Bob Dylan is the first American to win the Nobel Prize for Literature since Toni Morrison in 1992.  This is the first time it is awarded to a musician. The award was given for "new poetic expressions within the great American song tradition." Born as Albert Zimmerman in Minnesota in 1941, Dylan took the name of the Welsh poet Dylan Thomas for his musical career. In announcing the prize Sara Danius of the Nobel Prize Academy said Dylan wrote "poetry for the eyes," citing his album "Blonde on Blonde." Best known are his songs "Blowin' in the Wind" ans "The Times They Are A-Changin," songs that in the sixties reflected the mood of America towards civil rights for black people and against the war in Vietnam. It seems like good common sense -surely studies come later that masks can cut coronavirus cases by 40%- as Texas is learning the hard way. As coronavirus cases jump in Texas the governor makes wearing face coverings or masks mandatory in the state. Texas recorded over 8000 cases in a single day on July 3, 2020. "wearing a face covering will help us to keep Texas open for business." As a grim warning to Texans he said "we are now at a point where the virus is spreading so fast there is little margin for error." As the virus cases surged Mr. Abbott, the governor of Texas, ordered all bars shut and cut restaurant capacity by 75% last week and reversed step taken to open the economy. Another lesson learned the hard way when it seems like common sense- consider that on June 20 as reported in the WSJ a staggering 500,000 people went to bars in Los Angeles county the day after bars reopened. It is this type of activity that makes Dr. Fauci, say cases could reach 100,000 a day in the U.S. Infection rates are now increasing in 40 of 50 states with the southern states, western states doing badly.  A lot of it was plain common sense. A German study shows a 40% reduction of coronavirus cases when masks or face coverings are worn. For those arguing for the reopening so that economic hurt is mitigated there is even more reason to wear masks as it makes it possible to get back to work by following strict social distancing and mask guidelines. Everything in life is about adapting and making small changes for the larger good. Younger people have badly failed to show fellow feeling with lack of following social distancing guidelines on beaches and gatherings leading to the numbers now showing that people 18-34 are now equally at risk. ...

In this exceptional piece Krugman says Greece has won flexibility in the negotiations with the EU in April 2015, contrary to the media coverage. He says under the Samaras government negotiated agreement with the EU the primary surplus, the difference between the revenue and expenditures not including interest on debt, would have to be triple what it would be now for the next few years. This is the only figure that matters, says Krugman, as it is the amount that is transferred to the creditors. The Syriza government plans to run only a small primary surplus, which itself involves large sacrifices in Greece with the drop in revenues from the decline in the economy. Language about future surpluses is left obscure, and Greece continues to get financing for the next few months. In other areas Syriza agreed to structural reforms in the labor market regulations, and to take strong action against tax evasion, which he describes as constructive steps on the path to economic recovery.

The view from Asian officials and scholars that it was not the savings glut that originated in Asia that caused the economic crisis in the U.S. The idea of a"savings glut" that caused low rates for along time and set up conditions for a housing bubble was presented by Ben Bernanke in 2005 before he was governor of the Fed. It was considered acontributing factor in the crisis. Mr Panitchpakdi, head of the UN Confreence on Trade and Development says that Asians did not borrow heavily for consumption and Americans did. Consumption levels he says are normal in Asia and average 40% of GDP. Household consumption in China is 36% but thats because growth in investment and exports has been very strong, npot because consumption has been weak. Speaking at the same conference Chinese central bank governor Zhou Xiaochuan sais Chinese consumption needs to rise and saving rate fall but micro factors like regulation played an overwhelming part. Zhou says the increase in the savings rate in recent years comes not from households but from corporate savings as retained profits. Lawrence Lau, another economist, says China's trade surplus was at 2% for many years till 2005 when it jumped to 5% of GDP. ...

