Under a new law going into effect on Oct. 1, 2017 and supported by Angela Merkel's government, all social networks will be required to delete within 24 hours "all illegal content." This is an effort to take immediate action against hate speech, libel and other illegal content. Companies could be fined upto $57 million. Germany's Justice Minister Heiko Maas said "we cannot accept that social networks ignore our laws." Mr. Maas says the voluntary effort setup earlier had not worked as the social media companies were too slow. The law now means the networks will devote more resources, with Facebook increasing the staff for this purpose doubling it almost from 4500 to 7500, showing that the problem had not been addressed the way it needed to be. The new law details 22 sections of the criminal code that social networks need to enforce. Including laws banning libel, character defamation, hate speech, insults against religions, offensive statements and privacy violations. Britain's May and France's Macron have also called the efforts of the networks insufficient. A similar law in the U.S. before the 2016 election could have saved the country from many of the problems arising from illegal content being posted, including damage to the image of the U.S., inciting deep divisions, racial tensions, hate rhetoric and defamation leading to coarsening of public dialogue and debate.  During 2016 many European leaders were exposed to hate speech including Angela Merkel. The social networks were slow to respond and did not take their civic duty as seriously as they should have considering the grave damage to the social and political fabric of the U.S. and the European Union countries. The governments also took time to act, studying the problem carefully before taking action leading to further damage, one reason the current legislation was passed quickly and decisively. Experts say other countries will act following the German example to preserve civil dialogue and strengthen democracy. ...

It is these two not the president acting on his own whim as the media like to show. And Lighthizer has done this before- as Deputy USTR in the 1980 with Japan on the opposite side and come out of it with winning solutions for the US and for the world.

The effort by 90 German universities to provide education for free to the large number of refugees from North Africa and the Middle East that are being given a home in Germany in 2015-2016. In rural areas especially in former East Germany there is still uneasiness about the large number of refugees expected to come in 2015- but students and most people in urban areas are receptive. Yet the challenges remain as the university system is crowded with students and can accomodate only about a fourth of the refugges coming in 2015. The low unemployment rate and need for workers is helpful in absorbing such a large influx of people into the country. Volunteers and the German language classes will help better integrate the refugees into German society. Though there is a small minority of people opposed to immigration, Germany society remains largely open to taking in and helping the refugees, compared to the situation in Sweden and Denmark where recent elections showed parties with anti-immigration stance getting a larger share of the vote and becoming part of the government....

Educational opportunity and mobility in the EU countries compared to the U.S. and Britain. Germany and France have maintained access to educational opportunity as a path to upward mobility for people of all classes in society. The deterioration in educational opportunity and access in the U.S. has long term consequences. It is also rarely mentioned in comparisons with Europe. Both sides of the Atlantic still espouse the same ideals for access to education for all, part of the ideals for their framework for democracy, even as the U.S. falls behind in practice. Better educated societies across all classes of society with upward mobility can also make more informed and better choices for society and government.

 Mayor Reiter of Munich, Christian Kern, head of Austrian railway OBB, say here that the actions of Viktor Orban of Hungary gave the German government very little time, only a few hours, to act. The first motivation was to act in a humanitarian way, which is what happened. The German government had asked Orban to register and handle immigrants in an orderly way. In the end with the failure of Orban to do this, the immigrants who would have come north anyway, streamed into Germany and Austria in buses and trains. Clearly Hungary and Germany could have handled this better. The German public provided support with a large number of volunteers helping. One German minister is cited here as saying that if Orban wanted to build a fence he should have done it in a quiet way, as there are fences between Bulgaria and Turkey, and Turkey and Greece and it has not bothered anyone.

Starmer of the UK's plan for Ukraine is clearly a stop gap plan in the chaotic manner in which DJT plan for disbanding NATO was conducted. This gives time for the Europeans to act. Meanwhile Leyen's EU -Leyen was Defense Minister of the Federal Republic of Germany- put out a $158 billion plan for funding defense. Merz of the CDU is clear how his coalition with SPD will act for independence from America on Europe's defense. As Merz said clearly- “My absolute priority will be to strengthen Europe as quickly as possible so that, step by step, we can really achieve independence from the USA." European perceptions of recent happenings in the Ukraine war and the war's progression from the beginnings over three years will matter in 2025 as Europe, as Germany, France and Britain take on the role of bringing a fair peace to Europe that closes the war and does the reconstituting of defense architecture of Europe under new institutions that needed to be taken up in the 1990's after the fall of the Berlin Wall. ...

