tax eliminating state barriers in interstate commerce and demonetization to fight corruption and black money. Rate of GDP growth should be higher after the gains from the initiatives and the new GST integration of the country are felt, with increase in investment and FDI, after infrastructure improvements and land acquisition arrangements are made. Transportation infrastructure modernization initiative pushes ahead with the first bullet train in the pilot project for Ahmedabad- Mumbai set to start in 2022. This is a $17 billion project financed for $13 billion by the Japanese government at 0.1% loan for 50 years, moratorium on repayments for 20 years, using E5 Shinkansen series technology. Implementation of this project on a sound financial basis should lead to transformation of the Indian rail network, raising the level of technology implementation across the entire Indian rail system. Such an achievement would rival the first introduction of railways into India in the nineteenth century under the British. A new bankruptcy law is intended to free up capital for investment by putting behind the large number of non performing loans in the Indian banking system. Changes made by the central bank RBI are designed to speed up this process so that loss making enterprises are absorbed, consolidated or shut down, a legacy from the earlier period.     ...

Birthright citizenship is something else entirely and history shows that forget birthright citizenship for Asians- for most of the 19th century and over half of the twentieth century till the 1960's American public and Congress opposed any form of immigration from Asia. It was only under John F. Kennedy who was Irish, had served in the Pacific in Asia, that the idea of giving Asians citizenship was given credibility and acceptance with the American public and in the US Congress.  Without JFK and LBJ this opening for Asian immigrants coming legally in large numbers for education would never have happened, not under Nixon-Ford-Reagan-Bush. And the modernization of Asia, of Japan, China, now India could not have happened without knowledge of new technologies in American universities gathered by these visitors who were also allowed to work and stay legally. For this reason common sense is a more valuable way to approach this. Misuse and misrepresentation would only create the feeling that Asian Americans- who have integrated into the fabric of America and whose sons and daughters have benefitted the most from the gracious invitation of JFK and LBJ- who are mostly highly educated and can draw on the best economic opportunities the Nation has to offer, want to see their own interests only, and not the Nation as a whole as it struggles to bring a improvement in the lives of the have-nots in today's society, the less educated, the low income workers often immigrants from Latin American countries, those struggling to make ends meet in this economy. ...

From 2007 to 2022 US electricity demand flattened with new energy efficient technologies. It is now poised to increase from 2022 to 2035 and the process is happening  with approval of new natural gas plants and new data centers, new manufacturing plants needing large amounts of renewable energy. She also had the opportunity to build on her economics and accounting background at Treasury, and at the Ministry of International Trade where she signed a number of trade deals for Britain.  What has changed her was her decision to learn and develop on her own after being ignored in the Conservative party. She shifted from Remain to becoming an aggressive supporter of Brexit and coming out decisively for Boris Johnson as prime minister.  She is willing to challenge the Treasury and others in the civil service when she feels she needs to. Her challenge says The Times is to develop the skills that are needed to work with others and take the country forward. One advantage she has is that she has confidence in her own experience and education to have strong personalities work in her team. Another quality that helps her is that she is not ideologically a conservative, so that she is willing to try new ideas to get the economy working and move Britain forward. And adding to that she has the depth that Cameron and Johnson lacked with her experience gained in parliament, at Treasury, in the International Trade ministry, and recently as Foreign Secretary. She may well be the underestimated candidate compared to a mostly predictable Sunak. ...

Reagan was saying he understood that Senators Smoot and Hawley got things wrong when they imposed tariffs in the 1930's, that he was doing this in a very different situation the use by Japan of blatantly unfair trading practices. This is the case with Canada, China, Mexico and other nations today, that have acted as if they know nothing about these unfair trade practices. Healthy world trade requires every nation to follow the rules of fair trade practices. Canada is saying that we will shame you as being against world trade so we can keep violating fair trade practices. China is saying we will act as the guardian of world trade and shame you in this way so we can keep violating fair trade practices. ...

After hurricane Helene only about 10% of FEMA workers are available for Hurricane Milton headed towards the Tampa Bay Area at 175 miles per hour.

Christopher Flavelle of NYT  points out FEMA desperately needs more funding and staff as it is responding simultaneously to many disasters. The full effects of climate change in more and more natural disasters all across the US have not been taken into account for the added funding and staffing needed. In this situation FEMA is spread thin causing other problems such as attrition and burnout and unfilled positions.

The Government Accountability Office report found in 2023 that 35% of FEMA's positions were unfilled, because of “rising disaster activity during the year, which increased burnout and employee attrition.”

There are also lot of people who are out of work in disaster areas who can be pulled in for disaster work.

