WSJ reporters Corkery and Yoon give a remarkable account of the individual homeowners and investors inside one toxic subprime mortgage security from Countrywide Financial Corp. named CWABS- 2006-2007. There is Amanda Gavini of Fort Myers who continued making mortgage payments against the odds after a illness and death in the family. And a couple Donald Mudd- Patricia Starr who were approved by Countrywide for a $171,000 adjustable rate mortgage loan at 8% with a $10,000 down payment for a home in Port Charlotte, Florida. The approval came only 3 months after the couple emerged from personal bankruptcy in 2006, and by 2009 Mudd was missing payments. Other borrowers such as Mrs. Gavini in Florida took out two loans at 7% and 11% in 2006, have continued making payments and are still unable to refinance under the HAMP or HARP government programs. It is because of these homeowners who continue to make payments helping the security price recover, that one of PIMCO's funds which owns a stake in this security has made good returns. Hedge fund Marathon Asset has also made good returns on this security because of the U.S. government's Public Private Investment Program to help banks recover by providing government incentives for purchase of these securities from banks. This was a way to get banks holding these subprime securities to resume normal lending in financial markets....

As Washington Post writer points out from personal experience- he is one of those who put up 15% to buy ahome inDenver at the top of the market and now has negative equity as prices drop- negative equity is one of the most serious problems facing the US economy. It has the potential to undo many of the encouraging things from the stimulus, as rising foreclosures continue to act as adrag on the overall economy. As he says about one fourth of Americans with home mortgages, or about 11-15 million people, owe more money on their homes than the market value of their homes. As Hoffman says the administration's approach has been a Band-Aid at best for a serious injury. The Obama administration set aside only $75 billion to get banks to modify loans and also made this voluntary for banks to modify loans. Treasury Secretary Geithner testified in Congress: "This is a conscious choice we made, not to start with principal reduction. We thought it would be dramatically more expensive for the American taxpayer, harder to justify, create much greater risk of unfairness." But making it voluntary means very little of this $75 billion has gone to help achieve modifications- banks had no incentives to do this. Only 31,000 permanent loan modifications have been made. Of the 750,000 temporary loan modifications made as of Dec 2009 only 4% of homeowners signing up have qualified for permanent federal relief. See the links to Martin Feldstein's proposals for this on the pages of the Wall Street Journal in 2008 and 2009 which called for aggressive program of relief for the sake of the economy. With 2.4 million Americans likely to lose their homes in 2009 according to Moody's Economy.com estimates, following the 2 million in 2009 and 1.7 million in 2008, this may be a serious mistake of the Obama administration and drag out this recovery....

Social Democrats meeting in Weisbaden, Germany, elect a new leader with barely two thirds support. About one third of the delegates in SPD voted against Nahles because of the split within part ranks over which strategy to pursue. after a disappointing result of 20.5% support in the last general elections. This part of the party wants to see a return to its socialist roots, to become a party of the workers as it was during the postwar years under Brandt and Schmidt. The part of the party that supported her wants to see cooperation with the Christian Democrats to continue but with the SPD's unique role and policies. Nahles favors staying in a coalition with Merkel yet bringing its own emphasis in policies in line with SPD policies from the postwar years.   Nahles has to lead the SPD back to a more popularity in line with its role as one of the two main parties in Germany for most of the period since 1950. She has to find a way to do this even though there is skepticism within the SPD about how someone who has occupied prominent positions for many years can renew the SPD. ...

There is only one thing in common and that is they all think having so many refugees is bad for Germany. They don't want refugees to migrate to Germany. Recently the AfD has made gains in German elections with chancellor Merkel's policy leading to a large number of refugees entering Germany. Germany has seen a realignment in many ways. The Social Democrats have lost support as voters shifted to the Greens party which now has about 20% support among German voters, and the Free Democrats have come back to about 10% under Mr. Lindner. The AfD swing as the mood shifts away from Merkel's policies, is one of many trends in Germany. The Christian Democrats also have a new leader as the traditional parties go back to their roots following a period when Merkel's policies erased many of the differences between the traditional SPD and CDU during the period of coalition governments dominated by Merkel's Christian Democrats. The SPD suffered serious election losses as Merkel pursued centrist positions. ...

She says all the late night meetings her parents had as ministers with people going through difficult times from all parts of society gave her a sense of how an informed society should function....

