New film by Fabio Barreto on the life of Luiz Inacio Lula Da Silva, President of Brazil. Lula Da Silva has a 70% popularity rating in Brazil and the Barretos, a Rio based filmaking family, are strong supporters of the President. It shows the difficult childhood of Da Silva growing up in a one room house in a rural area of Brazil, his rise as head of the steel workers union, an automobile factory worker who becomes President on his fourth try. Lula himself says he started to cry at a screening of the movie when he saw the image of his mother. Says Barreto: the vast majority of poor Brazilians are portrayed as inferior and lazy, and less than what they are, and no one has has told these Brazilians that their people are strong.

With the aggressive actions taken along the 1600 kilometre border in eastern Ladakh by China's People's Liberation Army, India needs a younger soldier to protect the border at high altitudes in below freezing temperatures. The entire 3500 kilometre border in the high Himalayan regions from east to west need technology driven surveillance with soldiers fit and ready for such duty. Agnipath's goal is to bring down the average age in the army from 32 years to 26 years to better reflect the youthful population in India. A tighter better disciplined force with high tech is needed. Bringing in more and new recruits is intended. Both the 25% of recruits retained after 4 years benefit and the 75% benefit. The 25% will have opportunities to move up the ranks. The 75% who come back out of the military will have the advanced technical training and courses, certification, that would make them attractive to the public and private sector companies in 2026 and beyond when India's economy will be 50% larger than today at growth rates of 10-12%. This is already seen in the way technologically trained military recruits from World War II in the US Army, Navy and Air Force were quickly absorbed at high salaries in the high growth period of America 1950-1970, with incentives like the GI Bill. Modifications that could be discussed- The 25% retained after 4 years. There is no magic number it could be raised to 30 or 40% during these post pandemic years and then lowered to 25% as the economy grows rapidly by 2025, or kept at 30% without changes, a number of options could be open.The financial aspect of the training can be modified where the 25% retained could have these 4 years added to their years for calculating pensions. The 75% are given 1.2 million rupees and even this can be adjusted upwards so that they could start businesses as entrepreneurs or have the time to pursue higher education before taking up for example with free education to enhance their education in areas of interest as was given by the GI bill to Americans in the armed services after World War II in 1946. Ideas from the GI Bill signed by president Franklin Roosvelt in 1944- Adding one year of unemployment payments, low interest loans to start a farm or business, full tution and living expenses for college. In 2008 the Veterans Act in the US continued support for education of servicement by making eduction free at a public college or university.  The Roosevelt GI bill benefited about 7.8 million servicemen in the US armed services. 2.2 million went to college, 7.6 million took training programs. It was an impressive achievement. No scheme is perfect there are budgetary constraints such as how to manage pensions to give the armed services the best possible funding including the training and course capabilities that also need good financing and the higher pensions for armed services. Every political party  government around the world without exception will have to face these budgetary constraints and the goal is to do right by the armed services providing the income and opportunities they deserve. Was a decent effort made with the right goals set? This is how these matters of national interest for India and the Free World that includes South East Asia, Africa and Latin America, should be discussed.    ...

Solomon and Lee of the WSJ describe the role played by Ayatollah Ali Khamanei in the talks, down to the final days- as late as July 14, U.S. Secretary of State Kerry is described as asking his Iranian counterpart Javad Zarif, "do you have the mandate of the Supreme Leader?" Zarif replying that he was confident that he did. The media announcement of a deal came that same day July 14, 2015. The last weeks of the negotiations were conducted under the tension that if a deal was not reached quickly the Iranian military or some other factions could upset the deal. Even after the announcement of the deal in the media, Kerry was not certain, saying he never indicated he was confident, and it would all depend on its implementation. U.S. president Obama who initiated the contacts with Khamanei and his close advisors early in his presidency, said that the deal offered the U.S. and the world an opportunity to move in a new direction.