Senator Schumer the Majority Leader in the Senate has shown a unique ability to bring together Republicans and Democrats in bipartisan efforts that would have been daunting to lesser men. He was a key driver of the efforts to bring Republican and Democrats together to invest in the country's aging infrastructure. This is a win-win situation for both. He did this again when at Minority Leader Mitch McConnell's suggestion at the end of October that action on the border be an essential part of aid to Ukraine, Schumer  did not say no, he struggled with it talking with his staff till he says an epiphany sort of lightning strikes. He realized it was needed to be tough on the border and to do it right was a win-win situation for both supporters of Ukraine and getting the border situation under control. Because so many Democrats were for Ukraine they would vote for a good border security bill. This report shows him making calls even on Christmas Day.  Only someone of Schumer's dedication, ability to talk and persuade others, and hard work could have done this. As in getting bipartisan support for infrastructure bills he had Democrats who had good relationships with Republicans to persuade Republicans that Democrats were sincere about taking strong action on the border. It is to the credit of president Biden and shows that his decades spent in Congress were worth it for America that he supported Schumer and worked with Republicans. It is this sincerity that made it possible for 22 Republican Senators nearly half of Republicans in the Senate to join Schumer in the new aid package for Ukraine, after a former president shut down the earlier bill that combined the border action with Ukraine. Many in the media and in the country have not grasped the meaning of the way some of the most senior members of Congress including Mr. Biden who was one of the longest serving senators in history are working together showing courage and wisdom in the face of many distractions and factional differences on the fringes of different parties. ...

During 2022 the San Francisco Federal Reserve Bank issued 6 warning citations to Silicon Valley Bank, saying that its bank practices did not allow for enough cash in the event of crisis. By July 2022 in a full supervisory review it was rated deficient for governance and controls. At a meeting with senior leaders of the bank the possible exposure to interest rate losses related to Fed increasing rates was also discussed says this report in NYT. The Fed regulators stated that the bank was using wrong models showing that SVB bank would do better as interest rates increased. Questions are being asked about why things that were in plain sight were overlooked by the regulators- 97% of deposits were uninsured by the federal government. In the event of a crisis depositors might try to get their deposits out causing a run on the bank which is what actually happened with $42 billion attempted withdrawals in one day. Michael Barr is the vice chair for Fed supervision. A investigation report is expected by May 1. March 29 the House Financial Services Committee will hold ahearing in Congress. Peter Conti-Brown, an expert on financial regulation at the University of Pennsylvania calls it failure of banking supervision, and says it will become clear from the investigation whether the supervisors failed in their work. One of the problems is that the CEO of SVB bank, Gregory Becker, was on the Board of the San Francisco Fed. NYT says the optics of this is bad. Bernie Sanders, Senator from Vermont, calls it absurd that he was appointed to the Fed board of the institution that was regulating SVB bank. Another problem is that Randall Quarles, vice chair of Fed supervision 2017-2021 carried out a 2018 regulatory roll back law of president Trump in an expansive way says NYT. This law exempted banks with less than $250 billion in assets from strict banking supervision that larger banks were expected to go through. Fed chairman Powell is criticized for not  flagging these steps as potentially dangerous for the banking system in the way this was done by vice chair Lael Brainard. Brainard is now head of Biden's National Economic Council. She never favored the Trump law and had grasped early the risks of such deregulation. Sanders will bring a new law to prevent bank CEO's from sitting on Fed boards, and Senator Elizabeth Warren has called for an independent review that does not include Powell.     ...

Full time workers in Sweden have the right to take leave for 6 months to do something they want to do, including starting a new business. This includes taking care of a relative or study leave. Workers can come back after 6 months to resume their old job. Employers cannot say no except for special reasons.  This leave has the support of employers, unions and the government. In Sweden's unique culture which emphasizes work-life balance workers taking 6 month leave of absence can get back to their old jobs smoothly.  In Sweden it is very hard to fire an employee who is permanent. So that once an employee has permanent status there is very little incentive to leave to do something else. The 6 month leave option lets workers try out something different or start a business without incurring career risk in addition to financial risk. Workers are more comfortable venturing out when they know they can come back to their old job and are not risking their careers. This BBC report shows profiles several new business owners who took 6 month leave to start a new venture they were passionate about. The way this happens is that an employee first tries out an idea in his spare time while he works full time. When he is comfortable making the move he can take the 6 month leave to devote time to it full time. Experts say Sweden is the only country in the world to give this right to leave to start a new business. In 2017 175,000 people took this leave compared to 163,000 in 2007, according to Statistics Sweden. During this period registration of new companies shot up from 27,000 to 48,000. ...