The new generation of Communist party leaders that takes over from Hu Jintao and Wen Biao. Chongqing region's party chief, Bo Xilai is one of the leaders expected to be part of the senior communist leadership, along with Li Keqiang as prime minister and Xi Jinping as president. Xi and Bo are sons of communist party veterans from the Long March. Chongqing was the main base of the Communist party in the 1930's and 1940's, as Mao and the communists fought the Nationalists and then the Japanese. Bo has suppressed the influence of Mafia elements in the region, and is campaigning for a place on the Politburo's Standing Committee with a call for a return to Maoist values of "conscientiousness." Chongqing's state companies are supporting a project launched by Bo in 2010 to build 800,0000 subsidized apartments in 3 years, with an investment of $18.5 billion. This comes as income and wealth gaps in the country are widening and housing is becoming increasingly unaffordable for ordinary wage earners....

This article gives a picture of the difficult days before the euro with repeated devaluations in Portugal and Italy, hurting pensioners and workers, and small business, that people have conveniently forgotten or have short memories to recall. Der Spiegel points out that the populist politicians say Brussels has too much power, yet fail to realize that some of the problems come from the eurozone being run on the basis where all 19 finance ministers of the countries in the eurozone make the important decisions. And these finance ministers have their own interest groups back home and national budgets as their dominant considerations. The Chinese Academy of Environmental Planning, under the Ministry of Environmental Protection, has estimated cost of pollution in a new study of the costs of environmental pollution in China. The cost is estimated at $230 billion for 2010, or 3.5% of GDP, and close to 4 times the cost in 2004, showing the rapid degradation of the environment from rampant industrialization. The first such estimates were made in 2006 and since then come out spradically from the Environment Ministry. For 2004 the Environment Ministry estimated cost of pollution was $62 billion, for 2008 partial cost estimate was $185 billion. Even the $230 billion figure fo 2010 is incomplete say researchers. Only after strong public protests over Beijing's air pollution have government officials allowed candid reporting on environmental costs. Environmental costs extend to food contamination. A report on China Central Television recently said farmers in a village in Henan province used wastewater from a paper mill to grow wheat, which was then sent to cities as farmers in the village grow wheat for their own use from well water. A Deutsche Bank report in Feb 2013 says there will be a continuing decline in the environmental degradation for the next decade under current policies, higher coal consumption and growth in automobiles....

In the most recent Global Financial Stability Report out in Sept. 2011, the increase in the ratio of a country's outstanding credit to GDP is highlighted as a key warning light indicator for country economies. An increase in this ratio of over 5% signals a warning light according to the IMF. It tells us that borrowing is expanding at significantly faster rate than the growth of the economy. Using this indicator would have set a warning light up for the U.S. before the 2008 mortgage crisis, and a warning light well before the financial crises in Greece, Portugal and Ireland. The outstanding credit to GDP ratio went up for China by 24 percentage points in 2009, with 4% percentage point increase in 2010. The ratio was up 30 percentage points in Hong Kong for 2010. The warning light is also up for Turkey and Vietnam. Capital inflows into countries that can be suddenly reversed, and overvalued currencies are a danger for emerging market countries and act as supplemental indicator warning lights. Brazil and South Africa have overvalued currencies. Turkey has high capital inflows. Only a small portion of this is foreign direct investment, the rest helps support a high amount of lending and credit provided by the banks. That a significant portion of this is in short term borrowing poses additional risks, as evident in the 1997 Asian financal crisis for S. Korea, Thailand and Malaysia....

This has weakened the administration of president Ma Ying-jeou, and turned it into a lame duck administration till presidential elections in 2016. The S.E.C.'s non-enforcement position on holding credit ratings agencies accountable and liable for credit ratings they issue on securities. This was done through a "no-action" letter issued in July 2010, that indicated the S.E.C. would not bring enforcement actions against issuers that did not disclose ratings in prospectuses. This decision was made for 6 months, but has now been extended indefinitely by the S.E.C. It defeats the intent of the Dodd-Frank law and opens the door to improper credit ratings being issued. This was one of the causes of the 2008 financial crisis.

This is part of a tradition in Pakistan where the courts have played a role to check executive power in the form of military in the government or political parties in government affected by corruption in the system. Earlier in the last decade the courts acted as a check on the power of Gen. Musharraf. Daniel Henninger says in the WSJ that the debt ceiling will be raised, and Republicans should not be pitting program against program. He says the narrative though should be framed around the trillions being spent by the Biden administration on climate change action, US manufacturing and technology in chips, with interest on debt at over $400 billion a year. Yet this does not take into account that for two decades there has been an overcrowding of US government initiated capital investment for essential needs by massive Tech industry misallocation of funds even as productivity of this capital invested by tech was dropping, with much wasted capital. British prime minister Boris Johnson says he is cutting down on carbohydrates, chocolate and late night cheese, and urges Britain to take up healthy diets. In a video posted on Twitter he says he is "doing everything I can to lose weight, and to feel fitter and healthier. I've been eating less carbs, avoiding chocolate, no more late night cheese."
