For a decade America's leaders remained silent on taking action on all fronts including trade on countries that were sources of fentanyl. The largest and most advanced economy in the world did not take action to protect its people when countries acted with impunity on fentanyl flows. That action is being taken now. A 25% tariff will be imposed on imports from Mexico and Canada, an extra 10% tariff on China, till the illegal flow of fentanyl and smuggled migrants from these countries stops. This report  by Joshua Partlow in the Washington Post shows frequent and extensive contacts between Mexican officials and the Trump administration. Skeptical experts say this is mostly damage control. Yet it has helped defuse tensions on NAFTA and other issues, in some situations having president Trump reverse his stance. Mexico sends 80% of exports to the U.S., making this relationship crucial. Yet the scaling down of plans for a border wall, the emergence of a solution to NAFTA through changes without canceling NAFTA with support from Wilbur Ross, the Commerce Secretary, show the dialogue has preserved relations. Uncertainties loom such as the trade stance of president Trump, and the potential of front runner Lopez Obrador from the opposition party to emerge in upcoming elections as the new president of Mexico. Obrador, a former mayor of Mexico who was a close contendor in previous elections, says he will take a different stand than the current government in negotiations. Mexico's Foreign Minister Luis Videgaray made 12 trips to Washington in 2017 as part of the effort by the Mexican government to preserve NAFTA with some changes. He has relationships with John Kelly and Jared Kushner in the Trump administration that have facilitated his efforts.  ...

The comments attributed to Chief Executive Leung during the election in 2012 about supporting the use of riot police against protestors opposing an anti subversion law in 2003, and his use of tear gas against demonstrators, have infuriated people in Hong Kong. Toeing the Beijing line without consideration of Hong Kong people is making life diificult for Leung. Particularly because of revelations made in the 2012 election campaign that he could not have at the age of 31 been appointed to the committee on the drafting of the Basic Law unless he was a member of the Communist Party. Because of his huge unpopularity Wong says it may be easier for Chinese president Jinping to dismiss Leung and placate Hong Kong people, as a first step. This could be followed by more discussion on the issue of universal suffrage and free elections without prescreening of candiates by the Communist Party.

UK Reform Party has taken large donations from cryptocurrency companies. Reform leader Nigel Farage has received a 5 million pound gift from a cryptocurrency firm. What does this mean for cryptocurrency regulation in the UK as a world financial center, if Reform wins a general election and appoints the next Governor of the Bank of England when Andrew Bailey retires in 2028. This is discussed in The Guardian. The banking system of the US, UK and large countries was set up over many years and currency is only issued by a central bank with the financial backing of the nation. Cryptocurrency cannot on the basis of technology take that role without posing risks and destabilizing the financial system. The gradual splitting of society by the information economy, neglect of infrastructure, pharmaceutical pricing, banking speculation as in 2009 crisis, have been eroding some of the basic structures of democracy for the last two decades from within.  The wars in the Middle East policies, and the open borders migration policies, were effects from outside. What this has led to is counter to what one would expect. To fight open borders and the marginalization of some parts of the working class DJT Republicans have used whatever resources were available at the time in the 2024 presidential election. The cryptocurrency firms used this in opportunistic fashion to affect regulation of this currency by supporting the reelection bid of DJT in 2024 by making large donations. This has led to less regulation of cryptocurrency firms. Is this in the best interests of the Nation? Will this destabilize the banking system in ways that have happened before in the deregulation of banks before the 2009 financial crisis? In Britain a new Bank of England governor will be appointed after Andrew Bailey's term expires in 2028. Reform party in UK if elected as government would appoint the next Governor of the Bank of England. Reform's growing popularity is a result of Conservatives and Labour failing to take action on open borders, asylum hotels, and migration policy, following an ECHR code of rights that is inappropriate to such migration. What this means is that unexpected things happen as a result. Cyrptocurrency risks of destabilizing the banking system increase as a result of failure of parties on migration. This could be more destabilizing for Britain because of its role as a financial centre than the industrialized  economies such as Germany, China, and industrializing economies such as India. It poses risks in the US yet Federal Reserve Governor Walsh can exercise his own judgement about cryptocurrency and Congress can exercise oversight, the large banks can act to show the risks of destabilizing that cryptocurrency can pose. For Britain it is particularly dangerous as the US is also an industrialized power compared to Britain's focus on finance alone. Andrew Bailey can ignore lobbying by Reform Party in 2026 (Farage met with the Governor of the Bank of England), yet what happens if Reform appoints the next Governor in 2028? These are questions Britain needs to ponder. It is also why Andy Burnham is Britain's last chance to get things right on migration to the point that the British people feel good and proud of their heritage and history, British neighborhoods across the country feel safe and secure, and Britain shifts to reindustrialize its economy with partners in China and India, the European Union, and the US. A former Deputy Governor of the Bank of England, Sir Charlie Bean told the BBC about donations of Christopher Harbonne, who has a 13% ownership interest in cryptocurrency firm,Tether. "Stablecoins are only stable if they have the appropriate regulatory environment… But there is right now an unsurprising regulatory race to the bottom amid the potential for greater profits." He added: "When funds are coming from major shareholders of such large financial institutions, there is a clear potential conflict of interest here, for example, in the appointment of a new Bank of England governor. Transparency is one solution." ...

