Greg Ip points out that the stronger dollar in 2018 is creating serious problems for Argentina, and will have an effect on Turkey, Indonesia and other developing countries. Dollarization hurts because it increases debt as debt servicing becomes costlier with dollar denominated debt and imports denominated in dollars become costlier. The dollar has increased in importance in the global economy. This is why the economic growth has suffered in developing countries in 2018. It is also why president Trump believes he can cut off Iran from the U.S. banking system to increase chance of new negotiations to fix flaws in the Iran nuclear deal, says Ip.   Argentina has seen internal problems compounded by the rising dollar causing the peso to drop by 17% so far in 2018. 88% of Argentina's imports are denominated in dollars. A rising dollar means it costs more in pesos for imports. Argentina's different levels of government have $98 billion in dollar denominated debt, and private sector has an additional $68 billion, the total being a third of its GDP. A decline in the peso means this is harder to pay off. About 40% of world trade, according to Harvard economist Gita Gopinath, is invoiced in U.S. dollars, four times U.S. share of world trade, and developing countries together owe $2 trillion in dollar denominated debt according to BIS. This makes it harder for developing countries such as Indonesia, Turkey, India, Argentina, Brazil, as they now face rising oil prices in combination with a rising dollar. In Argentina a poor crop for soyabeans and other agricultural exports in 2018 creates additional woes.   ...

Questions about the sanity of having a nuclear plant at Indian Point, only 35 miles from midtown Manhattan, in a metropolitan region with 20 million people. A 50 mile circle from the plant includes almost all of New York City, parts of New Jersey, Pennsylvania, and Connecticut. Indian Point's evacuation plans cover a 10 mile circle with about 300,000 people, twenty miles out the distance cited for Fukushima, is about a million people.

With about 2.8% vacancy rate and 10 months of inventory, experts point to the need to take capacity out of the system with a housing moratorium. Why build so many new houses in this environment. The new government of prime minister Enrico Letta in Italy suspended the summer instalment of the tax on primary residences which was unpopular in Italy. The new government plans to overhaul the tax code this summer to change the way it impacts real estate. This was one of the tax measures taken by the Monti administration. 1 billion euros will go to a wage supplement program, so that companies can retain employees during the economic downturn. Another program to provide business incentives for hiring is being considered. The new government committed itself to bring down the deficit in Italy to under 3% in 2013, which would help keep Italian borrowing costs down.

US president Biden says it is taking time, that he has a plan to build new silos and use existing silos to store grain that is shipped by rail and truck from Ukraine to its borders with Poland and other eastern European countries. The reason for this is that Ukraine Rail uses a different rail system so that trains that reach the border at Poland have to have the cargo transferred to Polish trains. This creates a major bottleneck for flows limiting shipment of grain. The plan for grain silos would mean large storage facilities at Ukraine's borders that can then be transferred to eastern European rail systems that can carry the grain to ports in Northern Europe and ship to Africa and other parts of the world. This is an important step that is needed to avert hunger in Africa and other parts of the Arab world which depend on such supplies of imported grain. Action is needed now as the situation is getting worse by the day and week in June 2022.  Ukraine normally ships out of the port of Odessa on the Black Sea but with the area mined heavily by Ukraine to keep the Russians out, putting grain on ships in the waters off Odessa would lead to ships blowing up. ...

Leonid Kravchuk is a Soviet era official who joined with Boris Yeltsin to support dissolution of the Soviet Union. He died at the age of 88 in May 2022. He is remembered for leading Ukraine to independence in 1991 with support of nationalists in western Ukraine and pro-Russian supporters in eastern Ukraine. Another reason he is remembered is for peaceful transition of power to his prime minister Mr. Kruchma in the 1994 election. He also dismantled Ukraine's large nuclear arsenal under pressure from Russia and the US. His failings were in letting corruption grow including the bankruptcy of the Black Sea Shipping Company, says DW.com. Ukraine had no experience in the democratic process. It has close ties with Poland which in the 17th and 18th century had some form of democratic process. Lviv is a short distance from Poland. Kravchuk was from a part of Ukraine that was once part of Poland. With a population of 52 million Ukraine is the second largest country in Europe. Its transition from the Soviet Union to a independent state was painful says DW.com with millions of people finding themselves living in poverty and the period being remembered as "kravchuchka." Since that period Ukraine has grown and was setting up new foundations for entry into the European Union.  ...

