Over 50 countries have asked for negotiations with the US over reciprocal tariffs imposed by the US on April 2, 2025. US president DJT says- “There will be fair deals.” DJT says a number of foreign leaders have contacted the White House since April 2nd.  Israel, Japan, Taiwan are beginning negotiations with the US over tariffs. Britain, South Korea and India will follow. The European Union is waiting for an opportunity to do the same. “They’re offering things to us that we would have never even thought of asking them for, Nobody but me would do this.” With China the situation is different and China is unlikely to negotiate. "We have stressed more than once that pressuring or threatening China is not a right way to engage with us,” says the Chinese embassy in Washington DC. After DJT said he would impose a 50% tariff on China over and above the 34% of April 2nd if China does not take back its retaliatory tariffs. This would happen on Wednesday April 9. China says it would f"ight this to the end." A sign that the USTR will try to get other nations to come up with deals and tackle China separately. ...

Boeing's goal is to make 10 Dreamliners a month by late 2013. The current rate is 2 per month, which Boeing hopes to move up to 2.5 a month by November 2011, and 3.5 a month by early Spring. Boeing CEO, McInerney, says it will take a few years before each Dreamliner turns a profit. He expects this will happen before 2020. The large investment during this decade should see returns in terms of an annuity for 25-35 years, said McInerney. The Dreamliner is the first jetliner to be made largely of plastic-composite materials, in place of aluminium. To build the Dreamliner Boeing had to accomplish what McInerney calls "game-changing innovation," and at the same time achieve improvements in production techniques. Jim Albaugh, head of Boeing's Commercial Airplanes division, says the next step is to take what takes an hour and half to assemble and bring this down to 15 minutes. This will help meet a long backlog of orders. Boeing has 820 orders for the Dreamliner as of Sept. 2011. The first Dreamliner was delivered on Sept. 26, 2011, to All Nippon Airways....

Marek Belk, head of Poland's central bank, says Poland should prepare for impact of a general slowdown in the eurozone. Poland's economy is expected to grow at 4% for 2011, but experience a slower rate of growth in 2012. Poland's public debt is at 55% of GDP compared to 120% for Italy. Belka said the mistakes in Italy show it is important to stay ahead of the markets. The action taken in Italy on November 14, 2011, if taken 2 months earlier would have prevented the jump in Italy's borrowing costs. Risks facing Poland come from the fact that a large proportion of the nation's banking assets are owned by banks of other European countries- as much as 70% of Poland's banking assets. As a result if these banks experience difficulties the local branches could become orphans. Belka would like to see private capital in Poland be used to bring a larger share of the banking sector back in Polish hands. Belgian and Portuguese banks are considering selling their banking operations to Polish banks, and PKO Bank Polski SA, PZU SA are possible buyers. Poland's central bank has kept interest rates steady at 4.5%....

British budget cuts announced in Parliament by Britain's Finance Minister, George Osborne. About 83 billion pounds in cuts by 2015 were announced. But Joseph Stiglitz, writing in The Guardian, argued that the plan was a big gamble, as declining tax revenues with lower growth, would lead to smaller deficit reductions. The gamble is that the private sector will pick up, and make up for the reduction in public outlays. If this does not happen, this risks sending the economy into a tailspin. Osborne said that 490,000 jobs will be lost over the next 4 years, some from attrition. Payments to the long term unemployed will also be cut for those who fail to seek jobs, saving $11 billion a year. A new 12 month limit will be imposed on long term jobless benefits. Increase in the retirement age will start in 2020, from 65 to 66 years. At the same time free eye tests, prescription drugs and bus passes remain. Premier Cameron promised not to make cutbacks in health care in the period before the election. This was his way of helping the Conservatives make a comeback to power....

The arguments of both sides in front of U.S. Supreme Court Justices on the Health Care Law's expansion of Medicaid. Justice Scalia said the law gives the states no choice. Justice Kennedy pointed to the situation of the states which have no way to opt out without stripping millions of Americans of medical care. Justice Roberts pointed to the states willingness to accept federal aid for years which brings us to the current situation. The attorney generals of 27 states have objected to the Health Care Law's provisions which they believe effectively requires the states suffering tight budget constraints to cover more of the poor than they they think they can, with the alternative being dropping out of Medicaid totally, not giving them much of a choice. As the three day hearing came to a close on March 28, 2012, the Supreme Court's conservative Justices expressed doubts whether the Obama Health Care Law could surivive if some key parts are struck down. With Justices Sotomayor, Ginsberg, Kagan, on one side, and Scalia, with other conservative Justices on the other side, the Court's final decision depends on Justices Kennedy and Roberts. ...

