Robert Lighthizer was one of the early voices on unfair and imbalanced trade with other nations subsidizing their industry at the expense of American jobs in manufacturing long before DJT took up the issue in 2015-2016. Lighthizer as US Trade Representative negotiated the new USMCA that replaced NAFTA agreement for North American trade with Mexico and Canada. 

Lighthizer was seeking a larger role than USTR, either Commerce or Treasury, yet he was reluctant to campaign for this or go to Mar-a-Lago to make his case. As a result says WSJ, he was passed over as Luttnick and Bessent tried to get DJT's attention. Another reason he was passed over is that DJT is  sees the continuing flow of fentanyl and the migrant flows from Mexico, the sourcing from China, as serious issues that require using trade as part of the solution by 2024 if Mexico, Canada and China do not cooperate and hurt US interests.

What is liquidity, Roche the author of "New Monetarism", asks. And points to all the credit that was created and moved off the bank's balance sheets and onto the balance sheets of nonbank financial intermediaries. This changed the very nature of credit as in this manner a theoretically infinite amount of credit could be created. Credit that is not supported by real money, because as credit soars real money remains the same or grows slightly. The whole traditional notion of liquidity had changed. What is suggested is that central banks can do litttle about it because whats on the balance sheets of the financial intermediaries is not going to go away and Citigroup in fact put that back on its balance sheet after Vikram Pandit took over at Citigroup. And this means that banks will be lending much less from now on and setting aside money for the bad loans as well as for any new loans they make shrinking the pool of available money to lend significantly in 2008 and beyond. Significantly China is mentioned as the next place to watch as the bubble that might pop with bad effects for the global economy. The exchange rate in China keeps Chinese goods from costing more and the US consumer bubble kept soaking up imports from China both of which will now go in reverse. And the Chinese stock market bubble is also something to watch that might pop....

Experts in the U.S. say the U.S. made a mistake in not supporting the idea of a new financial institution to meet the urgent needs of development and infrastructure financing of Asia's developing countries. India, Australia, S. Korea, Britain, Germany, France and Italy are joining as founding members in 2015. China has offered leadership in providing resources for the new bank. Jane Perlez says China is looking for the best talent worldwide to help write the charter for the bank and to run it. It is a project pushed forward by China's president Jinping, and was discussed at the 2013 G-20 meeeting in Moscow as a critical part of the agenda. Laurence Brahm, who supported Chinese premier Zhu Rongji in 2001 for entry into the WTO, says it is natural for China to look for ways to use its extra capacity in steel, concrete and pipes to build projects in other parts of Asia, which would mutually benefit China and the region. Paul Haenle of the Carnegie-Tsinghua Center in Beijing, says the U.S. lack of support is shortsighted, as the existing U.S. sponsored institutions World Bank and the Asian Development Bank are sorely lacking the resources to deal with the huge infrastructure challenges in Asia. China's Finance Ministry is looking for the best talent worldwide to write the charter and run the bank. Important to distinguish in GNP, GDP and GDP per capita. The official rate of 10-11% growth is questioned by Thurow by noting that 70% of China in the rural area is seeing slow growth and if the urban economy has to grow at 33 % if the whole of China is to grow by 11%. He also brings up electricity consumption historicaly growing much faster than the growth rate of GNP or GDP. At breakneck growth rates gorwth has still been 60% of the gorwth in electricity consumption because some of it is wasted or is not used productively.He does not give his electricity consumption growth for China numbers, but we can extrapolate from the 6% growth in China analogous to Japanese growth rates in the 1970's that he comes up with, to see that electricity growth rates he assumes in his math are 10% a year in China. That is based on 6% growth he gives for China constituting 60% of the growth in electricity consumption for China. Given the validity of this math China and India are growing at much slower rates than official math states. This also means productivity of capital remains a major issue and does not simply go away when seeing the countries as a whole not just coastal and other well developed regions of India and China. So the message that is being projected about Chinese growth may be misleading as urbanization in China will still have to proceed for many decades for the growth to even out geographically. Another fact that immigration has been a source of additional people for the USA and so a significant population increase will be seen in the US in the next few decades even as China's population declines, supporting much larger economic activity in the USA. Europe also is seeing no increase in population. Europe's per capita income fell from 85% of that of the US in 1990, to 66% in 2007 according to the IMF statistics quoted here. Validation of these numbers would provide a different assessment of overenthusiasm for the kind of haphazard growth which also wastes resources and sacrifices the environment and shortchanges health, education and other goals, and instead promotes a different view that constantly looks for better ways of meeting the difficult challenges facing China and India. Expensive new fuel saving technology investments at BMW to meet new pollution control standards in Europe (130 grams per kilometer) and boost fuel efficiency in the US. This year only 40% of its cars will meet 140 grams per kilometer. With a production total of 1.4 million cars BMW faces sizable investments with smaller car volume than the likes of Toyota and Honda. R&D costs have climbed 22% in first half 2007 to 1.5 billion euros. BMW has agreements to jointly develop some of the new technology with Daimler and GM on hybrid gasoline-electric drive cars. Its developing a new 3 liter diesel engine for the US market that cleaner and fuel efficient. The weak dollar and lower unionized labor costs may make exports an attractive goal for US carmakers as the US market is shrinking. After years of shunning export markets US carmakers may finally be waking up to the potential in places like Brazil, China and India. GM is considering export of the Malibu to Brazil, and expects to send 25,000 Buick Enclaves to China because the Buick brand sells very well there. With the new UAW agreemets and lower unionized costs, the US carmakers backs to the wall and open to trying new things and not so America centric, and a cheaper dollar, exports may be one more way in which US carmakers can revive the automobile business in a declinig uS market. It is possible that after this recession the US market may have matured to the point where US sales levels may have peaked like that in Japan and Germany and exports and international markets are the only ways to growth. In this sense the transformation to making the so called Big 3 into global companies has begun in earnest in a true sense, and their company structures and the kind of people who work there will in future reflect this global nature of their business. The UAW is on board in this effort, new wages are at $14 per hour for new hires, and the UAW understands that exports mean additional jobs. In fact the Lordstown, Ohio plant is one location for another GM small car in the future which would be exported, this 42 year old plant once a target for closure could then become an example of renewal in a new kind of business model. Note that the US exported $50.66 billion in vehicles, half of it to Mexico and Canada. It imported $150 billion in vehicles. From now on the shift wold be to export to emerging markets....

