The Times looks at Kenya today and the current election in a country long split along tribal lines with the Kikuyu tribe of Kenyatta family dominating  since independence. In the 2007 election Odinga ran against Mwai Kibaki with the results being considered flawed even though Kibaki was made president. A reconciliation after post election violence was arranged by Kofi Annan, UN Secretary General. In that arrangement Odinga was made prime minister. This is the fourth time Odinga at 77 years is contesting the election.

"Wars have been lost because of logistics," says the director of logistics and engineering in US Central Command. Lt. Gen. Ben Hodges says the Russian logistics system is exhausted- that it was never setup in a way that it could support a long conflict outside of Russia. It has smaller fleets of trucks and is dependent on rail lines in the south near Kherson and Crimea that have been hit. These trucks now have to travel longer distances to supply the troops. Damaged bridges also lead to difficult supply conditions. Ukraine seeks to use this has a way to push Russia out of Kherson and other region in and near Crimea along the Black Sea.

The first presidential debate with Clinton and Trump is moderated by Lester Holt. The debate included an exchange on Trump's tax returns, policing in inner cities, and national security. The debate was broadcast by all television stations and was watched by over 100 million viewers. Trump made three times the interruptions made by Clinton. The birther issue raised by Trump also came up, and was cited as a "hurtful lie" by Clinton as it persisted long after the birth certificate information was seen by the public. In one exchange Clinton told Trump when he referred to all the infrastructure that had not been built, that one of the reasons was he had not payed taxes.

Long drawn out bombing campaigns such as the US bombing of North Vietnam did not by itself provide results. However there is a difference when it comes to nuclear proliferation, which is a completely different proposition.  Which is also why DJT however he words it has got it right that the US as a world power has responsibilities. In fact being a world power means first and foremost responsibility, not some swaggering walk. It means that whose side you are on in regional conflicts stops when it comes to nuclear proliferation. There is also a deeper understanding of "western powers" as we argue here. The US has to be wary of "western powers" because it is a colonial era concept of the French and the British. Western civilization is the right concept and this includes Russia. What about China and India? China and India owe little to colonial powers, and everything to western civilization, the Enlightenment, the Renaissance and the scientific and Industrial Revolutions that have brought both into the modern world.  ...

By settling for a 15% tariff Japan was protecting its other industries from the higher tariff of 24-25% proposed earlier. US industry has operated with no assistance from the US government and faces a financial markets structure in the US that is not helpful to American industry making long term investments that overseas makers with support from their governments are able to make. US workers suffered badly over three decades and the ineptitude of previous US presidents in protecting American workers from this situation. The Europeans and the Japanese, South Koreans know this and understand that the US plays the critical role in the free world and without it, without the workers and rural communities of the US, their way of life and freedom will suffer irreparable harm. Japanese PM Ishiba and its business organization Keidanren are focused on implementing the US Japan Trade Agreement mitigating any effects inside Japan. Japan was able to protect it's auto export model to the US from high tariffs settling for a moderate tariff of 15%. A similar agreement was accepted by Germany when Leyen accepted the 15% tariff on German car export model. For decades Germany and Japan have used their auto export model to take a large share of the US market, joined by Korean makers, putting American car makers and their workers at a disadvantage since the 1980's. This creates a level playing field in world trade and is in the interest of workers in the US. ...

US to take stakes in American companies to help them achieve goals of Make in America with Intel stake the first action. The $8.9 billion Biden intended for Intel to make chips in the US will be handed over to Intel but for a stake in the company of 10%. For years Taiwan, South Korea, Japan and China have subsidized their companies in different and some hidden ways. Many times these companies have sustained losses as they built for the long term in volatile market situations. Nvidia now a trillion dollar company was at one time a company struggling to survive saved only by a Japanese corporate investor as shown in a recent WSJ report. The US has taken no such action losing its dominant position in many advanced industries including chips till the Biden and DJT administrations. Yet the media keeps voicing the old ideas of market capitalism as if there is such a thing when state capitalism operates with market capitalism in the Chinese model, and a form of semi state capitalism operates with market capitalism in Taiwan, South Korea and Japan with hidden subsidies by the state to build dominant positions in certain industrial sectors. Even US companies are willing to take such subsidies as when Elon Musk builds car plants in China with state assistance and support, which never comes up in the media even when the Chinese EV makers are learning from the Americans and Tesla is losing market share in China. Theory is for the textbooks and economists,  in business all forms of capitalism work including a mix of state and market, and America has to invent its way back to lead the way in advanced industries.  ...