Experts in the U.S. say the U.S. made a mistake in not supporting the idea of a new financial institution to meet the urgent needs of development and infrastructure financing of Asia's developing countries. India, Australia, S. Korea, Britain, Germany, France and Italy are joining as founding members in 2015. China has offered leadership in providing resources for the new bank. Jane Perlez says China is looking for the best talent worldwide to help write the charter for the bank and to run it. Laurence Brahm, who supported Chinese premier Zhu Rongji in 2001 for entry into the WTO, says it is natural for China to look for ways to use its extra capacity in steel, concrete and pipes to build projects in other parts of Asia, which would mutually benefit China and the region. Paul Haenle of the Carnegie-Tsinghua Center in Beijing, says the U.S. lack of support is shortsighted, as the existing U.S. sponsored institutions World Bank and the Asian Development Bank are sorely lacking the resources to deal with the huge infrastructure challenges in Asia. China's Finance Ministry is looking for the best talent worldwide to write the charter and run the bank. It was achieved by not getting into the smaller details so the Israeli withdrawal from all of Gaza. Israel said it will withdraw from half of Gaza and establish its presence in the other half of Gaza as Israel tries to figure out a way to ensure its security and end threats from Gaza Palestinian area. For the world community including the US and European leaders in Egypt including Britain, Spain, Germany, and other leaders this was an opportunity to remove divisions in their countries on the issue of Palestine as the continuation of the war had led to hunger and flattened most of Gaza's buildings. The issues of Palestine and Israel's right to exist without wars and threats, of new settlements, once again are left for another day as the oil rich kingdoms of the Middle East and the Arab countries, US, Israel and Europe fail to open a new chapter for Israel and for Palestine. Most importantly the Palestinian and Israeli leaders exercizing the foresight to bring peace in the ways that have ended strife over territory and control in places like the Irish Republic, Northern Ireland and Britain which have been in conflict from the year 1500. It is striking how little was gained from initial events leading to the war and how little the war had to do with the problems of illegal migration, of cost of living, of infrastructure neglect facing the US, Europe. It is certain that the peace deal will now allow the focus on the problems facing the US and Europe, removing the distraction of this sudden flareup of conflict that never should have happened.  ...

Infratest Dimap polling institute is commissioned by DW.com to find out what Germans think of the refugee policy of chancellor Merkel one year later. In summer 2015 Merkel said on Aug 31, "We can do it." Costs related to the refugees are about $17 billion, do Germans think services are overstretched for education, healthcare housing and other services. On the other side German society is aging and for every 100 unemployed people there are 200 open positions for skilled personnel. But the refugees who are accepted do not have the skills required and have to acquire the skills or given training and education. On this issue DW.com asked the question whether it will strengthen the German economy. About 51% agree and 45% disagree on this question, and about the same number agree and disagree on the question that Germany will be overstretched providing the services for housing, education, healthcare and other services. The higher educated and young are more favorable to accepting refugees, with those over 50 and basic schooling unfavorable. On the AfD side most people are unfavorable, and in the Greens party most are favorable. On terrorist incidents probability, over 58% think this is more likely, 38% disagree. On the question of whether this will make Germany more diverse 56% agree, 40% disagree. Overall the situation appears to be balanced, with a range of views expressed, and the positive and negative sentiment "evenly balanced", says DW.com.  ...