French president Macron fails to get president Xi of China to commit to changes in its policies towards Russia's invasion of Ukraine. Macron's visit as seen by the NYT only undermines the US policy and European Union policy that opposes the invasion of Ukraine by Russia. EU's Leyen also visits China at this time.  The relations between the US and European business with China expanded for two decades between 2000-2020. All three regions are heavily invested in each other. Decoupling is a gradual process and China sees the EU as an access point for technology and investment. The US has not decoupled from China even after moves in semiconductors and electric vehicles were made by president Biden. Apple and other American companies are heavily invested in China. The US and the EU are committed to building new supply chains. Their policies are intended to do this in a way that reduces the effect on their economies. The European Union depended on the US for its response to the Russian invasion and to protect freedom in Europe through NATO. By 2024 the European Union policies will be integrated with policy of the US. China is also trying to reduce the effect on its economy by decoupling in a way that maintains growth. ...

The first spread event for Omicron outside of South Africa is now known to be in Norwegian capital of Oslo. Some workers of renewable energy company Scatec SA returning from South Africa where the company has a solar panel project attended an annual holiday party. The party was at Louise an upscale Oslo restaurant, with 120 people all vaccinated, and tested the day before. More than half have tested positive for covid 19, with at least 13 having the new variant Omicron. Oslo municipal health department says it expects more Omicron cases among the 64 coronavirus cases as remaining workers get tested. The results so far are anecdotal and thin to be sure, yet they show none of the infected employees were seriously ill, says this report in WSJ, citing a company spokesman. The spokesman says people had different sysmptoms but none were severe. Tine Ravlo, assistant superintendent of the Oslo municipal government says- all of them are under isolation at home. And  for now they have what they describe as mild symptoms such as headache, cough, sore throat, and flulike symptoms.  Norway has 80% of population of 5.4 million people fully vaccinated. A look at the economic collapse in Lebanon as reported in the NYT. Lebanon depended on foreign inflows of money for its economy and standard of living. The economy has collapsed in recent years because of mismanagement, corruption and sectarian conflict. A civil war in Syria. and wars in the Middle East hurt Lebanon's economy after 2011.  After Lebanon's civil war ended in 1990 the central bank decided to tie the currency lira to the US dollar at 1507 lira to the dollar. To be able to exchange lira for dollars the central bank had to attract dollars. To attract foreigners to deposit dollars the central bank head decided to pay 15% interest. With insufficient US dollars as dollars were also needed for imports, the central bank ended up paying depositors with dollars from new deposits, what is called a Ponzi scheme says the NYT. When these deposits stopped coming in 2019 people could not withdraw their money. Three developments after 2019 hurt the economy. The pandemic hurt tourism which makes up 18% of the Lebanese economy. The pandemic hit Lebanon hard. Then in 2020 a bomb blast hit Beirut port from an abandoned ship in the port destroying three large neighborhoods that could not be repaired. ...

A look at countries in Europe shows different strategies for tackling coronavirus Delta variant as schools reopen in September 2021. Italy requires all teachers to carry a covid digital certificate that shows vaccination or PCR test results. France, Germany and Spain do not require vaccination for teachers to go to schools, and rely mostly on social distancing and mask requirements in schools. Britain not only does not require vaccination digital certificate, but also has not made masks and social distancing mandatory. Health experts say there are serious risks in this approach with mass return to schools and offices after August 2021, and the fall weather with more time indoors. This could lead to a surge in coronavirus as in the US where the reopening of schools and Delta variant has led to surge particularly in states such as Texas, Florida, California. In UK 65% of total population is now fully vaccinated, in Italy 62%. Teachers in Italy fully support the new rules. In Lombardy region with Milan as the capital, only 300 out of 300,000 workers returned to schools without the green pass, according to regional officials. Egypt plans to tackle the financial crisis after the pandemic and the war in Ukraine by increasing natural gas exports by one third. It has the LNG terminals to do this which are underutilized. The LNG could be exported to Asia or Europe at ten times the price buyers in Egypt pay for it. The way this additional natural gas is to be exported is to impose 15% cut in use of natural gas in Egypt similar to what the European Union has done with its 15% mandated reduction. This will then be diverted to LNG terminals. The max temperature for air conditioning is 25 degrees under the new plan and lights are dimmed or shut off after 11 pm in streets, shops and malls.  The war in Ukraine has doubled the price of wheat and other basic food necessities imported from Ukraine and Russia. This put a heavy burden on state finances in Egypt with subsidies on bread and other food for 70 million people out of 102 million people. Investment needs are also affected. Saudi Arabia has stepped in with help as no IMF program has been set. A 14% devaluation of the currency took place in 2022 and another devaluation of the currency is expected. ...