GM plans to bring 5 to 10 Cadillac models to China by 2016. It plans to build a factory for Cadillacs in China. Even as auto sales are slowing down in China in 2012, sales of luxury and premium cars are growing rapidly. Infiniti, Audi, BMW, Mercedes, Tata's Jaguar-Land Rover, and now GM are competing for sales to China's growing affluent class. According to IHS Global Insight, China's auto sales slowed to 2.5% growth in 2011, yet sales of premium car sales increased by 32%. With sales slowing in Europe and the U.S., car manufacturers are focussing on the luxury segment in China to boost profits. BMW's sales chief, Ian Robertson, says sales will slow in coming quarters from the 32% growth rate of 2011, but he still expects double digit growth for premium cars in future years. In making its large investments in China Ford executives said it expected a growth in China's car market of 5% over the next decade. BMW plans to increase production to 200,000 cars after opening its second plant in 2011, with capacity to ramp up to 300,000 a year....

Michael Gerson was a policy advisor to Geroge W. Bush when Bush announced the PEPFAR program to fight AIDS in Africa. Here he reflects on its lessons. He recalls visiting sub-Sharan Africa and finding only about half a million people being treated out of about 30 million afflicted with the disease. About 14 million orphans had already resulted from AIDS, life expectancy had declined by 20 years, and in whole villages only grand parents and grand children were to be seen, says Gerson. The support came from Rep. Hyde, Rep Barbara Lee, Senators Frist and Kerry- in 4 months after the announcement in a State of the Union address the law was signed. Bush said: "a work of mercy beyond all current international efforts to help the people of Africa. This comprehensive plan will prevent 7 milion new AIDS infections, treat at least 2 million people with life extending drugs and provide humane care for millions of people suffering from AIDS and for children orphaned by AIDS." By late 2005 PEPFAR and the Global Fund to Fight AIDS, Tuberculosis and Malaria had treated 800,000 people, and by 2012 this had increased to 5 million....

With Europe at war and struggling to get through the winter with gas rationing it was up to America to lead the way as the world faces ever increasing floods, fires and heat waves that affect food supply and environment. And Schumer? The New York Democrat asked about the effort quoted his father who passed away last year. "As my late father said: you need to persist. God will reward you." For months Mr. Manchin a critical vote in the US Senate had opposed the Democrats proposed bills. Then Senators Mark Warner of Virginia, Chris Coons of Delaware, John Hickenlooper of Colorado took a different approach. They did not openly criticize Mr. Manchin, and appealed to his sense of history, his zeal for playing a leading role in a high stakes legislative deal. Schumer and Biden were willing to make some concessions for fossil energy now that with the war in Ukraine the US needed to export LNG to Europe to replace Russian supplies. China and India were still going to be using fossil fuels after COP26 and after the pandemic induced lower growth. The US had to find a different approach some fossil fuel concessions would make it possible to use it as abridge towards the larger goal of getting ahead on renewable energy in a big way. The Blinken Wang Yi meeting at the G-2- in Indonesia is the first high level meeting between US and China since March when the Ukraine war started. In the press briefing after the meeting Blinken said "more than four months into this brutal invasion the PRC stands by Russia." He pointed to Beijing support of Russia at the United Nations, dissemination of Russian talking points through Chinese state media and joint military exercizes with Moscow. One aspect of the relations that is beyond the control or good intentions of the two countries top diplomats is the tit for tat response that began with the presidency of Donald Trump. Trump may have seen this as a way to talk to the voter base fed up with two decades of one sided trade with China with manufacturing shipped out to China and local communities of families and workers in regions across the US losing jobs and in decline. Much of this shift was done by US companies during the Clinton, Bush and Obama administrations over two decades. The strident tone adopted by Trump was met by tit for tat responses in Chinese media till the pandemic when it assumed a new aspect of Chinese origins of the coronavirus. The result is that Sinophobia in the US is met by a response in Chinese media and in the thinking of the Chinese leadership under Jinping that now sees the relationship as having already shifted during the pandemic. The paradox in this is that the US in its effort to get other countries on its side is only beginning to make an effort of get America's own companies and large business investors on its side. Most American companies are still continuing trade and business with China as before.  The same situation exists with the shift of manufacturing from Japan and the European Union to China, with the loss of jobs and decline of local communities that depended on manufacturing. Japanese and European companies are acting in ways that are similar to American companies. Having managed the shift of manufacturing from European Union and Japan to China these companies have done little to change this business situation in 2022 carrying on as before. This is the paradox of the current situation that business both in the US and EU, and Japan is not on the side of their governments, even as their governments attitude to China, particularly now after the pandemic and the Ukraine war has shifted drastically. Alongside this is the popular opinion that has shifted gradually over the last 10 years in the US and EU, first in these very local communities that lost manufacturing to China, and then across broader sections of the public, and now across whole regions of America, Britain, the EU and Japan. This shift in popular opinion has little interest in the way business conducts business overseas or governments conduct diplomacy in nuanced statements. As a result neither the governments of the US, EU and Japan or the business of the US, EU and Japan are in control of this shifting situation that has its momentum and pace operating quite independently of governments and business. And public opinion across America, Europe, Japan, and also in India is moving in an entirely new direction.     ...

