Two senior American military officers will now lead operations in Europe. Army Gen. Christopher Cavoli takes over US European Command, and becomes the Head of all Allied Forces in Europe as Supreme Commander Europe, including NATO Command. Lt. Gen. Bryan Fenton will lead the Special Forces Command. Cavoli speaks 3 languages Russian, Italian and French, and has served as a foreign area officer. He also served as Director of Russia in the Joint Staff, and has a masters degree in Russian and Eastern European Studies from Yale University. General Eishenhower had this kind of broad experience in the years after World War I that helped him hold the position of Supreme Allied Commander Europe during the war with Nazi Germany. Lt. Both officers will have to be confirmed by Congress and will operate in a new situation with the insurgencies in Afghanistan and Iraq now being replaced by conventional war in Europe and threats to Taiwan, the Indian border with China, and at the Korean peninsula. ...

Leslie Gelb says US should focus on its strengths, on the areas that it can build on to come up with something of enduring value and not focus all one's energies on situations and troublespots that siphon off a lot of American energies. This is a good idea and should be something that policymakers at State and the National Security Council and advisers to the President could keep in mind. There is alot to be said about the Truman example of the Marshall Plan in building western Europe after the war. At the same time its not as clear cutthat troublespots and the difficult work can be avoided. Was the Berlin airlift a troublespot? And Truman had little time to respond to the invasion of South Korea from the north, acrisis he would have chosen to avoid, if he had the choice. Instead he was drawn into along drawn out war on the Korean peninsula. Still the idea that you want to save your energies and not dissipate them in conflicts which can't clearly be won is a useful one. The Korean war was fought on conventional terms so the US could point to success years later in South Korea. But for conflicts fought in the jungles of Vietnam or in the remote mountainous terrain of Afghanistan, limited objectives and willingness to consider history, customs, and local tribal cultures is very constructive. ...

Bret Stephens talks with Shiite Imam Mohsen Quadivar, who was a student of Hossein-Ali Montazeri, and a seminarian at Qom, Iran. He now teaches at Duke. Kadivar is the author of a three part work of political philosophy titled "The Theories of the State in Shiite Jurisprudence," which questions Khomeini's idea of vilayat e-Faqih, or principle for a supreme leader with near dictatorial powers. Nothing in this principle he says is intuitively obvious or necessary for religion. It is he says not a part of Shiite general principles, and by near consensus of the Shiite Ulama, a minor jurisprudential hypothesis. He says there are two interpretations of Islam: the aggressive Islam of Ahamadinejad or the mercy Islam of Moussavi. Kadivar points out that 2 of Iran's 4 major seminaries have refused to endorse Ahmadinejad's victory. There is here a search and a struggle for the true soul of Islam that goes beyond Iran, to Iraq, Turkey, Pakistan and Afghanistan. The U.S., India, Pakistan and the Middle Eastern nations are having to walk carefully through a period where a search and a struggle for this true soul is taking place. How to build a global port network with less cash- China's state owned Cosco and it's European ports network is an example of savy buying during financial crises, and when companies in Europe and the US were keen to make sales of ports. China simply integrated it into a vast exports network, using containerized terminal expansion modernization to build its manufacturing for export model. This was an extension of its domestic network where it added new port infrastructure to newly built rail and road connections.  India today is learning from this example. By 2000 the Chinese global export model was entrenched. It was also the year when the junior Bush president extended the wars of Reagan/Bush in Iraq of the 1980's to Afghanistan. China had a clear road ahead to build state of the art infrastructure of ports, logistics and exports over the next 10-15 years without any defense costs.  Piraeus in Greece south of Athens, a port concession acquired in 2004 Antwerp in Belgium (Austrian Netherlands), a minority stake in a container port acquired in 2008. In 2013 with sale of Terminal Link ports in a 49% stake deal by CMA of France holding 51%, China has stakes in Zeerbrugge and Antwerp, Busan South Korea, and Le Havre, Montoir and Fos in France, Xiamen in China, Miami and Houston in US. Rotterdam, Netherlands- Cosco acquired in 20126 a 35% stake in Euromax Terminal in Rotterdam from Hong Kong's Hutchison's Holdings for $125 million. Valencia and Bilbao majority  51% stake for $270 million, when JP Morgan paid as much as $950 million to ACS of Spain for these ports after the 2009 crisis led to Spanish divestments. Today in TEU's shipping containers China sends goods to Europe 10 times what it takes in through Spanish ports. Local customs, tradition and history of development play a part in each region. This is the message from Islamist politicians who want to bridge the differences with the USA in the northwest frontier province of Pakistan. They want to keep some of their Islamic ways of life and still work with the US. These Islamic organizations are working to reduce the violence in the region and promote democratic discourse and electoral representation. This is happening amid widespread mistrust of the U.S. of all Islamist politicians. There are negative perceptions about things Western which are not automatically accepted in these highly tradition bound areas of Pakistan, especially the Afghanistan border regions. Some kind of rapprocement could bring peace to the region and cool growth of militants. Is there a basic misunderstanding of the area and are their other more gradual ways of bringing these areas into the mainstream. Of modernizing these societies over time so they gradually accept women's rights, education and development as opposed to the sudden onset of change. One sign - these areas need hospitals, they need roads and there is no disagreement about this. Once they see the benefits of development and militancy drops then it s easier for them to understand the benefits of schools for girls, women's rights, and education and all other development. Its like the American South trying to baccept negro rights after years of blatant racism, took some time but now some of the southern states can't even be recognized from what they used to be in their perception of black people....

