World leaders meet at the UN for action on climate change, especially Obama and Hu Jintao of China who represent countries that generate 40% of carbon emissions worldwide. Hu set the target for nuclear power at 15% of energy for 2020 from 8% now, and India set atarget of 20% for renewable sources of energy for 2020. President Obama said he saw the need for the developing industrial nations, by which he meant China, India and Brazil, to adopt targets for curbing emissions in any agreement, but Hu Jintao was vague about any specific targets. So the gap remains as the US goes to the Copenhagen talks on climate change in late 2009.

This interview in DW.com by Stefan Dege with author Sebastian Sons ("Built on Sand: A Problematic Ally"), looks at the changes in Saudi Arabia as a new generation of younger leaders under Prince Salman take over the desert region. A big change is that benefitting women in Saudi Arabia. The driving ban lifted is only one change. The bigger change is in the way educated Saudi women will now be integrated into the labor market.  This means improvements in gender relations can also now take place.  One reason cited here that these top down changes from Prince Salman are more likely to happen affecting Saudi society at the grassroots is that 70% of the Saudi population is under 30 years of age. Many have studied overseas and are educated, seeking a freer and more open life. The younger generation is euphoric says Sons, and they put all their hopes on Prince Salman that he can find a way out of the entrenched societal ways  that limit young people, and women from economic participation.  The Wahhabi clerics are seen as a junior partner to the monarchy in Saudi Arabia, and they too see the economic participation of women as necessary in today's tight economic situation. There is even optimism that Merkel could push for better women's rights, and for a Goethe Insitute for better cultural understanding in Riyadh. The part of the tax law that limits state and property tax deductions to $10,000 and limits deduction of mortgage interest is likely to slow the rise of housing values in 2018. Much of the effect is psychological as the impact is felt on the East Coast, California, Midwest and the D.C. area. The median U.S. county will see a decline of 0.8%, and some counties in New York could see declines of 10%, according to Moody's analysis. The impact is greater for higher priced homes, and where incomes are higher with big mortgages and big tax bills.

The GM restructuring plan of the Obama administration, as GM enters bankruptcy, was designed so that the UAW plays a constructive role in building the new GM. There is a wage freeze, and a no-strike clause until 2015. The union gets a 17.5% ownership of GM, which helps to align the union's interests in improving the share price. At the same time the unions health fund's shares are novoting, so that the union does not make decisions for the company. At Chrysler even though the union has 55% ownership shares, it has only one person on the Board. In the same way the union has a limited role in running GM. The idea is to get the union out of the us vs. they habits of the last 50 years.

Zeitenwende means turning point in history- and Scholz's speech changed the mood in Germany to take on responsibilities for defense of Europe with a $100 billion fund. Chancellor Merz has expanded this and Germany's defense budget is expanding to $160 billion a year.
