Sweden gets a centre left government led by Stefan Lofven, who gets a second term in office. He managed to put together an alliance of centre left parties with the Green Party and Liberal paties after the elections gave 40% of the vote to centre left and centre right and proved inconclusive. Lofven governs without a majority in parliament because the minority government has support form other parties with 77 votes in parliament that abstained. Both centre right and centre left did not want to join with the far right anti-immigration Sweden Democrats. Lofven says Sweden chose a different path than other governments that sought to form governments with anti-immigrant parties. He said "in Sweden we stand up for democracy, for equality. Sweden has chosen a different path." To get Centre and Liberal parties support Lofven promised to cut taxes, reform the rental housing market, and relax strict employment laws.

As the graph vivdly shows in 2005 and 2006 there is surge in subprime lending to Hispanics and blacks, with almost as many subprime loans to Hispanics and Black people as to whites. It slows down in 2007 by which time foreclosures were starting to take shape. WaMu, Countrywide, Ameriquest and other lenders who pushed subprime lending were backers of an initiative called Hogar which worked to spread lending to redline areas, in what an organization for responsible housing lending calls reverse redlining- in which high cost loans were pushed on those least able to sustain payments for a long time. Previously these areas did not get much lending because of the lack of good credit history.

This Spiegel report looks at how far Germany has come in tackling the refugee crisis one year later in September 2016. It looks at the progress in several areas- housing, integration through language training, jobs and the labor market, school age children, crime, deportation, political scene and elections. Maintaining public support in the face of incidents such as the ones in Cologne and some terrorist incidents, the protests in cities such as Dresden, was tackled by negotiating a treaty with Turkey to turn back new refugees, and by letting countries in southeastern Europe such as Hungary to close routes used previously. Internal agreement with the Christian Social Union (CSU) and the CDU, led to a reduction in refugees granted asylum for each month in 2016. About 220,000 migrants were newly registered in the first half of 2016. Germany's EASY registration system shows 92,000 migrants registered in January and the number dropping to 16,000 in July.  Here are some of the figures on progress as cited by Spiegel. On BAMF, the Federal Office of Migration and Refugees- It has increased staff from 2300 employees in early 2015 to 8000, with many new offices opened, significantly more efficient than before. Housing- about a million refugees have found housing. Thousands of empty beds in emergency shelters and 1000 repurposed gyms are no longer needed. Smaller cities and towns have done better than large cities like Berlin, with hangars at Tempelhof Airport still housing refugees. Barbara Hendricks, Federal Environment and Building Minister of SPD party, has tripled funding for subsidized housing to 1.5 billion euros for 2018. Hendricks wants to repeal a constitutional amendment that shifts housing responsibility to states, so that the federal government is actively involved. Integration- BAMF head Weise estimates a shortage of 200,000 slots in language and integration courses. About 80,000 Afghans are not eligible for the programs. So far estimates by KMK representing education ministers of the 16 federal states, shows 325,000 children and young people integrated into school system in 2014 and 2015. Spiegel estimates 12,000 teachers were hired for this, and an additional 20,000 are needed says GEW. 58,000 daycare spots are needed for children arrived in 2015, and 9400 additional daycare personnel are needed. Wages have been raised. Jobs- The Federal Employment Office says 322,000 refugees were registered and seeking jobs in July 2016. Crime- Police crime statistics show 4% increase but when the asylum and visa related offenses are taken out the crime has not increased as it has appeared in the media. The events in Cologne had started a debate on this issue after teenagers harassed women near the Cathedral square. BKA Federal Criminal Polic Office says 1031 assaults on refugee accomodations happened in 2015, 665 in 2016. Incidents of Islamic terrorists happened in Wurzburg and Ansbach, and authorites have become more vigilant.  Deportation- the central register of foreign nationals has about 220,000 people who have to leave Germany. Because of wars in home countries 172,000 are still in Germany. Political scene- CDU and CSU sister parties have disagreements on immigration policy. There is fear about the country changing. Yet the new children in schools are only about 2% of the school children in Germany. As immigrants are mostly young people who will be required to take language training and integrate in schools and workplaces, the situation is different from the first wave of workers coming in from Turkey in early postwar period. Also lessons have been learned and integration is being required.   So has the most difficult period in this immigration crisis been put behind for Germany? It appears that this is the situation. Germany's economy was strong during the "wilkommen refugees" and it has helped the country deal with it better. The volunteer support certainly helped. State, city, and business leaders responded. What about the claims of Islamization. Because so many of the refugees are from a relatively progressive country such as Syria, and many from urban literate areas, combined with a policy of integration, this could prove to be a different experience for Germany. Because many left because of religious sectarianism or corrupt governments the immigrant mentality as a whole barring some exceptions, is likely different, seeking integration in a different modern culture that prizes the individual and respects his development. Over time and sooner than many realize, Merkel may be proved right when she says- "Germany will be Germany, with everything that is near and dear to us." When it comes to politics the CDU and CSU are taking the "homeland" theme as their own. Across the Atlantic Germany's example is being followed- as the number just a trickle about 4000 refugees admitted in 2014, has been increased to 110,000 for 2017 by president Obama, showing the power of the example in the face of adversity and skepticism. German culture and society tended to be insular and the experience of this type, difficult as it has been, and not something that was actively sought out, may have a positive effect. Particularly with the scarred immigrants who may want to embrace the new culture and not look back at what they left behind.   ...