He also wants to defeat the Taliban and militants and find those responsible for the death of Benazir Bhutto. This interview with Bret Stephens who gives an account of it and his own comments, ends with some remarks by Zardari about wanting to defeat the militant elements that killed Mrs Bhutto in a manner where "not letting them get away with it" referring to those responsible, is something he wishes to do before his own life ends. The US envoy to Belarus responds to overtures from Belarus's leader Lukashenko for improved relations, release of hundreds of political prisoners including the husband of a opposition leader who is thought to have won the last Belarus open elections in 2020. Today it is not realized that politicians with lack of vision or foresight - Bush, Obama, Merkel, failed to grasp that in 2020 two events happened that were linked- the Belarus electons bringing another pro-EU government on Russia's border which was squashed before it could take office and the pro-democracy movement in Hong Kong also squashed in 2020 by China PRC. Crimea was made part of Russia in 2014 when Ukrainian protesters in Kviv and Lviv near Poland ousted the government of pro Russia leader Yanukovych in the Maidan revolution. Russia under Putin responded 2014-2020 with a simmering effort to take parts of eastern Ukraine that were close to and sympathetic to Russia. This was an effort to counter NATO or pro-EU countries coming to Russia's borders in the way JFK opposed pro-Russian regime in Cuba. Obama and Merkel never understood or grasped this or were too involved in the eurozone, migration crises (Merkel) or war in Afghanistan (Obama). The result was that in 2020 Russia helped squash the election results in Belarus with another pro-EU government impending. Within 2 years Russia under Putin with tacit Chinese support invaded Ukraine in Feb 2022. Belarus shares a border with Russia and it is closely allied with Russia in the Eurasian Economic Zone that includes former Soviet Bloc countries such as Kazakhstan. Gradually following the recovery of the Russian economy by 2010 the emphasis shifted to create something similar to the Soviet Union, a bloc of countries in central Asia and in Eastern Europe that are part of a Russian sphere of influence. For much of the period of the Obama/ Merkel administrations in US and Germany this was ignored as most of the politicians never gave Russia the importance it sought, not accepting that the economic power was not measured only in GDP- also in science and technology, nuclear technologies, space, in energy resources, and Russia's position in Northern/Central Europe and Central Asia since 1700.  It is this situation that the DJT administration faced with US challenges of the Mexican and Venezuelan drug and people trafficking in the western hemisphere has responded with the Monroe Doctrine to reassert American influence in Latin America by respecting Russia's effort to have some measure of influence on its borders, that the US seeks on it's borders. Without Russian or Chinese intervention in Latin America and with the the Monroe Doctrine in place America can protect the interests of the American people and the people of Latin America for free and good government. What Bush, Obama, Merkel lost sight of is that by each power having some strong measure of influence in their regions, and the tendencies for benevolent influence put in place, there is significantly more room for respecting the hopes and aspirations of people in their regions through democratic or other people oriented forms of government than by the situation in which economically the US was dominant after the fall of the Berlin Wall but other influences would lead to US decline- open but not free trade with China, and the recovery of the Russian economy, drug and people trafficking by gangs in Latin America where the Monroe Doctrine for US leadership had prevailed till the 1960's. ...