Ken Adelman, who headed arms control negotiations under Reagan with Russia under Gorbachev, says the Reykjavik summit in October 1986 between Reagan and Gorbachev was a failure because Reagan refused to give up the U.S. Strategic Defense Initiative. Months later Russia restarted arms control talks that led to 80% reduction in nuclear missiles and weapons. He says like Reykjavik the failed Trump Kim Jong-Un summit could lead to new talks with important results in denuclearization and normalization in the Korean peninsula. Both leaders Trump and Kim adore being in the spotlight and could return to continue talks he says. Failed talks are not always dead ends is the view expressed by Adelman.

Daniel Henninger says in the WSJ that the debt ceiling will be raised, and Republicans should not be pitting program against program. He says the narrative though should be framed around the trillions being spent by the Biden administration on climate change action, US manufacturing and technology in chips, with interest on debt at over $400 billion a year. Yet this does not take into account that for two decades there has been an overcrowding of US government initiated capital investment for essential needs by massive Tech industry misallocation of funds even as productivity of this capital invested by tech was dropping, with much wasted capital. European banks borrowed 529 billion euros from the ECB in Feb. 2012 at interest rate of 1% for three years.This follows the lending by the ECB of 489 billion euros to European banks in December 2011. The total lending now exceeds $1 trillion under the European Central Bank's Long Term Financing Operation. It is designed to inject additional liquidity into the European banking system and shore up confidence in the economy. This time 800 banks applied for loans compared to the 523 banks in December. The actual amount of money going to banks is about 520 billion euros as many banks moved money from shorter term ECB loans to the three year loans under the Long Term Refinancing Operation. The operation helped bring down the borrowing rates on Italian and Spanish bonds- the rate on Italian 10 year bonds is down to 5.2% as of Feb. 28, 2012. Spanish and Italian banks were able to borrow at 1% from the ECB and buy Italian and Spanish bonds paying 5%. Intessa Sanpaolo bank in Italy doubled its borrowing to 24 billion euros. Smaller banks, including banks in Germany, participated in the February 2012 ECB lending, moving the number of banks up to 800 this time. VW's financing arm also borrowed under this operation so that it could provide credit to customers....

The DJT Executive Order removing birthright citizenship on Jan 20, 2024 applies to future undocumented immigrants, and is based on the part of the 14th Amendment to the US Constitution passed in 1866 by the US Congress and ratified by states in 1868.  The 14th Amendment came after the US Civil War and was aimed at giving emancipated black slaves citizenship. The US Supreme Court gave US citizenship to one Chinese immigrant in US vs Wong in 1898 following the Chinese Exclusion Act of 1882. This did not set a precedent as at that time immigration from Asia was extremely restricted and the case was not intended to apply to millions crossing borders as this did not exist. For most of the period 1900-1960 Asian immigration was negligible because of the laws in existence until the Kennedy administration. Immigration from Mexico was mainly for US agricultural farms. When this led to a surge in illegal crossing of the US Mexican border in 1944-1954 a similar situation to today existed when Eisenhower conducted Operation Wetback in 1954 to deport about 1 million undocumented immigrants. ...