The US under president DJT puts out a new National Security Strategy in a document which states it clearly. The days of the Middle East given importance are thankfully over it says. The focus is on the First Islands, from Taiwan, Philippines to Japan for strengthening defense in relation to China. The Monroe Doctrine is now part of US foreign policy with a DJT addition- "that the American people- not foreign nations or globalist institutions- will always control our own destiny in our hemisphere."  It also means the US has a new policy towards Russia and for NATO.  The DJT administration priority, it states, is “ending the perception, and preventing the reality, of NATO as a perpetually expanding alliance.” The new strategy is that Europe needs to “take primary responsibility for its own defense.” The Monroe Doctrine and the disassociation with NATO expansion are linked. How so? Russia's foreign policy is for winning recognition as a Northern European Power with its own version of the Monroe Doctrine, being able to control its destiny in its sphere of influence. The way the Monroe Doctrine was implemented in 1823 was by a tacit recognition gained from Britain that it would support the US in its idea of no European colonial powers (France, Spain other ) being allowed to interfere in Latin America, in the western hemisphere. In 2025 the way the Monroe Doctrine is implemented with the DJT Corollary is that the US is tacitly gaining support from Russia/China for implementing the Monroe Doctrine so that no foreign powers will interfere in US sphere influence in the western hemisphere.  Where does this leave Europe and Ukraine? European Union and NATO expansion has now gone too far and NATO which was primarily for Cold War struggle between Communism and US/UK style democracies is over, but NATO has not been disbanded, or a new alliance setup with new goals. Instead as it lingers on it has created new problems such as NATO expansion to the borders of Russia, creating security risks for Russia. This has led to the war in Ukraine and the Republican administration under DJT seeks to defuse tensions and the Ukraine war by excluding NATO expansion, removing the US from European security by delegating that back to Europe (Germany and France, Italy, UK) and by acting as a moderating influence between Russia and Germany, France, that see Russia as a threat after it's attack on Ukraine. US also upholds the policy and principle of no nation invading another country, as Russia did with Ukraine, and in anticipation of the China threat to Taiwan. This part gets nuanced but the overall policy is coherent and Russia accepts this, China is gradually coming to the idea that it has to accept this situation with Taiwan to preserve its economic advances and its exports to the US and EU.  In practice once the interference of China or Russia is removed and European powers in addition, the US has freedom of action in the Western hemisphere and Latin America to prevent crises such as with drug trafficking gangs in Mexico and Venezuela, and unstable regimes sending people north to the US across the Mexican border as from Central America and Venezuela.   ...

Rishi Sunak, Britain's finance minister, defends the increase in the corporate tax rate to 25%, saying the increased receipts from corporate tax in recent years were because of cyclical recovery of corporate profits which took a hit in the financial crisis. He says that the cuts in the rate by George Osborne, former Tory finance minister, have not led to increased business investment. Osborne cut taxes to 20% from 29%, lowest in G20 countries and Hammond who succeeded Osborne as finance minister cut the rate to 19%. At 25% the corporate tax will still be the lowest in the G7 countries. France, Japan and Germany have corporate tax rate of 30-31%. Higher taxes would help finance needs for government investment in infrastructure and health services, public services, and tackle the financial situation arising out of the pandemic support. The last time taxes were raised was in 1973. This also shows that the UK and the rest of the world is looking at the mixed results shown from cutting taxes. Business investment has not resulted from the business tax cuts in the way that would support creating job growth, some of the investment only supporting automation. The investment in infrastructure is lacking from the business sector leading to the need for government to use taxes for renewal in updating infrastructure. The rise of China with new infrastructure has only shown the problems with simply cutting taxes in the hope that job growth, economic growth, infrastructure growth would happen as hoped. This is why the Tories under Boris Johnson are trying a new approach to get the job done. ...

The inaction of the first President Bush during the Shia revolt in Iraq in 1991 is deeply embedded in the Shia psyche in Iraq. It is seen by the Iraqi Shiites as the original event of the Arab Spring, ten years before before the democracy movement in Tunisia. What is less known is that the revolt in Benghazi, Libya, faced the same fate of inaction by President Obama, and his administration. It was saved only by the decisive and early action of France and Britain, with French president Sarkozy leading the way. Only when the tide began to turn after the French-British action did the Americans reluctantly follow the Europeans. Germany did not participate in the NATO action and worked to slow NATO action.

Netherlands suffered the most with 193 Dutch citizens killed in the shooting down of Malaysian Airlines Flight 17 over eastern Ukraine.

