Under PM Trudeau of the Liberals Party Canada opened its door to immigration and meeting labor shortages. This put a strain on housing and social services when in 2022 1 million people were added to the population, now 41.6 million. Canada under Mark Carney of the Liberals party sets new temporary residents target from 670000 in 2025 to 385000 in 2026 and 370000 in 2027 and 2028. 

"We needed to bring our immigration level to a more sustainable level," says Canada's finance minister, Francois-Philippe Champagne. For the first time there is a drop in population of British Columbia and Ontario. Only Alberta increased population. There are 2.8 million non permanent residents mostly international students and temporary foreign workers or 6.5% of the population in 2025.

David Wessel points to some problems with the Paul Ryan budget proposal. Ryan's plan does not balance the budget till after 2030, and Congress would have to raise the debt ceiling each year till then. The changes to Medicare Ryan proposes would limit how much the government spends, but the savings from this do not come for a decade, as people expected to retire in the next 10 years will still have Medicare. Ryan's proposal shows how deep the cuts will have to be if deficit reduction is done without raising taxes. Pete Domenici and Alice Rivlin who developed a deficit reduction plan, said they were disappointed that the Ryan plan "fails to address the need for new revenue," which they consider crucial for truly tackling deficit reduction. The Obama budget failed to offer a comprehensive deficit reduction plan, leading to openness for new ideas. The health care delivery system in the U.S. needs to be efficient and costs need to come down. Ryan's proposal gives no idea where the efficiencies will come from. Would they come from competition between private insurers? How will escalating healthcare costs be controlled. Another consideration is that even with its problems Medicare is less costly to administer than private insurance. Everything depends on seniors shopping vigorously for the best premiums because risks and costs are borne by seniors, with the idea that this will somehow control escalating medical costs....

As India takes on the presidency of the G20 in December the first steps are being taken by the German Foreign Minister Annalena Baerbock to build closer ties with India. The Hindu gives this intervew with Baerbock that shows Germany's keen interest in building the India Germany partnership. This sets the stage for the bi-annual India Germany summit meeting, with German chancellor Scholz to visit India in early 2023. Some of Baerbock's comments show energy and enthusiasm for India to work closely with Europe. "Our countries have so much to offer one another. We want to tap that enormous potential. One such example is the concrete agreement we will sign during my visit, making it a lot easier for both Indians and Germans to study, research and work in our respective countries." In Europe, France, Spain, Germany and other countries are giving cash subsidies to customers to buy cars when they turn in older cars. These refunds range from 1000 to 2500 euros, and reward the purchase of smaller more fuel efficient vehicles. It has boosted sales in Europe where sales are running at an annual rate of more than 13 million because of the subsidies, according to Credit Suisse analyst, which is well above the 11 million level of last year. The average American car says the analyst has been on the road for 9 years similar to that in Germany, so it makes sense for the USA. He says it could increase sales in the USA to 12 million cars, down from the 16 million sold in 2007 or the 13.4 million rate of 2008, but far higher than the 9.5 million rate in the first few months of 2009. In Europe small cars are dominant and it plays to the markets of large carmakers like Peugeot, VW, FIat, and Renault. But in the US Japanese carmakers are dominant in the small car market. Detroit carmakers make too many large cars and pickup trucks so the impact would be less. But the program could be fashioned in the US on a drop down in size and increase in fuel efficency, so that the clear direction is towards smaller cars. Turning in a pickup truck for a family car like a Malibu or a LaCrosse might promote fuel efficiency, and move things in the right direction. Its useful to note that even in Germany more expensive cars or brands have barely benefitted German car sales jumped 21.5% in February, but mass market manufacturers recorded a 37% surge, while sales of premium cars fell 19%. In Italy which started its program Feb. 6, buyers receive 1500 euros for trading in acar at least 10 years old. Fiat Punto sales have shown a strong increase. Fiat's facory in Melfi, southern Italy, is now running at full capacity after running on areduced scale from October 2008 to February 2009. It makes the Punto. In France 30-40% of car sales are coming from the scrapping deal, according to French Auto Manufacturers Association. Overall sales are running at about 6% below last year's rate, but in the absence of the scrapping deal sales might be off 10-15%. One concern for the French is that sales not drop off after the scrapping deal stops.France saw this happen in 1997and 1998 after ascrapping deal in 1994-1996. However considering that the cost to the German government for scrapping deal was $2 billion, the solution to this would be continue this program till the economy recovers and car sales are strong. Considering the benefits for an important industry and the societal benefit in lower pollution, it would be worth the cost....