In the 1950 census the number of Latinos were so few no count was done of Latinos. 96% of Queens was white then. By the time Trump was 25 one in 13 were Latino, starting the gradual influx which by the 1980's led to a steady decline in whites. About 900,000 whites left New York and today only about 25% of Queens is white. Archie Bunker the famous TV program character who has attitudes typical of lower middle class Eastern European whites was famous in a TV program of the sixties and seventies. Archie Bunker was from this white community in Queens. And Archie Bunker is similar to Trump in his views. It is the sense of lost neighborhoods as immigration increased that has become a source of deep discomfort to this section of the white community.

Initially Trump followed his instincts and questioned his generals Mattis and McMaster, who have experience with the war in Afghanistan. McMaster prepared the plan. Tillerson, Secretary of State, called for a civilian component for the State Department in the military's plan. The options included using U.S. troops, covert CIA operation, and using mercenaries. The key factor- learning from the experience of the Iraq withdrawal of 2011 andnot  letting things get out of control as happened in Iraq and Syria after 2011 with rise of Islamic State and intervention by Iran and Russia, destabilization of the European Union through accelerated refugee flows. In the end the costs were too significant to let a vacuum develop and the U.S. president gave an honest reflection in his televised speech which was exceptional in its candour and willingness to lay the facts out. Trump's own instincts which he has historically followed would be set aside in this case because of the evidence the generals had given, supported by vice president Pence and key members of the Republican party. The president known for impulsive behaviour could be described as having gone through a period of reflection with the key military officers on what it was all about. In the end the decision to use U.S. troops to control the deteriorating situation in Afghanistan was taken to prevent a vacuum from developing. ...

Deutsche Bank's image takes a hit in a criminal investigation of alleged tax fraud at Deutsche Bank involving cross border trading of carbon emissions certificates by traders. Co-CEO Jurgen Fitschen called the Governor of Hesse to protest a raid by 500 German police officers and investigators of the headquarters of Deutsche Bank in Frankfurt. The officers arrested some executives and confiscated data. Fitschen and co-CEO Jain were in a supervisory role for the trading and not directly involved. Fitschen signed a tax declaration that is part of the case. Over 20 Deutsche Bank executives are under investigation in the case. Because Fitschen was also being examined in the case this is being viewed in Germany as placing himself ''above the law," by interfering in a criminal investigation. Christopher Frank, head of the German Association of Judges, a senior prosecutor in Freiburg, said in an interview: "Its disturbing that a bank executive believes he can influence the independence of the judiciary through a phone call...This shows a fundamental misunderstanding of the principle of separation of powers."...

