Russia's Economy Minister Alexei Ulyukayev, says Russia's economy contracted in the first of 2014 compared with the prior quarter. Intensifed capital flows and lack of new investment could lead to the economy and GDP declining by 1.8% in 2014, according to the ministry forecast. Russia experienced capital outflows of $60 billion in the 2014 1st quarter, almost as much as for all of 2013. Russian law caps spending not covered by direct revenue at 1% of GDP. He called for tapping the rainy day fund for spending on infrastructure and investment to revive growth. Currently much of the revenue from high oil prices goes into building up the rainy day fund, used to cushion the impact of financial crises, after learning from the disaster of the 1998 financial crisis when the ruble collapsed.

The world today is in a much better position to complete the transition to zero dependence on the volatile Middle East for oil. Today in 2026 the world's largest nations 1. US   2. China  3. India  4. Germany are all free of Middle East oil (India through waivers for Russian sources). European Union and UK is at about 12% which can be quickly substituted from the US+ Venezuela and other sources. US is self sufficient in oil and gas and exports oil to the UK, India, Germany and the European Union. Canada is self sufficient. Germany gets only 6% of its oil from the Middle East, the UK 12%, Spain 13% and Italy 14%. The Iran war is likely to shift more of the needs of UK, Spain and Italy to other more stable sources including oil from the US and Venezuela managed by the US, and other sources. This means that US policymakers can act in the best interests of all the nations of the world for preventing the spread of nuclear weapons and long range ballistic missiles. Germany is moving rapidly to renewable energy and this could bring its dependence on the Middle East to zero. India will meet its needs from Russia for the time being till it also shifts to oil from US+ Venezuela. India get 55% of its oil from the Middle East or about 2.7 million b/d. Russia was an important source of oil for India till the US trade agreement called for it to shift- a 30 day waiver and extension means India can get this oil from Russia without sanctions for the duration of the war. Reducing European demand and Indian demand frees up oil for Japan and South Korea on the world market the other 2 countries dependent on Middle East oil- Japan importing 95% of its oil consumption with imports of 2.5 million b/d and South Korea importing about 2 million b/d or 70% of its consumption. This means Japan and South Korea need a new strategy as they are overexposed to one source just as Germany was and learned a difficult lesson to diversify its sources. Japan has learned to reduce consumption for the same level of GDP and some of this can be through conservation, also tried in Germany in the last 4 years. During the 4 years. of Ukraine war Germany had to find ways to diversify sources Japan and South Korea will need rapidly to do the same in the Iran War. This means that only Japan and South Korea because of their lack of policy direction and vigilance have allowed this overdependence on the Gulf region,  (even as Germany diversified its sources, DJT and Israel were firm on nuclear weapons policy) they failed to see signs that they should diversify. Russia's government lowers its forecast for GDP growth in 2013 to 1.8%. Like other emerging markets Russia is facing a slowdown in economc growth. Government forecasts are for 3% growth for 2014 and 2015. About 50% of revenues in the budget come from oil exports and Russia is still dependent on higher oil prices. The budget is likely to have a 1% of GDP deficit in 2015. President Putin is not inclined to run a large deficit to increase growth. Budget revenues are expected to come lower for 2014 and 2015 by 3.3% and 6.9% compared to forecasts. Finance ministry policy is for hiking taxes on mineral extraction 16% by 2015, and increasing excise taxes on cigarettes and alcohol. State run firms will be asked to pay out 35% of profits as dividends compared to the current 25%, providing $39 billion from this action, according to the Finance ministry.

Expanding trade between Eastern Europe and Russia . Exports from Eastern Europe went from $2.3 billion to $10 billion from 2000 to 2006. And Russian exports mostly oil and gas went up from $14.5 billion to $24.1 billion in the same period. The trade is expected to grow significantly in coming years. Russia grew by 7.5 % in 2007 and Eastern Europe by about 6%, according to the Viennna Institute for International Economic Studies. Consumer spending on both sides has grown and with it the trade is growing. And with manufacturing investment in Eastern Europe from Germany and other countries there is demand in Russia for these products with higher quality such as the Skoda made in the Czech Republic by Volkswagen.

Other than the Korean and Vietnam wars fought in their origins against the Japanese and the French colonialism and Empires, the wars of the Middle East since the end of colonialism stand out. In Iraq, Iran, Syria, Afghanistan, Yemen the only other major wars since the 1970's there are religious and ethnic wars that are of no interest to the people of three continents Europe, Americas, and East and South Asia, for whom the spread of nuclear weapons to the Gulf region brings nothing but dangerous developments for their peoples and for the peace of the world. ...

The intelligence community in the U.S. and the defense department supported strong action on the Russia spy issue, overcoming president Trump's early reluctance to take action. Three options were presented to the president and he chose the middle option, which offered flexibility yet also sent a strong message. The action taken expelled 60 Russian spies and closed the Russian consulate in Seattle. Russia responded by closing the U.S. consulate in St Petersburg. This is the first time that the U.S. and its allies Germay and Britain, France have acted decisively and in coordination in response to Russian moves. Germany is also moving towards stronger action.

Vladimir Putin presents his views on democracy in Russia, on prevalent corruption, and ways to introduce democratic processes through internet referendums on legislative initiatives, the election of governors and local officials. He says democracy cannot be built overnight, that sovereignty of the people of Russia is the true basis of democracy and this was achieved through the fight with the oligrachy and anarchy of the 1990's. Rights that Russians want to see democracy ensure are: right to work, free medical care and education for children. In addition with the development of civil society and the advance of the middle class in Russia democratic processes have to keep pace. But he doesn't see democratic processes working with what he calls " a circus of candidates making unrealistic promises" with "spin doctors and image makers controlling politicians." And he does not see modern democracy limited to casting votes, and calls for internet based democracy and referendum based democracy to be integrated into the overall development of institutions, particularly at municipal and regional levels. He calls for a change in the mindset of Russians away from corruption in public service, saying that as long as the mindset is there one set of thieves are unmasked only to be replaced by another set of thieves. And cites polls that show teenagers aspire to be public servants because of the easy money to be made in public service. To correct this he proposes salaries that are high enough and at the same time have absolute transparency, declaration of expenses and family purchases, residences, vacations etc. Other steps include separating executive power and property and separating executive power from the system of checks over it....

Austrian chancellor Karl Nehammer meets Russian leader Putin for 90 minutes and tells him that he has "lost the war morally" and that "in war both sides are losers." As shown by the World Bank today the Russian economy could be impacted by somewhere between 11% to 25% loss for its economy, for Ukraine the loss would be 45%. For Belarus, Moldova and former soviet republics of Uzbekistan, Tajikistan, Krygyz, the loss to their economies about 30% because the region is interconnected with remittances and other trade impacted. These would be devastating economic losses. The entire region in this part of Europe would be suffering losses. Many of the countries would have to turn to the IMF or the World Bank to remain solvent. One of Russian leader Putin's goals was to build a rival economic bloc from former Soviet republics and regions. Instead the invasion has done just the opposite.