Biden compared his presidency to that of FDR in his first years in office in 1933 with America in the depths of the Great Depression.  This report says FDR was better able to communicate how the New Deal would help families and workers in the face of distrust. Biden needs this today. During the ten months of the presidency Biden has already taken the tough decisions that are needed. For the vaccination drive, for the vaccine mandate on the coronavirus pandemic. On Afghanistan Biden took a similar tough decision to step away after learning the lessons of that conflict. He has quietly moved forward to build the alliance with Europe. On the infrastructure plan he has made the tough decision to make certain the essential components of spending on healthcare, education, childcare, support for mothers and older Americans are put in place, so that one bill for infrastructure is not passed without the bill for healthcare, childcare, mothers, elderly and education. Only this can provide the needed credibility for Republicans in states such as Tennessee who support community college open to all to come behind the overall Biden families and workers plan, and for working families throughout the whole country to support further spending for renewal of America.  ...

Changes at USAID headed by Rajiv Shah as it makes more room for private initiative of local groups and funding of local groups in countries being helped, and shifting away from handing whole projects to U.S. government contractors. Another change is the harnessing of the efforts of U.S. corporations interested in emerging market countries for introducing their products as part of an aid effort. An example is GE for medical equipment at Nelson Mandela Children's Hospital opening in South Africa in 2016. In countries where corruption is widespread such as Afghanistan, giving money to government ministry creates risks of waste and corruption, a problem which is however part of larger problem of wasted resources in that country. The basic concept of using private initiative and getting the involvement of local groups, U.S. corporations interested in emerging markets at the aid level for their products, taken up by Shah is sound and was overdue. It is already the practice as the Bill and Melinda Gates Foundation is doing much of the heavy lifting and large scale aid effort in poor countries of Africa and Asia. Shah worked at that the Gates Foundation before USAID. An example is the Grand Challenges for Development program to get innovators to help tackle problems in poor countries- the Pratt Pouch a small pouch with anti-AIDS drugs not requiring refrigeration was developed at Duke University and could potentially prevent transmission of HIV to 400,000 babies a year. Shah's own background of immigrant parents coming from India gives him a unique insight into how to combine the involvement of the creative abilities of well intentioned Americans at universities and private companies and local groups in poor countries, to leverage the results. He has a medical degree from the University of Pennsylvania....

Former prime minister Nawaz Sharif's PML-N party wins 125 of 269 seats in Pakistan's parliament. The Tehreek-e-Insaf party of Imran Khan won 31 seats and the PML-N party of the current president Asif Zardari won 32 seats mostly in Sindh province. Independents won 31 seats and some of these independents are likely to support Sharif in forming a new government. Election turnout of 60% showed a large degree of enthusiasm in this election and hopes for economic revival in Pakistan. The focus of Sharif will be on improving the economy, tackling electricity shortages, and building infrastructure. Sharif promised to pursue peaceful relations with India and Afghanistan, and keep the focus on the economy. Sharif and his advisers are bringing a new deftness in the dealings with the Army, the Pakistan Taliban, saying he would call for a halting of drone strikes, limiting the role the U.S. plays in the region, both positions popular in Pakistan, separating differences with former president Musharraf from the institutional role of the military. Small business owners and large business support Sharif's efforts to tackle electricity shortages, with an estimated loss of $12 billion in idled factories alone. The long period of political conflicts between the military, the judiciary and the political parties have led to neglect of Pakistan's economy, as neighboring countries in Asia surged ahead. The realization that popular pressure for improving standards of living and the economic opportunities are both huge has led to an extraordinary election, and put Sharif at the centre of an important new beginning for Pakistan. ...