With some aspects of Marie Le Pen's programme possibly violating the French Constitution and some parts of the programme leading to France being forced to leave the European Union, what was not looked at carefully in the first round vote is now happening for the second round. The Le Pen draft law on "immigration, identity and citizenship," is seen by multiple analyses cited by The Guradian, as violating the principles of equality enshrined in the French Constitution. Constitutional experts say this would also violate European law and lead to a progressive or indirect exit from the European Union. Le Pen's proposal to lower the retirement age to 60 was coming under scathing scrutiny, with Jean Tirole, the 2014 Nobel prize winner in Economics saying it would cost 68 billion euros and "permanently impoverish the country." Countries such as Brazil that lowered the retirement age in this manner have found that it seriously affects public finances, leading to the deep economic crisis in Brazil following the commodity price collapse a few years ago. Macron has moved in the opposite direction to raise the retirement age gradually and now with a proposed national consensus, at the cost of losing some support, simply to shore up public finances. So that needed investments in infrastructure and climate change can be made. For this reason it may become evident to undecided voters that Le Pen's proposals have some serious flaws if implemented, weakening the French economy and yet not tackling the deeper problems of younger people. These problems The Guardian says in a separate report are the precarious and low pay jobs, asset based inequality, and rural urban regional differences developing as a result of the offshoring of manufacturing to China, and are common to Britain, France, Germany, and the US. These problems are beginning to be addressed after the lessons learned from the pandemic by western nations.   ...

US president Biden authorizes $350 million in immediate military assistance to Ukraine. Western leaders now believe that NATO countries are at risk if they do not help stop the invasion, as it now appears that Russia seeks to restore a sphere of influence across Eastern Europe that existed under the Soviet Union. In 1956 Soviet tanks entered Budapest, Hungary. A situation reminiscent of that in Hungary is now taking place in Ukraine in 2022. Earlier the Russian view of Ukraine neutrality was accepted by western leaders- the situation has changed during the last week, as it is now perceived that Russia seeks to change the situation in Eastern Europe. This completely alters western Europe's and America's view of the situation in Ukraine. All this has happened in a matter of days, and in a few weeks. On the Russian side the invasion is not popular with street protests in Moscow and people on the street skeptical about the invasion and its objectives. The view is beginning to emerge that this invasion only breaks the fraternal ties between the Belarus, Ukrainian and Russian peoples that have existed for centuries. In this sense the politics and governments of the present are not relevant as much as the shared history. Ironically it is this shared history that Mr. Putin seemed to want to assert. Yet it ignored the fact that Ukraine also has a shared history with Poland and the Baltic countries and the desire for a different system of government is common to all the people's of the world. Sri Lanka, Bangladesh, Indonesia and India; UK and Scotland or Ireland; Sweden, Norway and Denmark, Canada, Britain and the US; Hungary, Austria and Germany; all have a shared history yet the people in each country at different periods of history have made their own choices and decided what they would do as independent countries.  ...

Russian forces in Port Arthur (Dalian, Lushun) like the other European colonial powers in Tientsin took part in the joint operations of Japan, Britain, France, US, and Germany in the invasion of Peking in mid July 1901. Under the Soviet era China was an ally of the Soviet Union yet there was a strong sense of independent action that led to the breakdown of the relationship between Krushchev and Mao in the 1960's. This may be true also today as the European conflict in Ukraine may not be in China's interest of developing its economy and continuing on the path of modernity it adopted throughout the events of the 1930's to the 1990's to today. This report from that period shows the Russian army under Colonel Anisimov and General Stessel rescuing British admiral Seymour's force near Tientsin. The Russian forces under Russian Admiral Hildebrand played a leading role in the battle of the Taku forts that followed in late June 1901. The forces at Tientsin under Admiral Alekseev of about 8000 are mostly Russian. On 19 July 1901, Russia's General Linevich assumes control of the joint Japanese, Russian, British and French forces that conducted the campaign towards Peking.  The American version of the events in China in 1901 is given by Cornell University Prof. David Silbey in his 2010 book- The Boxer Rebellion, The Great Game in China. It shows the depressed condition of China at the time and the struggle to free China of the opium of British traders and conversions by Christian missionaries that undermined Chinese culture and society. The rebellion of 1901 is similar in China's history to the events of 1857 in India with the rebellion against British rule.    ...