WSJ Editorial talks about so called "spending blowouts" of the Democrats in 2024. Are Republicans saying let the roads, bridges, airports, built in the 1940-1960's heyday of American industrialization as China and India's is now, let them crumble? What do the educated minds of the WSJ Board say about coal in China and India and their effects on their massive use multiple times that of US and EU in history, is it not damaging to the environment? And why the Chinese realized the health in North China with coal winter use was worse than in South China cut their coal use. Are they saying lets burn fossil fuels and ignore, and if investment has to be made in solar who is going to do it? Is it OK for Republicans that we just import from China all our solar panels indefinitely into the future? "Green New Deal" is just a perjorative term, policy has to be made thoughtfully and without prejudice or bias of any sort for the best that we can do for the American people, ignoring so called "right" or "left." Another clear warning from Britain under Boris Johnson the failures from that time could still affect the US if it copies Johnson. Krugman looks at Project 2025 that has received the backing of the former president. He points to one aspect of this blueprint for a Trump second term, how civil service would be overhauled to remove civil servants not meeting the requirements put forth by the new administration. He says this takes America backwards. Till 1883 when president James Garfield set up an independent civil service in the US people employed by the government were routinely chosen from the winning party leading to flaws and much instability, weak administration. In Britain this type of effort of Project 2025 was tried under Boris Johnson by using an adviser who wanted to blow up parts of the British civil service for not cooperating. That experiment failed badly and the adviser was fired with much recrimination, Johnson being discredited, and administrative failures. Project 2025 would shut down the Education Ministry and the Homeland Security Ministry, for even more upheaval of the civil service. Not to mention the proposal to reverse the founding of the central bank the Federal Reserve in 1909 under Woodrow Wilson that stabilized the economy after banking panics. Retired General Keith Kellogg was in National Security roles in the DJT first term. He is the new DJT envoy to Ukraine and Russia with the goal of negotiating a settlement between Russia and Ukraine. He was chief of staff of the National Security Council in DJT's first term. And also the National Security Advser to vice President Mike Pence. The 80 year old veteran co-authored a paper for America First think tank which says- "The United States would continue to arm Ukraine and strengthen its defenses to ensure Russia will make no further advances and will not attack again after a cease-fire or peace agreement."  "Future American military aid, however, will require Ukraine to participate in peace talks with Russia."  This comes as Zelensky's popularity in Ukraine has dipped to 16% and Ukraine's people do not want him to run again for president. This is intended to draw Ukraine into peace talks as prolonging the war would lead to enormous losses for Ukraine's cities and the people of Ukraine, Kellogg told the Voice of America at the Republican Convention in 2024, and peace talks would end the war with Russia. ...

Germany is going through a second year of slight economic contraction. The newly elected government of chancellor Merz has setup a $1 trillion fund to invest in infrastructure and defense. This will increase the debt to GDP ratio from 62% much lower than other advanced economies to 75%, and could give the German economy a rebound with $500 billion for fixing aging infrastructure. Germany's unemployment rate stands at 6.3% in March 2025. The economy weathered a energy crisis with the cutoff of energy supplies from Russia during the term of chancellor Scholz. Infrastructure, child care, was neglected under Merkel and previous administrations as it was in the US under Clinton, Bush and Obama administrations. The 2009 financial crisis, the eurozone debt crisis and the pandemic, Ukraine crisis from 2009 to 2024 have provided headwinds for action to renew Germany till now. A $1 trillion new fund and removal of the constitutional brake under the newly elected parliamentary majority of the CSU/CDU, the SPD and the Greens is the first step with $500 billion earmarked for fixing aging infrastructure, digitization of the economy, and other investment. The unemployment situation is deteriorating in the auto industry which was poorly managed and is now being hit with US tariffs of 25% on imported cars made by BMW, Mercedes and VW. ...