Kimura Naoko, designer from Aomori, Japan, draws cabbage with cabbage, that is crayons made of cabbage, in this NHK series Zero Waste Life video.  Kimura uses vegetables, fruits and flowers to make crayons of each that is labeled according to the ingredient, like "apple" or "cabbage." With the help of a crayon craftsman she invented this new type of crayon by trial and error using rice bran as the base instead of wax and oil. It is popular with Japanese parents and adults. A recent WSJ report on the miscalculations on all sides on Ukraine show the errors by presidents Bush and Obama and German chancellor Merkel that created the situation that led to war in Ukraine- Ukraine not outside or inside but somewhere in the middle for joining NATO. This WSJ editorial says Obama policies reinforced by Angela Merkel's policies as four term German chancellor is one reason Mr. Putin was emboldened to launch the invasion of Ukraine.  Looking even further one sees American and German leaders integrating the economies of the US and Germany with that of China and Russia which also is one reason for emboldening Russia in its invasion of Ukraine. Considering that Russian and Chinese leaders joined in a "no limits" alliance during Putin's visit to Beijing for the winter Olympics just before the invasion. Japan's 38 year old Environment Minister Shinjiro Koizumi sets himself up as a role model by taking two weeks off as paternity leave over 3 months after the birth of his first child.  Mr. Koizumi says in a country where paternity leave is not common: "I hope my child care leave will serve as a spur for everyone in the Environment Ministry to take child care leave without hesitation and advance a style of work in which that is easy." Japan's Shinzo Abe government encourages men to take childcare leave, as this is part of the campaign to get more working age mothers into the workplace. In Japan eligible employees can take upto 52 weeks off of parental leave at reduced pay, accordoing to OECD. The government hopes to get 13% of fathers to take paternity leave in 2020, compared to only 6% in 2019. One reason for the low rate is culture in the workplace- most employees fear bosses and colleagues do not think favorably of this. Making this culture change is the difficult part. ...

Oxford Biomedica is the company that is part of the consortium making the coronavirus vaccine being developed by Oxford University's Jenner Institute.  Her Mr. Dawson describes the challenges he faced and cash crunches 4 times in 12 years, the last 4 years ago. The turning point he says was in 2012 when the cell and gene therapy was validated with a new drug developed for a form of cancer using this method. Oxford Biomedica is setting up a facility for manufacturing the vaccine in England at a 84,000 square foot former Royal Mail sorting facility in the city's business park called Oxpark. Dawson says cell and gene therapy is going to be big in health care. He did not see it coming till 2012. In 2014 he says during a cash crunch they had realized that what they had to do at Biomedica was to get to the time when it was going to be big. Airports and airlines are trying to promote flying by offering coid testing to avoid quarantines imposed by state and federal governments. Airports are opening test centres offering the PCR test which takes 48 hours for results and rapid tests that take 15 minutes but are not as accurate. Some airlines are looking at designating certain flights as covid tested flights with all passengers either tested and negative or having been removed from the flight. Lufthansa has testing at airports in Frankfurt and Munich with the German government agreeing to it that people tested and negative did not have to quarantine for 14 days. Following this summer traffic jumped. The head of the resting task force at Lufthansa, Mr. Leffers, says testing is now becoming an integral part of the flying experience. Bermuda has some of the toughest testing rules with tests required on Day 1, Day 4, Day 7 and Day 14, resulting in low traffic over the summer. Yet with covid rates rising elsewhere Bermuda has become a safer destination resulting in a large increase in traffic this month. ...

The number of supercommuters is up significantly as a result of the drop in home prices and high unemployment. It is up 60% in Manhattan since 2002, up to 59,000 or 3% of the workforce. In the Philadelphia- New Jersey corridor- it is 7.3% according to NYU. Houston saw a large increase between 2002 and 2009. In Maricopa County near Phoenix, 131,000 people or 8.6% of the labor force supercommutes. About 13% of the workforce or 427,000 people supercommute in Texas. Prof. Mitchell Moss of New York University, defines a 100 mile plus commute to get to work as a supercommute. His work at NYU's Rudin Center for Transportation shows 1.15 million people supercommuting in 10 major U.S. metropolitan areas. Employers are showing flexibility not wanting to have to dispose off properties, and employees prefer not to uproot families.