John Harwood provides an insight into the polarized positions of each side in the negotiations and the changes in the national scene that have led to a polarized political climate and a polarized Congress. The political positions on the Republican and Democratic sides in Congress and the Senate are different from any other time in many decades of government. Japan's new prime minister told the Japanese Parliament in a policy speech, that a crisis like that in Greece was possible in Japan, if trust in national bonds was lost and the policy of public spending to lift the economy was not reversed. This speech followed the resignation of Shizuka Kamei, as banking minister. Kamei was seen as an advocate of continued public spending. He cautioned that a policy of relying heavily on issuing debt could not be sustained for long. Japan has government debt of $9.7 trillion, which is close to twice its gross national product in 2009. Much of this debt is held by the public in Japan, but analysts have cautioned that with the aging population, it is possible that people who retire will need the cash from bonds, requiring the government to turn to the debt markets for financing. Among the proposals Kan suggested is raising the 5% sales tax to pay for rising social welfare costs for an aging population. Satoshi Arai, the new national strategy minister, says the government will draft a plan by June 22 to address the public debt. He said the government would not exceed $500 billion in bond issuance for fiscal year ending March 2012....

The incoming executive director of the European Banking Authority, Adam Farkas, voices concerns about the stress tests of European banks in 2010, and would like to use more rigorous criteria for 2011 stress tests. "I would personally opt for a stricter approach," he said in testimony at the European parliament in Brussels.The stress tests for 2011 are already being watered down by the EBA in response to pressure from governments. The stress tests use macroeconomic criteria for growth and unemployment that are benign. And tests are not taking into account a scenario in which European sovereign bond holdings of European banks decline in value due to defaults in some countries. The result is likely to be a loss of credibility in the stress tests. Under worst case scenarios for Greece, and some other countries, their economies would do better in 2011 than in 2010, and improve on 2011 in 2012. The UK Financial Services Authority tests use an unemployment rate of 12.4%, in contrast to the 10.6% rate for the U.K. used by EBA in its worst case scenario. The actual unemployment rate in the UK was 8% for the 3 months to Jan 2011, according to the UK National Statistics Office....

Taiwanese contract manufacturer Hon Hai is moving quickly to address higher costs for workers at its manufacturing sites in coastal regions of China. After extensive media coverage of conditions at Foxconn factories, a number of suicides, and Chinese government policy that encouraged higher wages for workers in foriegn owned plants, Foxconn has moved to sharply increase wages at its plants. By the end of 2011 production in cities in the interior of China- Chengdu, Chongqing, and Wuhan, where costs are one third less- will be 25% of production, up from 10% in 2010. By 2012, this will be up to 50% of Foxconn's production, according to Yuanta Securities of Taipei. Hon Hai is lowering dividends to finance the shift. Fourth quarter 2010 earnings of Hon Hai were $742 million, down 26% over the prior year, even though revenues went up by 56% to $33.1 billon- reflecting the higher costs. Hon Hai's stock is down 20% in the past year on the Taipei stock exchange. Other locations being considered by Hon Hai are Brazil, Turkey and Slovakia. Brazil's President Dilma Roussef, said that Foxconn is considering a $12 billion plan for Brazil. Hon Hai is the only manufacturer of Apple iPads and one of two manufacturers of the iPhone....