Korea that are doing well. Tesco is also doing well in Central Europe where Walmart intends to open stores. In the UK which accounts for 45% of Walmart's international sales and 10% of its overall sales, Walmart's share of the British market is 16% for groceries compared to 31% for Tesco. Walmart entered the British market in 1999 through the acquisition of the Asda chain of stores. Tesco is growing and doing much better than Walmart in the UK. 3. Tesco's Clubcard based information driven strategy- 3-1. Uses a outside provider that is excellent in its field, can pioneer techniques that will work with Tesco strategy, and has the energy and dedication. Tesco uses Dunnhumby, a husband-wife consultancy that also works with Kroger in the US running its loyalty card program and analyzing customer data. The research firm is now majority owned by Tesco. 3-2 How it works. Each week Dunnhumby receives data on 15 million shopping baskets. Each product is scored on 50 dimensions such as price and the size of the package. The computer looks for customers whose shopping baskets have similiar combinations of scores. Dunnhumby has made 6 segments for Tesco. Finer Foods segment is made up of affluent time strapped customers who go upscale and Traditional segment comprises homemakers who buy ingredients to cook meals from scratch. 3-3 The clubcard works as follows. Introduced in 1995 by Mr Leahy, now CEO, the application asks for information about dietary preferences, size of household, ages of children . The plastic a card in the mail gives customers a point for every pound they spend after they reach $280. Each point is a penny off future purchases and it also can be converted into miles in frequentflier programs In addition large spenders get discount coupons every 3 months on particular products keyed to their buying profile in the database. Quarterly coupon package from Tesco would include 3 coupons for stuff they regularly buy and 3 for stuff Tesco would like them to try. While only 1-2% of coupons ever get redeemed about 15-20% of Tesco coupons get redeemed. The package also includes vouchers through which members can redeem points. $300 of purchases would generate a voucher for $3.00 off any purchase. Karen Masek, an actor and mother of two in London, says Tesco's mailings reflect her preference for fresh produce, environment-friendly cleaning products and organic meat. She says Tesco knows her buying habits and never sends anything that is way off the mark. 3-4 The way Tesco battled successfully with Walmart: Tesco searched its database and identified shoppers who buy the cheapest items available. About 300 items were identified for price conscious customers. Tesco lowered prices on these items such as Tesco Value Brand margarine so that these buyers would not defect to Walmart. 3-5 Examples of how the computer data is used. 1n 2001 Kimberly Clark introduced a premium version of its Andrex toilet paper in the UK infused with aloe vera. Through the Clubcard research data one could track who was buying this toilet paper and how consistently, and later tracked what other products these buyers were buying so that they could be targeted with incentives. It was found that they bought skincare products so Kimberly Clark sent direct mail to 500,000 customers offering free beauty treatments for purchasing the toilet paper twice....

The average premium increase is about 24.2% according to a Barclay's analysis, and as high as 43.9% in states such as Illinois. One in five enrollees cannot qualify for subsidies. Democrats say subsidies are too small. Daniel Lurie is taking a $1 salary, and his motivation for this job is to get San Francisco hit by high homelessness and crime, drug use, and office vacancy, back on its feet again. Levis Strauss was founded like Bank of America in this city on the west coast. Lurie found it hard to explain to his two children the homelessness and the dismal condition of parts of the city. He is helping hotel workers get a decent wage in a society that has created a huge gulf between the low paid with less and less access to things essential for a healthy life and people in Tech work who have vast surplus income for such access. It also means getting the police force down to 600 back up to 2000 and with good morale and public support to clean up the city. ...

Elsa Fornero is an economics professor who is Labor Minister in the government of Mario Monti. After several decades Italy has finally tackled the much needed changes to the 1970 Workers' Charter that forms the basis of Italy's labor laws. The Charter protected workers jobs but was designed during a different period and had long since lost its relevance in a modern economy. The laws led to Italy losing its competitiveness and entrenched small family firms in the economy. The new labor law protects the individual instead of jobs, by increasing the safety net to cover unemployed workers for shorter periods and lower benefits, and makes it possible for firms to layoff employees for economic reasons. Fornero says Italians need to recognize that work is not a right to be enshrined in laws but something that is earned through hard work. Article 18 of the Worker's Charter was originally intended to remove discriminatory practices in the workplace, but was enlarged to provide blanket protections to workers so that companies could not fire workers and avoided hiring. Under the new law discrimination is illegal, but now companies can layoff employees for economc reasons and not face long legal disputes and be forced to rehire the workers. The new law will increase productivity says Marcello Giustiniani, a labor specialist at Milan law firm Nonelli, Erede & Pappalardo. Italy's productivity gap with Germany has widened to over 30% since the introduction of the euro. The ASPI, new unemployment insurance plan, goes into effect in 2013, older programs will be phased out by 2017, giving time for the culture change in Italy for workers and business. Another major change is designed to help 2 million workers earning less than 18,000 euros. Businesses will have to give these workers proper contracts. Fornero's effort to tackle the pension system also includes linking retirement checks to how much is contributed over the lifetime- a practice common in other countries- not the final and highest salary. This simple change was not not implemented by 10 governments since a law was passed in 1995, showing why the Monti government was needed to get things done....

The U.S. Labor Department reports nonfarm payrolls up by seasonally adjusted 192,000 in March 2014, with unemployment at 6.7%. Figures for January and February were revised upwards by 37,000. The figure for parttime workers who are looking for fulltime work was up by 225,000 from prior month to 7.4 million. Over the first 3 months of 2014 average hourly earnings were up by 2.1%, barely keeping up with inflation.
