This is not a contradiction in today's world as many nations including China, India are depending on coal and moving forward with solar and wind energy, and the US is also drilling for oil and it's private sector continues moving forward on renewable energy. The title may not reflect the content of this report on Admiral Giroir who heads the U.S. coronavirus testing effort. He is a pediatrician who worked for hospitals in Texas before heading a vaccine project at Texas A&M University.  Internal politics led to his resigning from the effort to build a vaccine development capability with pharmaceutical companies at Texas A&M. Most of the rest of this report shows a physician who is determined to pursue big projects such as the one he is tackling today. President Trump appointed him to lead FDA, and to be the Assistant Secretary of the Department of Health and Human Services. With the missteps of Secretary Azar testing suffered in the early months of the crisis as reported in the WSJ. Adm. Giroir has taken a leading role since  this period. He also heads the U.S. Public Health Service Commissioned Corps of 6200 staff playing a vital role. On March 13 he was asked to lead the effort in testing.  He comes to this role with experience in the field of vaccines realizing that "the challenges are not just biological but engineering." New technology would be needed to make massive amounts of vaccine. His idea is that transformational efforts are needed. His idea for a billion dose per month facility in Texas did not work, yet he worked on it for about 5 years from 2010 to 2015 at Texas A&M University, at one point being the vice chancellor. He was selected by Texas Governor Perry as chairman of the task force in Texas in 2014 to oversee the effort to fight the Ebola virus. He now is in a position to bring all his experience and aspirations to tackle the coronavirus, cutting through much of the red tape and bureaucracy, and pulling together the effort combining science of pharmaceutical companies with the technology of manufacturing billions of vaccine doses in a record time. Today he sees capacity for testing reaching 40-50 million tests a month by September 2020.   ...

Turkey's lira depreciates by 21% in 2013 and an additional 7% by January 24, 2014. The central bank uses up a third of its foreign exchange reserves or $19 billion in intervention to support the lira since June 2013. The intervention on June 24, 2014, did not work and the lira continued its downward slide to 2.30 to the lira. The political protests in Turkey and divisions within factions in the government about corruption probes has led to a political crisis and investors pulling back from Turkey. The central bank failed to increase interest rates as expected by investors and suggested by the IMF. Inflation is running at 7.4% for 2013. In August 2001 a currency crisis caused the banking system to collapse. The financial position is stronger than in that crisis, yet the recent political crisis and the large current account deficit has badly dented investor sentiment.

Debt of poor countries is a serious problem in 2022. Debt owed to foreign lenders by low and middle income countries increased by 6.9% on average to $9.3 trillion in 2021, faster than the 5.3% in 2020, according to World Bank estimates. As a result the percentage of the poorest countries in debt distress or high risk of debt distress increased from 15% in 2015 to 60% in 2020, according to the International Monetary Fund.  The pandemic has clearly worsened the situation for countries in weak economic situations in 2019. A country is in debt distress when it is unable to fulfill its financial obligations and debt restructuring is required. Argentina, Sri Lanka, Pakistan are recent examples of countries undergoing serious debt restructuring after falling behind in debt payments. Rising interest rates, inflation, and weak growth lower government revenues and make it harder to make the debt payments to service the debt. A list of weaker economies shown in this WSJ report where interest rates have risen are Russia, Ukraine and Belarus in Europe, Argentina, Ecuador and Venezuela in Latin America, Ethiopia, Ghana and Mozambique in Africa, Pakistan and Sri Lanka in Asia. Mismanagement of the economies, overborrowing, not taking corrective action during a period before the crisis, corruption, wars or drought, factors affecting tourism or remittances from overseas, are some of the factors leading to debt distress. ...

The French economy growth was 16% after a decline of 13.8% in the second quarter. The Congressional Budget Office report shows federal debt to exceed 100% of GDP for 2020. It was 106% of GDP in 1946 after the financing of the second world war. The increased oil supply in the Middle East will come largely from Saudi Arabia and Iraq by 2015. By 2020 the increased oil supply from Iraq will surpass increased Saudi production, when compared with 2009, according to the International Energy Agency. Iraqi production is currrently 2.7 million barrels a day. This jumps significantly in coming years. JBC Energy expects Iraqi oil output to increase to about 8 million barrels a day by 2020. This is a result of modernization and participation of foreign oil companies in the Iraqi oil industry. Comparitively Libyan output shows only a small increase.