The suicide note left by CFO Wauthier of Zurich Insurance in August 2013. This followed heated and tense exchanges with chairman Josef Ackermann of Zurich Insurance, who joined the company in 2012. Wauthier says Ackermann created a very stressful working environment and treated managers disrespectfully, putting pressure on the finance department. Ackermann joined Zurich Insurance after a career as investment banker and CEO of Deutsche Bank AG. Zurich Insurance's board said an internal investigation will be conducted on cultural issues about whether excessive pressure was placed on the finance department by senior management. Ackermann resigned immediately. Ackermann had tried to change the culture at Zurich of courteous and quiet internal meetings. His position was non executive chairman but he took a vigorous role. Zurich Insurance was facing a difficult macroeconomic environment and missed three year operational targets set in 2010. Wauthier was a 53 year old dual French-British citizen who joined the company in 1996. He worked in southern California for the company in one position, where he improved his surfing skills. The differences between the hard charging investment banking demeanor of Ackermann and the quiet demeanor with engagement in sports of Wauthier, suggests serious differences in management styles leading to conflict that ended in tragedy....

Enrique Pena Nieto, assumes office as the new president of Mexico in Nov. 2012. His focus is on implementing a 13 point agenda which includes crime prevention, better schooling and employment opportunties, new train lines, expanding internet access, and support for social programs for the poor. He said there were two Mexico's - one that was benefitting from the global economy and modernization, and the other which was falling behind and hurting Mexico's image abroad. Economist Videgaray, close advisor to Nieto, is now the new Finance Minister. Videgaray says there is a common misconception that the PRI which ruled Mexico for so long is back in power. But times have changed. The PRI of today is no longer the PRI of yesterday, and understands that it like any other party can be voted out of power if it does not provide good government, says Videgaray. The focus of the new government will be on efficiency and modernization. Doing this will require the cooperation of the opposition parties, as Nieto won only 38% of the vote in a three way election against Mota and Obrador. He does not control Congress and the PRI opposed the legislation of the Calderon government during its term in office....

The problems for Chrysler may not be as much the culture gap between nationalities, as Daniel Howe of the Detroit News points out, as in other areas. It is not going to be in the union area as the President's auto task force has studied the other risks facing Chrysler, and is aware of the failed effort of United airlines unions to run that airline. In the agreements by which 55% ownership of Chrysler is given to the UAW union, the government leaves the union entirely out of the management of the company, which is left to Fiat. And the UAW seeks to sell off its ownership share at the earliest favorable opportunity. The risk lies in the fact that the new models such as the 40 miles per gallon car Fiat is required to build as one of 3 milestones, each worth an additional 5% stake above the inital 20% stake, will not be built till 2012. Meantime as the President said, Chrysler will have to find ways of staying afloat in a market where it is seeing a 40-50% drop in sales each month this year over 2008, with cars that are "less reliable, less popular, and less fuel efficient than foreign competitors." ...

NIgeria needs $60 billion betwen 2008 to 2012 to fund oil development costs, its share of the funding of joint projects with international oil companies. But the Nigerian state oil company needs to borrow half that amount. And credit markes are tight and will remain so for a long time so where will it find the money to fund shortfalls. Nigerian foreign minister said last week that production was just 1.5 million barrels a day. Observers pegged production at 2 million barrels a day. Violence in the Niger Delta is raising production costs ant CEO of Amni Nigerian oil company says costs are 250 percent higher than offshore counting security costs and kidnapping insurance for employees. Other problems with west african production are the high costs of developing the offshore fields and their rapid depletion rates as international oil companies seek to recoup their costs quickly. So even as new drilling takes place in offshore fields in Angola and Guinea the outlook is not so good. Consultancy John Mckenzie sees production declining by 2013. And PFC Energy estimates sees production peak at 7.1 million barrels a day in 2014 from current 5.8 million barrels. In the past African production has made up for declines in places like Russia and Mexico, now this is less likely. ...

Hamas supporters Turkey and Qatar were involved. The talks were held in Sharm-al-Sheikh seaside resort in Egypt and final talks at the villa of Gen. Rashad Intelligence Chief of Egypt. Jared Kushner and Steve Witkoff for the US got Israel's participation. For Israel the fatigue from the long war would give it a respite. It was achieved by not getting into the smaller details so the Israeli withdrawal from all of Gaza. Israel said it will withdraw from half of Gaza and establish its presence in the other half of Gaza as Israel tries to figure out a way to ensure its security and end threats from Gaza Palestinian area. For the world community including the US and European leaders in Egypt including Britain, Spain, Germany, and other leaders this was an opportunity to remove divisions in their countries on the issue of Palestine as the continuation of the war had led to hunger and flattened most of Gaza's buildings. The issues of Palestine and Israel's right to exist without wars and threats, of new settlements, once again are left for another day as the oil rich kingdoms of the Middle East and the Arab countries, US, Israel and Europe fail to open a new chapter for Israel and for Palestine. Most importantly the Palestinian and Israeli leaders exercizing the foresight to bring peace in the ways that have ended strife over territory and control in places like the Irish Republic, Northern Ireland and Britain which have been in conflict from the year 1500. It is striking how little was gained from initial events leading to the war and how little the war had to do with the problems of illegal migration, of cost of living, of infrastructure neglect facing the US, Europe. It is certain that the peace deal will now allow the focus on the problems facing the US and Europe, removing the distraction of this sudden flareup of conflict that never should have happened.  ...