Chuck Hagel on the need to bring in more countries to handle difficult situations such as the one the US faces in Iraq and Afghanistan. He says thats why the world now has a G20 and not a G8. No country can face these situations alone especially when there is a mutual interest of many countries in these situations. He calls it a 20th century reaction to 21st century realities. He says the 2 wars cost more than a trillion dollars. One sees a new respect for international institutions such as the UN, World Bank, IMF, and GATT renamed WTO, even with Republicans. Chuck Hagel's point makes a lot of sense and is generally accepted in people's understanding of the situation from the Defence Department to the Administration, and among respected politicians. It is putting it onto practice that is the hard part. As Hagel puts it, it is important to remember what Lyndon Johnson told Senatior Russell, that he knew the Vietnam war could not be won, and yet he did not want to pull out and be the first American President to lose a war. This is a contradiction because if it can't be won its going to be lost under the next President or the one after that, in this case Gerald Ford. Hagel says it not ours to win and lose. Here he points to the interconnectedness and shared interests of all nations. Every great threat to the U.S., whether it is economic, terrorism, nuclear weapons proliferation, health pandemics, environmental degradation, energy or water and food shortages, is also a threat to global partners ansd rivals. So its wrong to view engagements in Iraq and Afghanistan through the lens that says its about winning or losing. And he asks win what? Too many cultural, ethnic and religious dynamics are involved for any one nation to control. Hagel concludes by saying that the US, the Defense Department, the Obama administration, must get this right, as it affects the global architecture for the next generation. Fresh thinking is needed. Single issue engagement is obsolete in the 21st century in dealing with global partners or rivals, or countries with aspects of both....

These oyster shells were present when Dutch settlers settled and unsettled in Michelson's words this part of New York's shoreline and New York Harbour. The shells are on loan from the Billion Oyster Project that aims to restore one billion live oysters to New York Harbour by 2035.  Michelson is preoccupied by the destruction of the indigenous environment by colonialism.

It is proven that even two hours of walks in nature settings can make a huge difference for mental health. Three decades of industrial progress and urbanization have left most countries with a new generation that has lost the benefits of this type of energizing and invigorating exercize, that does a ton of good for physical and mental health just when it is most needed during a massive pandemic.

The immense frustration of Republicans supporting Kevin McCarthy as the voting goes to the 15th ballot and the refusal of Matt Goetz of Florida, Ms. Lauren Boebert of Colorado to relent down to the 14th ballot, is shown here in this NYT report. Mr. McCarthy's at one point even stepped up to confront Mr. Gaetz personally by the 14th ballot.  Many indignities and humiliations were suffered in public says the NYT as the votes dragged on into the night. The WSJ Editorial Board and this NYT report show that the concessions made may only lead to more fractious incidents. This includes says the NYT, the possibility of snap votes for Speaker again by disaffected members, that are a remarkable concession made by Mr. McCarthy in the process.

This report says she has advocated for Italy and as a mother and a Catholic, but that is nothing new in Europe with most nations looking for their national interest first. When Mr. Draghi formed a national unity government during the covid health crisis and the breakdown of a previous coalition Berlusconi joined the government, but Meloni stayed in the Opposition leading to her rapid rise.

The Biden administration published an online security rule to strengthen its legal backing for restrictions on foreign based apps, including TikTok. It provides additional criteria the Commerce Secretary can use to restrict such apps that present "undue or unacceptable risks." Instead of the wording "subject to foreign coercion", there is the wording "subject to the jurisdiction or direction of a foreign adversary." WSJ throws light on the legal challenges called the Berman amendments. Berman's amendments took away the right of the president of the US to regulate or ban "informational materials" from adversarial nations. It was written at the end of the Cold War and is seen as needing to be completely rewritten.