The U.S. trade deficit with China was declining till the coronavirus hit in February. Now it is back on the way up, a warning signal for the Trump administration as it seeks to stop sending American wealth out of the country in an utterly disproportionate way of $346 billion in just 2019 after taking action on tariffs and renegotiating trade agreements.  Imports grew 11% in July to $231 billion. While exports increased but not as much by 8.1% to $168 billion in July, still well below February/s $209 billion. That leaves a trade gap of $63 billion. This is the largest trade deficit since July 2008. The U.S. trade deficit is a major issue and is watched carefully as the Trump administration sets a goal of rebalancing world trade so that the U.S. no longer runs such large trade deficits with China, and Germany, and does not shift wealth overseas. The U.S. trade deficit with China in 2019 was $346 billion, with Japan and Germany it is much smaller close to $70 billion for each country. The Trump administration goal is to all out reduce this deficit through trade agreements and other actions that stop the current outflow of U.S. wealth overseas by $1 billion a day to just one country. For this it seek a level playing field which means other countries have to face tariffs if they unfairly subsidize their industries or violate labor rights for unfair competition, or in other ways seek to unfairly gain an advantage over the U.S. including through transfer of technologies from the U.S. ...

The unofficial exchange rate for the Rial fell to 33,500 rials to the dollar in informal currency exchanges. It fell 13% on Oct. 1, 2012. At the end of 2011 the exhange rate was about 13,000 to the dollar, and the rial has already lost 75% of its value as a result of economic sanctions over its nuclear program. Expensive new fuel saving technology investments at BMW to meet new pollution control standards in Europe (130 grams per kilometer) and boost fuel efficiency in the US. This year only 40% of its cars will meet 140 grams per kilometer. With a production total of 1.4 million cars BMW faces sizable investments with smaller car volume than the likes of Toyota and Honda. R&D costs have climbed 22% in first half 2007 to 1.5 billion euros. BMW has agreements to jointly develop some of the new technology with Daimler and GM on hybrid gasoline-electric drive cars. Its developing a new 3 liter diesel engine for the US market that cleaner and fuel efficient. BMW plans also to boost advertising budgets to promote itself as a fuel efficient carmaker conscious of the environment, See related article. The basic outlines of new health care legislation takes shape as Senators Dodd and Kenedy come up with a plan that scales down subsidies to low-income people to buy insurance. Attached to their revised outline is a budget office analysis thatprojects the plan costing $611 billion over 10 years and with expected changes from the Senate Finance Committee would cover 97 percent of all Americans. And earlier plan received much criticism because the Congressional Budget Office estimated its cost at $1 trillion over 10 years and left 37 million Americans uninsured. In addition there is the revised Medicaid expansions for aid to the poor that would add a couple of humndred billion dollars to the total tab. The administration's goal is to keep the cost down to $1 trillion over 10 years. The legislation as it stands includes the public option which is designed to control insurance costs. Mr. Obama said this week that "the public option would keep insurance companies honest." Employer mandated insurance is part of the Kennedy-Dodd legislation proposal. Employers with 25 or more workerswould have to provide coverage or pay the government an annual fee of $750 for each full-time worker and $375 for each part-time worker. The government pays the startup costs for the public insurance option as a loan to be repaid, and premiums would make the option self-sufficient....