There is renewed pressure from Western European bank's involvement in the economies of Eastern European countries. Austria is most affected with about 50% exposure to Eastern European countries, Italy has about 27% of total bank claims with focus on Poland and Croatia, and the Scandinavian banks are heavily involved in the Baltic countries. As Turkey's trade ties with the other countries in the Middle East and Asia increase there is less support for joining the European Union. In 2004 12.5% of Turkey's exports went to the Middle East, today this is up to 20%. This figure is expected to increase after the Arab Spring and new economic opportunities in the region, according to one business group leader. Turkey's exports to Europe in 2010 were about 56%. As Cyprus takes the rotating presidency of the European Union in July 2012, Turkey plans to boycott the presidency and freeze negotiations. In 1974 Turkey invaded Cyprus and set up a rival government in the Turkish part of Cyprus. The talks may be abandoned if no progress is made by 2014, according to Turkish officials. Turkish public opinion is also shifting away from favoring joining the EU. Surveys by the German Marshall Fund show 38% of Turks saw membership as a good thing in 2010, compared to 73% in 2004.

Griff Witte describes the deep differences between the young people in Greece supporting Alexis Tsipras of the Union of the Radical Left and German chancellor Merkel's insistence on austerity measures. By placing flowers at a memorial to Greek resistance fighters killed during the Nazi occupation of the country as one of his first steps after being elected, Tsipras made a symbolic move that underlined Greeks view of austerity measures that have shrunk the economy by 25%. On the issue of Russian speaking people in neighboring eastern European countries Putin has strong emotional reaction, as evident in the 2008 Georgian conflict. In Ukraine the issue assumes significance because of the effect of western sanctions, adverse foreign investor sentiment and the tendency of rich Russians, similiar to Argentines, to shift assets abroad. Capital flight was $75 billion in the first 6 months of 2014. Add to this adverse effect on foreign investor sentiment on an already slowing Russian economy, and growth will be seriously affected. Car sales are expected to decline by 12% in 2014, according to a trade group. The rhetoric has been toned down on Russian television. And Russian analysts now say relations with the West must be maintained. Polls by state run polling company WCIOM show 66% of the Russian public oppose Russian forces entering Ukrainian territory.

Mass firings of government workers and closing of government offices created a sense of upheaval with the style of Elon Musk and his Department of Government Efficiency. Musk says his disinterest in the workings of the government, and effort to do too much too quickly hurt his efforts, and the distraction has cost Tesla with loss of market and loss of loyalty of customers put off by DOGE style actions. New reports suggest Tesla engineers now working for GM are building new EV battery technologies to drastically reduce the cost of EV's by 2028. German EV's market is collapsing in China so that Tesla faces many changes in just 6 months.  ...

WSJ Analysis of government data shows on Feb 22, the actual savings from cutting fraud and waste, misspent funds of $2.6 billion less than the $7 billion shown on the DOGE website. Of this 2% of savings are attributed to DEI closures. What it shows is that generating savings is a long term effort requiring weeks, months and years of hard work with patience and perseverance, as shown by the Truman Committee of 1941-1948 of the US Congress during the War and the early part of the rebuilding of Europe. DJT corruption, fraud and waste cutting efforts owe it to the American public to take a long term view similar to the Truman Committee of 1941. That Committee was setup with unanimous support in Congress for Resolution 41 of Senator Harry Truman of Missouri in Feb 1941. This type of unanimous support remains a hope, yet just as the efforts of president Biden were needed for investment in crumbling infrastructure, there is also today the need to see that $4 trillion in the US budget is wisely and prudently spent, even if this effort is led by the opposite party. As the articles alongside show the Truman Committee lasted till 1948 for the better part of the decade. It helped Harry Truman replace Wallace for the Vice Presidency in 1944 under FDR, and within months to the White House till 1952. A period of spending for the Greece-Turkey and Marshall Plan for Germany aid efforts similar to aid to Europe today, on top of the wartime spending comparable to the 5 year effort against the pandemic starting in 2019.     ...