Anton Harder in this Wilson Center publication of research uses correspondence between Jawaharlal Nehru and his sister Vijaylakshmi Pandit ambassador to the US in 1950, to show that the US made an offer for India to take a permanent seat at the UN Security Council. India had supported two resolutions on June 25, and June 27, first condemning the invasion by North Korea and second the organizing of a UN force of 29 countries to push back the North Korean invasion. Even though the US is not seen as actively engaging with India during that period and seeing through British eyes the colonial policies of encouraging  different powers in South Asia, that may not be true.  Who was India's foreign minister in 1950? Jawaharlal Nehru was both prime minister and foreign minister till 1964, which means there was less discussion of foreign policy than happens today during the Ukraine invasion with Jaishankar a career diplomat with 30 years experience, Rajnath Singh, and Mr. Modi, in talks with president Biden recently, and in further discussions Modi had with EU's Von der Leyen and UK's Boris Johnson, Kishida of Japan. Who was India's defense minister in 1950? Baldev Singh, a Sikh independence struggle leader was Minister of Defense for 1947-52 and tackled partition of Punjab and Kashmir issues. The rest of the years to 1957 when India faced the Chinese invasion of Tibet India's defense minister was also for most of the period Mr. Nehru, except Ayynagar in 1953, and Kailash Katju in 1955 and 1956. The controversial V.K. Krishna Menon was Defense Minister from 1957 to 1962, when Indian defenses were further neglected leading to the Chinese invasion of India in 1962, and his replacement by Yashwantrao Chavan. The purpose of this is to look back at what happened in earlier periods to understand where India stands today- and what choices it makes today. Clearly the US was looking for allies then and now. Nehru saw things from his own reading of history seeing China and India as both suffering from western invasion, not realizing that China's experience under Mao was different- that of Japanese invasion and bombing of China's major cities not just colonization of Hong Kong and other ports for trade under British trade based policies in 1850-1900. Thus a Communist Chinese version of China's defense involved taking over border regions such as Tibet putting China in direct and open opposition to India. Nehru never really grasped what was happening in Tibet and the war China fought against the Nationalists. American general Stilwell loved China deeply and had an understanding of its people as shown in Tuchman's account in her book Stilwell and the American Experience in China 1911-1945. Stilwell during that war had a better understanding of China, the strengths and weaknesses of Mao's China and of the Nationalists under Chiang, than Nehru. Some of these errors post 1950's and a concentration of foreign, defense and embassy positions in the person of Mr. Nehru and of Nehru family member such as Mrs. Pandit led to the Indian failure to act on Tibet and see it as see it for what it was -facing a Communist Mao led China that had fought the Japanese invasion as different from Bodhidharma's China of the history books. Bodhidharma's China will outlast Mao's China, yet it is Mao's China that India faces today. This also tells us that India has to think in new ways- as Lincoln said during a period when America was also making its own progress as an industrial nation in the 1860's. "The dogmas of the quiet past are not adequate to the stormy present. The occasion is piled high with difficulty, and we must rise to the occasion. As our case is new, we must think anew, we must act anew. We must disenthrall ourselves, and we shall save our country." India's values are values of democracy heightened not just by Mohandas Gandhi's ideas with Hind Swaraj written in 1910 just as powerful in 2022, but also by the heights of Ladakh where elections are held in remote regions of the Himalayas. India's values are values that are also shared in the best that America has in its values and culture and in the defense of freedom.    ...

No wonder he was able to take up the challenge of a US unable to extricate itself from  wars in the Middle East (Reagan, Bushes, Obama), and unfair trade with China, and an onslaught of unfavorable media attention. According to the BBC in this story on Donald Trump's mother Mary Ann Mcleod, she was a regular churchgoer, well respected in the community, who visited her homeland in Scottish isle of Lewis, British Hebrides, frequently. Mary Ann McLeod is the youngest of 10 children of a Scottish family in the town of Tong in the Hebridean isle of Lewis in the North Sea, northwest of the Scotland mainland. Her father ran the local post office. The family was  relatively poor coming from Scottish people cleared of Highlanders during the Clearances and with fishing disasters in the family. Two hundred servicemen returning from the first world war to Tong lost their lives in a shipping disaster and the economy of the island was in poor shape. With no opportunities or future many immigrated to Canada. Mary Ann's sister Catherine immigrated to Canada and on a visit to Tong she took Mary back with her to New York in 1930. Mary worked as a nanny for a wealthy family in New York before meeting a socialite of German immigrants Fred Trump. Mary returned to Scotland in 1934 and by then she found a new life with Fred Trump whom she married. The couple lived in a wealthy area of Queens and Fred Trump ran a real estate business he had inherited with his mother. Donald Trump still has three cousins in Tong in the British Hebrides Scottish isles. His older sister Maryanne Trump Barry regularly visited Tong. Donald Trump visited Tong in 2008. Of this family a local who knows the cousins and the family John MacIver, a local councillor and friend of the cousins told BBC in 2017- "They are very nice, gentle people and I'm sure they don't want all the publicity that's around. China is building a port hub at Chancay that will have an initial 1.5 million TEU or twenty foot long containers capacity. It will be opened by president Xi in November. This megaport will cut the time it takes from South American coastline to Shanghai from 35 days to 25 days. Before this port China trade was conducted through Long Beach or Manzanillo in Mexico. China is now Brazil's largest trading partner and this port offers the possibility of connecting further from Brazil to Peru by land. This does pose new challenges such as crossing the Andes mountains and Brazilian jungle. The port will cost COSCO China's large shipping company $3.5 billion. China has invested in 100 foreign seaports with $30 billion over 2 decades. The port of Piraeus is operated by Chinese companies, and China has invested in a stake in the port of Hamburg, Germany which is the main gateway for Chinese exports into the EU. The US neglected Latin America and India during the three decades in which Reagan and Bush Sr, Bush Jr, engaged in wars in Iraq and Afghanistan wasting trillions of dollars, neglecting infrastructure investment in the US, and in Latin America and India. Over two decades the US has invested by comparison trillions of dollars in wars in Iraq starting with Reagan and Weinberger, Bush Sr. in the 1980's, and Bush junior in Afghanistan. Much of the oil dividend of the Middle East wasted by regimes in the region in wars. Not only the US infrastructure was starved of resources, Latin America, India and Indonesia did not receive the investment these countries needed for rapid development. Yet today Reagan and Bush are lauded for their contribution by Baker in WSJ today and by columnists in the NYT. The fall of the Berlin Wall was itself just an episode in the US relations with Russia as Russia and China are competing with the US. Germany itself of the Berlin Wall remains divided (with AfD popular in the East around Dresden), and Germany divided on pursuing policies that lead to worsening relations with Russia. Germany also maintains a strong trading relationship with China including a stake in Hamburg port given to China during the pandemic at a time when the supply chain over concentration in China was being questioned in US, EU, India. ...