Trump in the election campaign expressed strong disapproval of interventionist policies. This report by James McCauley of the Washington Post, points to the uncertainties in the French presidential election. About one third of French voters are undecided. Le Pen and a surprise candidate Jean-Luc Melenchon are pulling in voters on the far right and the far left. There are questions whether Macron's effort to pull together centre right and centre left voters will work in such an environment. McCauley says the gist of Macron's approach is summarized in a line in his 2016 book- removing "the obstacles on the road," making equality of opportunity a reality in a land of elite government and business running the country, and key being " renewal of ideas and men."  It is not exactly a way forward, more about renewal in French society. His opponents are pitching exiting the European Union and different visions of a protectionist welfare state. Macron is pitching continuity with renewal and changes to bring more opportunity to young people by investing in vocational education, recreate French schools, and expand health services, lower residency taxes. A lot depends on centrist voters coming out to vote as happened in the recent Dutch election, and undecided voters looking for renewal instead of the uncertainty of drastic changes. ...

William Cohan describes the "bait and switch" techniques used by Bain Capital that he experienced in his personal dealings as a deal maker for 17 years on Wall Street. By this he means that Bain would make attractive offers in the early rounds of an auction for firms as the only way to get selected as a prospective buyer for a final bid. This was necessary for Bain to visit the company facilities and examine its books on-site. At that point Bain would finds all sorts of problems with the company and lowball its bid. Cohan says of all the private equity companies Bain Capital was the one most noted for using these methods during the period Romney headed the firm, and questions the credibility of Bain's word and Romney's word.

Jerry Brown is likely to get a fourth term as Governor of California. Brown's focus is on a Water initiative, Proposition 1, and an initiative for a rainy day fund, Proposition 2, for the state. His campaign spending of only $500,000 suggests that he prefers to make his legacy with the right actions for the state. Proposition 1 addresses the water problems in the state which is facing a long drought. It is a water bond that will invest $7.1 billion on water storage and recycling, watershed management and loans to regional water management projects. Proposition 2 addresses the second major problem in the state of California- the failure to build enough reserves to tide over periods of economic downturn. It requires the state to set aside 1.5% of general fund revenue and a larger percentage of capital gains taxes till the rainy day fund reaches 10% of the state general fund or $15 billion for 2014. Brown is unique among the nation's governors for his ability to stay away from politics and ideologies to take a common sense approach to the state's major problems. As a former governor he returned to office decades later with experience that few governors have, enabling him to carry on the legacy of his father, a former governor, to make a huge contribution to the state. Fed chairman Volcker has started an initiative to encourage public service in the U.S., Jerry Brown has shown how it is done. Bringing the experience, the courage for needed action, coupled with the humility of outstanding public servants....

Dreams of democracy in Hong Kong fade and Martin Lee, a founder of the city's pro-democracy party is becoming marginalized. This report describes Lee's fleeing to Hong Kong as a child after 1949. He became a UK trained barristers and head of the bar association, Queen's Counsel, and only adopted his current role of democracy advocate after 1980 when the handover of the city back to China was discussed. During the British period Lee did not protest and the city was ruled in an authoritarian manner by the British governor. Only a handful of seats were opened for direct election in 1991 for the legislative council, so that the British never really experimented with democratic institutions in Hong Kong. In other British dominions in India and Ceylon elections for state legislatures started in the 1920's and 1930's in response to demands from Gandhi and the Congress party in India. In South Africa and Canada, Australia, these elections were held much earlier. No such effort happened in Hong Kong, and Hong Kong's elite mostly concentrated on business and expanding economy. When handover took place authority was simply transferred from one authoritarian system to another says this report in WSJ. ...

High oil prices have reduced oil demand by about 8% compared to last year. The EIA looks at gas demand average for 2017 to 2019 and finds that in late February 2022 it was 99% of this average, in May it was 93% and June 95%. US refineries have cut production by 800,000 barrels a day since the pandemic began causing oil shortages, and shale oil companies are reluctant to make the investments to scale up production.