The Economist points out (in this cover issue on India-Pakistan relations) several fundamental facts. The first is that the current state of relations betweeen India and Pakistan hurts Pakistan the most. It makes a much smaller country and smaller economy bear the burden of defense against a large neighbor- defense takes up much needed allocation of funds for infrastructure and development, education and healthcare. It also weakens democratic institutions and their development by an overdependence on the military for governance. Poor India-Pakistan relations have significant adverse effects on the U.S. In fighting the Taliban U.S. forces are fighting a force that Pakistan's military helped create and support from its early beginnings as a way to counter Indian influence. With an Indian-Pakistani peace settlement of issues in Kashmir and other outstanding issues the U.S. would be in a significantly better position to disengage from the region, especially when the entire Middle East is moving in a new direction in 2011. Consider the difficulties in establishing peace in Northern Ireland, and between Turkey and Greece, and the difficulties of establishing peace between India and Pakistan cannot be considered even more difficult. Pakistan and India muddle along- neither side is doing much to take the initiative. For the U.S. disengagement from South Asia can be best achieved by pushing for a settlement between the two countries. Pakistan and India have much to gain from a settlement. Considering the progress made in Ireland, such places as Yugoslavia, and in Turkish-Greek relations, there is a lot more that can be done and should be done to bring India and Pakistan together. In Ireland diplomatic efforts were made by U.S. envoy George Mitchell, and in Yugoslavia U.S. envoy Holbrooke made diplomatic efforts towards the Dayton accords. Greek-Turkish relations have advanced to the point where Erdogan and Papandreou, the Greek and Turkish prime ministers, discuss solutions to the Greek debt crisis. This includes options to reduce Greece's defense expenditures in the light of Turkey's new foreign policies. The lack of such efforts to break the deadlock between India and Pakistan by the U.S,. the U.K. and other countries involved in the NATO mission in Afghanistan, the emphasis on a military solution supported first by Gen. McChrystal, and then by by Gen. Petraeus, all show a lack of understanding of the real issues that need to be tackled- issues relating to a peace settlement between India and Pakistan....

Lashkar aPakistan terrorist group which recruits members has 150,000 members in Pakistan and is drawing increasing support, has connections to Pakistan's Intelligence Agency ISI at different levels on a clandestine level, and is capable of another attack. The ISI leadership for its part has not abandoned its goal for freeing Kashmir but simply shelved it for now. Says the Times report by Lyddia Polgreen and Souad Mekhennet, with interviews and classified information from ISI officials and operatives, the capabilities of Lashkar are intact, only "a thin distance" separates the Lashkar from the ISI bridged by military and former intelligence service members, and another attack is possible. The cooperation between the the Indian and Pakistani intelligence and police even now is zero according to this report. This has grim consequences for the American troops in the Afghanistan region and the Pakistan troops fighting the war in the border regions, and for economic development in South Asia. For the first time the consequences of past failed policies in the region are threatening the vital interests of the American and South Asian people, as wars and conflict now seriously threaten much needed infrastructure and economic development in South Asia and economic renewal in North America. And serious solutions and problem solving is sorely needed on the North American side and the South Asian side. The vital interests and future of about 400 million people in North America and 1400 million people in South Asia would otherwise be held hostage to the volatile emotions of 8 million people in Pakistani and Indian parts of Kashmir, in a remote region of the world. ...