The Guardian looks back at 2023 and covers the work of scientists from US, Germany and Brazil showing the damage. NASA scientist James Hansen tells The Guardian that with the current stage of politics and inaction on climate change young people in the world need to take over. Scientists at the Japan Meteorological Agency measured temperatures at 0.53 degrees centigrade higher than the global average 1990 -2021. This was higher than the previous high reached in 2016 of 0.35 degrees centigrade. Over the long term the world is considered to be 1.2 degrees hotter than preindustrial times, by experts. Included is the report "Hothouse Earth" by the Potsdam Institute of Climate research and other experts on the speed of the global warming.

Chris Molloy, the founding director of the Lighthouse Labs network says the lessons learned in testing for covid, the technology and training developed can now be used to tackle other diseases. It is this network that processed most of the 207 million free PCR tests in the UK. It was created after the public health network had suffered a series of cuts from successive governments and shows the resilience and strength of the British people and scientific community. He sees the opportunity to create another legacy for the Lighthouse testing system. He says having this kind of advanced lab capacity can help tackle public health in the UK where 1 out of 3 adults have some kind of long term condition of ill health. He said this is not Beveridge 1.0 where the establishment delivers for the people. This is Beveridge 2.0 where the people engage in monitoring their own health using smart diagnostics at an early stage in their 30's, 40's and 50's when something can be done to steer away from disease instead of when it is too late and one can only treat it. William Beveridge published the report in 1942 that was the basis for the founding of the welfare state and the NHS. Molloy hopes that governments from now on will have the vision to do this. ...

Changes that president Biden is making to make certain that students who took out a loan of $30,000 for college do not end up paying for two decades, and be still owing $60,000. WSJ explains that the original student loan law written decades ago does not take into account the realities of today as young people are forced into long repayment plans and still cannot complete payment. President Biden has stated that no student loan borrower would be expected to pay more than 5% of his or her income for student loan payments each month. This helps student borrowers across the country and makes college education affordable. Most Americans have failed to realize the importance of higher education and its affordability for the US economy, the US ability to compete with China, India and the EU, and the damage done to US education by outdated laws. The general failure to support education and its affordability has come at a great cost to the US economy and its strength in the world, similar to the damage done by the neglect of manufacturing and communities across America that depend on good manufacturing jobs. The failures of laissez faire theory under Reagan and it becoming part of exiting culture leading to lack of government support for education, manufacturing, and infrastructure has weakened America and neglected communities across the country. ...

The government controlled Securities Association of China says a fund of 120 billion renminbi ($19.4) billion is set up July 3, 2015 to buy shares in the larger more stable companies and reduce selling of shares from brokerage firms portfolios. This is not likely to have much impact because of its small size, and because the volatility is concentrated in small and medium size firms stocks which had doubled since June 2014, and were hit by the sharp decline in June 2015. The stock exchanges in Shanghai and Shenzen also suspended initial public offerings. Share prices have dropped by about 30% since June 12 on the Shanghai and Shenzen stock exchages. With the surge in the Chinese stock market prices till June 12, 2015, share prices of many small and medium sized companies doubled or even quadrupled in value. The overall index on the 2 exchanges doubled because as the smaller stocks quadrupled the large blue chips went up by about a fourth in value. The overall Shanghai market went up 149% to June 12, 2015, over the prior year. It is down 28.6% as of July 5, 2015 since June 12, 2015. A stock index of 100 large mainland Chinese companies traded both in Shanghai and Hong Kong were up about 24% by contrast. A major problem is the margin trading with loans to investors from stock purchases up nine times in 2 years and informal financial companies charging annual interest rates of over 20%. Small investors focussed on small and medium sized firms because they were going up the fastest, and many risked their life savings. Younger workers were also part of the group caught up in the frenzy of stock buying. Shares in the larger companies are only about 30% of the overall value of companies on the Shanghai Stock Exchange....

