Chile's experience in Latin America stands out for the painful experience of the dictatorship years and the mismanagement of the economy by the government preceding it. The governments of the last 20 years of the Concertacion have studied the mistakes of these years and corrected them to aremarkable degree, like no other country in Latin America. The new politicians decided that the economy had to be managed so that inflation was under control and these Concertacion administrations produced budget surpluses in all but 4 years says Finance Minister Velasco. Velasco himself was 13 years old when the dictatorship of Augusto Pinochet was set up, and his father a law professor had to leave the country for criticizing human rights abuses. He studied economics at Columbia University, and his principal focus there was he says, " to understand how did this happen to Chile and how do we make sure it will nhot happen again." His finding was that runaway inflation had created so much unrest among the people that coup plots could take place, and that political stability could not be maintained without good management of the economy. It also meant that Chile must avoid extremes, try to take amoderate position, which meant preserving the free market reforms that had taken place, and introducing policy measures, projects and investment which helped to bring up the vast majority of the people including the least well off of society. Velasco also studied the history of Latin American economies with their boom and bust cycle, the situation in countries especially Argentina and sometimes in Brazil and other countries since the fifties. He found as he says that when " a country seems very creditworthy, everyone wants to lend to you, capital flows in and consumption booms." At some point excessive amounts of capital flow in which cannot be absorbed and is wasted in unproductive ways, which becomes adebt burden as the bust part of the cycle takes hold. So Chile has been careful to control speculative inflows of capital. But Velaco went further. In 2006 he left a Professorship at Harvard University to become finance minister of Chile under President Ms. Bachelet. Copper prices were surging and Velasco insisted on caution. In 2006 he pushed through a law requiring the annual budget to be based on an independedt committtee's estimate of the average price of copper in the next 10 years. Any copper income above the budgeted price goes into a savings fund maintained outside the country. In 2007 the copper price used in the calculation was $1.21 a pound, while the market price was $3.23 a pound. The profits $6 billion for 2007 went into the rainy day fund, which is invested conservatively in government bonds or money market instruments denominated in dollars, euros and yen. This fund is now at$20 billion. What is remarkable for Velasco is the way this was executed. The price used was conservative, the political pressures from unions and students and other groups was resisted effectively, and the whole exercize was carried out to successful conclusion even as popular support for the government dropped. When the crisi hit in December 2007 copper prices plummeted. Velasco announced a stimulus package, getting the $4 billion stimulus package through both Houses of Congress in January 2009. Chile expects only adrop of 0.5% in GDP in 2009 year over year. $500 million was given to stae owned bank BancoEstado, which reduced consumer lending rates by half. The package offers subsidies for businesses to hire younger workers, $700 million for large infrastructure program designed to create 60,000 jobs in road paving, airport upgrades and housing construction. And 1.7 million families, the poorest 40% of the population received cash stipends from the government equivalent to $70, with another stipend due in August....

Mr Greenspan's libertarian views influenced by a novelist of all people, who is frail just like all of us however intelligent her views may seem, when taken as dogma. Taking his cue from Ayn Rand, who presented collective power as evil force set against the enlightened self-interest of individuals, he proceeded to let this enlightened self-interest run free in an ambitious American experiment devoid of all restraints and common sense. He came in in the days of Reagan and "the evil empire " and the philosophy of Milton Friedman of minimal government intervention in markets, and the view presented by Europeans like Hayek about the economy and freedom. But views become dogma and then defeat common sense. Buffett used common sense and always considered human beings and their frailties as part of the problem as well as the opportunity. Greenspan let these views of his defeat plain common sense and excluded the role of human beings and their weaknesses, in any scheme of things. This undid him and his reputation in the end as far as derivatives like mortgage securities are concerned. Plain common sense required as Buffett did- that as the risks of derivative contracts increased as they practically became the way risk was managed and distributed throughout the economy- to consider their opaqueness, and the way risk was distributed with the failure of one financial firm bringing down the others and the whole economy; with the way each were interdependent and tied up in the risk distribution for the capital that helped run the whole economy. Derivatives were created to soften risk or hedge against investment losses. For example some of the contracts protect debt holders against investment losses on mortgage securites. Their name comes from the fact that their value derives from underlying assets like stocks, bonds and commodities. What they allow to happen is the increase in leveraging and the taking on of more risk as for instance issuing more mortgage debt or corporate debt. As these contracts can be traded they enable companies to take on more risk by spreading the risk among more and more parties. The original issuer of this debt has the sense that somehow, as one expert put it, that by tossing this packaged as a complex derivative type security into outer space this risk would somehow disappear in that cosmos, so that more of the same could be done into infinity. Plain common sense like Buffett's would say otherwise and point to the danger when the whole scheme would get undone by the failure of some big financial firms, as the scheme becomes huge enveloping the economy, the very interdependence would bring down the whole economy. The very complexity of opaquenes of this way of dealing would make it impossible or difficult in the extreme to identify where the risk was lying, and take it out by firm governmental measures in an environment of fear. Requiring days not months for actions to work. This is what has happened. And the crucial weakness of overleveraged investment banking firms which depend on rollng over short term debt was not understood by any of the players, Congress, Greenspan, Summers, Rubin, Cox or Levitt or the quants on Wall Street with their elaborate models. All of these people worked to prevent Congress passing legislation regulating derivatives, or to silence the skeptics in Congress or government agencies as documented by Peter Goodman of the NYT. It was Chase's demand for more collateral of $5 billion to roll over short term debt of Lehman Brothers to pay for the perceived additional risk of overleveraged Lehman at 1:30 ratio of debt to capital, in an extreme risk averse environment, that led to the unraveling of that firm in a matter of days. Good common sense like Buffetts- who described dervatives like the mortgage securities as weapons of mass destruction, that were issued en masse and sent to remote corners of the world including a small town near the North Pole in Scandinavia- considered that this environment of fear of the unknown that brought down the investment banking firms in a matter of days, was also one face of the market. This had to be included in the arithmetic and understanding of the market. He also understood as plain common sense that there are no extraordinary theories and nothing extraterrestrial that will dispense with the basics and exercise of good sense That no matter what fancy name you put on it derivatives derived their strength from being less and less transparent and distribution and interdependence across a vast financial spectrum with higher and higher tight interlinking of financial firms to each other, with all their consequences in an unraveling making the ride down as painful and mass destructive as the joy ride on the way up. ...