Share of US Counties where 95% of Kindergarteners are vaccinated against Measles drops to 28% from 50% in Washington Post Investigation of 44 states December 2025. 95% vaccination rate is what experts say is needed for "herd immunity" or overall protection in a class. Washington Post examination of data shows marked deterioration from 2018-2019 school year to 2024-2025 school year data and public records. That is 5.3 million children are exposed from lack of herd immunity from measles now compared to 3.5 million children earlier increase of 1.8 million children. This Wash. Post investigation shows 19,000 schools are exposed and one can go to this article to find on a map how your school district and country are doing in the 44 states. A big problem is emerging from public skepticism and politics in vaccination. For generations schools required vaccination proof- by 1980 all 50 states had laws covering students first entering school. And caught in vaccine politics legislatures are creating religious and other exemptions that have weakened laws. Wash. Post says it's examination shows not a single County in Idaho, Louisiana, Oregon Tennessee, Utah, and Wisconsin meet the 50% vaccinated requirement for measles required for herd immunity. This could mean more of these diseases will be brought back home including whooping cough to affect elderly and infants. Democratic districts such as in St Louis and Chicago also see drop in measles vaccination rates. In the sense that newly decolonized countries since 1950 such as China and India have emerged with good health systems and mandated vaccination , other public health action, there is a great need for the US to focus on bringing back the public awareness that existed after the 1940's in the US that resulted in significant advances in public health in the US in the FDR, Eisenhower, Kennedy, LBJ and Reagan administrations. It shows there is no victory in public health. A lot of work needs to be done, as much of the gains can get undone by events and public awareness is necessary. As pharmaceuticals, chemicals and plastics and bad nutritional habits took over American lives there is an effort under Kennedy at HHS to tackle that health crisis, but it brings with it challenges that date from the pandemic and different responses in different parts of the US to mandatory vaccination which also have to be met through education not social media. ...

Intel CEO Andy Grove in the 1990's wrote about his experience with the Japanese competitors in semiconductors, about the unlimited access to funds from the government, mysterious workings of Japanese capital markets that provided endless low cost capital to export oriented companies. These subsidies enabled Japanese companies to underprice Intel as he wrote in his 1996 book "Only the Paranoid Survive," and revealed an internal Japanese sales memo. It said: "Win with the 10% rule ... Find AMD and Intel sockets... Quote 10% below their price...if they requote, go 10% AGAIN... Don't quit till you WIN."  Peter Coy of NYT interviews Pat Gelsinger, CEO of Intel Corporation, on the effort with the help of the Biden administration to regain leadership in chip manufacturing technology. Intel plans to do this with $100 billion investment over 5 years in manufacturing and research and design of advanced chips, with projects in Arizona, New Mexico, Oregon and Ohio. Tensions rise in the Korean peninsula after the launch of an intercontinental ballistic missile by North Korea that could reach Alaska. U.S. General Brooks says only "self-restraint, which is a choice, is all that separates armistice from war." The 1953 armistice never really ended the war between the North and the South on the Korean peninsula. The Kim regime in Pyongyang sees its missile systems and nuclear weapons as the only way for it to survive. For the U.S., Japan and North Korea, the situation is getting graver by the year, each year that North Korea develops its missile systems. China takes another step to curb inflation. Effective May 18, 2011, China's largest banks will have a 21% reserve requirement. Food prices were up 11.5% in April. There were a larger number of bank loans in April 2011, of $112 billion, and a larger trade surplus of $11.4 billion. This may cause banks to lend in ways that go around these requirements, say experts. It may also ration capital to the entrepreneurial sectors of the economy.