The pandemic and ensuing lockdowns, unemployment in the US separated workers from their jobs just long enough to give them a chance to rethink how bad their jobs, incomes, and working conditions were before 2020, says this expert in the NYT. The aid to unemployed workers through long term unemployment benefits, moratorium of rent payments, direct money to households, gave workers enough financial room to make the choice not to go back to poor paying jobs with huge contact risks from coronavirus in the restaurant, fast food franchise, travel and entertainment industries, related industries.  With the Biden administration investing in child care, maternity leave, care for elderly leave, new opportunities for relocating and looking for work were opening for women, and for men who had stuck to old jobs and put up with lousy conditions because of a lack of alternatives. Biden administration's Families and Workers Plans, the effects of the pandemic, helped to shape a new culture of what was possible for workers- a sense that dignity in the workplace was part of culture in America. Restored by FDR/Truman and now again by Biden after two tech booms in the 1920's and the 1990's. A similar situation of a change in culture respecting the dignity of workers and of work is taking place in European Union as stated by SPD leader Olaf Scholz in his election campaign in Germany. Scholz is now incoming Chancellor replacing Merkel. European Union countries have better laws and rules in place for worker retention, and also better worker protections so that the great resignation that happened in America took place in a milder version. ...

Brexiters dream of a revival of colonial trade links with a nostalgic view of Britain. The idea of "global Britain." Yet there is a flaw in this vision as only 3.3% of Indian exports went to Britain in 2016, and 17% went to EU countries. As an exporter Britain barely comes into India's top 20 trading partners. Part of the reason is that British companies build domestic plants in India. Much of the optimism comes from the UK-India Technology partnership agreed between prime ministers Modi and May in April 2018. 

On a trade deal the EU is working on this since 2007 so a trade deal will take a long time in negotiations.

A whistleblower's revelations in the US Congress on Facebook, and the WSJ Facebook investigation, both show that the social media and news information products have at toxic effect on young women and children. Congress is in a bipartisan mood to take action. One solution is removing algorithmic news feeds, removing the effect of algorithms in information that is put out. Another solution is the breakup of the company and removing the algorithmic feeds. Keeping social media organizations out of the news and information business is an effective solution, as coming up with solutions that accomplish this would remove the social ills that affect American, European and Indian society today. It would restore the situation that existed before the emergence of social media such as Twitter and Facebook that distorted news and media information and improperly took much of the space that long established news organizations had carefully developed for a hundred years.  ...

About a third of coronavirus cases in France of three or more cases are in schools and universities as France tackles a second wave in October 2020. France has decided to keep schools open as a priority over closing schools as soon as there a couple of cases and there are no uniform rules across schools for masks to be worn. In France mask requirement begins in junior high with exceptions for lunch and gym class. In Italy the mask requirement is present for all grades until they take seats in class. Some schools ask children to keep masks on in the classroom. UK has no mask requirement in schools. Spain requires masks for all school children over age 6 years. Parents in lower income households lack the flexibility to keep children home while they go out to work. Many parents look forward to keeping their children in school after the long lockdown.

Two studies now show that it isn't that coronavirus just takes away the infirm or elderly who would have died anyway this year or the next. It is taking people away who still had over 10 years to live. Professor Biggs at the London School of Health Hygiene and Tropical Medicine says this is is what is happening from the study he is conducting.

A paper by Scotland based researchers published online by the Wellcome Trust a London based foundation found the average number of years of life lost to coronavirus for healthy adults is 14 for men and 12 for women. Using data from Italy and UK on the kind of long term conditions in the general population , the researchers found that for those suffering from common chronic illnesses and cancer including multiple conditions, the researchers found that people of this type lost about 10 years on average.

The Biden administration has $10 billion allocated under the $1 trillion Families and Workers Plan that was approved by the US Congress to prevention of PFAS contamination. Russia is raising taxes on the rich, high earners and companies to keep military spending at levels not seen since the height of the Cold War of 6% of GDP. This is part of effort to keep the economy growing and standards of living stable as it pursues a long term policy of trying to push its borders further to the west in the Ukraine region and confront what it sees as unwarranted NATO expansion to its borders. Russia also with China's support is conducting its policy to show that it is undeterred by Sweden and Finland joining NATO or the early setbacks in its Ukraine war effort. This happens as China is moving to less strident positions in its relations with the EU and the US and working for some level of working relations on trade and economy with EU and the US as its economy slows down.