Mead points out that the world with an effective U.S. leadership based on democracy and the values we cherish is needed now more than ever, after the failures of the Bush and Obama administrations to provide the kind of balanced leadership all Americans can stand behind. A world without an effective and enlightened leadership from the U.S, is one in which the world could fall apart in regional rivalry, one in which the hundreds of millions of people in the poorer parts of India, China, Russia, Brazil, and other developing countries of the world, will have less opportunity to meet their aspirations for a better life. This is because a focus on development requires less regional rivalry and because serious missteps can reverse in a few years decades of economic progress as shown in the 2008 global financial crisis. More so because we live in an increasingly interdependent global economy. It is also the kind of world where suppression of freedoms and suppression of the opposition as in China and Russia, provides a wrong kind of message, a world in which we or our children would not want to live in. Russia, India and China, are too driven by rivalry and lack the deep experience to go it alone, multipolar is more likely to end up being multipolar rivalry leading to a race to the bottom, which would be bad for all, especially for the poor in Asia and the developing world. The 2008 crisis showed what some serious economic mistakes could do to employment and incomes in the world with output dropping by a third in most places. Political missteps could lead to a slippery slope of this magnitude but more difficult to correct. Greater participation in the political process and more enlightened leadership is needed in all countries to allow many voices and greater interaction across boundaries, focussing on the dangers of such multipolar rivalries. The world of the G-7 is already moving to the G-20 where many voices are heard and serious discussion of differences takes place, but participatory is different from multipolar....

Reports from the Sixth China North-South Lung Cancer Summit meeting of 300 experts focusses on controlling tobacco use and promoting early detection and treatment of lung cancer. Lung cancer is now the leading form of cancer in China, with 22.7% of cancer deaths each year. Currently about 1 million die in China from smoking related illness each year. CCTV reports this is increasing by 26.9% a year. Causes cited are aging population, air pollution, and widespread smoking. About one in three of China's people smoke, or about 350 million. Awareness of the dangers of tobacco use is not high outside two or three major cities. China manufactures about 1.7 trillion cigarettes a year, according to CCTV, and tobacco contributes 7-10 percent of state revenues.

The private sector ignores health insurance. And state coverage in China is inadequate. More than two thirds of China's 1.3 billion people have no health insurance at all. If you have insurance you still pay up front in cash, if you do not have the cash up front you cannot get a surgery, treatment of any kind or any drugs, even if the insurance will later reimburse you. The Chinese health care system is dysfunctional and in a crisis because of the way it is structured, and the faulty policy incentives. It caps prices for basic drugs and procedures at below market rates, yet it lets hospitals profit from everything else from advanced drugs to sophisticated diagnostic tests. So hospitals invest heavily in technology and expensive testing. and drug sales account for 45% of revenues. And enforcement is lax. Doctors in Shanghai make monthly incomes of about $400, about what a taxi driver makes, so they supplement their income with bonuses earned by prescribing more expensive tests and drugs. There is no utilization review so the state reimburses for whatever the hospitals charge regardless of whether the test was needed or not. So the system is dysfunctional and lurching towards a crisis. In fact heavily burdening the middle class. The private outlays and burden of total health care spending has increased from 20% to 60% of total health care spending from 1978 to 2003, as the the health care system got the same dose of unfetterred capitalism as the rest of the system. The Government's share of total health care spending has dropped sharply. In addition there are design flaws that push expensive care and build in incentives for expensive care at the expense of good medical care. The government recognizes this problem and sees it as athreat to social stability. It has committed to increase spending on healthcare. ...

Spain has become a highly decentralized country in the response to decades under the military dictatorship of General Franco. Regional autonomy was suppressed in Galicia, Catalonia, Valencia and other regions during that period, and the trend after the country became a democracy was a high degree of decentralization and regional autonomy. This trend is being corrected in the area of spending discipline for all areas of administration in regional and state governments through a new agreement reached between the Mariano Rajoy government and the regions, including Valencia and Catalonia. In exchange for funding and liquidity from Madrid the regional governments have agreed to accept spending controls, penalties for exceeding deficit targets, and automatic spending cuts. The new legislation is being worked out between the Rajoy administration and regional governments. Rajoy says the failure of Spain to reach its 6% deficit target- it came out at 8%- was the result of overspending of 17 regions. The 17 regions together had a deficit of 2.7% of GDP, which was twice their 2011 deficit target. The new Budget Minister Cristobal Montero says the new agreement "has great political significance," as action can now be taken with new legislation for spending discipline at all levels of public administration in Spain. ...