Moody's Ratings company downgraded banks in the U.S. and Europe on June 21, 2012. Morgan Stanley, J.P. Morgan Chase, Goldman Sachs, Citigroup were downgraded two notches. Morgan Stanley managed to stave off a three notch downgrade. Credit Suisse was downgraded three notches. Bank of America was down one notch, and Wells Fargo which has only a small trading operation was not reviewed. This is the first time since 2007 that Moody's has conducted a sweeping downgrade of banks. About 100 banks were reviewed by Moody's. Banks being downgraded have large trading operations or investment banking business that is subject to higher risks. Greg Bauer, a managing director of global banking at Moody's said in his statement: All of the banks affected by today's actions have significant exposure to the volatility and risk of outsized losses inherent to capital-markets activities." For Moody's the main issue was that the capital bases of banks are maintained, considering that government support is less likely than before, according to Mr. Wassenberg, Moody's managing director for European banks. The impact on banks will be fewer opportunities for trading revenues for some banks, and will raise borrowing costs for banks. Moody's also cut the ratings of large European banks with significant trading operations. This includes Deutsche Bank, Barclays, HSBC, RBS, BNP Paribas, Credit Agricole, Societe Generale, UBS, and Royal Bank of Canada....

The $369 billion climate and tax package that is coming out of a deal arranged by Schumer in the US Senate could be a path breaking action. It would enable president Biden to get close to the climate goals he promised last year of cutting US carbon emissions by 50% by 2030 over 2005 levels to combat effects of climate change. The $369 billion package would get the US to reduce carbon emissions by 40% in 2030 over 2005 levels.  Severe effects of climate change with fires and floods in the US, Europe, and Asia have brought a new spotlight to the issues facing the world and the fact that something needs to be done quickly with the US leading the way. Senator Manchin a holdout because he comes from a coal mining state was a holdout. He was persuaded to join as the new legislation provides for support for transmission lines and other investment during a transition period so that it does not affect the economy in his state. The transition period is now accepted as Europe now looks at gas and coal as a temporary resource following the cutoff of Russian supplies and the US will be shipping more LNG to Europe during this period. The vote for this legislation is planned under reconciliation so that the vice president MS. Harris can cast the deciding vote for Democrats in a 50-50 split Senate. Republicans oppose the legislation. Manchin now says it will reduce inflation. Briefly it will give $7500 to every buyer of an electric vehicle EV, and $4000 for a used EV. It would give rebates for heat pumps that increase home energy efficiency. Billions of dollars would be spent for clean energy industries, and for solar, wind, geothermal, other renewable energy projects. Democrats want to get the legislation through the Senate quickly by next week, and so secret were Schumer's negotiations that most Democrats did not know about it. Coming on the heels of the $280 billion CHIPS and Science bill for $280 billion investment in US semiconductor industry, this will be a big win for president Biden and shows the persistence and patience of Mr. Biden is paying off.   ...

Gates says he has talked to corporate leaders in America and most of them say they are ready to act once the climate change bill is passed. Many of the industries that need to be created are in the early stages and the climate change bill will create the right atmosphere for sustained innovation.

The US has 124,000 charging stations for electric vehicles. The Biden administration wants to see that go up to 500,000 by 2030. For this to happen $7.5 billion is already going to states under the $1 trillion infrastructure bill of 2021. The Biden $369 Climate bill that passed the Senate last week will give companies that build each charging station 30% tax credit for maximum of $100,000, up from $30,000 earlier, to build one charging station. It costs about $100,000 to tear up pavement and build a conduit for a charging station.

Supply chain issues will linger for 2022 and 2023 with shortage of chips after which it will move much faster says this report in WSJ. For EV's to go mainstream charging stations are a priority.