As Britain goes to general elections in May 2015, one of the issues in the election will be new referendum on membership in the European Union promised by prime minister David Cameron. Cameron has said he will negotiate a better deal for Britain in the EU and hold a referendum by 2017. The last referendum was in 1975, in which two thirds of voters supported membership in the EU. British disapproval of the EU has increased with immigration from newer EU members since the 2008 financial crisis, and increasing unemployment. Some recent polls show 42% voting to stay in the EU, and 39% opting out, suggesting a close vote. Negotiations for better terms mean treaty change, which would be opposed by France. Germany's Merkel also opposes changes on the immigration rules that do not allow free movement of labor. With Britain preoccupied with Brexit, and the U.S. in a trade dispute with China, Chancellor Merkel remains the only western leader to visit and hold extensive talks with Chinese leaders Li Keqiang and Xi Jinping. She also visits other Chinese cities such as Wuhan and gives a speech at Huazhong University of Science and Technology in Wuhan, in which she commented on the social credit system being implemented in China about the social creditworthiness of individuals and businesses.  Merkel sitting next to premier Li Keqiang in Beijing advocated "that conflicts be resolved without violence and that anything else would be a catastrophe." She called for a peaceful resolution of the situation in Hong Kong and for Hong Kong's rights to be "guaranteed." This is significant because the close cooperation between Germany and China is critical for China today to tackle the economic problems created by the trade disputes with the U.S.  Merkel has a close relationship with Chinese leaders and has visited China many times, giving her the confidence to talk to Chinese leaders without arousing any sensitivities about internal affairs of China. She is the only leader who can speak her mind to Chinese leaders, without offending them. When she used the word "catastrophe" she chose it carefully. It took decades for China to build the trust and relationships with Europe and the U.S. that it has.  Trading relationships matter for both China and western nations and are built on trust and good relations. With the Shenzen region growing faster than Hong Kong, and thinking like Beijing, China could tackle the situation in Hong Kong over a long period. ...

The UN badge and logo for sustainable development goals is becoming highly popular in Japan. It has 17 colors for the 17 Sustainable Development goals set by the UN- ending poverty, reducing inequality, improving education, other aspirations of the people of the world. It is something India, the US, Canada, Britain ,Germany, France and other nations should adopt in the way Japan has done. India has taken up specific goals, clean India, clean water, electrification, and made it available to all 1.2 billion people, in its own version of SDG. Introduced into Japan by 2016, this badge is now so popular that there it is everywhere says this report in NYT. In children's playgrounds, in comic books, on NHK broadcaster's video with about 1 million views, on Buddhist temple websites, and used by businesses. In 2016 it was made official national policy by Mr Abe's government and a task force established on them by the government. In 2017 it was adopted to its charter by Keidanren, the business federation.  In the US very few know about S.D.G.'s but in community oriented Japan it has been taken up with zeal. It is part of the conversation and one survey shows 40% of Japanese business were working towards the goals in 2021. It has been adopted by Education Canada Network and it is a good way to bring this idea in education to schools and colleges in North America, Britain, EU, India and China, as well as Africa and Latin America, other parts of Asia. In India some of the SDG's are already the focus of campaigns by the Modi government Goal 0  Clean Nation one that has not been coined yet one that is called Clean India or Swacch Bharat Goal 1 Zero Hunger was taken up during the vaccination for covid campaign to get free foodgrains and vegetables to all 1.2 billion people. Goal 2  Clean Water and Sanitation or Har Ghar Jal getting clean tap water to all rural homes by 2024. Goal 3 Infrastructure, Industry, Exports Goal 4 Renewable Energy The sequence is different from the UN SDG's. The difference is it is a goal set for universal meaning everyone and delivery meaning by a specific date, and the priorities are set in the numbering. The Indian SDG campaigns under the Modi government and at federal and state levels are unprecedented in history for a population of this size, and now present a model for all nations in Asia, Africa, Latin America on how to go about doing the SDG's in practice. ...