Iran's (IRGC's not the people of Iran who are protesting) strategy in talks is to stall peace talks, to use the help of global media which is creating perception for Iran, and see if the strategy of no nuclear materials turned over to Russia or some other country, see if that strategy works. This is  what German Foreign Minister Wadephul is saying on Day 16 of the Naval Blockade. Earlier this week German chancellor Merz called it unfortunate that the Iran War is continuing in explaining to ordinary Germans why the German economy is slowing down, yet he understands the danger posed by nuclear weapons in Iran or for that matter anywhere inthe volatile and explosive Middle East. Almost like the volatile and explosive Balkans that ignited World War I in 1914. This strategy of IRGC Iran does much irreparable damage to the Iranian economy in weeks to come. Iranian protests were intended to put the economy on a new path in which not just students, the middle class in the bazaars, the younger generation of Iranians who had the most to lose participated. Why is this happening? It is happening because of the complicated politics of the Middle East and centuries old differences within the Islamic world between different sectarian beliefs and cultures. It is not happening because of the US. The US cannot be responsible for what colonial empires of the British and French did in this region in the 1920's by creating artificial states of Lebanon, Syria, Iraq, out of the Arab portion of the collapsed Ottoman Empire defeated in World War I with Shia, Sunni populations in these states mixed up into unmanageable states. Five decades of wars in the Middle East are the result of these unmanageable artificial states of French and British Empires by 1921. The British Empire also controlled Iran in the 1900's and its oil resources. There was no involvement of America as the British and French did what they wanted to do even in the Treaty of Versailles that ended WWI.  The fall of the pro-Soviet Mossadegh regime in 1956 was the only fragmentary situation which is an anti Soviet Cold War move by the US in 1952, and was done by a group that had British connections deep inside the Eisenhower administration led by Secretary of State John Foster Dulles that took this unfortunate step for America (looking back over  5 decades of wars). A British oriented group was active inside the Republican party that continued to operate in the Reagan administration's involvement in support for Iraq in its war with Iran. And which no longer exists in the Republican party led by DJT which puts America First, grasps the fact of unmanageable states of British and French Empires and seeks to distance the US from the Middle East. Gandhi and Patel (and Jinnah) avoided the creation of such a state in British India's partition into India and Pakistan. Afghanistan is simply an extension of this Middle Eastern complicated setup, including 9/11. Why is all this important? Arab Middle East is a dangerous place for nuclear weapons- this is all the US is trying to accomplish, thankfully without the cooperation of the British and French whose Empires are responsible for the creation of a hodge podge mix of peoples in Lebanon, Syria and Iraq which (check this out) never existed before British and French Mandates of 1921. The global and American media that sees DJT Republicans as too conservative on cultural issues and the political establishment intending to return to power have completely obscured or not presented this side of the Middle East, yet is key to devising a policy that keeps America out of Middle East wars but keeps the goal of no nuclear weapons in this powderkeg of a region. ...

Russia invades Ukraine on multiple fronts, across Belarus, across its western border with Ukraine, on the pre dawn hours of February 24, 2022. Russian foreign minister Lavrov says "tense and detailed discussions" with US and NATO are still taking place. In talks with the US, president Putin of Russia had demanded that Ukraine commit to not joining NATO. The US insisted that this was upto Ukraine and that the territorial integrity of Ukraine had to be respected. Interventions by Macron of France and other leaders failed to bring the two sides closer. The US and Europe with a reluctant Germany looked at sanctions as a deterrent. This proved to be wrong. Mr. Putin has a passionate view of Ukraine and Kviv's historical role in the formation of the Russian state, evident in his televised address only 48 hours before the actual invasion. Ukraine has shifted between Poland and the Baltic states, Germany on one side and Russia on the other in its thousand year old history. The shift away from Bolsheviks and Communists under the Soviet Union after 1990 changed the relationship of Ukraine with its neighbors once again as Ukraine became closer to Poland and the Baltics, and Germany. Germany remains reluctant to revert to the relationship with Russia that led to 2 World Wars. During the leadership of Willy Brandt and successive German SPD leaders, as well as with Konrad Adenauer and CDU leaders, the goal was to build a good relationship with Russia. Merkel of the CDU went as far as accepting dependence on Russia for 40% of its gas supplies, after shifted out of nuclear energy and supporting a new Nordstream undersea pipeline for gas supplies.  The early reaction on DW.com and German television was one of shock as no one really expected that this would lead to a full scale invasion. Scholz of the SPD the new chancellor in 2022 was not active in forging anew consensus allowing NATO's Stoltenberg who is a former Norwegian prime minister 2005-2013 to frame the response of Europe. Norway's role in European security was marginal for most of the twentieth century. Other events had detracted from bringing active German and American participation in coming up with a framework of dialogue to address concerns of both sides and still build a common ground for peace- Afghanistan, the pandemic in its third year, China's deteriorating one sided trade relationship with America that hurt American workers and manufacturing.