The British government is considering effectively preventing two households from meeting indoors by limiting the number of people meeting indoors to 6 from the 30 now in place. Experts believe a second wave of infections is a distinct possibility if nothing is done especially with higher infections among younger people in Europe after reopening. People are seen as relaxing too much. Young people in Spain and other European countries are a big part of the problem today. In Germany the incidence of cases for 15-24 years is fifteen times the number of cases for 70-79 years in the first week of September, showing how completely reversed the situation has become with young people acting as spreaders of the pandemic. The incidence of new cases is 30 per 100,000 in Germany for 15-24 years compared to just 2 for the 70-79 years. In Berlin it is as high as 43 for 15-24 years and the Health Minister is concerned because in contrast to local groups these individuals can spread it throughout Berlin.  School reopenings in Europe and in America are a distinct danger so that colleges in the U.S are switching back to remote learning because of improper behaviour of young people including parties and gatherings. Tougher restrictions are seen as necessary to get people to pay attention to social distancing that was practiced earlier in April. This is true of Europe, America, and Asia. After elections this week in Germany the CDU may be faced with forming a government with the BSW socialist party an unlikely pair. Germany's political leader Sarah Wagenknecht considers the policy of letting migrants in to be "highly problematic", and making it difficult to focus on help for workers and families. Wagenknect says - "Not because people don't deserve a better life, but because our country is simply overburdened as a result."  She pursues a social policy that follows common sense on behalf of the working class and unions, and follows socialist policies for better incomes and benefits for workers. This is new to Germany says DW.com, yet it is not true for the EU. Neighboring Denmark for example has prime minister Mette Hendriksen who has said the same thing about migrants, opposing entry because it leaves the workers worse off than before and presents both a burden and a huge distraction from the many issues the working class face today. The Democrats in the US also are coming to the same conclusion as president Biden and Harris have moved to secure the Border with Mexico and cut unlawful migrant flows to a trickle in 2024.  These shifts will affect Scholz and the SPD party in 2025, as well as the FDP and Greens as they lose popularity in the former East Germany.  ...

Hubbard and Erdbrink report on U.S. president Trump's visit to Saudi Arabia to begin a new chapter in relations with the Gulf nations and the Saudis. Under president Obama the U.S. distanced itself from the Saudis and the Gulf nations, preferring to pursue a policy of closer relations with Iran and signing the Iran nuclear deal. This included a policy of staying out of Syria to the point of turning down a decision to deploy U.S. airpower to maintain no-fly zones to protect refugees. Syrian government forces fighting rebels were supported by Iran. The new policy is dictated by the new conditions in the Middle East. The U.S. has sought since the presidency of Reagan to balance the power relations in the region. With the nuclear deal signed and Iran respecting the deal according to independent reports, the U.S. allied with Iran in the battle against Islamic State in Iraq,  a shift was needed to balance the support provided to Iran by Russia which worsened the refugee crisis in Syria. The Republican party and Mr. Trump were critical of the Obama Iran policy during the nuclear deal negotiations. The safety of Israel is also a factor as non-state actors were supported by Iran threatening Israeli security. For these reasons the shift is an effort to rebalance the relations in the region. The arms deal in its size and president Trump's statement that Iran had "fueled the fires of sectarian conflict and terror," can be seen as this rebalancing. A business aspect of the large arms deal is that it will promote job growth in the defense industry in the U.S.. Other countries including Germany have seen growth in their defense industry. This is not the best way forward for the Middle East, yet it is a way the U.S. and nations in the region are adjusting to realities- the collapse of the Arab Spring from within and without the help from outside, the sectarian conflict arising from the Shiite pushback from Iran following the Baathist and Sunni control of Iraq which collapsed with the U.S.invasion, where the majority of people are Shiite yet with a strong Sunni presence. Elections brought Shiites in power, leading to a Sunni response in the form of Islami State caliphate move into Mosul, Iraq's second largest city after Baghdad. A decade of conflict and the efforts by the Bush administration ended in failure and sectarian conflict, resulting in the U.S. policy of rebalancing in favor of Iran to negotiate the nuclear deal. In this sense the arms deal does not solve anything. A similar rebalancing under Reagan by arming one side, followed by arming the other, led to involvement with ground forces under president Bush. It only leaves the region poor after years of sanctions against Iran to the point where a NYT reporter was not sure whether it was safe to fly from Tehran to Mashad with Iran Air because of the lack of spare parts for the airline. War torn, with millions of refugees in Syria and Iraq, the region remains broken in many ways, waiting for a sensible non sectarian view to prevail in the interest of the people in the region. The election of Rouhani in Iran by 57% of the vote is only a sign that young people in the region given a chance would opt for a different course in future. The rest of Asia has moved forward and shows a path that can be followed. ...

