Ms. Park Geun-hye of the conservative party was elected president of S. Korea on Dec. 19, 2012. She received 51.6% of the vote compared to 48.0% for liberal candidate Moon Jae-in with about 87% of votes counted. Issues in the election included the high amount of household debt, welfare payments, high cost of student tution, and lack of jobs for new college graduates. Both candidates favor moderate policies towards N. Korea and the communist neighbor was not a factor in the election. The focus is on uncertainties about the economy and regional disparities between the southeast and southwestern provinces.

Lower reserve capital ratios of China's mid-size banks, Citic, Mingsheng, China Merchants bank falling below the Basel III requirements of Tier 1 capital ratios- mostly common equity- of at least 8.5% of assets by 2018, 9.5% for systemically important banks. In comparison the higher capital ratios exceeding Basel III requirements of Industrial and Commercial Bank of China, Bank of China and Construction Bank of China, the large state owned banks. The situation is worse when one considers that these midsized banks have tried to grow aggressively taking on credit risks beyond their capacity. China Merchants Bank has off-balance sheet wealth management products, high interest deposits invested in riskier assets of $83.7 billion at the end of Sept 2013, equivalent to 200% of shareholders equity.

S. Korea's household debt is now 155% of GDP, according to the OECD. For the last ten years the household debt is growing at 13 percent, double the rate of GDP growth. Korea was not affected to the same extent as other countries by the 2008 financial crisis. As a result household debt continues to grow rapidly. The household debt to disposable income reached 140% in the U.S. before the 2008 financial crisis, according to the IMF. Spain reached a level of 130% before the crisis, according to the McKinsey Global Institute. The Financial Services Commission in S. Korea has taken steps to control this- by imposing limits on bank lending, tighter credit checks by banks, and incentives for shifting to fixed rate mortgages. About 95% of mortgages in S. Korea are adjustable rate mortgages. Housing loan rules in S. Korea require loans to not exceed half of the value of the house, and annual payments of principal and interest cannot exceed 40% of the owners income. This effectively insulates the banks from the effects of a housing bubble. One of the effect of the 1997 financial crisis in S. Korea when it turned to the IMF for assistance, is the relaxing of controls on interest rates to encourage spending in a country that encouraged saving. The result is the growth of a nonbank sector which is not subject to central government regulation by the Financial Supervisory Service. The non-banks are regulated only by local governments and can charge upto 39% compared to 4-6% at banks. Non-banks are also allowed to turn in their licenses and operate charging even higher rates. Each year about a 1000 nonbanks from 18,500 such banks in 2007 are joining the black market according to the Consumer Loan Finance Association, showing the size of the problem of black market lending to low income borrowers. S. Korea has mostly relied on growing GDP to control the situation, but slowing growth could lead to unsustainable levels of household debt....

Because technology spending has been more disciplined and focused on productivity and efficiency gains, the investment has been lower but more effective than in the 3 years leading to the last recession in 2001. At that time it was increasing 12.9% a year leading into the recesson and faced sharp cutbacks leading to a drop of 11% over the next 2 years 2001-2003. By contrast this time the tech spending went up by about 2.8% a year in the last 3 years, according to Gartner, and has delivered solid results at places like American Airlines. Technology spending is likely to hold up and continue moderate increase this year and next as the US enters a recession. At American a fuel efficiency drive starting 2005 including software to come up with best routes, flight paths and baggage loading has saved 96 million gallons a year. Note that spending on computer hardware and software is about half of all capital spending by business.

Anne Lowrey looks at the situation facing the 7.4 million Americans working parttime in March 2014 because they cannot find full time jobs. She cites Alan Krueger, former chairman of President Obama's Council of Economic Advisors, for research that shows only 1 of 10 workers who were counted as long-term jobless betwen 2008 and 2012 had a full time job a year later. In Nov 2013 7.2 million worked parttime because they could not find full time work showing an increase of 0.2 million by March 2014.

Mark Hulbert points to the comparison of financial ratios in Dec 1999 when the Nasdaq Composite Index reached 4000, with the situation in November 2013 when the Index again crossed 4000. He cites the changes from P/E ratios for trailing earnings at 30 in 1999 compared to 20 in 2013 for the Nasdaq Index, Shiller cyclically adjusted P/E ratios at 44 in 1999 compared 24 in 2013, Price/Book ratios at 5.1 in 1999 compared to 2.6 in 2013, and Price to Sales ratios at 2.4 in 1999 compared to 1.6 in 2013. The broad market could still be overvalued says Hulbert, but the Nasdaq index shows tech companies not speculatively driven up in the way they were in 1999.

The May 6 episode of the stock market plunge of 900 points in the U.S. and then recovering had the effect of rattling investors nerves especially retirees. The impact of this episode is recorded in the experience of one Charles Schwab broker office in Englewood, Colorado. By the end of that day this broker had 50 calls on his answering machine from a fifth of his clients, all seeking to know what happened. Charles Schwab, who helped launch a period of individual investing in the U.S. after 1982 by cutting fees and going after the average investor, (along with others like Jack Bogle of Vanguard Funds), is also on edge. He says he has not seen anything like this since his early days. Schwab confirms Yale Prof. Shiller who says (see link) that his index for markets shows a lot of nervousness. Saying that 98% of people are still very concerned, coming after the May 6 incident, and the Greece and eurozone crisis that impacted US stock markets. One other factor he points out is the constant flow of headlines that suggest certain business people engaged in fradulent practices, something that fuels a lack of trust. Charles Schwab ponders from his office across the San Francisco Bay Bridge, whether words like safety and soundness mean anything anymore. Another factor of concern, Bogle points out, is that institutional investors now own 70% of American corporations, up from 35% in 1975. And the advantage has veered sharply in their direction as institutions, hedge funds, and investment banks trade on their own account, with wealth moving in that direction. This leaves the individual investor and especially the retiree or those about to retire in a severe predicament....

John Taylor, a professor of economics at Stanford, points out that the numbers being thrown back and forth in the budget debate can be confusing. He suggests a better way to look at this. The U.S. budget was 20% of GDP in 2007, and has been at or below that level in recent years, before the higher spending to counteract the effects of the 2008 financial crisis. As the economy recovers and private investment increases it makes sense to bring the spending back to levels where it has been- spending levels that do not endanger the country's credit rating and are a prudent way to manage the nation's finances. Taylor asks the question- if the U.S. got by by spending 20% of GDP in 2007, then why is it not possible to do this in future years when the GDP will be higher. In 2000 spending was actually 18.2% of GDP. Taylor says that with higher incomes people will be moving into higher tax brackets which should increase revenues in future years. In three years since 2009 the spending levels are up to 24.4%. Under this scenario private investment would make up for lower government spending and debt, leading to higher employment and GDP as business confidence rises. ...