Deutsche Bank's auto analyst raises concern that the $24 billion that GM has now may not be enough to weather the coming downturn in the economy and spending. Some additional losses are expected in GMAC's mortgage unit Rescap. And the American Axle and Delphi situation need watching for som additional GM money needed there. A big factor in all this is the declining market. For a long time GM has considered 17 million vehicles a year as how the industry would do in N. America, but sales may be less than 15 million. And if much lower that GM may face more losses and its not clear for how long markets in emerging markets like Brazil and China will continue to show strong gains as the US weakening may spread to emerging markets and also to Europe.

US Universities awakening to the need to reduce costs after making college unaffordable to middle class. NIH says indirect costs are in the range of 60-70% at some elite universities, the proposal would cap this at 15% for all universities for federal funding. The purpose is to reduce administrative costs that are increasing and have universities take a hard look at finances not just increase salaries, hire more and increase prices for students to go to college. The savings generated could be $6.5 billion in this one action alone and some universities need to cut salaries and hire less to bring down their cost structure before a whole generation of young men are deprived of opportunities to go to college. Not everyone can be sent to apprenticeships and not all research needs to be funded. China and India and some European nations will be funding the same research with less. There is a Deepseek moment now not just for AI - for all research.

The thousand billionaires in the US pay only 8.2% in taxes. At 25% tax what a firefighter or policeman or teacher pays this would cut the deficit by $500 billion over 10 years. The oil companies and other corporations are similarly only paying less than what ordinary Americans are paying. This at fair tax rate of a minimum of 21% instead of 15% would further cut the deficit by hundreds of billions of dollars after investing in the infrastructure and modernization of the economy that his predecessor has no plans for and instead given a tax cut to the corporations which studies show was really not paid for. Negotiating drug prices for Medicare with drug companies would save the country hundreds of billions of dollars. This could be reinvested in cutting child poverty, in free preschool education, in raising teachers wages. Sitting next to Jill Biden the First Lady was the prime minister of Sweden. What it told the US was that countries like Sweden and Finland in NATO had strengthened the alliance and it was for mere political reasons that Ukraine aid was prevented by his predecessor from being passed in the House after passage in the Senate by 70-30 with bipartisan support that also exists in the House. ...

Infrastructure development in Indonesia neglected by previous administrations gets a boost under President Jokowi. Since 2014 Jokowi has taken advantage of a fall in oil prices to cap the fuel subsidy given by the government.  This has allowed more money to go into infrastructure projects. In 2014 $15 billion was allocated to infrastructure, increasing by 2017 to $30 billion.  Jokowi has plans for 222 national strategic projects , including roads, railways, bridges, power stations. Of this 127 are under construction, 20 completed. Under president Suharto from 1968 to 1998 for 3 decades infrastructure was neglected. One example is the situation in Jakarta where only 4% of the residents are connected to the sewer system. Most of the investment is being made (80%) by the government. Much remains to be done in this densely populated country with many islands and poor roads. A China supported plan to connect Jakarta with Bandung by high speed rail remains held up for 2 years with difficulties in moving people in Java's densely populated areas. ...

Martin Feldstein says China is gaining control of three problems it faces of shrinking export markets, the effects from a large stimulus in response to the 2008 financial crisis, and inflation especially high real estate prices. The economy is shifting to higher role for services and less dependence on exports under the new five year plan. The real estate prices are levelling off after steep increases. And inflation is under control. New investment will go into infrastucture needs such as power development and low income housing. As the economic problems are being tackled, the political problems remain. China faces an aging population under its one child policy, and it will have to support an increasing number of retired people in the future. Inequality and corruption are two problems that continue to grow and present challenges to the new leadership taking over in 2013.

U.S. gasoline prices at the retail level have come down only marginally with lower Nymex crude prices. The reason is the large difference between world crude oil prices and the prices for Nymex crude. Oil demand is expected to go up by 6.1% in China and 3.6% in India according to the International Energy Agency. J.P. Morgan Chase expects oil demand to grow by 1.2 million barrels a day in 2011. The IEA estimate is for 600,000 barrels a day increase for 2011.