Policies and actions taken today to reduce future consumption and to conserve oil will create expectations for lower prices in the future in relation to today's price. It will lower price pressures as these expectations get embedded, and as this makes it more profitable to produce more oil rather than leave it in the ground. In addition see the supply of Iraqi oil, and efforts to reverse the oil supply situation in Iran which may happen with a different administration in the US. The reduction in fuel subsidies in Iran would lower oil consumpion in Iran. Efforts to reverse years of decline in Mexican oil fields, and increase supplies in the US by drilling in new areas, would create new supplies. While supply would see changes, demand would see a new fuel efficient car fleet on the streets in several years, and better use of mass transit and rail transit, and oil conservation across the board, this would then create anew and favorable dynamic. But look for oil prices to stabilize at lower levels in relation to current levels of about 140 and higher as it rises in 2008 and 2009 till new expectations get embedded, and not a sharp decline in prices, as pressures from the developing world's demand will continue for years to come. Think a billion people being absorbed over time into urban type economies....

Shocking revelation that Forest Service discouraged firefighters from wearing masks that help prevent cancers from toxic smoke. Many firefighters only had bandannas. For several years fires have increased and this was happening with more firefighters doing dangerous work yet this only came up when NYT reporters brought this up recently. The head of Forest Service was summoned to a Congressional oversight hearing and rightly so.  Rep. Jared Huffman of California: “We’ve talked about the New York Times piece. Chief, do you feel like the Forest Service is doing everything that it can to make the safety risk of smoke inhalation known to firefighters?” Mr. Schultz: “We need to continue to focus on safety as we move forward, including this issue.” There are about 40,000 firefighters in Forest Service mostly young men and many more employed by contractors. Because they are first responders also the work of firefighters has 360,000 in the US and 600,000 volunteers. With such sheer numbers masks to prevent inhalation of toxic chemicals that can cause cancer is highly important and should be given high priority.   ...

The new 600 page book by Attorney General William Barr in the outgoing Trump Administration is titled "One Damn Thing After Another" published by Harper Collins of News Corporation. The WSJ provides early details of the book including a meeting on Dec. 1 with Mr. Trump in the Oval Office, and the words exchanged as Trump insisted there was massive vote fraud and Barr replied there wasn't anything the Justice Department could find. Trump told Barr- "Leave and don't go back to your office. You are done right now, go Home," says this WSJ report. 

Barr now urges Republicans to look at an impressive list of younger candidates for the future of the party.

Universal Health care, Education, and Energy are going to be tackled in 2009. Obama is not going to shy away from tackling all these issues in his first 6 months and he sees this as part of the solution, the simultaneous attack on all these problems which are interrelated as far as the economy is concerned and how it impacts the people. Health care for instance is a serious problem as the economy deteriorates and job losses increase and the highly indebted people find health care unaffordable, which the President emphasized with statistics to this effect. He also called for patience and support with restoring the banking system even though bankers have lost the trust of the American people. More money will be needed and his administration is working on all the details.And he reaffirmed his view that there is no waste inthe nearly $800 billion Stimulus plan, and his promise to keep a sharp eye out for wasteful spending by state and citiy officials..