Raul Castro of Cuba indicted by the US Justice Department May 20, 2026 for Cuban Americans killed when civilian flights helping Cuban refugees in the waters near Cuba were shot on orders from Raul Castro, as minister of defense. Only towards the end of this news report by Perry Stein and Karen De Young of the Washington Post is it clear that this indictment is on Cuba Independence Day March 20, which in 1902 marks the setup of the Republic of Cuba, at the end of the US military takeover of Cuba from the Spanish during the Spanish American War. Cuba under Castro does not use this day but the day of the Communist takeover in 1959 of January 1, and celebrates as Day of the Revolution, July 26, the day when the attack on the Moncada military barracks started the Revolution against the dictatorship of Fulgencio Batista. Only the Obama administration similar to its failures in addressing the Iran nuclear weapons crisis refused to recognize 1902 date as the Cuban Independence Day, all other administrations before did. Under the Monroe Doctrine of 1824 the US clearly considered Latin America as its neighborhood and would not accept any foreign power in its neighborhood, making the Platt amendment attached to the Cuban 1902 Constitution permitting US intervention simply an addition. That the Monroe Doctrine was proven right in 2 ways is not mentioned by the Washington Post or by the elite media. What it did was to prevent European colonial powers from intervening and restoring colonial type rule to Spanish colonies in Latin America. It was welcomed by the British as it had no such designs, objected to by the Spanish Dutch and the French who had such designs for their colonial Empires. It was resented by Cubans naturally but Cubans did not consider that US is the only power who even when it pushed the Spaniards out of Cuba and Philippines in the Spanish American War of 1900 after centuries of Spanish occupation, the only power who prepared Cuba for Independence within 4 years in 1898. Which European colonial power could do this? The other reason for the Monroe Doctrine is in the Platt Amendment attached to the Cuban Constitution which committed the Cuban government to implement and maintain programs the US introduced to control yellow fever and infectious diseases. In 1934 FDR removed the Platt Amendment under a "Good Neighbor Policy. It is the relaxation of the Monroe Doctrine by future American adminstrations that has brought so much suffering and pain to North America, for the US and Mexico with illegal immigration and drugs, corrupting governance in Mexico and creating social political strife in the US, more deaths from drugs than the Vietnam, Korean and WWI combined. Today's Cuba's economy and the Venezuelan economy that copied Cuba's example has completely collapsed, one fourth of the people left the country taking with them the vitally important skills, and leading to economic hardships for the people. This would not have happened if the Monroe Doctrine implemented under the Good Neighbor ideas of FDR and the Alliance for Progress of JFK was kept in place. This shows that Cuba's Independence happened when the Americans supported Cuban rebels fighting for independence in 1898 just as the Indian Independence was won in 1947 from the British under Labour's PM Clement Attlee in 1945 taking action. Four years of American rule in Cuba to prepare it for independence as a transition is far better than 4 centuries of Spanish rule, and 2 years of British rule as a transition 1945-1947 under Attlee (who replaced Churchill in 1945 and setup the NHS) is better than 2 centuries of British colonial rule. In this sense America is with the Cuban people, just as the average British public and working class is with the Indian people.   ...

As a group Hispanics are reported to be hit hardest by this recession, harder than African Americans. In a Feb 9, Washington Post poll, both African Americans and Hispanics were optimistic about the future for the next generation, even with the dismal economic prospects, because things have improved greatly for this generation of black people and Hispanics compared to their parent's generation. And this progress is projected into the future. As a group the most pessimism was shown by white people. Whites say the Obama administration is doing very little for their families, and not doing enough for the middle class and working class Americans and small businesses. They were much more critical about the the administration's cozy relationship and doing "too much" for Wall Street financial institutions. By a 2 to 1 margin whites saw the Obama administration's economic program as harming the national economy.

IMF forecasts for Greece's growth rate are proving too optimistic. The IMF forecast is for zero growth in 2013, and increases of 2.3% and 2.9% in 2014 and 2015. Even in its pessimistic projections the IMF forecasts a 1% downturn in 2013 and growth of 1.3% and 1.9% in 2014 and 2015. The government sector was a large part of the economy. Now that this is shrinking, the export sector which only represents 20% of GDP is too small to generate needed growth. Greece also lacks the competitiveness and the large foreign enterprises that operate in Ireland, making growth less likely. A major problem is also the 40 billion euros Greeks have withdrawn from their banks in recent years. Even the figure of 120% of GDP that is expected in 2020 under the March 2012, 130 billion euro bailout is a very hypothetical figure, having no sound basis. Landon Thomas cites a confidential study the IMF had circulated in February 2012, showing the long term prospect for Greek debt if growth does not materialize because of lack of competitiveness. It would increase the debt to GDP ratio to 178% by 2015, and leave it at the current level of 160% of GDP in 2020. Some experts say the whole debt sustainability analysis makes no sense, with the question being insolvency in the case of Greece, not illiquidity. And requiring a focus to bring debt to manageable level to create prospects for growth. The Wall Street Journal emphasizes this in its editorial on Feb. 29, 2012....
